Procurement of Internet Bandwidth
Ramanujan Computing Centre Anna University, Chennai - 600 025.
REQUEST FOR PROPOSAL OBJECTIVE OF THIS RFP
This RFP (Request for Proposal) is issued as a request for the supply and installation of internet
bandwidth for various Internet application services for the university. The following document, in its
entirety, has been developed as both a bid specification to outline the requirements for the works to be
provided, and a basis for proposal submission by the bidder also referred to as the Vendor. THE CLIENT – ANNA UNIVERSITY
Anna University was established on 4th September 1978 as a unitary type of University. It offers
higher education in Engineering, Technology and allied Sciences relevant to the current and projected
needs of the society. Besides promoting research and disseminating knowledge gained there from, it
fosters cooperation between the academic and industrial communities. The University was formed by
bringing together and integrating two well-known technical institutions in the city of Chennai.
Currently the Ramanujan Computing Centre takes care of the high-end computational need and
software support for various departments and all the network requirements of the university. Ramanujan
Computing Centre established the Campus Network on 1G Backbone for the Anna University and
recently upgraded to 10G backbone. A well designed network connecting all the building in the campus
has been established and provides various Internet/Intranet services for all the four campus.
Interconnection of these buildings is on single and multi mode Fiber optic cables and internal cabling is
on cat6 UTP cable.
Internet/Intranet services such as authentication service, e-mail service, DNS service, proxy
service, DHCP service etc. are provided by the Ramanujan Computing Centre. Now, the Ramanujan
Computing Centre wishes to upgrade the internet bandwidth used to provide these services in order to
improve the performance and reliability/availability of the Internet services to the campus users. SCOPE OF THIS PROJECT
Scope of this project is to supply of internet bandwidth and install the same in a way that it
satisfies 100% the functional requirement given in this document. Prices quoted shall be all-inclusive and
represent complete installation at the site. The Bidder shall be responsible for complete implementation
and turnover for acceptance to the client. The Bidder should be a reputed company satisfying the
bidder’s criteria of this RFP.

2. FUNCTIONAL REQUIREMENT
1. ISP should provide 99% uptime promising
2. ISP should provide scalability
3. ISP should provide 24x7 Customer Support
4. ISP should provide Connectivity up to the end-point at the Main Campus, Anna University, Chennai
5. ISP should provide Fast Ethernet handoff to our premises
6. ISP should provide proper maintenance of Bandwidth connectivity and also the equipments

A. ELIGIBILITY CRITERIA FOR TENDERS:
o The bidder must be a Category- A ISP license & Basic Service Operator License holder. (Provide Document)
o DoT license to set up and operate International gateways.
o The bidder company should be in existence for at least 10 years
o The bidder should have carried out at least 2 similar projects in the last 2 years
o Company should provide major client list (Should be installed and maintained Minimum 20 Mbps)
o Vendor should have organization strength of at least 10 experts/specialists in this field
o The Company or tenderer should have at least one Service Center in Chennai
o The tenderer/tenderer’s group should have a turnover of above Rs. 10 Crores in each of the last three financial years
o Latest income tax clearance and sales tax clearance should be produced along with bid B. SPECIAL TERMS AND CONDITIONS:
1. Delivery Period: The delivery should be made within 15 days from the date of receipt of
purchase order
2. Warranty: All items supplied by the tenderer shall be guaranteed against any defects and the tenderer should provide time-to-time operational maintenance support for a period of one year (On Site comprehensive Warranty). The said warranty should cover all Hardware products & Software. The warranty and service shall be provided directly from the manufacturer. The tenderer shall be liable to rectify any defects that may be found in the equipment supplied for free of cost.
3. Installation: The installation should be done at the Main Campus (Ramanujan Computing
Centre, Anna University, Chennai) at no extra cost
4. Response Time: The response time of the tenderer to attend to any complaint upon receipt of the complaint/information from the user should not be more than 03 hours.
5. The tenderer shall necessarily quote for all the products mentioned in the schedule
otherwise they will be disqualified
6. Internet Service Providers (ISPs) must submit their tender document in the given format and any deviations in the prescribed format/omissions of details called for, will automatically lead to disqualification for the offer/tender from this format will automatically disqualify the offer.
7. The Vendor should agree to supply Client revised quantity of items at the unit price as stated in
the RFP regardless of quantity changes.
8. Anna University reserves the right to cancel the contract under repeated violations of the specified and mutually agreed QoS parameters.
9. Anna University is not responsible for any delay in delivery of equipment

II. QOS ISSUES
Packet Transmission Quality
The ISP will designate routers in India and other key countries. The expected average roundtrip transmission delays between these designated routers are to be calibrated as bellow:

Note:
1. These benchmark timings and packet loss percentage figures will serve as reference points during the field experiments periodically conducted by Anna University team once the circuit goes live.
2. The ISP must provide a usage report like MRTG that can be accessed directly by Anna University team.
3. Anna University may conduct field experiments from time to time to ascertain if QoS levels are being maintained. Anna University reserves the right to cancel the contract under repeated violations of the specified and mutually agreed QoS parameters.

Vendor/bidder must confirm the following standards in the preparation of the Vendor’s Proposal,
For this tender ‘Two Cover System Procedure’ as per open competitive bidding is adopted.
Each bid will be treated and evaluated separately.
Sealed Bid clearly marked as “ORIGINAL” should consists of following two separate and
independent parts i.e. 1) Technical Proposal 2) Financial Proposal and should be clearly
marked as Technical Proposal/Financial Proposal in bold and affixed to each envelope at a clearly
visible location.
Technical Proposal
Technical Proposal must include the complete solution proposed by the Vendor with filled-in
specification sheets marked in the compliance column.
If the specification sheets ask for providing any details, those should be provided as attachment to
the Technical Proposal. Financial Proposal
Financial Proposal will include the prices quoted for each equipment with unit cost as per the
requirement.
The quoted prices must be exclusive of all taxes, delivery at the required locations at your own
risk and cost.
All prices to be quoted in Indian Rupees, and must clearly state all applicable taxes separately.
EMD: The Bidder shall furnish Rs.50,000/- of the value towards the Earnest Money Deposit
(EMD) in the form of DD from any nationalized bank drawn in the Favour of “The Registrar, Anna
University, Chennai-25” payable at Chennai, Valid for six months should be enclosed in a
separate envelope along with technical proposal. No Bid shall be entertained without Earnest
Money Deposit (EMD).
Bank Guarantee: The successful tenderer should furnish to the tune of 10% of the total value of
the project before releasing the purchase order.

It is mandatory that the Bidders provide the following documents and information with respect to its relationship with Principal
Copy of the Principal’s Certification (along with its validity period), authorizing the Vendor as local
partner/representative in India to offer equipment and internet services.
Duration (at least 3 years) and scope of association in the current capacity with the Principal
Special Terms and conditions,
Anna University reserves the right to reject any or all Bids/offers without assigning any reason or
cancel the process at anytime.
Anna University reserves the right to increase/decrease the quantity of item/scope of the work.
Any Proposal or Bid received after Bid submission date and time will not be considered.
The Bidder shall provide the following information
