TENDER DOCUMENT FOR TRANSPORTATION OF ZJ-70 (R#27) DRILLING RIG FROM
MEHSANA (GUJARAT) TO BAREKURI, TINSUKIA (ASSAM)

Dear Sir,
Quippo Oil and Gas Infrastructure Ltd. (QOGIL) propose to give a transportation contract for the following:
Mobilization of complete ZJ-70 (2000 HP) Drilling Rig and its allied equipment with accessories from
Mehsana (Gujarat) to Oil India Limited Drilling Site located at Barekuri Village, Tinsukia in Assam
approximate 2950 kilometers. The transporter is required to complete this job within 30 (Thirty) days
for the movement of complete rig as per packing list described in Annexure III.
Instruction to Bidders:-
The prices to be quoted by contractor are for transportation of the equipment for the scope of work given
in Annexure – I and Contract conditions as per Annexure – II. Prices should be on a lump sum basis as per
price format in Annexure IV.
Experience Criteria: The Contractor should have minimum Experience of at least 2 (Two) nos of Drilling
Rig Transportation of 2000 HP Capacity in Assam Region. Contractor shall submit the required documents
(Copy of Work order etc) along with the Bid to substantiate the required experience.
Confirmation for understanding complete Scope of Work & acceptance of Contract conditions shall be
submitted along with the Bid, otherwise bid shall be straight away rejected.
Bidder shall submit signed & stamped copy of this tender document as a token of their acceptance for
complete understanding of SOW and other terms & conditions.

Annexure I
SCOPE OF WORK
1. Loading, Unloading ,and Transportation of ZJ-70 (2000 HP) Drilling rig and it’s allied equipment as per
packing list by placing of required numbers of trailers / trucks, Labour and cranes etc., as per instructions
of QOGIL representative. Transportation route is from Mehsana (Gujarat) to Oil India Limited Drilling
Site located at Barekuri Village, Tinsukia in Assam approximate 2950 kilometers.
2. All Levies sale tax and duties, Toll tax, Border Clearance, Road tx, RTO fine/ penalty etc charges shall be
sole responsibility of Contractor at its own cost.
3. The entire job of ZJ-70 (2000 HP) Drilling Rig & accessories transportation comprises of the following:
a) The Contractor’s representative shall get the trailers and trucks loaded in the order of priority as indicated
by QOGIL’s supervisors. The trailers and trucks will be placed at loading site on timely basis. Contractor
should specify the free time, which he would give for loading purposes.
b) The loads of equipment’s shall be transported from Mehsana using Contractor’s own or hired trucks and
trailers in the proper order as determines by QOGIL’s authorized representatives. (Securing and lashing
instructions are given in terms and conditions and will be Contractor’s responsibility including all lashing
materials).
c) QOGIL will keep the right to change the List of items to be transported with prior notice to Contractor.
d) The truck and trailers will be unloaded by the Contractor at Tinsukia location at the place indicated by the
QOGIL’s supervisor.
e) The transporter is required to complete the job within time frame of 30 (Thirty) days for complete rig as
defined in Annexure III from Mehsana to Oil India Limited Drilling Site located at Barekuri Village,
Tinsukia, Assam. If Contractor fails to complete the job within this period, then QOGIL will have a right
to charge penalty for delayed delivery.
Basic information:
Distance between old and new location – 2950 km Approx.
Trailer quantity – 90 ± 5 Trailers (Approx.)
Road condition – Will be provided by you but should be acceptable for heavy loads.
Total rig move duration – 30 days approx.
Date of rig move start – 1st November, 2015 (tentative date)
Our experience indicates that the rig moving CONTRACTOR will need a minimum:
02 Nos of 50 ton crane at Loading Point at Mehsana, & 02 Nos of 50 tn. cranes at Unloading Point Oil India
Limited Drilling Site located at Barekuri Village, Tinsukia, Assam till Rig Building, approximate One
Month.
Contractor shall provide the list of equipment & Loads required for this move along with your Bid.

