1. INTRODUCTION

1.1 Introduction

Malaysia Airports Sdn Bhd (MASB) is the operator of 39 airports within the country, and winner of Frost & Sullivan’s Aerospace & Defence Awards. At the same time, Malaysia Airports Sdn Bhd’s retail offerings are taking priority above the rest. This places more importance than ever on the flyer’s journey and experience – and what tenderers can offer them.

Extensive market research indicates that the retail offerings of LIA will be positioned at the middle-class and upper-middle class range. Retailers are encouraged to target savvy leisure-seekers, the mass affluent, the young explorers and business travelers. People who seek style and quality at affordable prices on their journey to better things.

LIA’s commercial positioning is all set to match this persona. With tenderers as Malaysia Airports Sdn Bhd‘s retail partner, Malaysia Airports Sdn Bhd has the potential to shape new trends in the world of aviation.

1.2 Interior Design Concept

Langkawi is a prominent holiday destination and most of the travellers using its airport are either local or international tourist. The airport ambience should set off the holiday mood from the day of arrival and up to the day of departure. Langkawi is well known for its beautiful beaches, snorkeling, mountains, lush flora and fauna and duty free shopping. Therefore its interior design should portray all those as much as possible in its floor, wall, ceiling and other design elements that will enhance the holiday mood of the travellers. The modern contemporary style represents warmth, relax and welcoming atmosphere. The adopted concept will ease stress and instill positive emotions on its users. Tropical elements in the terminal will further spice up the harmony between the warm climate sandy beaches, ocean waves and pleasant breeze.

The design skilfully blends between modern material and colour with a genuine respect for traditional styles added with elegant cozy layout plan with a hint of tropical feature. The wide high level window provides for a natural sunlight streaming in which ties it to the warm outdoor and re- emphasis the relationship between indoor to outdoor spaces.

2.1 DEFINITIONS Unless the contrary intention appears, the following words and expression shall have the meaning being assigned to them in this Fit Out Manual except where the context otherwise requires:- 1. ‘Approved’ or ‘Approval’ is validated only when written consent, or

subsequent written consent, is issued. 2. ‘Authority’ or ‘Authorities’ or ‘Governing Authority’ or ‘Governing

Authorities’ or ‘Local Authorities’ include any governmental, semi or quasi-governmental and / or statutory departments, agencies or bodies or privatized corporation.

3. ‘MASB’ in authoritative context describes the Malaysia Airports Sdn Bhd and

includes its project manager / co-coordinator or parties acting for the project manager / co-coordinator.

4. ‘MASB’s Approval’ or terms of similar implications are subject to conditions

set by Malaysia Airports Sdn Bhd.

5. ‘Building’ refers to Langkawi International Airport (LIA), Langkawi, Kedah.

6. ‘Common Area’ means those areas and facilities in the Building which are not demised or intended to be demised by Malaysia Airports Sdn Bhd to any Tenants and which are now or hereafter provided by Malaysia Airports Sdn Bhd at its absolute discretion for the common use by Tenants, customers and invitees.

7. ‘Guidelines’ or ‘Construction/ Renovation/ Tenancy Guidelines’ refer to the

information provided within this document.

8. ‘Owners’ shall mean and prefer to person(s) who own(s) a parcel of business premises in the Commercial Podium.

9. ‘Premises’ or ‘Tenancy’ means the individual parcel of commercial podium

within the building as the case may be. 10. ‘Renovation’ refers to all renovation works or fitting-out works within the

Premises prior to the opening of the premises to the public, in accordance with specification provided in this document.

11. Where the terms ‘Shop front’, ‘Bulkhead’, ‘Lease Line’ or ‘Demised Line’ are

used, there refer to the respective locations within or pertaining to the tenancy in question.

12. ‘Site’ shall refer to the land on which the Project is being built.

13. ‘Tenant’ shall means the company or person(s) renting the Demised Premises

from the Malaysia Airports Sdn Bhd and shall include its successors-in-title and assigns.

14. ‘One Stop Center’ shall mean the Fit Out Team of LIA and shall coordinate on

behalf of Malaysia Airports Sdn Bhd for all tenancy Renovation/Fit Out Works for the common area only.

15. ‘Tenant’s Representative’ shall mean to include his successors-in-title, heirs or

personal representatives, Tenant’s appointed designer and contractors and where not repugnant to the context his servants and agents.

16. ‘TNB’ refers to Tenaga Nasional Berhad. 17. ‘MPL’ refers to Majlis Perbandaran Langkawi.

18. ‘LEW’ refers to Licensed Electrical Worker.

1. Base Building Materials / Finishes

Selected materials and finishes specified by Malaysia Airports Sdn Bhd used consistently throughout the public areas of LIA.

2. Closure Line

The line where the store closure occurs.

3. Common Area

Those areas built and finished by the Malaysia Airports Sdn Bhd.

4. Demising Wall

Wall separating individual Tenant space.

5. Design Criteria

The “tool” used by the Malaysia Airports Sdn Bhd and the Tenant to blend the Malaysia Airports Sdn Bhd‘s Common Area successfully and creatively with Tenant spaces. It is a document which clearly defines, through the use of drawings, sketches, etc, under the Tenant’s responsibility.

6. Design Control Zone

All areas of the Tenant’s space visible to the public that is subject to the LIA Storefront Design and merchandising criteria.

7. Lease-Line

The line established by the Malaysia Airports Sdn Bhd to define the Tenant’s leasable area.

3.2 SUBMISSION PROCEDURE AND TIME FRAME

All Tenants’ improvements are subject to Malaysia Airports Sdn Bhd’s approval and shall conform to all design criteria. Tenants should discuss specific thoughts about their design concept and raise any questions about the document with Malaysia Airports Sdn Bhd’s representative before beginning preliminary design work. Any deviation from the criteria shall be reviewed for consideration at the sole discretion of Malaysia Airports Sdn Bhd’s representative. Each Tenant is required to retain an Interior Designer registered in Malaysia to prepare design construction documents. The name, address and telephone number of the Designer shall be submitted to Malaysia Airports Sdn Bhd. The Tenant and Tenant’s Designer shall strictly adhere to all requirements outlined herein. Failure to do so may result in unnecessary and costly delays in the approval of the drawings. No alteration, curtailment, extension, penetration or other such works to the base building structure, finishes and services will be permitted to be carried out by the Tenant without prior consent of Malaysia Airports Sdn Bhd. This document is intended to help guide the Tenant in the design and fit out process. Depending on the tenancy type, the Tenant shall endeavor to submit design proposals as part of the tender submission and shall continue developing the detailed design after awarded as per time frame requirement below: Stage 1 Contract Compliance - Tenant Pays OSC Fees, Fit Out Deposit and Commercial Retail Attendance Fee and MPL Submission Fee by confirmation by Majlis (14 days from date of letter of offer). Stage 2 Malaysia Airports Sdn Bhd will arrange a Kick Off Meeting together with Technical Team to brief tenant on process and procedure for Fit Out works. Stage 3 - Tenant Submit concept within 7 days to OSC for review. OSC will endeavor to feedback all comments within One (1) weeks from receipt of the concept and design works. Please note this time frame to revert is a guide only and is subject to change depending on the size of the demised premises and type and complexity of the proposed fit out works. The Tenant must rectify and resubmit the appropriate amendments within seven (7) days after receiving OSC’s feedback/ comments. This process is repeated until the concept/design works meets the requirements

Stage 4 Concept and design works are formally approved by OSC. Upon approval, the Tenant must ensure their designers and/or contractors submit detailed plans, elevations and detail drawing for construction purposes to OSC within seven (7)

days from the said approvals and prepare for technical meeting. Stage 5 Once the Tenant obtained concept approval and prepare all the technical drawings, technical meeting will take place. Tenant need to bring main contractor, mechanical and electrical consultant, designer and other related parties to the meeting. All the processes and procedures will be explained by technical team which consists of Engineering Unit, Terminal Operation and AFRS during the meeting. Technical drawing will be reviewed before submission to local authority for their approval.

Stage 6 The site will be handed over to the Tenant following a joint inspection attended by Malaysia Airports Sdn Bhd, Tenant and contractors with condition tenant complied all the contract compliances. Stage 7 OSC will submit on behalf of tenants to Majlis Perbandaran Langkawi and Bomba Malaysia for approval. There are possibility Bomba Malaysia will reject incomplete drawings which not follow their requirement. Therefore, it is crucial for tenant to hire qualified submitting mechanical and electrical consultant. Stage 8 Tenant/Contractor can apply permit to work (PTW) once obtained approval from Bomba Malaysia and Majlis Perbandaran Langkawi. There are list of requirement for the PTW application including the approval letter and approved drawing. The applications need to be submitted to OSC not less than seven (7) days prior to commencement of fit out/renovation work at site. Stage 9 Testing and commissioning (T&C) will take place after completion of fit out/renovation work. It is compulsory for tenant and wireman with PW4 certificate to attend the T&C exercise. Without presence of these two parties, Malaysia Airports Sdn Bhd has the right to call off the T&C. During T&C, MASB technical team (same team as technical meeting) will do inspection for various items to ensure the shop is safe for operation. Stage 10 Tenant will be required to commence their business after approval obtains during T&C.

3.03 SUBMISSION OF DRAWINGS DURING TENDER Please ensure that the following items are contained within your tender submission to ensure that it can be reviewed in full by the Malaysia Airports Holdings Berhad and to avoid unnecessary rejection/ disqualification. Submission must be made with two (2) sets of hardcopy in A3 size and (1) set of soft copy (in CD format) with information in either PDF and/ or AutoCAD format.

1) Key plan showing location of the demised premises

2) Layout plan – indicating layout of all furniture and partitions, doors, preliminary materials, finishes, etc.

3) Floor finishes plan

4) Reflected ceiling plan

5) Elevation and sections showing materials and finishes a. Shop front elevation (including signage and graphics) b. Internal elevation and sections

6) Coloured perspective a. Shop front perspective b. Interior perspectives with minimum of two (2) views.

3.04 SUBMISSION OF DRAWINGS BY SUCCESSFUL TENDERER Upon award, Tenant to ensure that the following items are contained within your submission to ensure that it can be reviewed in full by Malaysia Airports Holdings Berhad and to avoid unnecessary delays caused by requests for more information or rejection if incomplete submissions. Submission must be made with six (6) sets of hardcopy in A3 size and (1) set of soft copy (in CD format) with information in either PDF and/or AutoCAD format. A full submission of design and construction drawings consists of the followings: 1) Plans – in scale of 1:50 or 1:100

a. Key plan showing location of the demised premises b. Layout plan – indicating layout of all furniture and partitions, doors,

materials, finishes, store fixtures, plumbing fixtures and other construction details

c. Floor finishes plan d. Mechanical and electrical plan, details, fixtures and panel schedules

including single line electrical drawings, completely circuited and prepared by an Electrical Engineer licensed in Malaysia.

e. Sprinkler modification at Malaysia Airports Sdn Bhd‘s standard grid at 1:50 scale. Dry powder (ABC) as stated by BOMBA. Single line plumbing riser diagram (if required)

f. Structural plan – indicating location and quantity all penetrations of the building existing structural of all items required for the wall / floor / soffit (if applicable).

2) Reflected ceiling plan – in scale of 1:50 or 1:100

a. Reflected ceiling plan – indicating lighting layout, materials, finishes, lighting plan, location and description of mechanical & electrical fixtures, location of and telephone panels and ceiling heights.

b. Sprinkler and ACMV plan. 3) Elevation and sections showing materials and finishes in scale of 1:25 or 1:50

a. Shop front elevation (including signage and graphics) b. Internal elevation and sections

4) Coloured perspective

a. Shop front perspective b. Interior perspective

5) Layout plan, section, elevation and details of signage and graphics in scale of

1:10 or 1:25. Tenants are to include information on Signage elevation as required by Malaysia Airports Sdn Bhd and Majlis Perbandaran Langkawi.

6) Material sample mounted on A3 size foam board. All materials should be

clearly labeled and referenced as per schedule of finishes, specifications and colour scheme schedule.

7) Door schedule with jamb details.

8) Window display design drawings, diagrams or reference photographs of

Tenant’s existing storefronts, if any and only if related to the Tenant’s submission, in addition to mandatory rendering.

Details of design features/special conditions including mezzanine structures. Location and specifications of heavy equipment e.g. Refrigeration equipment and any masonry facing material must be shown on drawing. Any new structural elements introduced in the store must be verified and endorsed by Professional Engineer licensed in Malaysia.

9) The submission are broken down under: a- Submission l (Preliminary Drawings, Design Phase) b- Submission ll (Final Drawings, Working Drawings Phase)

10) All plans, elevations and sections to include all information required by Malaysia Airports Sdn Bhd and Majlis Perbandaran Langkawi (MPL).

