SHORT NOTICE INVITING TENDER
NIT NO: EPI/WRO/CON/OSAMB/COLDSTORAGE/0115 02.11.2016
1.0 Engineering Projects (India) Ltd. invites fixed fee basis offer from eligible, reputed and Design
Consultancy firms for Planning, Engineering Consultancy Services and Architectures on behalf of
Odisha State Agriculture Marketing Board(OSAMB) for Construction of Multi Commodity Cold
Storages including Refrigeration, Ventilation handling Systems at various locations in Odisha
as per schedule as under.
Reputed Design/Engineering consultants who are meeting the minimum eligibility criteria as
listed below and are financially sound, having technical competence, proven experience can
submit their offer for the detailed scope of work given in tender documents.

Proposed Methodology of construction Outer wall in RCC
frame and Brick work / Hollow blocks, Racks for storage
of goods made of steel.
Structural vetting will be done for all Cold storages.
Vetting of refrigeration & Electrical systems for each
proto type will be done. The vetting will be done from IIT.
Design to be Complied with National Horticulture Board
Guidelines. The design will also to be approved by Client.
Approx. estimated cost of work Rs. 55.00 Crs (Fifty five crores only)
Defect liability period and O&M period 24 (Twenty four) Months

2.0 Minimum Pre-Qualification Criteria:-
A) The Design Consultant firm should have experience of successfully completed assignment of
comprehensive Architectural and Engineering Consultancy services from concept to
commissioning of minimum 5 nos of 5000 MT capacity cold storages with refrigeration and
other services, design of cold storages to be Complied by National Horticulture Board
Guidelines during the last 7(seven) years ending last day of month previous to the one in
which applications are invited.
B) Bidder should have been in similar nature Business i.e. Architectural and Engineering
Consultancy services from concept to commissioning of 5000 MT capacity Cold storages
with refrigeration and other services, for at least 7 years ending last day of month previous
to the one in which applications are invited, for that, he shall provide documentary
evidence like completion certificate by competent authority of client.
C) The experience certificate should be issued by office not below the rank of
ExecutiveEngineer/Project Manager/Unit Head.
D) Bidder’s average Annual Financial Turnover for last three consecutive financial year sending
31.3.2016 from ‘Design & Engineering services’ should not be less than Rs. 100 Lacs. Copies
of Balance sheet/Certificate duly certified by from Chartered Accountants to be submitted
in support of the same.
E) Proprietorship/Partnership deed/ Memorandum and Articles of Association of the firm and
their details are to be submitted.
F) Copies of valid Service tax registration certificate and PAN of income tax and registration
certificate with Council of Architecture etc are to be submitted.
G) Bidder shall be required to furnish details of Skilled and Trained Manpower Including
Engineers, Architects and Technical staff employed and detail of software and hardware etc
available with the consultant.

3.0 EVALUATION OF THE BIDDER
Applicants who qualify as per the eligibility criteria given above will be shortlisted. The
past performance and credentials of the firm will be assessed and this will form a part of
technical evaluation based on the documentary credentials submitted by the applicant.
4.0 Even though a bidder may satisfy the above requirements, he would be liable to
disqualification if they have:
I. Made misleading or false representation or deliberately suppressed the information in the
forms, statements and enclosures required in the pre- qualification document.
ii. Record of poor performance such as abandoning work, not properly completing the
contract, or financial failures / weaknesses etc., should be defined.
iii) Not submitted Tender Fee
5.0 Selection of the consultants shall be subject to thorough verification of their credential and
inspection of similar works (if required) carried out / in progress by them, through a
Technical Committee of experts.
6.0 Tender documents comprising of the following are available on the website of EPI:
www.engineeringprojects.com& CPP Portal www.eprocure.gov.in and the same can be
downloaded by the intending bidders
1. NIT
2. Agreement for Design/Engineering Consultancy Services
3. Price Bid.
Following documents shall be submitted along with the Bid in sealed Condition
a) The tender fees of Rs. 5000/- (Rupees Five thousand only) (Non-Refundable) by the
crossed Demand Draft favoring Engineering Projects (India) Ltd.”, payable at the Mumbai.
b) Relevant experience certificates and other documents as mentioned in PQ Criteria (Clause
2.0)above duly attested by the Gazetted Officer not below the rank of Executive Engineer or
equivalent or Notary Public fulfilling the qualifying criteria. Completion certificates from the
clients shall be in the name of the company who is submitting the tender.
c) The formats from annex A to G.

