NOTICE INVITING TENDERS

Consultants: M/s Sterling India Owners: India Habitat Centre Project: Sprinklers Risers & Replacement of Internal Hydrant Risers Work –North Block

1. Tenders are invited on behalf of the India Habitat Centre for Sprinklers Risers &

Replacement of Internal Hydrant Risers Work –North Block. 2. Works are required to be completed within 12 (Twelve) Weeks from the 7 th day of

the issue of Work Order. 3. The bidder should return all the tender documents duly signed and stamped,

otherwise the tender will be liable for rejection .The bidder can obtain clarifications at the office of the Consultant, M/s Sterling India, E-104, Kalkaji, New Delhi-110019 during working hours on any working days.

4. Bidders are advised to inspect and examine the site and its surroundings and satisfy themselves before submitted their Tenders as to the nature of work. The form and nature of the site, the means of access to the site, accommodation they may require and in general shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or effect their Tender. A bidder shall be deemed to have full knowledge of the site, whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed.

5. Submission of a Tender by a bidder implies that he has read this notice and all other Contract Documents and has made himself aware of the scope and specifications of the work to be done and conditions and other factors having bearing on the execution of the works .

6. A bidder should quote in figures as well as in words rates tendered. The amount for each item should be worked out and requisite totals given. Special care shall be taken to write rates in figures as well as in words and the amounts in figures only in such a way that interpolation is not possible. The total amount shall be written both in figures and in words. In case of figures the word “Rs” should be written before the figure of rupees. And in case of words Rupees should proceed. Unless the rate is in whole rupees followed by the word only it should invariably be up to two places of decimal.

7. All rates shall be quoted on the tender form. 8. Tenders shall be received by Owners on 7th December , 2018 at 12:00 p m and

opened at 12:15 p m hours on the same day in the presence of bidders who may be present.

9. The bidder, whose tender is accepted, shall permit the Owners at the time of making any payment to him for work done under the Contract to deduct towards Retention money / security deposit @ 10% of the gross amount of the bill.

10. A bidder shall submit the tender which satisfies each and every condition laid down in this notice, failing which, the tender will be liable to be rejected.

11. The Owners do not bind themselves to accept the lowest or any tender or to give any reasons for their decision.

12. The Owners reserve to themselves the right of accepting the whole or any part of the tender and bidder shall be bound to perform the same at his quoted rates.

13. For the due performance of the contract, the successful bidder shall furnish within 10 days from the notice of award a Banks Guarantee from a Nationalised Bank on the prescribed format.

14. Bidder shall have valid ESI/PF/GSTIN registration number as on date. GST or any other tax on materials in respect of this contract shall be payable by the Contractor and the Owners will not entertain any claim whatsoever in this respect.

15. This notice of tender shall form part of the Contract Documents. 16. The validity of the tender(s) shall be upto 90 (Ninety) days from the date of opening

of tender(s). 17. The existing services in the north block shall remain unchanged. In the existing

internal hydrant FHC’s , Sprinkler Risers & New Risers of Internal Hydrants shall be installed. After successful installation/testing of new risers, the hydrant valves, first aid hose reels etc shall be removed from old risers and connected to new risers.

18. The tender should be submitted in two parts in two separate envelopes sealed. The envelopes containing ‘Techno-Commercial Bid’ and ‘Price Bid’ should be marked with “Part-A” and “Part-B” respectively.

19. The amount of the “Performance Bank Guarantee” shall be 10% (Ten Percent) of the Contract Price. The performance bank guarantee shall be valid for contract period plus defect liability period of One Year.

CONTRACT AGREEMENT

GENERAL CONDITIONS OF CONTRACT

1. General

The Contract means the documents including notice, acceptance thereof and the formal Contract, together with the documents referred to therein including these conditions, the specifications, and instructions issued from time to time by the AD (P&FM), IHC and all these documents taken together, shall be deemed to form one contract and shall be complementary to one another. 2. Handing Over and Clearing Of Site to Start the Work