11) Detailing of interface condition between common area finishing’s to shop front

must be clarified in shop front section.

12) Tenant must check the actual site conditions and verify all dimensions before proceeding with working drawings. The Tenant is obligated to engage the services of a professional retail designer/ consultant to prepare the drawings.

13) For each Submission, the Tenant shall provide six (6) sets of prints. All

documents must be clearly identified with LIA name, Tenant store name, and store unit number.

3.05 CODE REQUIREMENTS It is the tenant’s responsibility to comply with all relevant Local Authorities Codes, obtain all approvals and, pay all fees in connection therewith. Malaysia Airports Sdn Bhd’s approval does not signify approval of any code requirements.

3.06 MAHB’S FINAL APPROVAL Tenant’s contractor shall have one (1) Malaysia Airports Sdn Bhd approved set (including material sample boards) at the jobsite at all times. Proof of the required authority approvals and a Permit of Work has been obtained. No deviations from the approved/endorsed drawings will be permitted. Any deviation shall be resubmitted for Malaysia Airports Sdn Bhd approval. Failure to provide adequate information at any phase will be cause for return of the submission with no review. The submission at the design phase must be complete in order to fairly evaluate the proposal and prevent continuation of work on an unacceptable storefront design.

Tenant must apply for a Permit of Work by submitting the following items:

i) Permit of Work Application (Refer to appendix l) ii) Copy of relevant Insurance Cover Note iii) Other applicable form which have been duly completed.

Submissions to be presented and conducted at Engineering Unit office of: Malaysia Airports Sdn Bhd, Meeting Room, Langkawi International Airport,

07100, Langkawi, Kedah Darul Aman.

3.08 SCALE OF FEES (IF APPLICABLE) 1. Fit Out Deposits

Shall be paid in cheque by Tenants to OSC panel upon signing of Letter of Agreement on Commercial lots.

Refundable to Tenants should there be no damage or complication to the building during Fit Out period.

As a bond to ensure total compliancy during fitting out period. Rentable Area Charges a. 100m2 & below : RM4,000.00 b. 101m2 - 200m2 : RM6,000.00 c. 201m2 - 300m2 : RM8,000.00 d. 301m2 - 400m2 : RM10,000.00 e. 401m2 - 500m2 : RM12,000.00 f. 501m2 - 750m2 : RM14,000.00 g. Anchor/ Junior Anchor : To be advised 2. OSC/ Fit out Fee

Shall be paid in cheque by Tenants to OSC panel upon signing of Letter of Agreement on Commercial lots.

Non-refundable to Tenants As payment for processing, management and submission of fitting out

works as the following rates; - Non F&B area less 100SQM, minimum chargeable fees rate RM 3, 000.00/Lot. - F&B area less than 100SQM, minimum chargeable rate RM 4,000.00/Lot. - Non F&B more than 100SQM, maximum chargeable rate RM 5,000.00/Lot - F&B area more than 100SQM, maximum chargeable rate RM 6,000.00/Lot.

3. Commercial Retail Attendance Fee

RM4.20 per sq foot of attendance fee shall be paid in cheque by Tenants to OSC panel upon signing of Letter of Agreement on Commercial lots.

Non-refundable to Tenants.

As payment for the use of basic facilities/labor/equipment (roro)/security/floor protection/utilities provided by KESB (main contractor) within the building as the following rates

RM 400.00 per every 240 SQM and RM 100.00 for Shop Signage to be issue to Majlis Perbandaran Langkawi.

5. Professional Fees to Principal Submitting Person Non F&B area less 100SQM, minimum chargeable fees rate RM 3, 000.00/Lot.

F&B area less than 100SQM, minimum chargeable rate RM 4,000.00/Lot.

Non F&B more than 100SQM, maximum chargeable rate RM 5,000.00/Lot

F&B area more than 100SQM, maximum chargeable rate RM 6,000.00/Lot.

4. FIT OUT HOUSE RULE

4.01 OBJECTIVES

1) This document is issued as a guide to concessionaires, the airlines, contractors, and other tenants for LIA.

2) These guidelines outline the procedure to be implemented together with the building design, site regulation and logistic, Authority approval responsibility, insurance issues and provides general information to each party.

3) The guidelines must be used as a control document for the concessionaires, airlines, tenant, tenant’s designer and contractor who carry out work on their behalf.

4) It is essential that the concessionaires, airlines, tenant, tenant’s designer and contractor make them fully aware of this guideline and check all other procedure and regulations.

4.02 TENANTS’ OBLIGATIONS

1) Permits, Consents & Approvals It is the Tenant’s responsibility to ensure their Fit Out works are complying with all applicable building codes and regulations at all times. The Tenant must also ensure that actual works on site are fully in accordance with the approved Fit Out Plans and Authority approvals.

2) Non alteration of M&E Services The Tenant shall not alter, shift or tamper in any way with the building structure or Mechanical & Electrical (M&E) services (whether concealed or exposed) within the Demised Premises or common area without the prior written approval of the Malaysia Airports Sdn Bhd.

3) Compliance with Rules

It is the Tenant’s responsibility to ensure that the Tenant’s appointed interior designers, qualified persons architects and/or M&E consultants and

contractors read and accept all the requirements and conditions stated in this manual all other rules and regulations imposed by Malaysia Airports Sdn Bhd.

4) Compliance with Approved Drawings If, in the sole opinion of either the Malaysia Airports Sdn Bhd, the works being done on site do not comply with either the approved drawings building codes, authority requirements, or the requirements of this Manual, the Malaysia Airports Sdn Bhd reserves the right to issue Stop Work Order(s) to the Tenant’s Fit Out contractors which shall take immediate effect.

4. FIT OUT HOUSE RULE

5) Compliance with Safety and Security Procedures Stop Work Orders may also be issued where there is any non-compliance with approved or recommended work procedures or practices, or security and safety measures. In addition, any permit granted for Fit Out works may be revoked without assigning any reason and without the right to appeal.

6) No liability for delay The Malaysia Airports Sdn Bhd shall not be held for any consequential delays or losses resulting from Stop Work Orders being imposed.

7) As-Built Drawings Each Tenant is required to submit four (4) full sets (three (3) hard and one (1) soft copy) of all as-built drawings two(2) weeks after successful T&C.

8) Indemnity The Tenant is to ensure that all workers (whether direct employed by the Tenant or through their appointed contractors) are legally employed and is responsible for all activities of the said workers.

9) Compensation for Damage The Tenant shall compensate Malaysia Airports Sdn Bhd for the cost of repair or rectification of any damage or deterioration to the property of Malaysia Airports Sdn Bhd, howsoever caused by the Tenant and/or the Tenant’s Fit Out contractors, and shall indemnity Malaysia Airports Sdn Bhd against all claims proceedings and expenses in respect of any injury to or death of any person(s) due to the act or omission of the Tenant or the Tenant’s Fit Out contractors or the Tenant’s Servants, agents, licensees or invitees.

10) Air Conditioning System All supply air diffusers must come complete with air volume control dampers and when new air conditioning branch ducts are added, dampers shall be provided for air balancing. Supply air ducts shall be externally insulated. All new duct openings are to be covered and sealed to prevent dust from entering

if the work cannot be completed within the day. The Tenant shall ensure that air balancing be carried out to the Demised Premises upon completion of the Fit Out works.

11) Mechanical and Electrical System

The LIA building has been designed with the Mechanical and Electrical System i.e. Air Conditioning and Mechanical Ventilation System, Plumbing, Drainage, Fire Alarm System and Fire Protection System and approved by Professional Electrical Engineer registered with the Board of Engineer Malaysia (BEM), which already installed in the Tenancy Areas.

4. FIT OUT HOUSE RULE

Isolators are provided as per specified in the Floor and Layout Plans for the Demised Premises. New normal and emergency distribution boards with, final circuits, lightings, power points, etc., shall be provided by the successful Tenderer within the Demised Premises. Emergency supply shall be used for freezer only.

Alteration to any of the Mechanical and Electrical System installation that is existing in the LIA must be approved by Malaysia Airports Sdn Bhd and Jabatan Bomba dan Penyelamat Malaysia. The Tenant must engage its own Licensed/ Competent Electrical Worker for all electrical work. Tenants are advised the services requirements are contained in associated documents: Appendix I - Requirements for Alteration and Addition Works to Leased Premises in LIA.

12) Gas and Exhaust System All gas system installation including design, installation, testing and commissioning shall conform to Akta Bekalan Gas 1996 and Suruhanjaya Tenaga Standards and Requirements or any other standards approved by Suruhanjaya Tenaga. The gas contractor engaged shall be registered with Suruhanjaya Tenaga.

The F&B Tenant shall supply, install, operate and maintain their owned exhaust and air cleaning system (with kitchen hood and exhaust fan) and fire suppression system for their kitchen. The system must comply with authority requirements and specification from Malaysia Airports Sdn Bhd’s and/or consultant.

13) Pest Control (for F&B Tenants)

The Tenant is required to seal up all openings above their false ceiling at the perimeter of the Demised Premises. During the Fit Out works, the Tenant must keep the Demised Premises in an acceptable hygiene condition and free from any food debris that could result in pest infestation.

14) Kitchen Trap / Floor Trap / Grease Trap

The Tenant is required to provide stainless steel strainers for all kitchen traps. The Tenant should not choke or obstruct any floor trap, grease trap, water closet, urinal or wash basin. A minimum fine of RM500/- or the cost of clearance, whichever is higher, will be imposed for chokage or obstruction. The Tenant is required to insulate the floor / kitchen trap and sanitary pipe

4. FIT OUT HOUSE RULE with aluminium jacketing, complete with polyurethane insulation to prevent condensation.

15) Maintenance Access for Services Access panels shall be provided for easy access to mechanical and electrical equipment and services in the ceiling subject to Malaysia Airports Sdn Bhd’s approval. The Tenant shall keep the maintenance access free of obstruction at all times.

16) Structural and Floor Loading The building has been designed with specific live loads for each floor. You will be advised of the limit when submitting your approval. This limit should not be exceeded. No structural alteration or coring is allowed to the Demised Premises, including chasing for conduit/ pipes, hacking off and embedment in the floor slabs, beams, walls and columns without the prior written approval of Malaysia Airports Sdn Bhd. It is the responsibility of the Tenant to highlight any area where heavy loading may occur resulting from a particular equipment or works and to obtain the approval of Malaysia Airports Sdn Bhd. Full information of the equipment or works is to be provided so as to allow the relevant Malaysia Airports Sdn Bhd’s Consultants to assess the structural implications. Any damage to the existing structures howsoever caused by the Tenant and/or the Tenant’s Fit Out Contractors shall be notified to Malaysia Airports Sdn Bhd immediately and Malaysia Airports Sdn Bhd shall instruct the relevant contractor on the repair required. All fees and cost of repairs shall be borne by the Tenant.

17) Conformance to Uniform Building By Law (UBBL) Tenants are advised the services requirements are contained in associated documents: Appendix II - Requirements for Alteration and Addition Works to Leased Premises in LIA.

4. FIT OUT HOUSE RULE

18) New Business Areas In respect of new business areas wherein the facilities provided may not be sufficient for the operation of the Tenant’s business, the Tenant shall construct, set up, fix, or install such additional facilities required for the operation of its business at its own cost and expenses PROVIDED ALWAYS THAT PRIOR APPROVAL OF Malaysia Airports Sdn Bhd has been obtained for the construction, setting up, fixing, or installation of the additional fixtures.

Malaysia Airports Sdn Bhd shall not be responsible at all times for providing such additional fixtures and facilities nor shall it be liable.

4.03 CONTRACTORS’ OBLIGATIONS

1) Workers’ Safety

All Contractors shall be responsible for the safety and security of their workers, plant, equipment and materials and to ensure that proper safety and security measures are implemented at all times. They also have a duty to prevent risk or injury and health to any person arising out of their activities.

2) Compliance with Rules Contractors are required to abide by the rules of the fit out guideline and the Security and Housekeeping rules of LIA at all times. These are in place to maintain high quality workmanship and to ensure any building work does not interfere with the smooth running of the airport.

3) Damage of Common Area

If any of the common areas are damaged during or after completion of renovation works by tenant’s contractor, Malaysia Airports Sdn Bhd reserves the right to determine the cost of repair and deduct such cost from the security deposit and demand from tenant’s contractor the repair costs.

4) Compliance with Laws and Regulations All latest editions of applicable Federal and State Government acts, regulations, laws and codes shall be followed, including any required licensing of workers, inspections and certification of equipment.

5) Poor and Dangerous Work Practices

Malaysia Airports Sdn Bhd shall stop the works in the event of non-compliance with the Health, Safety, Security and Environmental Rules and Regulations or the use of unsafe practices on site.

