TERMS OF REFERENCE FOR THE POST OF PROJECT DIRECTOR – MISSION ONE GP ONE BC SAKHI In order to deploy Women SHG members as Business Correspondents and in view of potential this model holds for deepening the Financial Inclusion, Ministry of Rural Development, Govt. of India (MoRD) under DAY-NRLM has launched “Mission One GP One BC Sakhi”. The Mission aims to create a pool of trained and certified women SHG members as BC Sakhis. 1. SCOPE OF WORK: The “Project Director – Mission One GP One BC Sakhi” will be the country head of the Mission at NAR ensuring that the objectives of the Mission are fulfilled. Project Director – Mission One GP One BC Sakhi shall be responsible for and perform the following tasks:

c. Procurement of trainee tool kits

X. Any other task assigned by the Director General, NAR in relation to this assignment

2. MINIMUM ELIGIBILITY CRITERIA

i. Officers retired/retiring from Public Sector Banks at the level of Assistant General Manager (Scale V) and above ii. Minimum 2 years experience in Financial Inclusion/Priority Sector Credit Department

3. DESIRABLE QUALIFICATIONS AND EXPERIENCE

I. Familiarity with RBI rules and guidelines concerning Financial Inclusion, BCs

and SHGs

II. Working knowledge of MS office

III. Articulate, analytical and social skills and ability to empathize with diverse sets of people

IV. Comfortable in coordinating with pan-India teams and should be able to highlight

past experiences showcasing multi-state coordination

V. Advocate effectively, communicate sensitively across different constituencies VI. Knowledge on functioning of RSETIs, other skill development training Institutes

VII. Fluency in English and Hindi VIII. Willingness to travel

4. MAXIMUM AGE LIMIT: Age of candidate should not be more than 62 years as on last day of application.

5. REMUNERATION: Consolidated remuneration for this position will be Rs 80,000/- (Rupees Eighty

thousand only) per month.

6. TERM & LOCATION: The term of contract shall be valid for one year and shall be based at Bengaluru.

7. REPORTING:

The incumbent shall report to DG, NAR or to any other person assigned by the

President, NAR.

8. GENERAL CONDITIONS: ➢ The offered assignment is purely temporary (Project specific) and does not

envisage any kind of regular appointment in NAR in future. ➢ The job may involve extensive travel to rural areas.

➢ In case of large number of applications, the Academy may shortlist the

candidates as may be necessary.

➢ Canvassing in any form will be treated as disqualification.

➢ No correspondence will be entertained as regards short-listing, calling for

interview, selection or engagement.

PROJECT MANAGER – HUMAN RESOURCES

The National Academy of RUDSETI, Bengaluru (NAR) has been recognized as National

Resource Organization (NRO) for RSETIs. NAR has also been engaged by the Ministry

of Rural Development, Govt. of India (MoRD) as nodal agency for implementation of

RSETI programmes across the country. In order to undertake various

activities/projects NAR engages human resources in its Head Quarters Bengaluru as

well as at various other locations. To effectively utilize its Human Resources as well as

to take care of suitable payroll management at NAR, NAR invites applications for the

post of “Project Manager – HR”.

1. SCOPE OF WORK: The “Project Manager – HR” will be performing various works of

Human Resource Management at NAR ensuring that the available Human Resources

are suitably utilized, trained and adequately motivated. Project Manager – HR shall be

responsible for and perform the following tasks:

