2. Interested tenderers may obtain further information about this requirement from the above office selling thedocuments. They may also visit our website mentioned above for further details.

3. Tender documents may be purchased on payment of non-refundable fee of Rs. 112/- (Rs. One Hundred Twelveonly) per set in the form of account payee demand draft/ cashier#s cheque/ certified cheque, drawn on a scheduledcommercial bank in India, in favour of SPMCIL, Unit ISP, payable at Nashik.

4. If requested, the tender documents will be mailed by registered post/ speed post to the domestic tenderers, forwhich extra expenditure per set will be Rs 100 for post. The tenderer is to add the applicable postage cost in thenon-refundable fee mentioned in Para 3 above.

5. Tenderer may also download the tender documents from the web site www.spmcil.com and submit its tender byutilizing the downloaded document, along with the required non-refundable fee as mentioned in Para 3 above.

6. 7. Micro and Small Enterprises firm are exempted from submitting Tender Fees and Earnest Money Deposit. Butbidder the copy of valid registration certificate of Micro and Small Enterprises along with the bid/ quotation otherwisethe offer will not be considered for above exemption.

Relaxation of norms for Startups on Prior Experience, Prior Turnover Criteria may be given subject to meeting ofquality and technical specifications as per circular No. 1(2)(1)2016-MA dated 10.03.2016 issued by Govt. of India,Ministry of Micro, small & Medium Enterprises, New Delhi.

Make in India Clause/ Registered under startup campaign:

The provisions of the Public Procurement (Preference to Make in India/ Registered under startup campaign)order2017 dated June 15, 2017 (and subsequent amendments, if any) by Department of Industrial Policy and Promotion,GoI shall apply to this tender to the extent feasible. The local suppliers are exempted from experience and past

countries/ exports. The bidder company may use the financial criteria of its own holding company or itsPrincipal manufacturer in this case. However, the Holding company and/ or the principal manufacturer/ collaboratorwill have to counter guarantee the financials and / or bank guarantee as issued for the purpose of this Technical Bid.

8. As per Government of India Guidelines a 25% quantity of the tendered requirement shall be procured fromParticipating and qualified MSE registered forms quoting price within the price band of L1+15% by bringing downtheir price to L1 price, where L1 is a Non MSE registered firm. MSE firms are also requested to indicate clearly intheir offer if their company is owned by SC/ST/Women proprietorship.

9. In the event of any of the above mentioned dates being declared as a holiday/ closed day for the purchaseorganisation, the tenders will be sold/ received/ opened on the next working day at the appointed time.

10. No correspondence beyond bid due date will be made for shortfall of documentary evidence. Such offersreceived with shortfall of documentary evidence will be summarily rejected.

The following are the details for Section III: Special Instruction to Tenderers (SIT) and for Section V: SpecialConditions of Contract (Kindly refer to Section III and Section -V respectively)

Section III: Special Instructions to Tenderers (SIT)

Special Instruction to Tenderers (SIT)i.e. SIT-1 to SIT-10 are as below (The Section III: Specific Instructions toTenderers may be referred to ):

SIT 1 :Clarification of Tender Documents:A tenderer requiring any clarification or elucidation on any issue of the tender documents may take up the same withISP Nashik in writing or by fax/ e-mail/ post. ISP Nashik will respond in writing to such request provided the same isreceived by ISP Nashik not later than 14 days prior to the prescribed date of submission of tender. In case theclarifications are not given by ISP Nashik in stipulated time frame then the bidder must strictly follow the tenderterms and conditions. Copies of the query and clarification, if any, shall be sent to all prospective bidders who havepurchased the bidding documents.

SIT 2 :Tender Currencies:The tenderer shall quote only in Indian Rupees. supplier is requested to quote price within 2 decimal place.Quotation with price quote beyond 2 decimal place will be ignored.

SIT 3: Wherever GST is applicable, the following may be noted:

(i).The tenderer should quote the exact percentage of GST that they will be charging extra.

(ii).While quoting the rates, tenderer should pass on (by way of reduction in prices) the set off/ input tax credit thatwould become available to them by switching over the system of GST from the existing system of GST, duly statingthe quantum of such credit per unit of the item quoted for.

(iii).The tenderer while claiming the payment shall furnish the following certificate to the paying authorities to the tuneof Rs. has accrued & accordingly the same is being passed on to the purchaser & to the effect the payable amountmay be adjointed.