4. FIT OUT HOUSE RULE

4.04 SITE REGULATIONS 1) Generally: The Tenant shall make full provision for the followings in terms of labor, time

and costs. This Section has been cross-referenced with ‘LIA Aerodrome Manual’, which defines security and access procedures and controls to be implemented.

2) Security Passes

i- All Contractors are required to apply for security passes from Malaysia Airports Sdn Bhd.

ii- Note that security passes are required to be worn at all times irrespective of whether the area of work is Landside, Airside or other Restricted Areas. Security passes (all types) to restricted area will be issued by AVSEC. iii- Contractor should submit their worker’s list name with company’s letter

head while submitting permit to work application. Then OSC will get AVSEC’s approval for the security passes issuance. A charge of

RM2.10 (GST inclusive) will be levied for each and every pass issued. (If applicable).

v- Airside Area – shall mean:

a. Airside area is those area within the airport boundary into which access is only available through AVSEC control post or barriers. Foreign workers are not allowed at airside area.

All airside will be regarded as restricted areas and entry and exit by personnel and vehicle strictly controlled.

b. Contractor need to attend briefing session which will explain the airside safety rules and regulation. At the end of the session, contractor will be given the do & don’ts handbook which needs to be endorsed by contractor as a proof of attendance and to show that contractor is well equipped with the rules & regulation. c. Briefing session is a compulsory in order for contractor to obtain the vehicle temporary permit (TP) from airside. A charge will be levied by Airside Safety Team RM 5.30(GST inclusive) per day. Besides that, airside safety team will escort the vehicle to avoid

any misused of TP. The escorting fee is RM 26.30(GST inclusive) per escort. (If applicable).

4. FIT OUT HOUSE RULE d. Only vehicle which are essential to the execution of the fit out works

(for `example transportation of materials and personnel) will be permitted access to airside area and they must display a vehicle pass issued by Airside Safety Unit, Malaysia Airports Holdings Berhad. This vehicle must be painted in white color and had the company logo. Besides that, vehicle also should installed with yellow flashing beacon.

e. Once the said vehicle pass through the barrier/ control post they enter a high risk area and as such it cannot be too strongly emphasized that drivers must be briefed to keep to the roads and obey all operational safety instructions, and Airport Bylaws.

3) Safety Induction Prior to commencing work on site every staff and worker shall attend a safety induction to be conducted by personnel from Malaysia Airports Sdn Bhd (LIA).

4) Personal Protective Equipment(PPE) All Contractors are required to equip their staff and workers with safety helmets, high visibility safety vests (yellow colour) and safety shoes, to be worn at all times. Additional protective equipment shall be provided and use as necessary to meet the requirements of the specific work. All staff and workers working at an area more than 2 meters must wear safety harnesses at all times. Working in short pants, without a shirt or in an undershirt, etc. is prohibited.

5) Loading and Unloading

All loading and unloading of materials and/or rubbish/ debris is to be carried out at the designated areas only. Floor protection must be provided for the full distance between the loading and delivery locations.

Materials may only be transported in the service lift designated by Malaysia Airports Sdn Bhd. Contractors are required to ensure that delivery carts or barrows are fitted with rubber rollers so as to not damage the flooring of LIA and overloading of the delivery carts is prohibited. Floor protection must be provided for the full distance between the unloading and delivery locations. Materials must not be dragged so as to cause any marking or damage to the flooring of LIA. Delivery must be made in such a manner so as not to leave a stain nor create a mess in any part of LIA. Any delivery of heavy, bulky, breakable or sharp edged items such as tank, container, construction equipment or machinery shall only be made after prior written approval of Malaysia Airports Sdn Bhd has been obtained.

7) Reporting on Incident / Accident All incidents and accidents occurring on site must be reported to Malaysia Airports Sdn Bhd.

8) Control of Substances Hazardous to Health All Contractors are required to make assessments of all operations involving the use of substances which may be hazardous to health.

9) Scaffolding All Contractors must comply with the Safe Work Practices for scaffolding. All scaffolding must be erected, altered, dismantled strictly in compliance with the relevant scaffolding regulations using only authorized competent person. All persons working at height must be protected against falling. Where it is not applicable to provide scaffolding or guard rails due to the nature of work, an approved safety harness and attachments may be used in compliance with relevant regulation or codes of practice.

10) Fire Prevention All Contractors shall take all necessary precautions to prevent fires. No burning of debris or other materials is allowed on site. Combustible materials are prohibited from site.

11) Smoking Smoking is strictly not allowed in any part of LIA.

12) Hot Works All hot works such as welding, cutting, burning, etc. are not allowed unless with Hot Work Permit issued by Malaysia Airports Sdn Bhd. In areas where fire bans are in operation, a permit may be required from the Authorities to use open flames.

13) House Keeping Access and egress to all exits and work areas must be kept clear of obstructions at all times.

14) Rubbish Removal All rubbish/ waste materials must be removed from site on daily basis in the designated areas. No rubbish is to be left at the common areas of LIA or the loading bay. All contractors are prohibited from discharging any rocks/ cement/ mortar water via any drains, floor traps or water discharge outlets.

15) Working Areas All works are to be carried out inside the Tenant’s premises only.

16) Temporary Electricity & Water Sources The temporary electricity and water sources are provided at specific locations upon request and necessary payments. Tapping off of electricity or water supply without Malaysia Airports Sdn Bhd’s prior permission is prohibited and will result in a Stop Work Order being issued. Water shall only be drawn from the designated portable water points and shall only be transported in proper sealed containers and shall not be conveyed by hose reel or pipes.

17) Ladders No timber ladder is allowed to be used on work site. Only industrial rated ladders complying with relevant Malaysian/ International Standard are allowed to be used. Approved Malaysian/ International Standard markings/ tagging must be fixed to all ladders.

18) Hoarding & Barriers All works shall be enclosed within the hoarding area.

Tenants are advised to refer to associated document: Design Guidelines Appendix II - Requirements for Alteration and Addition Works to Leased Premises in LIA Airport. Appendix III – Hoarding Requirements and Guidelines for Structural, Electrical & Mechanical Installation.

19) Toilet Facilities Toilet Facilities will be provided by Malaysia Airports Sdn Bhd/Main Contractor at designated areas. Contractors are to ensure their staff do not abuse this facility and use the toilets in a clean and proper manner. These facilities may be withdrawn for any reason without notice. Staffs are not permitted to wash or clean themselves in the toilet facilities. Anyone found urinating, defecating or spitting in any other part of the buildings will be removed from the working area without exception. The tenants/contractors responsible for the worker to be fined RM100.00 for each and every offence, without appeal. Use of any passenger welfare, i.e. toilet, lift, and other facilities at the airport will strictly NOT be permitted.

20) Consumption of Alcohol & Drugs

Consumption of alcohol and non-prescription drugs on site is prohibited.

4.06 AVIATION FIRE RESCUE & SAFETY SERVICES (AFRS) SPECIFICATIONS

1.0 Introduction

1.1 Fees are levied for AFRS services other than normal fire-fighting and rescue services provided at civil airports.

1.2 The fees are charged to recover operating costs.

1.3 Fees are levied for the following services provided:- 1.3.1 Standby Hot Works / Welding

AFRS must be informed of all welding work carried out within the Tenancy Area.

The AFRS will provide a fire-fighter to standby on site for the full duration of the welding work. Before commencement of welding work, the fire-fighter shall inspect and ensure that the surrounding area is safe and free from flammable substances.

The fire-fighter shall carry with him a portable radio-set and a 10 kg. Dry Powder or another suitable extinguisher.

When the contractor has a qualified person / worker to undertake fire watch duties during welding works, a fire-fighter may not be required.

1.3.2 Fire-Fighting Demonstration, Lectures, Evacuation Drill and other training.

Tenants are required to identify personnel and specific roles assigned to personnel involved during building evacuation.

All supervisory personnel are required to have basic knowledge on the use of Fire-fighting appliances and basic Fire Prevention to ensure safety of premise and incident free environment at the Terminal.

1.3.3 Supply water, cleaning, pumping operations and other associated services

This involves the use of ULFT Z 8, Water Tender and other support vehicles as required.

1.3.4 Rescue operations and other associated services This involves the use of emergency cutting and other rescue equipment as

required.

1.3.5 Inspection, Maintenance and Recharging of portable fire extinguishers Tenants shall provide and ensure inspection, maintenance, Bomba certificate and recharging of portable fire extinguishers are carried out as per Bomba requirement and maintained as follows:

Located at designated places and affixed at a height of 3.5’ from ground

Not obstructed and easily accessible

Operating instructions on the name plate is legible

Safety seals and indicators are not broken or missing

Fullness determined by weighing or visual checking

No other obvious defects, corrosion, leakage or damaged hoses

Each fire extinguisher affixed with a Bomba Certificate issued by Jabatan Bomba dan Penyelamat Malaysia yearly.

1.3.6 Fire Safety Requirements All tenants are required to comply with Fire Services Act 1988 which includes as follows:-

i. Adequate Means Of Exit

a. Ensure all Fire exit doors and exit signs are not blocked with goods. b. Ensure alternative exit door is not blocked with in-built partition or

pay counter. c. Ensure all escape routes to exit doors are not obstructed with goods.

ii. Obstruction To Fire Services Operations

a. Ensure a clear space of at least 1 meter wide between storage stacks and racks.

b. Ensure a clear space of 0.5 m between goods at the top stacks and racks and the ceiling beneath sprinkler heads and lighting.

c. Ensure clear access to fire safety equipment such as Hose Reel, Wet Chemical System, Sub Panel, Wet Riser and Fire Extinguisher.

iii. Housekeeping

a. Ensure garbage, waste or refuse materials are not placed at escape

corridor or EDB Room.

b. Ensure paths of automatic fire roller shutters are clear of any materials

or goods at all times.

2.0 Charge Rates and Fees Levied

2.1 Such services shall be calculated from the time the fire engines, fire officers

and fireman leave the fire station to assume the duty for which they are

engaged to the time they return to the fire station after completing such duty.

2.2 The fees levied are based on the following rates per hour or part thereof:-

a. For the services of :-

i. a Senior Fire Officer - RM 80.00

ii. a Fire Officer - RM 60.00

iii. a Senior Fireman/ Fire-Fighter - RM 40.00

b. For the use of a Fire engine :-

i. ULFT Z 8 / ULFT - RM1,500.00

2.3 On request of a service to be performed by AFRS, vehicle manning shall be

based on 2-man Cab concept and no. of personnel to be deployed subjected

to the degree and magnitude of incident.

2.4 Malaysia Airports Sdn Bhd shall not be liable for any death or bodily injury

to any person or damage to property caused by or arising from any standby

before or after the removal of hazards by its AFRS personnel. Any damage to

property shall be borne by the operators concerned.

5. DESIGN GUIDELINE

5.01 INTRODUCTION ON DESIGN GUIDELINES The offering of your product to the public needs to be unified in a single conceptual idea that works at every level from macro to micro. The shop front, interior, materials and lighting need to work to create an attractive, welcoming environment that draws the passer-by to your Tenancy and presents your product in a way that the potential customer can understand at a glance. At the micro level the presentation and merchandising of your product must be well considered, consistent with the fit out and appropriate to the product itself. At the macro level, the shop must sit well amongst its neighbors and contribute to the overall modern tropical environment of LIA. All these elements should work together to show off your product to the greatest advantage. Refer: Appendix ll for hoarding requirement during construction. Refer to associated document: Appendix I - Requirements for Alteration and Addition Works to Leased Premises in LIA.

5.02 SCOPE OF WORKS - FITTING OUT

1. The scope of works shall cover all aspect of operational and technical requirements of the business to meet market as well as airport operational requirements. The work required shall be based on ‘its condition “as is where

is” basis’. Any additional features required shall be deemed to be included in

the proposal. Malaysia Airports Sdn Bhd shall not be burden with any additional costs involved. Failure to comply may result in the termination of the contract.

2. All outlets shall be fitted out in a creative and attractive manner and shall

complement the overall environment of the airport. The outlet should also represent state of the art in terms of concept, facade, colour scheme and lightings.

3. The successful Tenderer shall commence the fitting out of the Premise on the

date to be supplied by Malaysia Airports Sdn Bhd, and shall hereafter proceed to carry out such works with due diligence and expeditiously in accordance with the Fitting Out Schedule which is to be provided by the successful Tenderer and duly approved by OSC before any works are carried out.

4. The successful Tenderer shall complete the fitting out of the Premise on or

before the scheduled date provided by the successful Tenderer and duly approved by OSC.

5. The successful Tenderer shall: 5.1 provide, install and maintain at own expense all fixtures, furniture,

furnishings and equipment as necessary for the efficient carrying out of the Business including, but not limited to displays, counters, gondolas, lighting (including electric lamp and LED light replacements), floor finish and prospective floor coverings and such security fittings as

Malaysia Airports Sdn Bhd shall deem necessary;

5.2 fit-out the interior of the Premise so that the layout and proportion of

sales space in the Premise shall be in all respects to the absolute

satisfaction of Malaysia Airports Sdn Bhd.