The Bidder should note that area for construction may be made available in phases as per availability and in conjunction with pace of actual progress of work at site. The work may be required to be carried out in constrained situations. The work is to be carried out in such a way that the traffic, people movement, if any, is kept operative and nothing extra shall be payable to the contractor due to this phasing/ sequencing of the work. The contractor is required to arrange the resources to complete the entire project within total stipulated time. Traffic diversion, if required, is to be done and maintained as per specification by the contractor at his own cost and the contractor shall not be entitled for any extra payment, whatsoever in this regard. The bidder should ensure while doing the Sprinklers Risers & Replacement of Internal Hydrant Risers Work –North Block, day-to-day functioning of official work should not get disrupted. All works to be carried out between 8PM - 8AM from Monday-Saturday and full day on Sunday. 3. Confidentiality

Confidential and Proprietary Information of IHC, means all data and information shared by IHC with the successful bidder, including any technical documentation, data, plans, processes, systems, designs, drawings, configuration information, security solutions etc., except information which is already in the public domain or information which is released with prior written permission of IHC. 4. Mobilization of Men, Materials and Machinery

It shall be entirely the Contractor’s responsibility to provide, operate and maintain all necessary construction equipment, scaffoldings and safety, gadget, lifting tackles, tools and appliances to perform the work in a workman like and efficient manner and complete all jobs as per the specifications and within the schedule time of completion of work.

It is mandatory for the contractor to provide safety equipment and gadgets to its all workers, supervisory and Technical staff engaged in the execution of the work while working. The cost of the above equipment/ gadgets are deemed to be included in the rates quoted by the contractor for the items & works as per Bill of Quantities and contractor shall not be entitled for any extra cost in this regard. The above norm is to be strictly complied with at site. In case the contractor is found to be deficient in providing Safety Equipment’s/ Gadget in the opinion of AD (P&FM), IHC, the AD (P&FM), IHC at his option can procure the same at the risk & cost of contractor and provide the same for the use of worksite and shall make the recoveries from the bills of the contractor for the same. The decision of the AD (P&FM), IHC shall be final and binding on contractor in this regard. All materials, construction plants and equipment etc. once brought by the contractor within project area, will not be allowed to be removed from the premises without the written permission of the IHC. Similarly, all enabling works built by the contractor for the main construction undertaken by him, shall not be dismantled and removed without the written authority of the AD (P&FM), IHC. 5. Project Manager

The successful bidder shall ensure that at all times during the Contract, a Project Manager, acceptable to IHC, will be in-charge of the performance of the Contract. The project manager will report to AD (P&FM), IHC. 6. Income Tax Deduction

Income Tax deductions shall be made from all payments made to the contractor including advances against work done, as per the rules and regulations in force, in accordance with the Income Tax rates prevailing from time to time. All payments to vendor shall be made after making necessary deductions on account of liquidated damages.

6. Rates to be Firm

The rates quoted by the bidder shall be firm, fixed and final for the entire period of completion and till handing over of the work. No revision in rates or any escalation shall be allowed on account of any increase in prices of materials, labour, POL and Overheads etc. during the entire contract period. (Including extended period, if any). The rates and prices to be bidded in the bill of quantities are for completed and finished items of works and complete in all respects. It will be deemed to include all constructional equipment, labour, supervision, materials, transport, all temporary works, erection, maintenance, contractor’s profit and establishment/overheads.

7. Insurance of Works Etc.

Vendor shall be responsible for Insurance of all material/equipment supplied under the Contract till the work is successfully handed over to IHC. The contractor shall submit the original policy or the policies of insurance and the original receipts of payment of the premiums to AD (P&FM) (IHC) to be kept in the custody of IHC. Any other insurance required in terms of their liability as employer and in terms of professional liability insurance.

8. Law Governing the Contract

This contract shall be governed by the Indian Laws for the time being in force. 9. Employment of Personnel

The IHC shall have full power and without giving any reason to the contractor, immediately to get removed any representative, agent, servant and workmen or employees on account of misconduct negligence or incompetence or whose continued employment may in his opinion be undesirable. The contractor shall not be allowed any compensation on this account.

10. Store

IHC will provide a lockable store for materials only.

11. Procedure for Payments

The bill shall be submitted by contractor after completion of the payment milestone, along with all the documents including the certified measurements and details to AD (P&FM), IHC.