You are requested to submit with your offer with the following information:
Road Route with distance + Road route map.
Road condition report ( if possible with photographs)
A lump sum mobilization cost for the loading, unloading & transportation of ZJ-70 (2000 HP) Drilling Rig
including rig up to new well location at Oil India Limited Drilling Site located at Barekuri Village,
Tinsukia, Assam field.
Price shall be exclusive of applicable service tax, but inclusive of all other taxes. Fuel for Trailers and
Crane/Forklift etc. will be sole responsibility of the Contractor.
Additional cost on a per load basis and / or per day basis, should additional loads other than those in the
attached load lists be transported to same location.
CONTRACTOR is required to affirm its familiarity with the route (s) to be used for the mobilization of
the RIG and CAMP, along with any and all existing or potential obstructions and weather-related
problems, and will select the route (s) to be used accordingly.
CONTRACTOR will be responsible for securing all necessary transportation / route access permits, at its
sole cost.
Please indicate in your offer your "best estimate" for the total time necessary to complete the move of the
RIG and CAMP to new location, as well as when you will be able to commence moving the RIG and the
CAMP.
Please provide a complete list of all cranes, trailers, trucks, and other equipment that you will commit to
this job. All equipment provided by Contractor should be qualify by QOGIL QHSE norms. Contractor
may get the copy of QHSE policy upon request.
Although Quippo Oil and Gas reserves the right to select any CONTRACTOR for this work, and will not
necessarily select the lowest bidder, or any bidder, for this work, preference will be given to the bidder
which, A) provides the most immediate commencement of the RIG and CAMP moves, B) offers to
commit the best quality of equipment for the performance of this work, C) proposes as rapid as possible
completion of the work, and D) offers the most economical Lump Sum quote.
The tentative loads, dimensions & weight of each equipment are given in Annexure III and the same is for
contractor’s guidance only. Contractor is advised to visit the Mehsana (Gujarat) location for inspection of
the equipment and may also review transportation route to familiarize himself prior to submission of his
quote.

Annexure II
CONTRACT CONDITIONS
1) Fleet & Loading Equipment:-
Contractor shall provide required no of low bed Trailers, HB-SLB, Triple -XL Trailer, Cranes (02 x 50 MT
at Loading & 02 x 50 MT Cranes at Unloading point) for Transportation, Loading, Unloading of drilling
equipment & Rig building from Quippo Yard, Jagudan, Mehsana to Oil India Limited Drilling Site
located at Barekuri Village, Tinsukia, Assam Contractor shall provide daily reports of the placement of
vehicles and movement/tracking status to the company. The daily report shall be sent to below
representatives of Company:-

2) Equipment Breakdown:- In case any vehicles supplied by the Contractor breaks down then Contractor should replace the vehicle
having same capacity within 4 hours, failing which QOGIL shall have option to arrange for alternative
vehicles at risks and cost to Contractor.
3) Lashing /Slinging /Slinging of equipment:- The truck/ trailers of Contractor loaded with Rig Equipment has to be properly secured by adequate lashing
and slinging for transporting by road to Assam, by the Contractor. Contractor will be responsible to
negotiate curves, telephone lines, high tension, traction lines etc. safely without causing damage to
QOGIL’s equipment.
4) Rejection of unsound Vehicles:- The Contractor shall deploy all vehicles in absolute mechanically sound condition with valid state/interstate
permits from RTO and other authorities. The Contractor shall also obtain all necessary permissions for a
smooth transportation of equipment. The QOGIL reserves the right to reject any vehicles of the Contractor,
which in his opinion is not in sound condition. The decision of the QOGIL in this regard shall be final.
5) Transshipment:-
Transshipment of goods from one vehicle to another is not allowed. However in case of accident or damage
to Contractor’s vehicles, Contractor should promptly arrange (Within Same Day) for transporting the
equipment by suitable substitute vehicles, after informing QOGIL and obtaining QOGIL’s consent for the
substitution.
6) Prohibition to carry any other material:- The Contractor shall not carry any other materials in his vehicles other than those of QOGIL. Contractor
shall not transport contraband goods in the vehicles in which QOGIL’s materials are transported.
7) Total Nos of Load:-
Maximum Nos of Load is 90 ± 5 Trailers (Approx.).
8) Waiver of Liens:-
The Contractor will not have liens on the goods, which are in his possession and belonging to QOGIL.