I. Coordinate and lead end to end HR, Admin and Safeguard functions of

organization as well as partners

II. Develop HR and Admin policy and procedure

III. Create job descriptions

IV. Managing hiring process, on-boarding of new employees/consultants including

effective induction

V. Manage pay roll, PF, ESI, Gratuity

VI. Participate in disciplinary meeting/procedure

VII. Oversee periodical employee review systems

VIII. Organizing staff development programs such as trainings, exposures, etc.

IX. Ensure all legal compliance related to HR are met

X. Any other task assigned by the PD – Accounts/Director/DG NAR in relation to this

assignment

2. MINIMUM ELIGIBILITY CRITERIA

I. A Bachelor's Degree in Human Resources/ Industrial Psychology/Industrial

Relations and/or MBA with specialization in Human

Resources/Organizational Development

II. 5 years of post qualification experience in the field of Human

Resource/Organizational Development

3. DESIRABLE QUALIFICATIONS AND EXPERIENCE

i. Fluency in English and MS office

ii. Good communication skills

PROJECT DIRECTOR – PROCUREMENT

The National Academy of RUDSETI, Bengaluru (NAR) has been recognized as National Resource Organization (NRO) for RSETIs. As NRO, NAR has to undertake various activities which may require procurement of goods, civil works, non-consulting services and services. NAR has also been engaged by the Ministry of Rural Development, Govt. of India (MoRD) as nodal agency for implementation of RSETI programmes across the country. While NAR activities as NRO are under International Bank for Development and Reconstruction (IBDR) assisted NRETP, the other activities are under MoRD funding. To lead the entire activities of procurement at NAR, NAR invites applications for the post of “Project Director – Procurement”. 1. SCOPE OF WORK: The “Project Director – Procurement” will be the in-charge of procurement at NAR ensuring that all the activities of procurement are taken as per the requirements. Project Director – Procurement shall be responsible for and perform the following tasks:

I. Devise a procurement plan and strategy as per the available budget and requirements assessed with user departments

II. Undertake and be accountable for all procurement activities to be carried out by

the NAR

III. Review and handle the technical, commercial and legal aspects of procurement

at all stages of the implementation cycle

IV. Prepare and Finalize proper documentation of all procurement processes and

activities

V. Ensure efficient delivery of procurement function in relation to the

implementation of procurement activities for NAR

VI. Ensure proper listing of all procurement activities and contracts for pre/post

review purposes

VII. Liaise with World Bank, MoRD on processing pre/post review cases and get

clearance on packages as per business standards

VIII. Provide oversight and safeguard the procurement principles as outlined in the

NRETP procurement manual/GFR

IX. Provide operational advice to NAR on concepts, policies and procedures for

National, local and community procurement

X. Resolve procurement issues and handle questions/ complaints from applicants

and contractors on bidding and award issues

XI. Any other task assigned by the Director General, NAR in relation to this assignment

V. Routine accounting, payroll administration, preparation of financial

statements grant management and reporting

VI. Facilitate project and statutory audits

VII. Filling of statutory Returns, Income Tax, PF, Gratuity, EPF, TDS, Deposits, etc.

VIII. Safe upkeep of bills and vouchers

IX. Preparation of Monthly expenditure statements and ensuring that the expenses

incurred are kept within the allocated budget

X. Preparation of UCs

XI. Any other task assigned by the Director General, NAR in relation to this

assignment

PROJECT MANAGER – ACCOUNTS

II. Maintaining and balancing subsidiary accounts by verifying, allocating, posting,

and reconciling transactions and resolving discrepancies

III. Processing of bills and payment to the suppliers after obtaining requisite

permission from the competent authority/ies

IV. Maintaining general ledger and its detailing

V. Voucher Preparation, Ledger Keeping, Handling of Tally and PFMS

VI. All banking transactions and reconciliation

VII. Effective cash management and complete documentation

VIII. Safe upkeep of security items like cheque books, Bank deposit receipts, etc.

IX. Adherence to statutory compliances including those related to taxation

X. Routine accounting, payroll administration

XI. Facilitate project and statutory audits

DIRECTOR – NACER

1. OBJECTIVES OF THE ASSIGNMENT:

The Director will be primarily responsible for Assisting the National Director for RSETIs in smooth and effective administration and functioning of the NACER. Assist in achievement of Annual Action Plan targets as per the MoU and other assignments. 2. SCOPE OF WORK:

I. Supervising the works of SDRs/faculty/OAs and ensuring all the staff contribute to

their maximum potential under their respective areas of assignments.

II. Attending the instructions of the Ministry of Rural Development.

III. Co-ordinating with the Banks/RSETIs for compliance of government guidelines on

RSETIs and achievement of Annual Action Plan targets.

IV. Follow up for smooth functioning of RSETI MIS, data extraction, reporting and data

validation.