12. Direction for Works for Project Execution

All works to be executed under the contract shall be executed under the direction and subject to approval in all respect of the AD (P&FM), IHC, who shall be entitled to direct at what point or points and in what manner works are to be commenced and executed. Instructions shall be given in writing by AD (P&FM), IHC or his representative.

13. Materials to be provided by the Bidder

The contractor is responsible for the timely delivery of material at site, with regular follow ups. The AD(P&FM), IHC shall have full powers to require the removal from the premises of all materials which in his opinion are not in accordance with the specifications and in case of default, the AD (P&FM), IHC shall be at liberty to employ at the expense of the contractor, other persons to remove the same without being answerable or accountable for any loss or damage that may happen or arise to such materials. The AD (P&FM), IHC shall also have full power to require other proper materials to be substituted thereof and in case of default, the

AD (P&FM), IHC may cause the same to the supplies and all costs which may require such removal and substitution shall be borne by the contractor.

14. Responsibility for Civil Work

All civil works shall be carried-out by IHC. The successful bidder will be responsible for Sprinkler Risers & Risers of Internal Hydrants North Block. The execution of the work shall be reviewed by AD (P&FM), or his authorized representatives.

15. Co-Ordination with Other Agencies

Work shall be carried out in such a manner that the work of other agencies operating at the site is not hampered due to any action of the contractor. Proper co-ordination with other agencies will be contractor’s responsibility. In case of any dispute, the decision of IHC shall be final and binding on the contractor. No claim whatsoever shall be admissible on this account.

16. Closing of Contract

The Final bill shall be submitted within 30 days from the date of acceptance of implementation by AD (P&FM). It is also a term of the contract that if the contractor does not raise any claim in writing within 90days from the date of cancellation, termination, completion or abandonment, the claim of the contractor shall be deemed to have been waived and absolutely barred and “India Habitat Centre” shall be discharged and released of all its liabilities under the contracting respect of the claims. This contract shall be deemed to have closed on settlement of Final Bill for the work.

18. Indemnity

a) Bidder undertakes to indemnify and keep IHC fully indemnified from and against all claims, demands, actions, proceedings, losses, damages, expenses or liabilities caused to suffered by IHC as a result or in consequence of:

b) The breach of this agreement by or the part of Bidder including but not limited to any default in the payment of wages and other statutory dues to the person deployed in the said complex or any violation or non-compliance of the applicable statutory provision, by-laws, rules and regulations with regards to the said person.

c) Any injury or damage caused to any third party whom so ever by Bidder.

d) Bidder shall indemnify IHC against all third party claims of infringement of patent, trademark/copyright or industrial design rights arising from the use of the supplied system and related services or any part thereof.

e) IHC stands indemnified from any claims that Bidder manpower may opt to have towards the discharge of their duties.

f) IHC also stands indemnified from any compensation arising out of accidental loss of life or injury sustained by Bidder manpower while discharging their duties.

19. Force Majeure

1. When a Party to this Agreement is unable (wholly or in part) by reason of force majeure to carry out any obligation under this Agreement, then that Party shall,

a. Give the other Party prompt notice of that force majeure, with reasonably full particulars thereof and in so far as known, the probable extent to which it will be unable to perform or be delayed in performing the obligation, and

b. Use all possible diligence to remove that force majeure as quickly as possible. During the duration of the force majeure, the obligations of the Parties so far as they are affected by force majeure shall stand suspended. The period of suspension or that affected by force majeure shall than be added to the period of this agreement.

2. If after a period of three (3) days the force majeure has not ceased, the Parties shall meet in good faith where they have not already met earlier, to discuss the situation and endeavour to achieve a mutually satisfactory resolution to the problem.

3. If the force Majeure continues for a period beyond two months and no mutually satisfactory resolution is possible then the Party receiving the notice of force majeure shall have the right to terminate this agreement.

4. In this agreement, “force majeure” means an act of God, war, blockade, lightening, fire, earthquake, storm, flood, strike, governmental restraint, expropriation, intervention or any other such cause (whether of the kind specifically mentioned as aforesaid or otherwise) which is not within the control of the Party affected.

20. Time is of the Essence

Time shall be of the essence in respect of any date or period specified in this Contract or any notice or other communications served under any provision of this Contract, and in particular, in respect of the completion of the project by the successful bidder by the date indicated.