9) Sub Contracting:-
Except for hiring of vehicles and handling equipment no sub-contracting of any or part of any job shall be
allowed unless such arrangement is accepted and notified in writing by QOGIL. In any case it is
understood that the Contractor shall be solely and entirely responsible for all the operations and services
covered by this contract.
10) Extra care of ODC Consignments:-
In case of heavy ODC consignments and critical consignments, which will be specified by QOGIL, the
Contractor will provide escort vehicle at its own cost. In our opinion there are minimum 5-10 critical
consignments.
11) Supervision:- The Contractor shall provide efficient supervision at the time of loading so that the packages are placed on
the vehicles in such a manner as to ensure total safety of the equipment against any damages in transit.
When large sizes of over dimension equipment’s are loaded on trailers, the Contractor should be
meticulously careful in adjustment of the load with regard to proper distribution of weights on axle, centre
of gravity etc.
12) Authorized Representatives:-
The Contractor shall depute minimum Two authorized representatives who should be fully empowered to
take on the spot decision and follow instructions from QOGIL’s representative at site.
13)Duration Of Loading Mobilization :-
Loading will start on 1st November and will finish on 15
th of November.
Last Load should reach at unloading point no later than December 15, 2015.
14) Insurance:- The insurance of the QOGIL’s equipment has been arranged by QOGIL. The Contractor shall inform and
assist QOGIL for insurance surveys/ claims in case of accidents, damage to QOGIL’s equipment. The
contractor shall be fully responsible for the insurance of his vehicles and personnel including 3rd
party risks
at his costs. The Contractor shall assist QOGIL in respect of filing of insurance claims and shall arrange for
all reports/ documents, which shall be required to be submitted to insurance company. The security deposit
if any of the Contractor shall be released after he provides all documents for insurance in case of loss or
damage to the goods. The Contractor shall be fully responsible for loss or damage arising due to negligence
or wilful acts of the Contractor or his personnel. The Contractor shall also be responsible for loss or
damages arising on the outside of the equipment due to hitting to road side trees or other object and also, the
inner damages which could arise due to abnormal jerks, drive at an abnormal speed. QOGIL will be
entitled for deducting the cost of loss or damages which are not recoverable under the package policy either
due to exclusion or due to below deductible and which are directly relating to the Contractors negligence, in
the above circumstances.
15) Safety of Equipment:-
The Contractor shall ensure the safety of the equipment and materials in the entire handling and transport
operations and shall not claim from QOGIL any damage caused to the vehicles and handling equipment’s
either owned by him, to public property as well as injuries or otherwise the personnel in his command or
to the public. Contractor shall be fully accountable for all goods delivered to him. In case of any loss or damages to such goods, the Contractor shall provide necessary documents for obtaining payment for such
damages / losses from insurance company failing which the costs of such loss or damage to goods will be
recoverable from the Contractor. In case of any shortage / damages to consignment or his failure to give
papers for insurance claims the contractor shall not be entitled for any freight charges in respect of such

consignments and the cost of the loss or damages shall be recovered from the contractor. Cranes and
vehicles to be properly insured under comprehensive risks, copies of policies to be given if required.
Contractor crew should be well equipped with personal protective equipment like coveralls, Safety Shoes,
Safety Helmets and Safety Glasses ensuring proper execution of safety Norms. Contractor shall be
responsible and absorb the cost for all PPE and shall ensure to be bind by and follow company’s HSE
policy and requirement at no extra cost to the company. In case violation of any Safety Norms, QOGIL
reserve the rights to reject the vehicle and or impose the penalty @ INR 2000 per vehicle.
Contractor shall keep company indemnified against the following:-
a. All losses, damages, claims, penalties suffered, expenses incurred in defending the suits or proceeding
consequent to failure on your part to act in accordance with the terms of the Agreement.
b. Any loss which may be suffered by us [except due to Our default] consequent to confiscation of the
Equipment by any governmental authority or any public officer or authority under any law for the time
being in force while the Equipment is under this work-order.
c. Any liability arising out of non-compliance of all statutory requirements and other applicable statutes,
regulation and rules.
d. All damages caused to the equipment - covered or not covered- due to misuse or negligence of your
representatives or operators.
Contractor shall make proper use of Road permits & documents provided to you and shall return all the
unused ones. Failure to do so shall be at Contractor own risk and Contractor should pay any and all
penalties arising out of such failure.
B) Compensation:-
1. Total value of this contract is Rs. ………………………………. (Rupees …………………….only)
including all taxes except Service Tax.
2. The Company shall pay the Lump Sum charges of Rs. …………………………… (Rupees
………………………… only) fix for Complete Transportation for 90 ± 5 Trailers (Approx.) Load
only. Extra load will be paid as per Additional cost on a per load basis / or per day basis according to
the type of Vehicle used. If the no of Loads will be less than 90 ± 5 Trailers in that case cost will be
deducted accordingly.
3. Service Tax shall be payable extra as per rules and necessary TDS will be deducted from your payment.
4. Above rates are inclusive of fuel (HSD) which shall be provided by the contractor. Oil, Lubricants and
operators salary and any other expenses incurred with relation to the equipment and manpower shall be
borne solely and exclusively by the contractor.
5. Detention Charges:- No detention charges will be Applicable for this contract under any
circumstances.