5.3 obtain the necessary approvals or consents required for the design, construction, commissioning and completion of the Works from Relevant Authorities (Please refer to the Tenancy Agreement).

5.4 put up proper hoardings in compliance with Malaysia Airports Sdn Bhd directions and requirements before commencing any renovation work within the demised premises or in the surrounding area and to ensure that the hoarding is not removed until the renovations are completed. Specification of the hoardings are as follows: 5.4.1 Hoarding Material - gypsum board (minimum thickness

9.5mm with aluminium extrusion framing)

5.4.2 Hoarding Colour - as per approved graphic/visual

5.4.3 Graphic/visual - Compulsory. To obtain Malaysia

Note: The above requirement on the installation/erection of hoardings is not exhaustive and shall be reviewed from time to time.

5.03 GENERAL DESIGN GUIDELINES

Shop fronts Your shop front is your gateway to your world. The shop front and the way it showcases your product is your best opportunity to attract customers and invite them into your shop. The design intent, in the approach to shop front design is to maintain the architectural merit of the public area space while presenting an individual tenancy image to the betterment of the airport terminal LIA. It is imperative that an appropriate, high standard shop front design that can incorporate high quality finishes is used to each tenancy throughout LIA. Shop front are required to be contemporary, interesting and exhibit a high degree of three dimensional modeling. Tenants are advised that shop front closures are to remain open during operation hours. If glass shop front is applicable, the glazed closure doors/panels are not to be removed or altered in any way. Removing or partially removing the glass

panels will not be approved, unless prior agreement with Malaysia Airports Sdn

Bhd. In addition, the Tenant is to provide a safety decal to every glazed shop front panel relating to their tenancy. This is to your own design, 100mm high mounted at a height of 1000mm measured from the floor finish level.

Tenancy Interiors Clever manipulation of the interior will make your shop a place that customers will want to stay, and therefore can have a direct impact on its success. For example;

A natural pathway through the space rather than a series of dead ends can encourage travelers to walk through rather than pass.

Well-designed display lighting can draw customers to your product.

Mirrors, lighting, display features may draw customers to the back of a deep Tenancy.

The combination of finishes will change the acoustic effect as you cross the threshold.

The placement of the service desk may encourage or discourage browsing and buying.

A successful design solution makes perfect sense at a glance; therefore it can be hard to appreciate the level of skill or effort that has been invested. Poor or lack of design quickly becomes apparent because the final product impedes smooth operation and is uncomfortable for the staff, which will be reflected in the sales. For this reason it is vital that an expert design your shop. The following design parameters apply to all stores:

Merchandise behind shop front glazing must be displayed to the Departure or external walkway and should be professionally merchandised.

The shop front is not to be enclosed, unless approved by OSC.

Point of Sale Counters is not permitted within 850mm of the lease line

Temporary sales racks will not be permitted at the lease line unless approved by OSC.

Where columns occur within Tenancies, they are to be treated by the Tenant as part of the Tenancy Fit Out.

Where inter-tenancy wall nibs occur, Malaysia Airports Sdn Bhd is responsible for the finish. Tenant finishes are not to extend beyond the face of the partition (not the nib end).

Tenants are encouraged to utilize the following materials in achieving a high quality product:

Frameless glazing, multi-plane glazing;

Glass tiles;

All glass is to be tempered plate or laminated glass in accordance with the current Building Codes and Malaysian Standards. Shop fittings and shelving is to be supported independently of inter tenancy walls. The Tenant must not install any

shop fittings or shelving to inter tenancy walls without prior approval by Malaysia

Airports Sdn Bhd. The partitions, display showcases, wall units etc shall not obstruct the existing floor/ wall and ceiling fixtures (thermostat, switches, diffusers, smoke detectors, floor junction boxes etc). Fittings and fixtures shall not interfere with access panel requirements to services.

Gondolas/ Display Units/ POS The gondolas and display units in the tenancy should work together with the fit out to show off your product to the greatest advantage. 60% of all freestanding display units shall not exceed 1.35m high. The remaining 40% can be up to a maximum of 1.5m height. No display units placed within 1.0m of the lease line shall have solid backing exceeding 1.2m high, unless otherwise approved. There may be some instances where part of the display unit extends past this height, and these will require an approval on a case-by-case basis by OSC. The designer must make every effort to minimize sharp corners and edges when designing the display units and their locations. The sketch below indicates minimum distance requirements between gondola/ display units, which are recommendable.

Display units should be either internally illuminated or have lighting directed onto them to highlight merchandise. Units that are illuminated / powered are not to be movable. All tenants are required to rent the LIA Point of Sales (POS), unless otherwise

agreed in written by Malaysia Airports Sdn Bhd.

Durability Appointed designers should take into account the durability of the products they wish to use. Tenants are advised that the following materials are mostly inappropriate for use in tenancies;

Imitation or simulated materials, e.g.; synthetic marble, imitation brick;

Pegboard;

Plaster, cork, sheet vinyl, wall paper, fabric or carpet;

Unfinished timbers;

Screw snap caps or pop rivets;

Brush or roller painted shop front;

Surfaces or projections that maybe hazardous for pedestrians. The name, stamps or decals of manufacturers, installers or maintenance companies are not to be displayed on shop fronts to the public area space (visible to the public).

Materials and Finishes

The materials used in the Fit Out, for shop fronts and interiors alike should be robust, timeless and low maintenance with an emphasis on solid form rather than applied finished. The following materials meet these criteria:

Natural or re-constituted stone.

Polished or honed concrete.

Glass or fully vitrified ceramic tiling.

Solid surface product such as ‘corian’, ‘azteque’ and ‘trezzini’ or equivalent.

Solid form acrylic/ polyester with embedded colour or detail.

Butt jointed frameless glazing.

Decorative glazing treatments such as etched, slumped, sandblasted or colour backed glass.

Stained or polished timber.

Decorative metals such as brass, chrome, copper, stainless steel.

Industrial or decorative coatings such as Hammertone, metallic lacquers and applied metal finishes.

Off site paint finishes such as polyurethane, powder coat and lacquer. Heavy-duty commercial grade upholstery, preferably hard wearing leather or vinyl. Laminates and veneers are discouraged but may be approved in measured quantities in certain applications. Slat walls only are approved in small quantities and with specialist finish to match the rest of the scheme.

The following materials will not be permitted:

Plain or painted plasterboard and hardboard surfaces, other than incidental use as a backing to finishes.

Imitation or simulated materials, i.e.: imitation brick, marble, wood.

Exposed, un-rendered painted block or brickwork.

Cork and carpet unless shown to be intrinsic to the central design idea.

Large areas of flat acrylic.

Natural anodized or mill finish aluminum.

Vinyl tiles unless specifically approved.

Pop riveting and exposed fixings, unless consistent with a central design idea.

Pegboard type display systems.

Malaysia Airports Sdn Bhd would require the fire test report conducted on the carpet according to BS standard (BS 476 Part 6 / BS 476 Part 7 with a rating of Class O or Class 1) or equivalent. Wallpaper shall comply with the current Code of Practice requirement. Walls/ Inter-tenancy Partitions

Malaysia Airports Sdn Bhd will provide inter-tenancy walls supported to the

inside of the slab or roof. Inter-tenancy wall finishes provided by Malaysia

Airports Sdn Bhd may be plasterboard (stop up, sanded and unpainted to ceiling height only), precast concrete panel, and brick or block work. It is the responsibility of the Tenant to provide a plasterboard finish to any exposed walls. It is unacceptable to simply paint on exposed wall as a finished product.

Malaysia Airports Sdn Bhd will treat the exposed edge of the inter-tenancy wall. The surfaces of the walls facing into the Tenancy are to be treated by the Tenant

up to Malaysia Airports Sdn Bhd finish. Refer sketches below for typical examples.

5. DESIGN GUIDELINE

Shop fittings and shelving is to be supported independently of inter tenancy walls. The Tenant must not install any shop fittings or shelving to inter-tenancy walls

without prior approval by Malaysia Airports Sdn Bhd. Penetrations and chasing of the inter tenancy walls is not permitted by the Tenant.

A request for such works may be made to Malaysia Airports Sdn Bhd and where

approved will be carried out by Malaysia Airports Sdn Bhd at the cost of the Tenant. It is the Tenant’s responsibility to construct any proposed partition walls dividing front of house and back of house areas. As a minimum, partition walls are to be timber or metal stud framed and lined with plasterboard. Partitions are to be erected to the underside of the ceiling. All junctions between tenancy ceiling and walls are to be finished in a neat and professional manner.

Partitions shall be constructed with galvanized steel studs and concealed framing, overall minimum of 75mm thick. The partitions, display showcases, wall unit etc shall not obstruct the existing floor/ wall and ceiling fixtures (thermostats, switches, diffusers, smoke detectors, floor junction boxes etc). Fittings and fixtures shall not interfere with access panel requirements to services. Any new doors shall be constructed within the tenanted premises and shall not encroach on the public area when the swings outward.

Wall Support Standard lightweight partitions must be installed in accordance with drywall suppliers’ recommendations. Partitions should always run up to the structural soffit. Where an existing ceiling cannot be cut back to allow for partitioning, bracing must be provided for lateral support at the partition head. Perimeter Framing and Surface Fixing – Ensure the background is suitable to support the channels and fixings. Consider the weight and leverage of any fixing prior to construction. Drywall screws of appropriate length to allow a minimum penetration of 10mm through steel work. For metal studs gauges above 0.55mm specify drywall jackpoint self-drilling screws. Tenants intending to utilize the Inter-Tenancy Wall for the support of shelving or other attachments must provide additional metal studs or metal structure as necessary. Insulation – The installation quilt normally 25mm wide – minimum density of 12 kg/m3 should be inserted between the studs vertically. Ensure that the insulation is fitted neatly without gaps at abutments or vertically between different rolls. When higher specification requirements are needed, contact drywall technical services for guidance. Tenancy Floors

A concrete slab will be provided to all tenancies by Malaysia Airports Sdn Bhd, set 75mm below the concourse finished floor level (note: set down depth may vary, please refer to drawings for confirmation). The Tenant is to supply and install the

tenancy floor finish to meet flush with the concourse floor as provided by Malaysia

Airports Sdn Bhd. The following floor finishes are not permitted:

Sheet vinyl

Vinyl tiles

Carpet tiles

Domestic floor finishes or similar

Timber vinyl used in strips which will be permitted where of suitable quality. Tenants are advised to consider the durability of materials used, paying particular attention to that used immediately within the shop front entrance. Any storage must have vinyl tiles laid as a minimum.

Where an expansion joint(s) is located within a tenancy, it is the responsibility of the Tenant to ensure that the construction of the tenancy floor properly accommodates potential movement relating to the joint, including the supply and installation of any covering plates.

Any proposed floor penetrations, such as coring, chasing and saw cutting, must

be formally approved by Malaysia Airports Sdn Bhd prior to work commencing.

All coring will be carried out by Malaysia Airports Sdn Bhd’s contractor at the cost of the Tenant. Where heavy loads are to be endured by a floor slab within a tenancy, the Tenant must confirm the potential maximum loading of the slab to ensure appropriate review of structural integrity. Where further structural

supports are required to accommodate the requirements of a Tenant, Malaysia

Airports Sdn Bhd’s contractor will carry out these works at the cost of the Tenant. Special attention must be paid to slip resistance especially where the floor is likely to come into contact with water. When required, Tenants are to provide a slip-test certificate/ specifications to the Building Surveyor’s satisfaction for all flooring materials used within the Tenancy. Carpets, where approved are to be a minimum of heavy commercial grade and special attention should be paid to tracking and ‘water marks’. Allowable floor loading – Total allowable floor loading for tenanted areas shall be 5.0kN/m2, inclusive but not limited to:

All raised flooring and the corresponding cables, sprinklers and smoke detectors

Drywall/ partitions

Floor fixtures, furniture and decorations

Equipment as well as racks and storage items

Live load corresponding to the usage of the tenanted space

The ceiling of your shop plays an integral part in creating the sense of space, whether it is expansive or cozy, breezy or sultry, which is central to design idea. Imaginative use of materials, colors, bulkheads, pelmets lighting, and backlit panels incorporated into the ceiling within the shop is encouraged.

Malaysia Airports Sdn Bhd generally does not ceiling to tenancies except where base building ceilings are provided. The standard tenancy ceiling height range between 2400mm - 3000mm above finished floor level (FFL), varying between

tenancies and retail levels. Tenants are advised to liaise with Malaysia Airports

Sdn Bhd/OSC for confirmation of ceilings and heights to their Tenancy.