21. Dispute Resolution

1. In the event of any dispute or difference between the parties hereto, such disputes or differences shall be resolved amicably by mutual consultation. However, if such resolution is not possible, the then unresolved dispute or difference shall be referred to arbitration of the sole arbitrator to be appointed by the Director IHC.

2. The provisions of Arbitration and Conciliation Act, 1996 shall be applicable to the arbitration.

3. The venue of such arbitration shall be at Delhi and the language of arbitration proceedings shall be English.

4. The Arbitrator shall make a reasoned Award which shall be final and binding on the parties hereto.

5. Pending the submission of and/or decision on a dispute, difference or claim or until the Award is published; the parties hereto shall continue to perform all of their respective obligations under this Agreement without prejudice to a final adjustment in accordance with such Award.

6. The cost of the arbitration shall be shared equally by the parties to this Agreement. However, the expenses incurred by each party in connection with the preparation, presentation shall be borne by party itself.

22. Change Orders

IHC and the successful bidder may agree to make any changes by way of amendment of the Contract in terms of quantity, cost and implementation schedule, with mutual consent and in writing.

23. IHC’s Obligations

1. IHC will provide all required information and clarification, to resolve issues, as may arise, during the execution of the Contract.

2. IHC shall ensure timely approvals of deliverables of the successful bidder.

25. ASSIGNMENT AND

SUBCONTRACTING

a. Assignment of Contract

The Contractor shall not assign the Contract or any part thereof, or any benefit or interest therein or there under.

b. Subcontracting

i. The Contractor shall not subcontract 'the whole of the Works. Except where otherwise provided in the Contract, the Contractor shall not subcontract any part of the works without the prior consent of the Engineer. Any such consent shall not relieve the Contractor from any liability or obligation under the Contract and he shall be responsible for the acts, defaults and neglects of any Sub-Contractor, his agents, servants or workmen as fully as if they were the acts, defaults or neglects of the Contractor, his agents, servants or workmen.

ii. Provided that the Contractor shall not be required to obtain such consent for:

the provision of labour, or the purchase of materials which are in accordance with the standards

specified in the Contract, or the subcontracting of any part of the Works for which the Sub-Contractor

is named in the Contract.

c. Assignment of Sub-Contractor's obligation

In the event of a Sub-Contractor having undertaken towards the Contract in respect of the work executed, or the goods, materials, plant or services supplied by such Sub-contractor, any continuing obligation extending for a period exceeding that of the Defects Liability Period under the Contract, the Contractor shall at any time after the expiration of such period, assign to the Employer, at the Employer's request and cost, the benefit of such obligation for the unexpired duration thereof.

d. Compensation for Breach

Any breach of the condition under sub clauses above shall entitle the Employer to rescind the Contract and also render the contractor liable to the Employer for compensation, in respect of loss or damage arising out of or ensuring from such breach of conditions.

a. No change in the Responsibility of Contractor.

Permission to sub-contract the work by the Contractor shall not establish any contractual relationship between the sub-contractor and the Employer and shall not relieve the Contractor of any responsibility under the Contract.

CANCELATION OF CONTRACT IN FULL OR IN PART

If the Contractor at any time makes default in proceeding with the works with due diligence and continues to do after a notice in writing of 7 days from the Engineer or commits default in complying with any of the terms and conditions

of contract and does not remedy it or take effective steps to remedy it within 7 days after a notice in writing is given to him in that behalf by the Engineer or fails to complete the items of work as per schedule and does not complete them within the period specified in a notice given to him in writing in that behalf by the Engineer, IHC may without prejudice to any other right to remedy which shall have accrued or shall accrue thereafter to IHC by written notice cancel the contract as a whole or only such items of work in default from the contract. IHC shall on such cancellation have powers to take possession of the site and any materials thereon; and /or carry out the incomplete work by any means at the risk and cost of the contractor. Any excess expenditure incurred or to be incurred by IHC in completing the works or part of the works or the excess, loss or damages suffered or may be suffered by as aforesaid after allowing such credit as shall be recovered from any money due to the contractor on any account and if such money is not sufficient the contractor shall be called upon in writing to pay the same within 30 days.