(iv).The supplier by while claiming the payment shall furnish the following certificate to the paying authorities:

#We hereby declare that additional set offs/ input tax credit to the tune of Rs. XXXXX (to be filled while claiming thepayment) has accrued and accordingly the same is being passed on to the purchaser and to that effect the payableamount may be adjusted#.

SIT 4 : Earnest Money Deposit:The required EMD as mentioned in Section VI, List of requirements submitted along with the tender intechno-commercial offer. The EMD shall be valid for a period of 45 days beyond Bid Validity i.e. (45+120=165). Anyshort validity, the tender shall be treated as unresponsive. The EMD should in the Indian Rupees only.

EMD to be submitted only in the form of Account Payee Demand Draft/ Banker's cheque / FDR and shall be drawnany 'scheduled commercial Bank' in India in form of SPMCIL unit, ISP Nashik Rd payable as Nashik.

SIT 5 : Tender Validity

(i).The tenders shall remain valid for acceptance for a period of 120 days after the date of tender opening prescribedin the tender document. Any tender valid for a shorter period shall be treated as unresponsive and rejected.

(ii).In exceptional cases, the tenderers may be requested by ISP Nashik to extend the validity of their tenders upto aspecified period. Such request(s) and response thereto shall be conveyed by surface mail or by fax/ e-mail followedby surface mail. The tenderers who agree to extend the tender validity, are to extend the same without any changeor modification of their original tender and they are also to extend its tender validity period of the EMD (if applicable)accordingly. A tenderer, however, may not agree to extend its tender validity without forfeiting its EMD.

(iii).In case the day upto which the tenders are to remain valid falls on/ subsequently declared a holiday or closedday for ISP Nashik, the tender valid shall automatically be extended upto the next working day.

(iv).Compliance with the Clauses of this Tender Document: Tenderer must comply with all the clauses of this TenderDocument. In case there are any deviations, these should be listed in a chart form without any ambiguity along withjustification.

SIT 6 : Number of Copies of Tenders to be submitted:

SIT 7 : Submission of Tender:Techno-commercial bid and the Price Bid are to be submitted in Two Separate double sealed Envelopes on orbefore the due date of the submission of the tender as stated below otherwise tender/ bid / quotation shall be liablefor rejection.

(i).Tender Fee: Tender fee of Rs. 112/- should be submitted along with Techno-commercial bid in form of DD/Bankers Cheque drawn from any Schedule Commercial Bank in India, in favour of SPMCIL, unit ISP payable atNashik.

(ii).Earnest Money Deposit of Rs. 5100/-

EMD must be submitted along with the tender in form of DD/ Bankers cheque/ FDR drawn from any ScheduledCommercial Bank in India only in favour of SPMCIL unit ISP payable at Nashik. The firm who are registered underNSIC, DGS&D, Micro & Small Enterprises (MSE) for manufacturing/ selling/ Trading of similar item may beexempted from submitting the EMD on producing valid certificate. The certificate should clearly indicates the storesdetails similar to India Security Press requirement and the validity of the certificate (Valid upto XXXXXX ) otherwise,certificate will not be considered for exemption of EMD.

(iii).Power of Attorney/ Authorisation with the seal of company indicating that authorized signatory is competent andlegally authorized to submit the tender and/ or to enter into legally binding contract.

(iv).The eligibility criteria for the tender are given in Section IX- Qualification/ Eligibility Criteria. The bidder have tosubmit all the desired documents and relevant documentary proof in support of relevant clauses mentioned inSection IX: Qualification/ Eligibility Criteria. The Qualifying Criteria should be submitted in original.

(v).The tenderer shall submit detailed techno-commercial offer as per Technical Specifications as per Section-VIIand List of Requirement as per Section-VI of the tender document.

(vi).The tender has to submit sealed and signed tender document by authorized signatory of the tenderer as a tokenof acceptance of all section/ terms and conditions of this tender document (GIT, SIT, GCC & SCC, Quality ControlRequirement, List of Requirement, Technical Specification, Tender form etc.)