The shop front bulkhead, where provided is at 2700mm – 4200mm high. It is

provided by Malaysia Airports Sdn Bhd and contains the door closure. Tenants must also allow for M&E Services (including VAV boxes installed in the shop, etc.), fast response sprinklers (ceiling exposed type), supply and return air grilles, ductworks and light fittings within the ceiling design. Access panels must be flush to the ceiling surface, without flanges and provided at the Tenants cost.

Consult Malaysia Airports Sdn Bhd and the drawings for the subject tenancy to confirm the number and location of access panels required. Allowable ceiling loading – Total allowable ceiling load shall be 0.5kN/m2, inclusive but not limited to ceiling systems, ACMV and ducting systems, as well as any cable trays hung from the ceiling. Fixtures to existing structures in general Depending on the location, existing reinforced concrete beams may be pre-stressed beams, and existing slab thickness may only be 115mm thick. Any anchorage into existing reinforced concrete structures whether at floor level or ceiling level shall be by epoxy-adhesive type of anchors, not expansion-anchors or bolts. The locations and embedment depth of the anchors shall be submitted to OSC for approval, certified by the Tenant’s Professional Engineer that these are not detrimental to the structural performance of the existing structure. Anchoring into the soffit the soffit of existing pre-stressed beams is not permissible.

For framing or brackets that are required to be anchored into existing reinforced concrete columns or beams that have been FRP-strengthened, the anchor sizes and spacing shall conform to the FRP-specialist Professional Engineer’s recommendation and concurrence, as well as to the Structural Qualified Person’s concurrence. Anchors used, subject to approval, shall be adhesive-type not expansion anchors. Any fire-rating material damaged in the process of fixing

5. DESIGN GUIDELINE these anchors shall be made good, with fire-rating material compatible with the existing with the existing performance warranty. The locations and details of such

fixtures shall be submitted to OSC for approval, certified by the Tenant’s Professional Engineer that these are not detrimental to the structural performance of the building structure. For framing required requiring fixing onto existing building steel structure at the ceiling level of the tenanted space for stability, such as brackets shall be affixed by welding. The fire rating material on such fixtures shall be submitted to OSC for approval, certified by the Tenant’s Professional Engineer that these are not detrimental to the structural performance of the existing structure.

5.04 TRELLIS

Trellis’ comprise of a light weight frame structure and are custom designed to provide vertical separation in double height spaces. As an inherent architectural component for some retail shops, they are not to be removed or altered in anyway. Trellis’ are features integral to the architectural design of the building space, and are non-structural in nature. Maximum allowable load of 100kg in total. Cleaning and maintenance by a person with handheld cleaning equipment has been catered for; other superimposed dead and live loads are not to be placed onto nor hanged from them. There shall not be drilling of screws and bolts into any part of the steel sections of trellis’. Field services: light fixtures, wiring and ductworks necessary for implementation of complete systems shall be in accordance with allowable values assigned by governing code. In accordance with this Manual, Tenants are to submit designs for all proposed signage to OSC for concept approval showing configurations, sizes, locations, type and method of attachment. Where approved, further drawings are to be provided with the Construction Drawings submission for final approval. Specific requirements for signage exist for trellises. Signage must be as maximum as the shop front width and 500mm in height at Main Terminal. It is recommended that no more than 2 signs be mounted per face (Although this will be accessed on

case by case bases with Malaysia Airports Sdn Bhd).

Signage must be imaginative and of a high quality, and integral with the design idea for the shop rather than supplementary or applied. It must be 3-dimensional, dynamic, striking and brightly lit preferably internally. Externally illuminated signs that relate directly to the Fit Out, such as sandblasted glass, etched stone or polished brass signage may be considered providing they relate to the design idea for the tenancy. Internally illuminated signs are encouraged. No sign advertising a brand other than that of the tenancy is permitted without prior approval by

Malaysia Airports Sdn Bhd. The size, proportion, type and color of a Tenant’s sign must be considered as an integral component in the tenancy design. Creative and innovative use of quality materials is encouraged. Shop front Signs All shop front signs are to be within the shop front zone. The signage zone is one base building cladding panel high and set in 50mm from both sides and below ceiling level at your lease line. Signs are not to drop below this space nor go above, unless otherwise approved by OSC. Signage may protrude up to a maximum 150mm forward of the cladding for up to 50% of the shop front. Tenants seeking more flexibility in signage positioning to submit proposal for OSC review.

5. DESIGN GUIDELINE The finish to the cladding may be changed or added to, however the fire rated

properties of the panel must be maintained to the satisfaction of Malaysia Airports

Sdn Bhd. The panels must be replaced with an approved alternative, and the base building panels stored for reinstatement at end of lease. Tenants to note that tenancy works shall not obstruct or cover any M&E provisions, as this may interfere with the air-conditioning of the public mall. In accordance with this Guideline, the Tenant is to submit designs for all proposed signage with Concept Drawings submitted to OSC for initial approval. Drawings are to be fully annotated and dimensioned. Where approved, further drawings are to be provided with the Construction Drawings submission for final approval. No Tenant is to install any signage to their tenancy without prior written approval by

Malaysia Airports Sdn Bhd. Tenants are advised of the following conditions that apply to signage design:

Shop front signage is to only occur in the designated shop front signage zone.

All signage is to be designed, fabricated, installed and maintained by the Tenant.

Only the Tenants approved trading name, business name and logo may appear within the shop front signage. No advertising slogans, brand names or product names are permitted within the shop front signage.

The size of the sign and graphics must be in proportion to the available signage area, as is specific to each tenancy.

All fasteners and fixings used to support the signage are to be galvanized or stainless steel and must be concealed from the concourse area. Where required, the Tenant will provide a Structural Engineer’s certification for any signage supports installed by the Tenant, to the satisfaction of all relevant authorities.

Sign manufacturers, installers or maintainers details are not to be visible to the concourse area.

All shop front signage must be illuminated at all times while the terminal is open to the public.

Power is not provided to the signage zone, and must be provided by the Tenant. All power and lighting associated with signage is to be connected to the Tenant’s distribution board and not to house power. Lighting associated with signage will be wired separately in order to remain operational at all times while the Terminal is open to the public.

Individually illuminated lettering: Including silhouette lettering, using combination of opaque and transparent materials. The surface is not to reflect the image of lamps contained within letters. All lamps and fixtures are to be concealed from the concourse space.

Non-permitted signage includes:

Neon Signage

Signage employing moving, flashing or rotating parts, including noise generating signage

Signage incorporating cloth, paper, cardboard or any similar porous materials

Painted signs (unless 3-dimensional and utilizing a 2-pac quality paint finish to the approval of OSC)

Non-illuminated signage to Shop front panel

Any signage that protrudes beyond the Shop front Signage Zone.

5.06 LIGHTING

Imaginative use of lighting is encouraged to ensure your Tenancy is inviting and comfortable. The appropriate use of feature lighting is encouraged and may include; pendant light fittings, low voltage lighting, recessed spot lighting and designer light fittings. Tenants are advised to use lighting to achieve a visual impact rather than a visual presence and to design within environmentally sustainable design principles at all times. Maximum lighting budget (including display lighting and ballast lost) shall not exceed the specifications outlined in the Guidelines for Tenants. Luminous fixtures shall have reflectors, baffles or other glare-free shielding devices. No high intensity discharge lamps are permitted. Direct glare from the Tenancy into the concourse as a result of the tenancy lighting is not permitted nor are lighting fittings beyond the tenancy lease line. The use of surface mounted fluorescent fixtures is not permitted, except in storage areas. Exposed lamps or bulbs are not permitted within the tenancy. Tenants are to submit to OSC details of all proposed lighting, including a reflected ceiling plan, with the tenancy concept design for initial approval. Tenants are advised the lighting requirements are contained in associated document: Appendix II-Requirements for Alteration and Addition Works to Leased Premises in LIA. Refer separate document –Guidelines for Tenants

5.07 AUTOMATIC FIRE SRINKLER SYSTEM

Sprinkler Works must be carried out in accordance with the latest Malaysia Code of Practice – Automatic Fire Sprinkler System and/ or updated Regulation as appropriate. First layer fire sprinklers shall be provided as per existing for detection of fire in the Premises and the Tenant shall engaged Nominated Contractor to carry out the relocation and modification of the automatic sprinklers to suit their shop layout according to the Code of Practice for Fire Precautions in Buildings and/ or updated Regulation as appropriate. All sprinklers must be Fast Response Sprinklers exposed type.

4.08 SMOKE CURTAIN AND/OR FIRE SHUTTERS (WHERE APPLICABLE)

Smoke curtains and/ or fire shutters (where applicable) shall be installed by the

Malaysia Airports Sdn Bhd where stipulated by BOMBA or required by relevant

authorities in accordance with the plans and specifications provided by Malaysia

Airports Sdn Bhd.

6. APPENDIX II GENERAL REQUIREMENTS

1) The tenant shall appoint a consultant, architect/interior designer, professional engineer to take charge of the renovation works.

2) The tenant shall only appoint CIDB registered contractors of the relevant

disciplines for the modification and alteration of the respective Mechanical & Electrical systems.

3) The tenant, his consultant architect/professional engineer and contractor shall

comply with Malaysia Airports Sdn Bhd requirements on renovation/ fit out works.

4) The tenant shall ensure that a site inspection is conducted to verify the

condition of the site before actual commencement of any work. The tenant shall keep Malaysia Airports Sdn Bhd informed should there be any discrepancies in the site.

5) The tenant shall ensure that the renovation/ fit out works do not encroach into

public and circulation areas.

6) The tenant shall ensure that where asbestos – containing materials are to be removed, used or handled in the installation works, they shall notify the Safety Officer of Malaysia Airports Sdn Bhd and the main contractor.

7) The tenant shall ensure that no person shall commence or carry out any

building works except under the full time supervision of an appropriate qualified site supervisor. The particular of such person shall be made known to Malaysia Airports Sdn Bhd.

8) Malaysia Airports Sdn Bhd reserves the right to inspect the tenants’ premises

during renovations and thereafter during the leased period without notice.

9) All works carried out on site should be in strict accordance to the approved drawings.

10) After the completion of the renovation works, it shall be the responsibility of

the tenant to maintain the new and existing installation in a proper working condition and keep all drawings updated at all times.

11) Under the provision of the Building Regulations, minor addition and alteration

works to non-residential buildings do not require approval of plan or permit to carry out works from the Authority (Majlis Perbandaran

6. APPENDIX II

Langkawi/ MPL). Please refer to MPL for the categories of work that require / do not require approvals.

12) While these minor building works are exempted under the Building Control

Act, some of them may be subject to the control of other authorities. The tenant shall be responsible to seek permission or clearance from other authorities on whether submission is required.

13) Any illegal alteration, modification, extension or renovation of the electrical

installation in the tenanted premises will result in immediate termination of power supply. Malaysia Airports Sdn Bhd shall not be held responsible for any loss of business as a result of terminating the electricity supply.

14) Hacking of beams, columns and slabs are not allowed including drilling of

inserts through beams, columns and slabs. 15) No transportation of goods/materials is allowed in the passenger lifts. All

materials for renovation should be transported through the Cargo/ Goods Lift and the lift should be protected with suitable covering materials approved by Malaysia Airports Sdn Bhd.

16) All goods/ materials for renovation should be transported using the Cargo/

Goods Lift. The Contractor shall install proper protection in the designated lift with suitable materials e.g. polykem board or other materials approved by Malaysia Airports Sdn Bhd.

17) All renovation debris must be removed out of the airport by the tenant’s

contractor daily.

18) Display of Permit to Work. Before commencement of any additional/ alternation/ renovation works, a permit approved by Malaysia Airports Sdn Bhd must be obtained and displayed on the hoarding door. The approval of this permit can be obtained from Malaysia Airports Sdn Bhd two weeks before the commencement of the works.

6. APPENDIX II REQUIREMENTS ON BUILDING WORKS

Before commencement of work Prior to the commencement of work, the tenant shall:

1) Attend the renovation kick-off/technical meeting arranged by Malaysia Airports Sdn Bhd. Tenants are strongly encouraged to use this session to clear their doubts on the tenanted premises and work procedures and requirements in the airport.

2) Prepare the renovation/ fit out drawings in accordance to the requirements

spelt out in this document.

3) Apply for a Permit to Work to carry out renovation works from Malaysia

Airports Sdn Bhd. Applicants are advice to submit the application seven (7) dayss prior to the commencement of works. A copy if the approved work permit shall be displayed on the hoarding door.

4) Submit copies of the statutory approval from relevant authorities to

Malaysia Airports Sdn Bhd for record. In the event that tenants wish to commence work prior to the approval from the statutory authorities, a letter of undertaking signed by a Qualified Person (Architect for building work or Professional Engineer for M&E and Civil/Structural works) will have to be submitted to Malaysia Airports Sdn Bhd.