SITE 3. The site is situated at Lodhi Road, New Delhi. 4. SCOPE OF WORK The scope of work to be carried out under this contract comprises of Sprinklers Risers

& Replacement of Internal Hydrant Risers Work –North Block for India Habitat Centre, New Delhi as called for in the Tender Documents. The contractor shall carry out and complete the work under this contract in every respect, in conformity with the stipulations of the Bureau of Indian Standards and with the directions of and to the satisfaction of the Consultant / Owner. The contractor shall furnish all labour, materials, appliances, equipment, installation, testing and commissioning of the Sprinklers Risers & Internal Hydrant Risers system as specified herein and shown on drawings. This also includes any materials, appliances, equipment and incidental work not specifically mentioned herein or noted on the Drawings/Documents, but essential for ensuring a properly connected installation in good working order. The work shall include all incidental jobs connected with fire fighting installation such as laying cables, drilling holes through walls and floor and making good and grouting of equipment etc.

The scope of work to be carried out as described above and briefly listed below

shall include supply, installation, testing and commissioning of :

i) Piping Work for sprinkler system. ii) Piping work starting from existing fire pump room (located at lower

basement) to upper basement. iii) Horizontal piping work in upper basement. iv) Sprinkler risers from upper basement to ground till sixth floor. v) Inspection & testing assembly at each floor outlet for sprinklers. vi) Risers of internal hydrant system. vii) The existing internal hydrant risers shall be retained and shall be used for

drain of testing arrangement of sprinkler tap offs at each floor. viii) Drain piping from lowest point of above retained risers to the lower

basement sumps. ix) Cutting all openings/holes, chases in walls or slab for duct crossings, including

sealing, frame work, fire proof sealing, providing sleeves, cover plates, making good structure and finishes to an approved standard. No additional payment shall be made by Owners on this account. Important: Before tendering, the bidders shall visit the site to get themselves apprised with the site, pipe routes, location of FHC’s, Hydrant Risers, Sprinkler Risers, valves etc.

Without restricting to the generality of the foregoing, the work shall include the following:

A. Sprinkler system Risers in core 5A, core 7A and core 5B in the North Block. B. Replacement of risers of Existing internal hydrant system in North Block. C. To obtain the approval of the relevant drawings before actual installation at site

and to get the complete installation inspected. D. Test reports, list of recommended spares, as-installed drawings, operation and

maintenance manual for the installation.

Contractor’s attention is specially invited to the following which requires the contractor to:- a. Submit detailed shop drawings. b. Use material of specific makes and brands. c. Obtain all approvals from Fire Fighting authorities, if required.

d. Execute the entire work on a turn-key basis so as to provide a totally operating system.

5. SHOP DRAWINGS a. Within one week after the award of the Contract, the Contractor shall furnish for the

approval of the Consultant, two sets of detailed shop drawings of all equipment and materials, piping layout, and wiring layouts required to complete the project as per specifications and as required by the Consultant. These Drawings shall contain details of construction, size, arrangement, operating clearances, performance characteristics, and capacity of all items of equipment, as also the details of all related items of work by other contractors.

If the Consultant makes any amendments in the above drawings, the Contractor shall

supply two fresh sets of drawings with the amendments duly incorporated, along with the drawings on which corrections were made. After final approval, the Contractor shall submit a further six sets of shop drawings for the exclusive use of and retention by the Consultant.

b. The shop drawings shall be submitted for approval sufficiently in advance of planned

delivery and installation of any material, to allow Consultants ample time for scrutiny. No claims for extension of time shall be entertained because of any delay in the work due to his failure to produce shop drawings at the right time.

c. Samples, drawings, specifications, catalogues, pamphlets, and other documents

submitted for approval shall be in quadruplicate, each item in each set shall be properly labeled, indicating the specific service for which material or equipment is to be used, giving reference to the governing section and clause number of Specifications.

d. Approval rendered on shop drawings shall not be considered as a guarantee of

measurements or of building conditions. Where drawings are approved, said approval does not mean that drawings have been checked in detail nor does it in any way relieve the contractor from his responsibility or necessity of furnishing material or performing work as required thereof, shall be prepared by the Contractor at his own cost and approved by the Consultant.

e. Where the work of the Contractor has to be installed in close proximity to, or will

interfere with work of other trades, he shall assist in working out space conditions to make satisfactory adjustments. If the contractor installs his work before

coordinating with other trades, or so as to cause any interference with work of other trades, he shall make all the necessary changes without extra cost to the Owner.