PART-II: PRICE BID (Second Envelope)

The tenderer shall quote their prices strictly only in Price bid only and as per the proforma given in Section-XI of theTender document, if prices are quoted in technical bid or Section X tender form, its tender will be liable for rejection.No additional/ extra item with price shall be included other than that of Section XI.

i. The envelopes containing bids shall be super scribed as Techno-commercial Bid and Price Bid separately for

SIT 9 : Opening of Tender:

The Techno-commercial bids are to be opened in the first instance, at the prescribed time and date. These bids

The sealed envelope shall be again put in another envelopeand super scribed as tender for "FILTRATION AND TESTING OF TRANSFORMER OIL IN THE WORKINGTRANSFORMERS ALONG WITH OTHER TRANSFORMER MAINTENANCE TASKS" due on 28-02-2020

shall be scrutinized and evaluated with reference to the parameters prescribed in the Eligibility criteria andparameters prescribed in the tender document by the competent committee/ authority. Subsequently, in the 2ndstage the Price bids of only the technically acceptable offers shall be opened for further scrutiny and evaluation.Intimation regarding opening of price bids shall be given to qualified tenderers to enable them to attend the price bid/financial bid opening, if they so desire.

SIT 10 : Evaluation Criteria

Tender Evaluation Process:

10.1 In the first instance, the Qualifying Criteria of the Techno-commercial part of Tender document will beconsidered for the evaluation. These offers/ bid will be scrutinized and evaluated by the committee/ authority withreference to the parameters prescribed in the eligibility criteria (Section IX).Conditional offers will be liable forrejection. The technical acceptance of the bids is on the basis of Technical Specifications offered by the bidders asper Section #VII Technical Specification and Section-VI List of Requirement of the tender document and acceptanceof the terms and conditions as per Section-VI, GIT, SIT, GCC, SCC, other conditions of tender. 10.2 Price bid evaluation:

In the second stage, the price bid of only the technical offers will be opened for further scrutiny and evaluation. Theprice quoted shall be compared on a total price basis (FOR ISP Nashik Road), including all taxes, duties, packingand forwarding charges, freight, insurance, etc. The evaluation criteria for awarding the contract shall be to L1bidder total price mentioned in Section XI Price Bid.

Section V: Special Conditions of Contract (SCC)

Special Conditions of Contract (SCC) i.e. SCC-1 to SCC-5 are as below (The Section V: Special Conditions ofContract may be referred to):

SCC 1: Taxes and Duties:

If the tenderer fails to include the taxes and duties as per law of the land in the tender, no claim thereof will beconsidered by purchaser at a later stage. The applicable TDS on Installation, commissioning and training in India,shall be borne by the tenderer.

SCC 2: Terms and Mode of Payment:

The payment terms are 100% within 30 days after receipt and acceptance of goods/services by the Purchaser andon production of all required documents by the supplier. The payment will be done through RTGS only. Therefore,the suppliers have to produce all the Bank details such as Name of Bank, Account No., IFSC Code No., MICR No.along with the Tender document.

SCC 3: Quantum of Liquidated damages:

If the supplier fails to perform the services within the time frame(s) incorporated in the contract, ISP Nashik shall,without prejudice to other rights and remedies available to ISP Nashik under the contract, deduct from the contractprice, as liquidated damages, a sum equivalent to the ½% (0.5%) (or any other percentage prescribed in the SCC)of the delivered price of the delayed services for each week of delay or part thereof until actual performance, subjectto a maximum deduction of the 10% (or any other percentage if prescribed in the SCC) of the delayed services#

contract price(s). During the above mentioned delayed period of services and / or performance, the conditionsincorporated under GCC sub-clause 23.4 shall also apply.

SCC 4: FAILURE & TERMINATION:

(A) Cancellation of contract for Default:Without prejudice to any other remedy for breach of contract, like removal from the list of registered Vendors, bywritten notice of default sent to the Vendor, the contract may be terminated in whole or in part:

(i).If the Vendor fails to provide any or all the services within the time period(s) specified in the contract, or anyextension thereof granted.

(ii).If the Vendor fails to perform any other obligation under the contract within the period(s) specified in the contractor any extension thereof granted.

(B). Termination of Contract for convenience:India Security Press, Nashik may at any time terminate the Contract by giving you month#s prior notice in writing tothat effect and shall have the liberty to appoint any other agency to carry out your obligation under this contract.

