Dear Dr. Jones,
Tennessee Gas Pipeline Company, L.L.C. (TGP) proposes the Northeast Energy Direct (NED) Project to expand and modify its existing pipeline system in Pennsylvania, New York, Massachusetts, Connecticut, and New Hampshire. The NED Project, as described in more detail below, is being developed to meet the increased demand in the Northeast United States for transportation capacity of natural gas. Natural gas is a clean, environmentally friendly energy source that is produced domestically.
TGP respectfully requests your participation in the Federal Energy Regulatory Commission’s
(FERC) National Energy Policy Act pre-filing process for the NED Project. The FERC’s pre-filing
process involves the review by the FERC of the draft Environmental Report (ER) prepared for the
Project (drafts of the ER are expected to be submitted in Spring 2015). In addition, the pre-filing
process entails the solicitation of comments and identification of concerns regarding the Project by
federal, state, and local agencies, landowners, environmental groups, and other stakeholders for
inclusion into the ER prior to the formal submittal of the Natural Gas Act Section 7(c) certificate
application for the Project, which application will include a final ER. More information regarding the
FERC’s pre-filing process may be found in Section 157.21 of the FERC’s regulations, 18 C.F.R. §
157.21 (2014). TGP anticipates that it will file a letter with the FERC requesting approval to use the
FERC’s pre-filing process for the NED Project in mid-September 2014.
The NED Project will provide up to 2.2 billion cubic feet per day (bcfd) of new firm natural gas
transportation capacity into northeast markets. The proposed Project involves the following
facilities:
Approximately 50 miles of looping of the existing TGP 300 Line in Pennsylvania;
Approximately 117 miles of new (greenfield) pipeline in Pennsylvania and New York (extending from TGP’s existing 300 Line to Wright, New York);

Approximately 50 miles of pipeline co-located with the existing TGP 200 Line in New York and Massachusetts;
Approximately 129 miles of new (greenfield) pipeline in Massachusetts (extending to Dracut, Massachusetts);
Various laterals and pipeline looping segments in Massachusetts, Connecticut, and New Hampshire to serve local markets;
Construction of new compressor stations and meter stations and modifications to existing compressor and meter stations throughout the Project area; and
Construction of minor appurtenant facilities, including mainline valves, cathodic protection, and pig launcher/receivers throughout the Project area.

by the Project. In addition, an overall map depicting the approximate locations of the Project
facilities is included with this letter for reference.

Approximately 117 miles of new (greenfield) pipeline in Pennsylvania and New York (extending from TGP’s existing 300 Line to Wright, New York);