6. CO-OPERATION/CO-ORDINATION WITH OTHER AGENCIES During the currency of the contract, a number of contractors will be on site to

execute works under their respective contracts viz. structure, finishing works, electrical, and other services. All these agencies will be on site at the same time. The contractor shall offer full co-operation to all these agencies and co-ordinate the work in such a manner that the time schedules of all agencies are not adversely affected.

No claim shall be entertained from the contractor on the plea that the work has

been executed in the above circumstances or under difficult conditions. It shall be the responsibility of the contractor to enforce necessary discipline among his workers and staff to ensure smooth working at the site in spirit of co-operation and amity with all other agencies.

7. CONSTRUCTION PROGRAMME & SCHEDULING OF OPERATIONS: The contractor submit the construction programme with respect to scheduling and

duration of various activities etc. in relation to the resources available at his disposal inline with the total duration of the job. This construction programme shall form part of the agreement and shall be treated as a baseline schedule to monitor, determine delays in individual activities, work milestones or the overall duration of the work.

The contractor shall mobilize equipment, tools, plant, scaffolding, shuttering,

material, labour etc. in sufficient quantities so as to complete the work to meet the above agreed construction programme. In the event of delays in the construction activities, the contractor shall mobilize additional resources to complete the job in the specified time period and at no extra cost to the owner.

8. TRESPASS It shall be the responsibility of the Contractor to ensure that his workmen do not

trespass into areas and buildings adjacent to the site and into areas of other Contractors within the Building and within the Site as well.

9. CLEAN UP OF WORK SITE

The contractor shall ensure cleanliness and keep the site free from all debris, hazardous material loose wires, open fires / any other materials and avoid damage due to negligence.

10. TIME OF COMPLETION The work under the contract shall be completed in all respects within Twelve (12)

weeks from the date of work order. 11. BYE-LAWS AND REGULATIONS The installation shall be in conformity with the Bye-laws and Regulations of the

local authority concerned in so far as these become applicable to the installation but if these specifications and drawing call for a higher standard of materials and or workmanship than those required by any of the above regulations and standards, then these specifications and standards. However if the drawings or specifications require something which violates the bye laws and regulations, then said bye-laws and regulations shall govern the requirements of this installation.

12. MANUFACTURERS' INSTRUCTION Where manufacturers have furnished specific instructions relating to the materials

used in this job covering points not specifically mentioned in these documents such instructions shall be followed in all cases subject to approval of the Consultant.

13. PERFORMANCE GUARANTEE The Contractor shall guarantee the performance of equipment, materials and

system as described in specifications for Installation of Sprinkler Risers & Risers of Internal Hydrant System.

It is clearly understood that the specifications, drawings, schedule of quantities

for Sprinkler Risers & Internal hydrant Risers System are for tenderer’s guidance only. The tenderer shall carry out necessary measurement of the variable items before delivery of the same to site.

14. TECHNICAL DATA The tenderer shall submit a comprehensive schedule of technical data for all pieces

of equipment and materials.

15. ACCESIBILITY The Contractor shall verify the sufficiency of the size of shafts and openings of

clearance in cavity walls and suspended ceilings for the proper installation of his valves and piping. His failure to communicate insufficiency of any of the above shall constitute his acceptance of sufficiency of the same. The contractor shall locate all piping and its accessories which must be serviced, operated or maintained in fully accessible positions.

16. WORK BY OTHER AGENCIES The general character and the scope of work to be carried out under this Contract is

illustrated in Specifications and Schedule of Quantities. The Contractor shall carry out and complete the said work under this contract in every respect in conformity with the contract documents and with the directions of and to the satisfaction of the Consultant/Owner.

17. TESTING AND COMMISSIONING Testing and commissioning of Sprinkler Risers and Risers of internal hydrant system

shall be carried out by the Contractor in accordance with the Specifications, the relevant Indian Standard. Test results in the tabulated approved manner and four copies shall be submitted to the Consultant for his scrutiny.