HOARDING

1. The work site shall be hoarded up before actual renovation work can

commence on site. All renovation works shall be confined within the hoarded area. Tenants shall meet the minimum requirements for temporary hoarding as stated below:

i. Out-going Tenants

Minimum requirements a. Project title on the reinstatement works to be displayed b. Expected completion date c. Compliance with details laid down in the Hoarding Details section.

ii. In-coming Tenants Minimum requirements: a. Project title on the proposed shop to be displayed b. Expected completion date c. Interesting write-up and design on the hoarding to promote the shop to be

submitted to officer in-charge for approval (A colored perspective on the proposal hoarding design shall be submitted).

d. Compliance with details laid down in the “Hoarding Details” section.

All works carried out must be confined to the boundary of the premise or within the hoarding area. The surrounding area and the route used for the transportation of material must be protected by means of gypsum board (at least 9.5mm thick and lay on aluminium extrusion). All protection must be laid prior to the commencement of any work. If the protection is not laid in accordance with the specifications, the contractor is not allowed to commence work.

Tenants are advised to refer to associated document: Design Guidelines Appendix I - Requirements for Alteration and Addition Works to Leased Premises in LIA Airport. Appendix II – Hoarding Requirements and Guidelines for Structural, Electrical & Mechanical Installation. * For renovation work duration exceeding 4 weeks, all proposed hoarding shall be of gypsum board material of minimum 9.5mm thick complete with approved wall paper finishes.

COMMENCEMENT OF WORK

1. The tenant or his contractor shall not commence any site work until they have

obtained a Permit to Work issued by Malaysia Airports Sdn Bhd. The workers’ security passes will be withdrawn if they are caught not complying with those requirements.

2. The tenant may proceed with the installation work only after Malaysia

Airports Sdn Bhd and other relevant authorities have approved every proposed plan. The contractor shall also take note and comply with the conditions of approval (if any).

3. The tenant shall inform Malaysia Airports Sdn Bhd on the commencement

and completion dated of the proposed renovation works.

4. Ensure all installation work carried out complied with all statutory requirements imposed by the relevant authorities.

5. All works that generate heat or sparks, such as cutting, welding, grinding etc shall require prior written approval from Malaysia Airports Sdn Bhd, in the form of Hot Work Approval/ Permit. Tenant shall apply for the approval using the prescribed “Hot Work Approval/ Permit”. A qualified fire patroller with appropriate fire extinguishers is required to be on standby at the site throughout the hot works. If the tenant does not have a qualified fire patroller, they shall engage Malaysia Airports Sdn Bhd personnel on standby at the site during the hot works. The tenant must ensure that every Fire Safety precaution is taken during the execution of works at all times and shall be held fully responsibility for any consequences due to failure on his part to comply with the Fire Safety measures during the execution of works.

6. No flammable object/material, such as thinner, kerosene, oxygen cylinder, is

allowed to be stored in airport. If it is required for the execution of renovation works, it shall be brought to site and removed from the Airport on the same day.

7. All addition and alteration works, renovations, construction or installation

works shall in no way affect the functioning or efficiency of existing fire protection systems and means of escape, on Malaysia Airports Sdn Bhd property.

8. Precautions shall be taken by tenant to prevent damage to Malaysia Airports

Sdn Bhd property in the course of the renovation works. Carpet in public areas affected by the renovation works shall be covered with clean nylon or plastic sheets and protected with plywood and grey felt carpet. Cargo/ Goods lift shall be protected with polythene lined plywood. Glass, aluminum panels, tiles, etc. shall be properly protected from welding sparks, corrosive fluid, sharp/abrasive objects, etc. When carrying out renovation works, tenant shall ensure that his contractors do not block or impede any fire protection systems.

9. To provide secondary filter protection to AHUs and to seal off all air-con

grilles during the duration of renovation work.

10. All electrical equipment used during the installation work shall obtain electricity supply through 30mA ELCB to be provided by the tenant’s contractors.

11. Tenants shall not use any existing tray/ trunking for their own installation

12. Tenants and their renovation contractors shall not to tamper illegally with Malaysia Airports Sdn Bhd and government agency’s services. Any offender will be referred to Malaysia Airports Sdn Bhd and be penalized for any unauthorized tampering of such facilities.

13. Tenants and their renovation contractors shall not tamper with or try to gain

access to secured information from Immigrations, Customs and/ or any other official/ agencies secured trunking/services. Any offender will be penalized/ charged for any unauthorized access of official secret information.

14. All tools, equipment and materials used for the renovation works should be

stored within the hoarding area.

15. The tenant shall not in any way hold Malaysia Airports Sdn Bhd responsible for any loss or damage to any equipment, plant or material brought to site for the execution of renovation works.

16. For works in the ceiling, the contractor is to ensure that the works are carried

out according to time and duration allowed and that the area directly below the work area is properly cordoned off.

17. The passage shall be kept clean at all times. No debris shall accumulate at the

site but must be removed from the Airport daily in approved heavy-duty polythene bags. For major renovation works, the tenant shall provide construction debris bulk bin if appropriate size and place at designated locations subject to Malaysia Airports Sdn Bhd’s approval. The uplift of the bulk bin should not exceed 3.5m high. A copy of the Permit to Work shall be pasted on the bulk bin.

18. The tenant shall notify Malaysia Airports Sdn Bhd’s immediate of any site

problem that is likely to affect the proper operation of the services in airport in the course of the renovation works.

19. One unit of portable grease trap will be provided by tenant in F&B outlets

where there are greasy washing. All greasy washing must be channel to the portable grease trap provided before discharge to Malaysia Airports Sdn Bhd floor traps. The portable grease trap must be located at an easily accessible location to facilitate cleaning and maintenance.

20. All discharge pipes from ice-machine, freezer and chiller must be properly

insulated to prevent condensation.

21. All M&E systems, equipment and plants installed within the tenanted premises shall be color coded similar to the Main Contractor’s contract specification.

22. In the false ceiling, all installation works must be coordinated in site and

clearances of 300mm (all round) between the services must be maintained. No fire protection systems are to be impeded or blocked.

23. All workers working in LIA are strictly not allowed to SMOKE even in the

hoarded areas.

PEST CONTROL MEASURE (Applicable only to F&B outlets with ceiling boards in the kitchen, food preparation areas and store)

1. A 2 feet wide wire mesh shall be secured along the perimeter of the kitchen, food preparation areas and store.

2. The wire mesh shall be made of rust-free material e.g. aluminum or stainless steel and secured properly (by brackets or adhesive) without leaving sharp edges exposed.

3. A sample of the proposed wire mesh shall be submitted to Malaysia Airports Sdn Bhd for approval prior to installation.

RELEVANT AUTHORITIES REQUIREMENTS FOR NEW FOODCOURT AT LANGKAWI INTERNATIONAL AIRPORT (LIA).

1. All the floor traps used within the premises must be of strong metal material,

not easily breakable and must be screwed down (not easily opened by workers or pushed-up by rodents).

2. Metal is the preferred material to be used for constructing the “false” ceiling

for the whole food court. If this is not possible and soft ceiling boards are used, then the perimeter of the ceiling’s edges must be covered with a thin one foot broad metal sheet (above the ceiling boards), especially around the kitchen, wash area, store, pantry and office. Strong metal grilles must be used to cover up all openings/gaps for the utility and other pipes that enter the premises from the ceiling area.

3. The food court operator should engage a pest control operator to carry out

regular & effective rodent/pest control surveillance at the food court. The pest control operator besides carrying out monthly pest control visit/treatment, has to submit a on the pest status of the premises. This report will be kept in the food court and made available to the relevant agencies (e.g. All relevant local

authorities, Malaysia Airports Sdn Bhd, etc.) when requested to do so.

4. All doors within the food court should be made of rodent-proof material (especially the lower part of the door up to a height of 30cm).

AFTER COMPLETION OF WORK 1. The tenant shall make good all works disturbed to Malaysia Airports Sdn Bhd

satisfaction at his own cost. 2. To arrange for a joint site inspection with Malaysia Airports Sdn Bhd upon

completion of the renovation works. All fire protection systems will be checked to ensure that they are not blocked or impeded.

3. The tenant shall be responsible for the proper maintenance of the new and

existing building works within the leases premise during the tenancy period.

4. All M&E systems, equipment and plants installed within the tenanted

premises shall be maintained in good condition by the tenant. Any lamp failure shall be replaced with new lamp within 3 working days. There shall not be any increase in the electrical load without prior Malaysia Airports Sdn Bhd approval.

5. The tenant shall submit four (4) complete sets of as-built drawings

(Architectural, ID, Structural and M&E drawings); and one Auto-Cad soft copy (CD-Rom) of the as-built drawings to Malaysia Airports Holdings Berhad within two weeks upon completion of works.

6. The tenant shall submit the name of the company approved by Gas Malaysia

and Suruhanjaya Tenaga to maintain the gas supply system and gas leak detection system to Malaysia Airports Sdn Bhd before commencing their business operation. The monthly maintenance report shall be forwarded to Malaysia Airports Sdn Bhd and the yearly calibration reports to Gas Malaysia and Malaysia Airports Sdn Bhd for record purposes.

7. The tenant shall reinstate the leased premise to its original state upon giving

up his tenancy, if required by Malaysia Airports Sdn Bhd. 8. There shall be no increase in the electrical load without prior written notice to

Malaysia Airports Sdn Bhd. Approval shall be at the sole discretion of Malaysia Airports Sdn Bhd.

9. Malaysia Airports Sdn Bhd or its appointed maintenance contractor reserves

the right to inspect the tenant’s premise without notice from time to time.

10. The consequences of illegal modification, extension or renovation of the electrical installation shall be the cutting off of power supply to the Tenant’s premise or other penalties which shall be decided by Malaysia Airports Sdn Bhd. Malaysia Airports Sdn Bhd shall not be held liable for any loss of business as a result of cutting off the electricity supply.

11. The electrical contractor shall obtain from Malaysia Airports Sdn Bhd the

setting of the overload and earth fault trip before the testing and commissioning of their switchboard. A.S.I test shall be conducted on site, witnessed by the Malaysia Airports Sdn Bhd staff or its maintenance representative before the scheduled turn-on date. A copy of all test result shall be submitted to Malaysia Airports Sdn Bhd for record. Nevertheless, Malaysia Airports Sdn Bhd reserves the right to instruct the Tenant to reduce their earth leakage current or overload current setting to a satisfactory level so as not to affect other Airport Users.

PREPARATION OF RENOVATION/ FIT OUT PLANS 1. Alteration and additions to leased premises at Langkawi International Airport

are subjected to the provisions of Malaysia Airports Sdn Bhd and any other statutory regulations which govern those works.

2. Where any building works consists of alterations and additions to existing

building in respect of which a certificate of statutory completion or temporary occupation permit has been issued by Malaysia Airports Sdn Bhd, an application for approval of such building work is required by Malaysia Airports Sdn Bhd.

i) Where the tenant’s qualified person who prepares the building plans

reasonably suspects that the building works may affect the structural stability or integrity of the building, his submission of plans to Malaysia Airports Sdn Bhd must be accompanied by a certificate from other appropriate qualified person.

ii) Where building works such as repairs, alterations or additions that will

affect the existing air-conditioning or mechanical ventilation system or fire protection system of the building, the tenant must engage appropriate qualified person(s) to issue certificated that the systems have been modified in accordance with the provision by Bomba.

3. The consultant Architect/ Interior Designer/ Professional Engineer engaged

by the tenant is to ensure that the plans submitted comply with all statutory requirements imposed by relevant authorities.

4. The consultant Architect/ Interior Designer/Professional Engineer engaged

by the tenant shall ensure of obtaining a copy of the following relevant information before designing the propose renovation works:

i) Bomba approved drawings smoke reservoir and engineered smoke

control system, fire alarm system, sprinkler systems, fire escape route); and

ii) All Bomba approved waivers for the particular fire zone which the

leased premise located in.

5. Unless otherwise a waiver is applied and obtained from Bomba, the requirements stated in FRS Fire Safety Strategy Report for LIA Airport are to be strictly complied with.

6. An Information Request Form (IRF) has to be completed by the tenant when

requesting for drawings and other information pertaining to the leased premise.

7. Samples of architectural finishes including color schemes shall be mounted

and properly labeled on hardboard and submitted to Malaysia Airports Sdn Bhd, for fit out proposal concerning retails, F&B outlets, and other concession areas.

