• History.– Leprosarium began in 1931.– Leprosarium closed in 1955 with 250 persons locating to East Arm.– Approximately 32 buildings contained asbestos – walls, roofs, eves, and

gutters.– Site was overgrown and had not been maintained. – Asbestos removal project started in August 2014.– Asbestos and hazard survey completed by Greencap in September 2014. – Identifed 28 specific locations of asbestos – estimated quantity for tendering

was approx 8 tonnes over 750sqm.– Asbestos was cleared from the tracks and fire breaks in Oct 2014– Fire breaks and tracks were cleared of vegetation in January 2015– Vegetation/ weed management – covered the duration of the project– Asbestos removal started 3rd May 2016.– Asbestos removal completed 15TH July 2016.– Asbestos removed from site – 38 tonnes– Area cleared – as much as reasonably possible – time and budget.

Site hazards - Beer bottles were used to identify the edge of pathways and graves.A lot are broken, but still in position as per the pictures below.

Tracks were identified at the start of the project and marked with red tape. Tape was later used to mark the edges of the tracks and fire breaks to identify

the boundaries for the asbestos clearance certificates. Below pictures show before and after

Fire breaks were cleared of asbestos and then cleared of vegetation.

Fire breaks and tracks were mechanically mulched and then controlled with weed spraying after being cleared of asbestos – clearance certificates were issued for these areas prior to work starting. Weed management – Belly ache bush being the main weed of concern as identified in the photo. One infestation – 100 plants - was reported to the contractor for spraying and future checks for regrowth. If only one or two plants, then these were removed by hand and placed

off the ground to die. Approx 50 plants were identified and removed during this project.

Note the pink tag on the mangrove in the water which identifies an asbestos location – the entire water line area was walked around

the island and asbestos removed from various locations.

Asbestos cement piping has been used for building piles x 66 to pour concrete into. This asbestos piping formwork has been left in place and managed by painting a sealing product from Dulux called Acrathane and then encapsulating with sheetmetal, sealed the joins and openings with a high temp silastic type product. A sticker has been placed on each pile identifying asbestos. Agreement was obtained from all stakeholders as removing the piles was going to impact the heritage visual aspect of the locations.

Location 13 consisted of 3 original buildings used for hospital, clinic and school. The pictures below show the school before and after.The vacuum cleaner - specifically for asbestos – had to be used to remove small pieces of asbestos form cracks and under concrete – attempting to preserve the heritage of the site causing as little impact as possible.

Locations 16, 20 and 29 - Panoramic picture of the dormitory area looking north from the access track. This area is marked by the length of the flagging.

Area was cleared from the road to 30 meters on the other side and then emu bob walk to the high tide line 100 meters down at the water level were asbestos was still being found.

Location 16-20 are Dormitories x 3The next picture or slide was taken a couple of days later from the other side of the corrugated tank looking in the same direction.

Middle Dormitory – a tarpaulin was purchased to place over the work area to provide shade. Note the 4 trunk tree at the other end which posed a potential problem removing due to the wall around the tree. The stump was thrown out due to asbestos in the root

system.

2 tree stumps were removed from site due to the amount of asbestos in the roots and stump. The majority of locations had vegetation growing in, around and over asbestos. This tree had 4 trunks, one stump and approx 6 inches of asbestos underneath – took 2 days to remove the tree and make the location safe to work in. The tree was located just inside the opening in the cleared photo taken after.

Dormitories – note the concrete missing from the wall.Concrete cancer has made a lot of the walls unstable and unsafe with loose

pieces just hanging on.

Length of the dormitory area is about 100m. The access track is on the other side of the structures.The area to the right was cleared for about 30 meters and then an emu bob was conducted down to the high tide line about 100 meters away

Location TG3OL003 – Identified the affected area as 40sqm and quantity of asbestos as 100 sqm. Didn’t say it was an old tip and 1 meter deep with a tree growing over the top, the stump had to be thrown into the skip bin. A large amount of

asbestos was also removed from the mangroves which appears to have been washed from the tip location – duration to clear – 1 week. The rubbish from the tip was stacked off to the side.

Jack and Nancy's home – The roof had collapsed and was still intact, scope to remove included corrugation, eves and gutter. Check the amount of asbestos from one small roof section. 2 loads of pallets and 20 plus bags,

some had already been removed when this picture was taken.

Moving vehicles around the island to pickup asbestos and carry tools, PPE etc only proved challenging once.

Future for the area.Asbestos risk has been reduced to as low as reasonably possible – time and budget due to vegetation and current environment. Remaining asbestos. Although we have removed 99% of the asbestos, there still remains a small amount of asbestos which has the potential to pose a risk to Territory Generation and any visitors to the area.To manage this riskRequire vegetation to be removed – fire.Immediately after fire – require air monitors to be in position to monitor for airborne friable asbestos – 8 hours will indicate if there is an issue.If safe - within a week of a fire, organise a walk over the site with asbestos removalists and hygienist – minimum of 10 persons required for a week.What next – the site will now be safe for any activities.

2 site visits were completed with stakeholders after the project was completed to raise their awareness of the ongoing risk and possibly the opportunity to conduct a fire.