V. Checking of the bills and vouchers with respect to various expenses incurred at

NACER. Ensuring that the procurement/purchase/payments are as per the guidelines

of the MoRD/NAR.

VI. Co-ordinating periodical review meetings, RSETI Directors’ Conclave, Annual Grading,

etc. as per the stipulations of Standard Operating Procedures (SOPs) for RSETIs.

VII. Any other tasks assigned by the NDR in relation to this assignment.

3. MINIMUM ELIGIBILITY CRITERIA

I. Graduate degree in any discipline II. Retired Bank executive

TERMS OF REFERENCE FOR THE POST OF FACULTY

1. OBJECTIVES OF THE ASSIGNMENT:

Faculty will be responsible for undertaking all related works of training, mentoring and monitoring. They will be taking classes and organising the training programmes, preparing post programme reports and attend to all the other works of training. They will also be working as Group Heads overseeing field level working of the State level officials. Will be collating and compiling reports received from the States and following for compliance of the observations. 2. SCOPE OF WORK:

I. Arranging training programmes. Mobilizing nominations, arranging training logistics

including training materials, guest faculty, etc.

II. Taking sessions in training programmes. Development of training materials.

III. Follow up and preparation of Post Programme Reports. Obtaining feedback and

taking steps to improve the training on continuous basis.

IV. Attending office works whenever not taking sessions.

V. Working as Group Heads to the State Directors and co-ordinating their works.

VI. Responsible to follow up and ensure approval of SDR tour programmes.

VII. Ensuring that SDR tours are as per approval. Assigning tasks to the SDRs for overall

achievement of Annual Action Plan targets of the RSETIs and also compliance of

periodic instructions from MoRD/NDR/DG.

VIII. Undertaking outstation officials’ duties assigned from time to time.

IX. Any other work entrusted by NACER/NAR/MoRD from time to time.

ASSISTANT CONTROLLER OF ASSESSMENT AND CERTIFICATION – MAHARASHTRA STATE OBJECTIVES OF THE ASSIGNMENT:

National Academy of RUDSETI (NAR) takes up the onus of devising a unique model of skill assessment and certification for the employability and Entrepreneurship programs being conducted across 586 RSETIs spread across India. A dedicated Assessment and Certification Vertical of NAR is being set up to streamline and effectively implement the assessment and certification activities across all RSETIs throughout India. Assistant Controller, Assessment and Certification will coordinate the execution of activities related to assessment and certification of a cluster of RSETIs assigned to him/her. The role requires extensive involvement in the regular assessment and certification activities across 25-30 RSETIs in the assigned States. Assistant Controller will be stationed in the concerned State Capital or in any other location within the State based on the need of NAR. He/she will work in direct coordination with the central team based at Bangalore and expected to travel extensively into the States assigned to him/her. The applicant is expected to have understanding of the Employability and entrepreneurial training as well as the skill assessment and certification process and procedures. The ideal candidate for this position should have previous experience in managing the skill training/ Assessment and certification activities and a proven track record for effective team management.

1. SCOPE OF WORK

I. Ensuring the execution of Assessment and Certification of RSETI trainees on

scheduled date, time and place

II. Assigning the batches to be assessed to the Empanelled Assessors

III. Maintaining impartiality and confidentiality in the conduct of Assessments

IV. Oversee Execution of the cluster level assessment plans

V. Oversee the quality of assessment delivery mechanism and report deviations/

glitches and also co-ordinate for its resolutions

VI. Ensuring adherence to set procedures and standards in assessment

VII. Maintaining control on assessment and certification at cluster level

VIII. Ensuring regular collection of assessment database and report the same to the

central database

IX. Ensuring development and availability of Qualification File based Question Banks in

regional languages

XI. Maintaining Control over activities of Technical Service provider and Assessment

The term of contract shall initially be for three years subject to annual review.

Thereafter, period of contract can be extended by one year each on annual review

subject to the incumbent attaining 65 years of age. Ordinarily, the position shall be

based at the State Capital applied for or may be at some other location within the State

as decided by NAR based on administrative exigencies.