8. The tenant should submit six (6) sets each of the following preliminary

drawings drawn on standard metric size sheets of international “A” series (min A3 size) before a meeting is called for detailed discussion:

i) Interior Designer/Architectural layout plan ii) Sections and elevations

iii) Sanitary and water supply system layout plan and schematic diagram

iv) Layout of power and lighting points and cable tray/ trunking.

v) Electrical single line diagram (showing the source tapping of power

supply). They should include the detailed loading requirement in KW for every circuit shown in the single line. The maximum demand of the connected load shall be indicated.

vi) Layout of fire sprinkler points and hose reels, c/w associated piping and valves.

vii) Layout of fire alarm call points, alarm bells, heat and smoke detectors

(indicator the fire alarm zone)

viii) Layout of air-con diffuser, air return grills, VAV Boxes, thermostat and air-con ducting.

ix) Layout of kitchen ventilation air grilles, exhaust cooker hoods, kitchen

fans local control panel, gas leak detection system and kitchen ventilation ducting’s (for F&B kitchen only).

x) Floor trunking layout.

xi) Layout of mechanical services.

xii) Layout and sizes of gas pipeline.

xiii) Layout and single drawing for the gas leak detection system.

xiv) Layout and pipe size of the Hot/Cold Water System.

xv) Layout of the kitchen self-extinguish systems for kitchen cooker hood

and cooling areas.

9. Tenants of shops and restaurants/ cafe are required to submit a copy of colored perspective drawings of the proposed works.

10. Tenants shall submit four (4) sets of the following drawings if proposed

renovation works involves alteration to existing Public Address (PA) system or Flight Information Display System (FIDS):

i) System layout ii) Electrical layout and connection for the system

11. All drawings shall be drawing to a scale 1:50 with existing and proposed

alteration/ new addition works clearly shown in standard colors and properly annotated/ defined.

12. All the above drawings are to be endorsed by the tenant, his consultant

architect/professional engineer and/or SADA licensed plumber/licensed electrical worker who undertake the design and installation work.

13. The tenant shall note that the drawings provided by Malaysia Airports Sdn Bhd do not necessarily reflect the complete as-built condition. These drawings are to be verified on site by the Professional Engineers/ Consultant engaged by the tenant.

14. All information of the M&E systems is given in good faith by Malaysia

Airports Sdn Bhd (if any) and such information are to be verified on site by the Professional Engineers responsible for the installation work. Malaysia Airports Sdn Bhd shall not be held liable for this information supplied.

SPECIFIC AIRPORT’S REQUIREMENTS ARCHITECTURAL/ INTERIOR DESIGN WORKS Signage

a. The background color, text, typeface and color of light for shop signage shall be proposed and submit to us for approval.

b. Tenant shall submit 2 copies of colored Artworks of shop name and Logo to

OSC for approval before commencement of fabrication.

c. Tenant to ensure that the lightings behind the cut-outs of the new shop signs shall be evenly illuminated.

d. All shop front signage, advertisement panels, display spotlight and lightings

for general area should only use warm light fluorescent tubes or bulbs of 3000 degree K color temperature.

e. The shop’s signage and unit no. shall be installed on shop front existing fascia

panels (or at any other location deem appropriate by the Malaysia Airports Sdn Bhd) for maintenance reference.

Display showcase, shelves, gondolas etc

a. All new shop shall be provided with some dull height showcases or glass panels at the shop front which shall be lighted up at all times, so that the merchandise on display inside the shop can be seen from outside after business hour. All glass used for showcases, shelves etc shall be tempered glass/ safety glass.

b. All tempered glass for display showcases and windows along the shop (facing

the thoroughfare and passageway) shall be lined with an approved shatterproof lining.

c. 60% of all free standing display units shall not exceed 1.35m high. The

remaining 40% can be up to a maximum of 1.5m height. The display furniture must be at least 900mm away from each other and the inter-tenancy shutter. A clear minimum of 600mm border from the leased line is to be maintained for all display shelves, showcases and counter. Larger clearance may be required if across the counter service is to be provided near the leased boundary line.

d. No display shelves or showcases places closed to existing glass panels shall

have solid backing exceeding, 1.2m high, unless otherwise approved.

e. For signs with white background, the lux level should not exceed 850 measured from 0.5m away from the light source.

Roller Shutter

a. Aluminum Roller Shutter / Fire Shutter Manual operated roller shutter is provided as following specifications: Manual operated roller shutter with all necessary casing, gears, roller, powder coated aluminum frames, rollers drum, posts, guide channels, proprietary fittings, handle, mullions cable and ironmongery fixed in specification including all necessary fixing and accessories. Shall the tenants damage the units; it must be replaced by the tenants at their own cost as per the specifications given.

Demountable Partitions, Walls, Ceiling, Carpet, Door etc

a. Demountable partitions shall be aligned with the existing aluminum mullions and ceiling grids.

b. Demountable partitions shall have an overall thickness of 75mm comprising

of galvanized steel studs with concealed framing. c. The demountable partitions, display showcases, walls cabinets etc shall not

obstruct the existing wall, floor and ceiling fixtures, e.g. thermostats, switches, diffusers, smoke curtains, smoke detectors, floor junction boxes, etc.

d. All interior finishing shall be of non-combustible or fire resistant materials.

Where gypsum boards are used, they must be lined with acceptable wall paper.

e. The ceiling shall be approved by Malaysia Airports Sdn Bhd and it should

accommodate the air-con diffusers to be used for the new shop. Ceiling materials used shall be of class ‘l’ fire flame spread rating.

f. All carpets shall be treated with carpets protector and subsequent periodic

treatment.

g. Only approved wide stainless steel trimmer shall be used for carpet finishing lines.

h. All carpet installations shall use grippers and/or approved adhesive that is

non-combustible, non-flammable, odorless and deterioration resistant. The tenant shall submit the test reports for the Surface Spread of Flame Test for Materials Class l for carpets installed in the premises.

i. All new doors proposed shall be constructed within the tenanted premises and

shall not encroach on the common are when the door swings outward.

j. All installation works in the false ceiling put up by the tenant must be coordinated properly. Clearance of 300mm (all round) between the services must be maintained.

5 Flooring

a. All wet floors especially in kitchens, toilets, sanitary duct rooms, chiller room, mechanical plant rooms, etc, are to be waterproofed. All floor traps and surrounding must be properly sealed to ensure water-tight. The waterproofing system used must be approved by Malaysia Airports Sdn Bhd and shall come with a 10 years warranty by the supplier and installer against leakage due to failure of material or poor workmanship. A copy of such report shall be submitted to Malaysia Airports Sdn Bhd for record. Water tightness (Ponding test) shall be carried out for at least 48 hours on site. Floor finishes can be only installed if the officer-in-charge from Malaysia Airports

Sdn Bhd is satisfied that the waterproofing is performing satisfactorily. Prior to the test, the contractor shall ensure that the space under the test zone is properly protected. In the event that water leaks to the space below and damage any property, be Malaysia Airports Sdn Bhd or those of other tenants, the contractor shall be responsible to make good and compensate for any damages.

b. No drilling of floor for the concealed piping’s, conduits or trunkings is

allowed, if unavoidable, only hacking works is allowed with prior written approval for Malaysia Airports Sdn Bhd project manager/ officer.

c. Junction boxes shall not be open unless written approval is given by Malaysia

Airports Sdn Bhd. Existing junction boxes should not be sealed for functional and maintenance reasons. Access for the opening of such junction boxes should be provided. The junction boxes shall be reinstated to its original condition after use and these shall be jointly inspected by the Malaysia Airports Sdn Bhd project officer and the contractor.

d. A 6mm stainless steel dividing strip shall be installed between the tenant’s

floor finishes and the Malaysia Airports Sdn Bhd floor finishes at the shop boundary.

Furniture, Fixtures

a. The edges of materials used for plastic sheeting, joint should be of homogenous color:

e.g. i) The edges of laminate finishes must be of solid color ii) No sharp edges or corner iii) The joints of the furniture must be properly finished iv) Easy for maintenance

b. Only approved non-combustible or fire retardant materials shall be used for

interior furnishing e.g. wall, door and ceiling and certificates or test reports confirming this have to be submitted to the Malaysia Airports Sdn Bhd for their perusal.

c. The tenant shall ensure that all fire protection systems including sprinkler

heads, smoke and heat detectors, dry riser outlets, etc are not blocked or impeded by any decorative ceilings, partitions, paneling, etc.

d. The tenant shall provide ceiling access panels (minimum size of 600 x 600mm)

at strategic locations if the proposed renovation causes difficulty to

access to the space above ceiling by Malaysia Airports Holdings Berhad inspection and maintenance staff.

e. Entrance to concession area shall not be obstructed.

f. Clearance between display shelves, furniture, fittings, inter-tenancy doorway/

roller shutter and the shop boundary are to comply with the minimum distance as indicated on Section 5. Design Guidelines under Gondolas/ Display Units.

GENERAL REQUIREMENTS FOR STRUCTURAL INSTALLATION

ITEM GUIDELINES / REQUIREMENTS

1.Knocking down of walls/partitions of adjoining floor areas

Load bearing walls and partitions cannot be removed unless the loads carried are fully transferred to other parts of the structure without effecting the structural integrity, stability and strength. Such proposal shall be designed by Structural/Civil P.E.* & subject to the relevant authorities approval.

2. Additional Load / Installation

Details of ** Permanent additional loads (e.g racking systems, safes, weighing machines, additional ducts, services, projectors, etc) proposed to be places onto the floor area or structural members must be submitted to Malaysia Airports Sdn Bhd for approval. Prior to submission, the tenant is to ensure that the proposed loads/installation for that floor or structural member does not exceed its deign live load+ and this should be verified by the tenant’s Structural / Civil P.E’s*

3.Sub-note Steel plate spreaders are to be provided to evenly distribute the load onto the structure where high concentration of point-loads is anticipated. 5. Hacking of Floor/ Coring/ Walls/ Columns or Ceiling

No hacking or coring is allowed on the structural members for the laying of building services. Groove lines should be cut to prevent over spalling of adjacent concrete along the line of trimming. Any trimmed areas are to be patched back using non-shrink grout. Beams and webs of hollow core slabs shall be avoided during coring.

4 For Partition and False Ceiling Installation The tenant’s structural P.E is to certify that work involving hacking the flooring and structural members for installation of the partition and false ceiling will not affect the structured integrity.

5 Installation of Additional Loads onto the Floor Areas/ Structural Members (a) The tenant’s Structural P.E shall submit the details of permanent

additional loads (e.g. racking system, safes, weighting machines, machines, computer equipment, air-con plants etc.) proposed to be placed onto the floor area or structural member to Malaysia Airports Sdn Bhd and MPL for approval. Prior to submission, the tenant is to ensure that the proposed additional loads for that floor or structural members do not exceed the allowed load of 5.0KN/m² imposed on the floor. This should be designed and approved by the tenant’s Structural/Civil P.E.

(b) Steel plate spreaders are to be provided where there is a highly

concentrated point load acting on a member so as to evenly distribute the load to the structure. The spreader is to be designed by tenant’s Structural P.E.

6 All the above drawings are to be endorsed by a Professional Engineer.

These endorsed drawings together with the calculations and the certificate from other appropriate qualifies person (if required) are to be submitted to Malaysia Airports Sdn Bhd for review and comments.

HOARDING REQUIREMENTS Tenants are advised to refer to associated document: Appendix I - Requirements for Alteration and Addition Works to Leased Premises in LGK Airport.

Note : The work site shall be hoarded with full height painted gypsum board. All hoarding are to be prefabricated and painted off-site. All supports and bracing to hoarding shall be provided within the hoarded area and should not protrude beyond the external façade of the hoardings. Where door is provided at the hoarding, door closer must be installed inside the hoarded area. 100mm high skirting, painted in black, shall be provided all round the hoarding. All works shall be confined within hoarding area.

GENERAL PROVISIONS FOR LANGKAWI INTERNATIONAL AIRPORT (LIA), LANGKAWI, KEDAH. The successful Tenderer shall take note of the following provisions for the tenanted area and comply with the requirements stipulated herein.

Ceiling Finishes Not provided except for Food Court area. The successful Tenderer is required to provide 30% aerodynamic free area for smoke extraction to comply with Bomba requirement (if applicable).

Flooring Finishes

Not provided (though the successful Tenderer is to note that there could be floor finishes provided at certain areas within the demised premises). The successful Tenderer is required to provide water proofing (to be approved by Malaysia Airports Sdn Bhd) at kitchen areas. There shall be a 10-year warranty on the water proofing and a copy of the warranty to be given to Malaysia Airports Sdn Bhd for record. The successful Tenderer shall ensure that the finished floor level within the outlet matches with the existing finished floor level outside the outlet.

Wall Finishes Not provided.

Lighting Not provided. The successful Tenderer shall install its own lightings, which shall be tapped from its new distribution boards within the Demised Premises. All lighting within the successful Tenderer’s premises shall be using warm white colour lamps with a colour temperature of 3000K. The lighting loads in the premises to be referred to Guidelines for Tenants

Power Points Not provided. The successful Tenderer shall install its own power points, which shall be tapped from its new distribution boards within the Demised Premises. The successful Tenderer is to install switch socket outlets or power points incorporated with 30mA passive type RCD protection device.