The contractor shall also provide to the Consultant Three copies of record of all

safety and automatic control settings for the entire installation. The contractor shall pay for and arrange, without any extra cost to the Owner, all necessary testing equipment, instruments, materials, accessories, power, and the requisite labour. The installation shall be tested again after removal of defects and shall be commissioned only after approval by the Consultant.

All tests shall be carried out in the presence of the representatives of

Owner/Consultant. 18. COMPLETION CERTIFICATE On completion of the installation, a certificate shall be furnished by the Contractor,

countersigned by the supervisor, under whose direct supervision the installation was carried out.

19. COMPLETION DRAWINGS

On completion of the work in all respects, the contractor shall supply to the Consultant three (3) complete sets of drawings, on approved scale, indicating the work as installed. These drawings shall clearly indicate the complete system layouts, location of wiring, exact location of all concealed items, controls, wiring and other services. The Contractor shall also submit three (3) sets of consolidated control diagrams, technical literature on all automatic controls and complete technical literature on all equipment and materials.

20. OPERATING INSTRUCTIONS a. Upon completion of all work and all tests the Contractor shall furnish the

necessary skilled labour and helpers for operating this entire installation for a period of fifteen (15) working days of eight (8) hours each. During this period the contractor shall instruct and train the Owner's representative in the operation adjustments and maintenance of all equipment installed.

b. The contractor shall submit to the Consultant a draft copy of comprehensive

operating instructions and maintenance schedule for all systems and equipment included in this contract.

In the event of our failure to comply with the above mentioned conditions within a reasonable time, after being notified in writing, we collectively and separately, do hereby authorise the Owner to proceed to have the defects repaired and made good at our expense, and shall pay the cost and charges thereof immediately upon demand. TECHNICAL SPECIFICATIONS

TECHNICAL SPECIFICATIONS 1. Pipes and Fittings Pipes for Wet Riser system shall be of black steel and heavy class. Pipes upto

150mm dia shall conform to IS-1239. All pipes shall be I.S.I. marked. Fittings for black steel pipes shall be malleable iron suitable for welding.

2. Contractor shall provide suitable arrangement on the branch lines feeding different

zones/floors so as to allow required flow of water at a pressure of 3.5 kg/sq.cm. for each hydrant and 2 bar at 1800 LPM at installation valve for sprinkler system.

3. Air release valve The air release valve shall be in brass construction with nylon ball with in-built non-

return valve. The valve shall be automatic type and shall be provided with isolation ball valve.

4. Valves & Other Accessories

Each valve body shall be marked with cast or stamped lettering giving the following information’s:

a) The manufacturer’s name or trade mark b) The size of the valve c) The guaranteed working pressure

Isolating valves shall be full bore ball valve type for pipe diameters upto 50mm. For 65mm dia and above these shall be butterfly valves.

5. Full Way Ball Valve The valves shall be of full bore type and of quality approved by the Engineer-in-charge. The body and ball shall be of copper alloy and stem seat shall be of Teflon.

6. Butterfly Valves

The valve shall be of cast iron conforming to relevant IS:13095. The valve shall be of quality approved by Engineer-in-charge.

7. Drain Valve

Drain Valves are to be provided at all low points in the system for draining the water. These shall be 40mm dia full way ball valve fixed on 40mm dia black steel pipe.

8. Inspection & Testing Assembly

Inspection and testing of the sprinkler system shall be done by providing an assembly consisting of gunmetal valves, gunmetal sight glass, bye-pass valve complete with fittings.

9. Flow Switch

Flow switch shall be provided on sectional mains and branch lines of sprinkler systems as indicated on drawing or necessary and required and directed by the Engineer-in-charge.

Flow switch should be suitable to actuate at a minimum of flow of single sprinkler.

10. Jointing Joint for black steel pipes and fittings shall be metal to metal tapered thread or

welded joints. A small amount of red lead may be used for lubrication and rust prevention in threaded joints.

