Five years forward from the original report, the Masterplan 2015-2030 review has re-assessed the forecast figures. In early 2013, a report was produced outlining the airport’s traffic forecast prediction up to the period 2030 (as shown below). The report included detail on key drivers and potential airline opportunities for Newquay Cornwall Airport in context of operating environment; route development strategy; airport’s management team and known short-term outlook. LOCATION SELECTION All areas that form the airport within the boundary have been analysed with their potential merits or existing constraints recorded. Resulting from this high level analysis the following drawings provide a summary of merits or issues. The potential expansion and/ or redevelopment zones are assessed against a set of themes originating from appraisal data and capacity forecasts. This tabulated assessment identifies the impacts on the operational function and IATA level standards at Newquay Cornwall Airport. By identifying the issues and potential solutions, for both the existing terminal and a comparison new terminal, values can be placed on the urgency and importance of change requirements. A summary table capturing all the key data has been created to record the key issues of each option against potential proposals to deal with those issues. ZONE 1 KEY ISSUES • Established operational facilities. Medium term facility expansion, capacity and life span. • Expansion can be managed alongside operation. • Utility services currently serve this area. • Rationalisation and extension of layout can accommodate a limited increase in capacity handling. • Limited public transport links. Terminal facilities inadequate in meeting capacity peaks and multiple scheduled slots. • Location disconnected from DZ1, DZ2, DZ3 and Business Park. • Ongoing disruption issues for local residents. • Limited parking expansion areas. ZONE 2 KEY ISSUES • Can accommodate long-term facility growth and expansion. New terminal constructed while current terminal is in use. New entrance to create a sense of arrival. Good topographical conditions to expand airport facilities. All utility services currently serve this area of airport. • Provision of further supporting commercial uses. • Limited public transport links. Disconnected from DZ1, DZ2, DZ3 and Business Park. Visual dominance on sky line cause visual impact. • Potential additional noise issues associated. • Opportunity to provide a buffer between terminal and local communities. ZONE 3 KEY ISSUES Creation of a key zone of development to serve all airport requirements and further expansion requirements related to aviation uses. Co-location and clustering terminal with DZ1, DZ3 and Business Park potentially provides economic, infrastructure and community benefits, and improves connectivity with Newquay Growth Area. • New terminal constructed while current terminal is in use. • Terminal located away from Carloggas village. • Opportunities for linkages between local communities at Newquay and Nansledan. • Improved public transport to Newquay. • Opportunity to lease and reuse existing terminal building. • Larger infrastructure costs associated with relocating terminal to south site. ZONE 4 KEY ISSUES Creation of a key zone of development to serve all airport requirements and further expansion requirements related to aviation uses. Co-location and clustering terminal with DZ1, DZ3 and Business Park potentially provides economic, infrastructure and community benefits, and improves connectivity with Newquay Growth Area. New terminal constructed while current terminal is in use. • Terminal located away from Carloggas village. • Opportunities for linkages between local communities at Newquay and Nansledan. • Location near wooded valley to south of the Airport and will require mitigation through design. Area of high archaeological potential. • Improved public transport to Newquay. NORTHERN OPTION - REPAIR, REFURBISH AND EXPAND The objectives established to meet operational requirements are: • Maintain current location for terminal building. • Minimise large infrastructure costs. • Repair, refurbish and remodel deteriorating terminal elements. • Remodel existing access, arrival and parking arrangements to ensure capacity expectations can be accommodated in the future. • Improve local environmental initiatives to improve local community. SOUTHERN OPTION - REBUILD, RELOCATE, COMBINE The objectives established to meet operational requirements are: • Vacate the current terminal location. • Combine Development Zones 1 and 3 to make a unified airport hub. • Create strategies which build on cluster of aviation business and industry. • Manage and combine infrastructure costs with Business Park strategies. • Rebuild terminal and required supporting operational buildings, where identified. • Utilise existing access for terminal arrival and parking. • Improve accessibility to airport with public transport. Key measures to maintain and future proof Newquay Airport Terminal