d) Any other documents required for technical evaluation.
e) Copy of tender documents duly signed and stamped on each page.
The Bidder has to produce original documents for the verification as and when demanded. The
tender of any tenderer shall be rejected if in the detailed scrutiny, documents submitted
alongwith the tender are found to be unsatisfactory/forged. The decision of EPI in this regard
shall be final and the binding on the tenderer.
7.0 The Terms & Conditions contained in this NIT and tender documents shall be applicable. In case
of any unscheduled holiday taken place on the last day of issue of tender/submission of tender,
the next working day will be treated as scheduled day and time for issue/submission of Tender.
8.0 Bidder must quote for all the locations of Project sites, failing which their offer shall not be
considered.
9.0 The Consultant is required to submit invoice indicating details of service tax separately. Price to
be quoted inclusive of all applicable taxes and service tax, cess, levies etc
10.0 EPI reserves the right to accept any tender or reject any or all tenders or annul this tendering
Process without assigning any reason and Liability whatsoever and to re-invite the tender at its
Sole discretion.
11.0 The corrigendum or addendum, extension, cancellation of this NIT, if any, shall be hosted on
the EPI’s website/CPP portal. The bidders are required to check EPI’s website/CPP Portal
regularly for this purpose, to take into account before submission of tender. All Corrigendum
and Addendum are to be submitted duly signed & stamped along with the tender. All bidders
are advised to check especially EPI website www.engineeringprojects.com regularly.
12.0 The number of Cold storages as indicated in Annexure – I may vary. The fee to the consultant
shall be paid accordingly based on the services provided by the consultant.
13.0 Client may consider award of such works to EPI at more locations. The consultant shall agree
to execute the same at the quoted rate of similar capacity Cold storage. The variation to the
extra of +/- 50% shall be covered under this tender.
14.0 Consultant to ascertain wind load and seismic conditions as applicable while designing the
structures etc for each location. Collection of necessary data from respective department shall be
responsibility of consultant.

15.0 Client is likely to install roof top solar system. Load details of the same will be provided by
EPI. Structures, foundations will have to be designed accordingly.
16.0 Consultant shall endeavor that layout, roofing and type of equipment for various locations
is same for ease of working, maintenance and spare inventory for economical design and
optimum fee for the services by the consultant.
17.0 The successful bidder shall be required to sign an agreement in the format enclosed at
Annexure
18.0 The Consultant shall enter into a Contract Agreement with EPI within 10 days of the date
of Letter of Intent or within such extended time, as may be granted by EPI. The cost of
stamp papers, stamp duty, registration, if applicable on the contract, shall be borne by the
Consultant. In case, the Consultant does not sign the agreement as above or does not start
the work within 10 days or the external time period as agreed of the issue of letter of intent
consequently will stand withdrawn.
19.0 In case of tie-tender, where two firms are bidding lowest, EPI reserves the right to split the
work among these bidders and / or EPI will reserve the right to award the tender to any one
of such bidder.
20.0 In case of any discrepancy between the downloaded tender and the approved hard copy,
the approved hard copy shall hold good for contractual as well as legal purposes.
The tenderer shall furnish a Declaration to this effect that no addition/deletion/corrections
have been made in the downloaded tender document being submitted by him and it is
identical to the tender document appearing on the Website.

21.0 Tenderer should also keep the complete tender documents spirally bounded dulysigned
and stamped by them on each page as their acceptance, deviation sheet and unpriced copy of
price bid and super scribe the envelope with “Techno-Commercial Bid”.
