1.0 OBJECTIVES
CyberSecurity Malaysia, a national cyber security specialist under the purview of the
Ministry of Science, Technology and Innovation (MOSTI), aims to analyse publicly
available online news sources. By using big data analytic techniques and natural
language processing, the specified news on the internet can be analysed and
visualised with proper contexts and strategic view. Therefore, the objective of this
Request for Proposal (RFP) is to develop an automated online news visualization
analytics for CyberSecurity Malaysia.
2.0 BACKGROUND AND JUSTIFICATION
This project will automatically collect and organize publicly available online news
on topic of interest that can be analysed by using big data analytics and natural
language processing. CyberSecurity Malaysia requires text processing and analytics
capability for entity extraction (Data/Time, People, Organization & Location) that act
as online news discovery and exploration analysis tool (An Automated Online News
Visualization Analytics) for extracting deeper insights to its unstructured textual
data from various online news websites. This discovery and exploration tool will
provide insights either on patterns across time, highlighting specific topic of
interest, aggregating same themes of news from various sources etc. This
capability will then provide actionable insight with comprehensive view on topic of
interest.
3.0 SCOPE OF WORKS/TERM OF REFERENCE
An automated online news visualization analytics development comprises of crawler
robot development, server platform deployment, text processing and analytics
development, full-text search capabilities development and data discovery &
visualization development. The main objective of this project is to visualize various
online news with six different views based on topic of interest. Details of the scope
of work can be referred to Appendix A, B, C and D.
The basic flow of an automated online news visualization analytics is shown in
Figure 1.

3.1 The system has four (4) major components that need to be deployed and
developed:
a) Server Platform Deployment
This work activity aims to provide basic platform for text processing and
analytics, full-text search, data discovery and visualization activities for
analyzing collected online news sources. Details of the specification can be
referred to Appendix C – Services Requirements.
b) Crawler Robot Development
This work activity aims to collect the targeted from online news websites on
the internet. These collected data sources will be indexed and analyzed
using text analytic techniques for news visualization based on specified news
themes. Details of the specification can be referred to Appendix C – Services
Requirements.

c) Text Processing and Analytics Development
This work activity aims to provide text query capabilities for structured and
unstructured data in local database and also to perform natural language
processing and text mining on the collected online news to extract named
entity recognition for further analysis. Details of the specification can be
referred to Appendix C – Services Requirements.
d) Data Discovery & Visualization Development
This work activity aims to develop interactive views for news visualization
based on tree-map diagram, news map, news timeline event, news mashup
and other views. These visualization views will produce news patterns across
time, highlighting specific events, people, groups, companies, entities,
industries, methods or locations for cyber threat profiling. Details of the
specification can be referred to Appendix C – Services Requirements.
4.0 POINT OF CONTACT
The bidder shall nominate an executive level within their organization, whom shall
be a full-time employee of the organization, to be the working together with Project
Owner from CyberSecurity Malaysia. The appointed person shall be the single point
of contact between the bidder and CyberSecurity Malaysia.