Joints between black steel pipes, valves and other apparatus etc. shall be made with

M.S. flanges as per thickness given hereunder with appropriate number of bolts. Flanged joint shall be made with 3mm thick insertion rubber gasket.

a. All piping shall be installed on suitable to pipe hangers/supports as required. The hangers shall be made of MS angles, channels etc. and painted to the required finish with suitable two coats of primer followed by two coats of synthetic enamel paint. The maximum spacing of piping supports shall be as follows: i) 20mm to 25mm dia 2.0 mtr. ii) 32mm to 125mm dia 2.5 mtr. iii) 150mm & above dia 3.0 mtr.

Piping shall be of screwed type upto 50mm diameter. Welding of joints will be

allowed for pipes of above 50mm dia. The entire piping shall be pressure tested by hydrostatic method upto a pressure of

1.5 times the working pressure. The piping shall be slowly charged with water so that all the air is expelled from the piping by providing a 25mm inlet with a stop cock. The piping shall be allowed to stand full of water for a period of 2 hours and then the piping shall be put under pressure by means of manually operated test pump or by a power driven test pump. The pressure gauges used for testing shall be accurate and shall preferably the calibrated before the testing is carried out. All the leakage’s and defects in joints revealed during the testing shall be rectified to the entire satisfaction of the Engineer-in-charge. The system may be tested in sections/parts as the work of erection of piping proceeds. The piping shall with stand 1.5 times the working pressure for at least 24 hours.

14. Testing on Completion of Installation The entire system shall be tested after completion of installation.

PREAMBLE

SPRINKLER RISERS & RISERS OF INTERNAL HYDRANTS NORTH BLOCK – SCHEDULE OF QUANTITIES

1. All equipment described hereafter shall be in accordance with the specifications. 2. Supply of various equipment shall include all expenses for correspondence with

manufacturers, submission of shop drawings and documents and their approval by the Project manager, procurement of material of the components and vibration isolation as required, grouting and anchoring or suspension arrangements and all incidentals associated with the installation as per the specifications and manufacturer’s recommendation.

3. Shop coats of paint that have become marred during shipment or erection shall be cleaned

off with mineral spirit, wire brushed and spot primed over the affected areas, then coated with enamel paint to match the finish over the adjoining shop painted surfaces.

4. Testing and commissioning shall include furnishing all labour, materials, equipment,

instruments, and incidentals necessary for complete testing of each component as per the specifications and manufacturer's recommendations; submission of test results to the Project manager and obtaining their approval and submission of necessary documents and completion drawings.

5. After completion of the installation, the entire Sprinkler Risers & Risers of Internal Hydrant

System shall be tested for the leaks by conducting hydraulic pressure test in accordance with the specifications.

6. Mode of Measurement

The mode of measurement for the various items, unless otherwise specified, shall be as follows: Payment for piping shall be on the basis of linear measurement including all materials and labour for installed pipe. The linear rate per meter/feet for each nominal diameter shall include all pipe fittings, flanges, unions, nominal diameter shall include all pipe fittings, flanges, unions, gaskets for joints, bolts and nuts, pipe supports and hangers, vibration isolation devices or suspenders flexible connections and any other item required to complete the pipe installation except valves of any kind. The length of the pipe section with flanges shall be from flange face to flange face. For fittings like bends, elbows, branches and tees, etc. same principle of linear measurement as for pipe sections shall be adopted except for bends, the length of which shall be the average of the lengths of inner and outer periphery along the curvature.

7. The following services are not included in the scope of work of the Contractor and shall be provided to the Contractor by Owners through other agencies.

Sequence of work in existing FHC's of one core/Riser-a) Shifting the 'first aid hose reel drum location (within the FHC) to create a space for core cutting of slab as described in serial number 9. The FHC shall remain in operational mode. b) Core cutting and fixing of 2 number sleeves of 200 mm dia x wall thickness of 6 mm. c) Install both the risers (sprinkler & hydrant). d) Install landing valves of hydrant and isolation valves for first aid hose reel on the newly installed hydrant riser. Connect the said hydrant riser to fire mains and charge the same. Make connection of existing first aid hose reel with isolation valve. e) Disconnect the existing hydrant riser from the fire mains. f) Remove the landing valve of existing hydrant with connection pipe from the existing riser and blank off the riser pipe. Storing the removed material at a designated store as directed by IHC.