(C) Compliance with Safety regulations /Labour /Etc.:-
Vehicles including Trailer’s /cranes should be certified by Quippo HSE department, have a valid license , all
operator and Driver should have certified through Quippo HSE Department and have hold a valid license
issue from RTO / State Transport Department.
Contractor shall ensure strict compliance with all applicable labour laws and regulations and shall adhere to
all safety procedures and norms with respect to manpower and equipment.in case of any act of indiscipline
on the part of the crew, Quippo shall have the right to seek replacement of the operator /Helper immediately.
All Contractors’ crew shall be well equipped with safety protections like coverall, safety shoes, safety
helmets and safety glasses for ensuring proper compliance of safety norms.
All Contractor’s crew (helpers / operators, etc.) shall be fully trained and possess a valid license to operate
Vehicle’s/ Cranes, a proof of which shall be provided to us for verification.
Contractor shall also ensure that all statutory rules and regulation are followed and implemented from time
to time.
HSE manual comprising of policy, goals objectives, checklist, and operational guidelines shall be taken by
you from our site in-charge immediately on receiving this work order. As already indicated, all operator and
equipment should be certified by Quippo HSE.
Contractor shall keep us indemnified against any and all, losses suffered by us due to non-compliance of
any of obligations under this work order.
Notwithstanding anything contained herein or any other provisions of this contract, Contractor shall, under
no circumstances stop the services of equipment for whatsoever reason unless and until a proper notice in
this regard is received from Quippo in terms of this work order. Even Contractor have any pending issues to
be resolved under this work order, services under this work order shall not be stopped without proper notice.
Contractor has been explained and understood fully the financial implications/losses that Quippo will
directly suffer due to such unilateral stoppage of work of equipment on hire.
In case of any pending issues under this work order, Contractor shall take up with the respective
departments of Quippo, meet and discuss and sort out the issues. Quippo shall discuss the issues if any
under the terms of this contract and try to resolve in a fair manner.
If Contractor contravenes any of the above provisions, the entire actual loss incurred by Quippo Shall be
deducted / recovered from Contractor.
D) Invoicing & Payment:-
A. 25 % Advance Payment at the time of Vehicle placement at Mehsana Yard (Loading Point)
B. 15% Payment on 30th Load (Progressive Payment).
C. 15%Payment on 60th Load (Progressive Payment).
D. 20 %Payment on 90th Load (Progressive Payment).
E. 25% Payment against Invoice shall be made within 30 days after submission of Correct & final Invoice along
with all necessary documents as indicated in this work order.
Invoice shall be accompanied by:
Received Gate pass / Challan, GR Copy, Road Permit, Work Completion Certificate duly certified by our Site
In-charge.

In addition to the above, first Invoice shall be accompanied by a copy of your Service Tax registration and IT PAN
Copy. The Invoice shall be in conformity with the requirements of service tax.

E) Liquidity Damages:-
The Time Frame for complete execution of the Contract is 30 (Thirty) days. Last Load should reach at unloading
point no later than December 15, 2015. LD will be applicable for delay in execution of this work order. The LD rate
will be 1% of the contract value for each day delay, Maximum up to 7.5 % of the contract value.
F) Penalty for Delayed Delivery:
Liquidated Damages per day of delay will apply @1% per day of lump sum value. This penalty for delayed delivery
shall be recovered only for delays, which are attributable to transporter. It may be noted that no unforeseen reasons
are acceptable for any delay by the transporter.
G) Cancellation of Contract:
Should there be any delay on the part of the Contractor in execution of his responsibilities; QOGIL shall have right
to cancel this contract and/ or to arrange additional vehicles/ cranes at Contractor’s cost and risks by giving 8 hour
notice. In such an event all extra cost incurred for execution of the work will be recovered from the Contractor.
H) Governing Law, Jurisdiction & Arbitration:
All and any dispute arising out of or in connection with this contract, including any question regarding its existence,
validity or termination, shall be referred to and finally resolved by arbitration in New Delhi in accordance with the
Arbitration Rules of the Construction Industry Arbitration Council ("CIAC Arbitration Rules") for the time being in
force at the commencement of the arbitration, which rules are deemed to be incorporated by reference in this clause.
The Company shall be entitled to select the sole Arbitrator out of the panel of CIAC. The award of the arbitrator
shall be final and binding on both parties without the right of appeal.