Section VII: Technical SpecificationsSECTION VII: TECHNICAL SPECIFICATIONS

Technical Specifications & schedule wise scope of the works:1. Filtration & Testing of Transformer Oil:-(i) To carry out testing of BDV & Acidity of the top & bottom samples of existing transformer oil in the transformersbefore filtration and to submit transformer wise report in triplicate. The details of transformers are enclosed asAnnexure-I.(ii) To carry out ON LINE filtration of transformer Oil in the working transformers as shown in Annexure-I.(iii) The transformer oil filtration should be carried out continuously till the desired dielectric strength/BDV resultsare achieved.(iv) The desired B.D.V. shall be above 50 KV for one minute withstand in standard test apparatus as per IS 6972,1448 in all the transformers as shown in Annexure-I.(v) The oil level in the transformers during filtration process shall be continuously monitored for safety and afterfiltration topping up the additional oil (supplied by ISP) to make up the levels dropping due to loss of oil due tofiltration.(vi) To carry out testing of BDV & Acidity of the top & bottom samples of transformer oil in the transformers afterfiltration and to submit transformer wise report in triplicate.(vii) Attending of the minor oil leakages in all above equipments, if found leaking during the work, by replacing ofgaskets, packing and brass stop valves at oil inlets and drain valves etc which do not require power shutdown or asdirected.(viii) Marking of dates of oil filtration on each transformer with oil paint as directed.

2. SITC: Buccolzz Relay & Marshalling Box:-

(i) Supply, installation, testing & commissioning of Buccolzz Relay & Marshalling Box along with temperaturesensors and their accessories for OTI (Oil Temperature Indicator) and WTI (Winding Temperature Indicator) suitableto GEC make 1000 KVA, 11KV/430V distribution transformer No. 4 of Substation No. I at ISP.(ii) The work shall be completed on turnkey basis hence all required materials viz. Buccolzz Relay, MarshallingBox, OTI & WTI sensors, Sensor accessories, Mounting frames & hardware, Wiring/cabling accessories etc. shallbe brought by the firm.(iii) Interfacing and wiring of control wiring from transformer marshalling box to corresponding 11KV VCB forIndication, Alarm and Tripping on various fault conditions.(iv) Testing and submission of electrical test report of Buccolzz Relay, Marshalling Box and temperature sensors fortheir correct functioning.(v) Submission of detail drawings/wiring diagram of electrical connection of the marshalling box and related 11KVVCB control panel.(vi) Approved makes: GEC or Equivalent.

3. SITC: Silicagel Breather, 1 Kg.:-

(i) Supply, installation, testing & commissioning of Dehydrating Silicagel Breathers, 1 kg capacity, suitable to11KV/430V distribution transformer/OLTC of the transformers of different make having rating 300 to 1500 KVA atISP.(ii) The Dehydrating Silicagel Breathers shall be manufactured in metal enclosure with transparent glass windowwith oil cup at bottom or UV resistant, clear transparent acrylic body with oil cup at bottom, completely filled with drySilicagel granular in blue colour.(iii) Making of suitable adaptation arrangement for installation of new breathers in case new one is/are not directlyreplaceable with existing breathers.(iv) Approved makes: GEC or Equivalent.

Terms and conditions:-1. The quotations must be submitted along with following:-a) Attested copy of Valid Electrical Contractors License issued in the name of the bidding firm by the CompetentGovt. Authorities.b) Details of oil filtration plant and oil testing apparatus viz. Type, Make, Capacity, Year of manufacture, etc. alongwith list of tools & equipments available with the bidding firm for execution of the proposed work.c) Copies of Orders/Work Completion Certificate showing at least one work of each type i.e. (i) transformer oilfiltration (ii) Provision of Buccolzz Relay & Marshalling box or Provision of distribution transformers above 1000KVA,11KV/415 V rated, in any one year during last five years as an experience of the work.

2. The successful firm will have to produce latest #Police Verification Report# in respect of their workers &engineers deputed for execution of the work in ISP and their normal working trimming will be from 8.00 hrs to 18.00hrs on all working days.3. The work of transformer oil filtration will have to be carried out# ON LOAD# and entire job will have to becompleted within 90 days or as per delivery schedule given in the PO.4. The contracting firm will have to bring their own filtration plant, testing equipments & all tools and tacklesrequired to complete the entire work(s).5. ISP will provide transformer oil required to make up the oil levels dropping due to filtration losses etc. along withfree electricity required to run the filtration plant.6. The power shutdown to execute the work of #SITC: Buccolzz Relay & Marshalling Box# will be given as perconvenience of ISP depending upon the production target and if required work will have to be completed onSunday/Press Holiday.7. The firm has to follow all safety precautions and ISP will not be responsible for any loss/damages occurredeither to the property of the firm or of ISP.8. In case of any accident causing injury / damages to either firm#s persons & property or to the ISP#s persons &property, including loss of production if any, then it will be the sole responsibility of the firm to sort out & settle theissue with making up of losses as directed by the ISP.9. The testing of B.D.V. and Acidity of the oil samples will have to be conducted transformer wise in the presenceof our Engineer In charge.10.