Floor Waste Outlet

Provided as per existing. All the necessary drainage waste pipe works to floor traps, fittings connection works, etc. are to be provided and installed/carried out by the successful Tenderer. No addition/ relocation / adjustment of floor trap is allowed. Kitchen furniture shall be design to suit existing floor trap location. No discharge of salt water shall be allowed to floor trap and drainage waste pipe works.

Portable Grease Trap

The successful Tenderer is required to install a portable grease trap(s) (one portable grease trap to be provided by Malaysia Airports Sdn Bhd) at the approved location(s) in the kitchen with the necessary piping and connection works from the sinks to the floor trap. Any additional units required by the successful Tenderer, based on its proposed kitchen layout, shall be purchased and installed at the expense of the successful Tenderer. The successful Tenderer is to review the design and installation

details of the portable grease trap(s) with Malaysia Airports Sdn Bhd and to obtain Malaysia Airports Sdn Bhd’s approval for the design and installation. Cleaning, maintenance and replacement of spare parts of the portable grease trap to be done by the successful Tenderer. Note: i) The successful Tenderer shall arrange for Malaysia Airports Sdn

Bhd and MPL inspection to be carried out before the commencement of business.

ii) The successful Tenderer shall maintain and provide periodic cleaning to the kitchen waste pipe (including those provided by Malaysia Airports Sdn Bhd) from the Demised Premises to Malaysia Airports Sdn Bhd main stack.

Water Supply Provided as per existing and terminated at the tenanted area boundary with water meter and isolation valve. All necessary distribution pipe works, connections, fittings, private water meter, etc. are to be provided and installed/carried out by the successful Tenderer.

Electricity Please refer to Floor and Layout Plans for the Demised Premises in the Tender Schedule. New normal and emergency distribution boards with, final circuits, lightings, power points, etc., shall be provided by the successful Tenderer within the Demised Premises. Emergency supply shall be used for freezer only. (If upgrading of the power supply is required, the successful Tenderer shall upgrade the kWh meter, isolators its cables all the way to Malaysia Airports Sdn Bhd’s switch room. Upgrading of electricity is subject to Malaysia Airports Sdn Bhd’s Engineering’s approval and shall be carried out by the successful Tenderer at his own cost upon approval.)

Fire Sprinkler Sprinkler protection system provided at the slab ceiling layer (upright only). Any additions/relocation/adjustments must be done by the successful Tenderer including PE endorsement and submission to Bomba. The areas should include existing, extended and surrounding area that are affected by the renovation works. If the successful Tenderer wishes to erect shelters, partitions or any false ceiling above the demised premises, the successful Tenderer should comply with the relevant standard and codes, fire safety strategy and Bomba requirements, seek PE’s endorsement and carry out submission to Bomba.

Fast response exposed sprinkler required. For reinstatement:- a) Remove second layer sprinkler; and b) Reinstate undercut (if any) and/or concealed sprinklers to original

state if modifications were made.

Engineered Smoke Control (ESC) System (Performance Based)

The successful Tenderer shall ensure that all works carried out within its premises shall not cause any obstruction to the proper functioning of the existing smoke curtains (if any) located within the perimeter of the Demised Premises. To ensure that the proposed works does not affect the integrity of the Engineered Smoke Control system. If any changes to the ESC system are required, submissions to the relevant Authorities and their approvals are required before any works can be carried out. The submission of the drawings to the relevant Authorities has to be endorsed by a Qualified Person (QP). Also, tenant shall remain 30% aerodynamic free area for ceiling area (if any) for the effective operation of smoke exhaust system.

Air-conditioning

Air conditioning system with distribution ductworks (AHU or FCU) will be provided in grid basis for basic air distribution only. Tenant is required to submit the design drawing with endorsement to Malaysia Airports Sdn Bhd for review, approve and record if any modification work required. No dedicated AC unit will be provided in kitchen or special area.

Ventilation Fresh air and exhaust Air duct with fans will be provided and terminated at kitchen boundary for F&B larger than 100m2. The successful Tenderer is to provide kitchen hood, air distribution ductwork / diffuser and connect to fresh air duct. 10,000 CMH (F&B) and 3,600 CMH (Food court) exhaust air fan and 9,000 CMH (F&B) and 2,880 CMH (Stall) make up air fan are provided for the kitchen exhaust. The kitchen exhaust and fresh air fan shall be interlocked to the kitchen gas system. Control wiring shall be provided by the successful Tenderer. In the event the fresh and exhaust fans capacity is not sufficient, the successful Tenderer shall upgrade the system at its own cost and also comply to noise criteria required. The successful Tenderer shall maintain the ventilation system during the period of tenancy. The successful Tenderer shall install at its own cost odor removal devices system to address the smell issue if the surrounding are affected. Fire dampers are to be provided by the successful Tenderer where necessary.

Gas System (if applicable)

Gas valve and gas meter will be provided at the main gas distribution pipe in the kitchen. The successful Tenderer shall install the gas distribution system and from isolation valve onwards. One (1) no of gas detector linked to tenant solenoid valve will be provided for emergency shut off. Gas installation shall be endorsed by a PE and the necessary submissions to Gas Malaysia and Bomba must be carried out.

Cooker Hood (if applicable)

The successful Tenderer shall install its own cooker hood complete with fire suppression system suitable for deep fry and open flame cooking. The fire suppression system shall be linked to the building fire alarm system. The successful Tenderer should include this item in its submission for Bomba’s approval.

Fire Extinguishers

Not provided. The successful Tenderer is required to install fire extinguisher in the premises. The type of fire extinguisher and the sitting shall be in accordance with the Code of Practice and these items should be included in the submission for Bomba’s approval.

POS and Telephone lines

UPS Power outlet is provided for POS and data termination panel is also provided.

PA system No PA speaker is provided to the general retail except for the large retail lots (more than 200msq), where a PA termination box is provided. Successful Tenderer is to connect speakers to the termination box so that airport announce can be made to the occupants in the lot. The successful Tenderer/ project contractor shall seek approval from Malaysia Airports Sdn Bhd’s PA Engineer for any connection to the terminal PA system. The successful Tenderer/ project contractor shall also provide additional amplifier integrated to the building PA system at its own cost if the proposed speaker loads exceeded the capacity of existing speaker zone(s). If The successful Tenderer wishes to install its own sound system within the unit, it is required to engage Malaysia Airports Sdn Bhd’s PA system maintenance contractor of PA contractor (during DLP) to provide an overriding switch to cut off its sound system for emergency announcement to be made. The successful Tenderer will not be allowed to play in-house music until it has engaged the maintenance contractor to install overriding switch. The music level for the in-house music must be kept to below 60dB. For any additional pre-test/post-test, the successful Tenderer/ project contractor will have to write an official letter to Malaysia Airports Sdn Bhd’s PA Engineer to state the reasons for the additional test.

Reinstatement Requirement for PA system i) The successful Tenderer must relocated the PA Termination Box back

to its original position based on the As-built. The PA Termination Box need to be connected back to the original building Pa speaker zone if re-grouping/rezoning had been done by the successful Tenderer for local PA/music system. The successful Tenderer should also remove the overriding switch for local PA/music system and any own speaker baffle installed if required by Malaysia Airports Sdn Bhd.

ii) If the Demised Premises was converted from a public area and

requested to be reinstated back, the successful Tenderer must also reinstate the PA speakers to its original function/condition based on the As-built.

i) If the successful Tenderer is required by Malaysia Airports Sdn Bhd to

reinstate the ceiling strips, then the successful Tenderer shall provide ceiling perforation for ceiling loudspeaker.

Malaysia Airports Sdn Bhd will conduct PA system pre-test prior to the successful Tenderer’s reinstatement work. Malaysia Airports Sdn Bhd will also carry out a post-test after the successful Tenderer’s reinstatement work to check the serviceability of speakers. If the post-test fails, the successful Tenderer shall rectify the fault as its own cost to the satisfaction of Malaysia Airports Sdn Bhd.

Exit Sign & Emergency Lighting

Not provided. The successful Tenderer shall install LED exit signs & emergency lighting in accordance with the current code of practice for fire precautions in buildings and SS CP 19, and tap supply from the successful Tenderer’s new distribution board.

Notes: a) All provisions necessary for the functioning of the tenanted area shall be

subjected to the approval of Malaysia Airports Sdn Bhd or appropriate Authorities and installed at the expense of the successful Tenderer.

b) The successful Tenderer shall obtain Malaysia Airports Sdn Bhd and Majlis

Perbandaran Langkawi’s approval for the connection to existing soil and waste pipe in Malaysia Airports Sdn Bhd’s Sanitary Duct. Please note that the pipes must be ductile iron cement lined. The successful Tenderer shall maintain the soil and waste pipes from the premises to the main stack and provide six (6) months periodic cleaning and submit the report to Malaysia Airports Sdn Bhd.

c) All works to be carried out shall be approved by Malaysia Airports Sdn Bhd and all mechanical and electrical works must be designed and supervised by

the successful Tenderer’s Professional Engineers to comply with the local Authorities’ requirement and be approved by Malaysia Airports Sdn Bhd.

d) The successful Tenderer is required to outfit and maintain the flooring and the

ceiling of the common passageway that runs through the premises as indicated. The proposed ceiling and flooring is subject to Malaysia Airports Sdn Bhd’s approval. The successful Tenderer, if required by Malaysia Airports Sdn Bhd, is required to reinstate the premises back to its original state as provided and make good all works disturbed at its expense at the end of the lease.

e) All M&E services, within and/or adjacent to the perimeter of the tenanted

area, which are affected by the renovation works shall be diverted/relocated by the successful Tenderer at its own cost.

f) The contractor shall ensure that no structural integrity and components are

affected.

g) Should the structural components be affected by the renovation works, the Tenant’s contractor shall stop work immediately and inform Malaysia Airports Sdn Bhd.

h) The Tenant’s contractor shall make good and rectify any damages at their own

cost.

i) No hacking is allowed on the building structure for the laying of building services.

j) No hacking/ drilling are permitted on pre-stressed structure, joints and

waterproofed membranes.

k) The successful Tenderer’s Structural/ Civil PE is to certify that the works will not affect the structural integrity when it is required to hack or drill through the floor or ceiling slabs for the installation of partitions/ false ceiling, etc.

l) All imposed loads on the floors of the Main Terminal Building shall not exceed

the maximum safe weight load of 5KN/m².

m) Malaysia Airports Sdn Bhd shall be informed once the works are completed. Additional requirements for Air-conditioning system

a) The successful Tenderer shall submit detailed heat load calculations for the shop and all calculations are to be endorsed by the successful Tenderer’s Professional Engineer.

b) The lighting loads in the premises to be referred to a separate document, and

Guidelines for Tenants

c) The successful Tenderer shall replace all existing diffusers with intended dimension diffusers in the restaurant (where applicable)

d) The successful Tenderer shall comply with the requirements set out in the

Tenant Fit-Out Manual and other associated documents (refer Appendix I -Requirements for Alterations and Additions to Leased Premises in LIA Airport).

Additional Requirements for Fire Safety

a) In addition to the Bomba fire safety code of practices, the successful Tenderer

shall note that all the provided fire protection facilities and fire compartments in LIA were designed and constructed based on a fire engineering approved by Bomba. If any alterations to the provided fire compartment are required, it is the onus of the successful Tenderer to request from Malaysia Airports Sdn Bhd a copy of this fire engineering study report and all other necessary information for their reference and design, and for seeking Bomba approval.

b) The design of the Demised Premises shall adopt the Floor and Layout Plans

for the Demised Premises and shall be subject to Malaysia Airports Sdn Bhd’s approval. In addition, the design (including internal partitions, fittings, fixtures, etc.) must comply with all the relevant Authorities’ requirements, including those pertaining to fire escape means.

c) The successful Tenderer shall install at its cost, the Fire Suppression System at

each kitchen exhaust hood. The proposed system to be installed subject to Malaysia Airports Sdn Bhd’s approval. The system shall be linked to the building fire alarm system.

d) Any seating and furniture used shall be of high fire resistance to limit fire

growth and spread. They shall comply with BS7176, 1995 and BS5852, 1990.

e) Portable cylinder gas is not permitted in the airport.

f) Area having significant food preparation area or new kitchen needed shall be separated by fire-resisting partition (such as walls, doors, fire shutters).

g) Unused packaging should be stored within cupboards of made of non-combustible materials and should be kept closed when not actually being assessed.

h) Ready use packaging that is used in serving customers should be restricted in

quantity and should not exceed about 1m² in area in any one potential fire.

i) Waste material should be disposed of in self-closing bins made of a non-combustible material.

j) Cooking devices having as free surface area greater then 1m² should not be

permitted for open cooking in the main terminal space.

k) Any cart used for oil-based cooking using an open device should be designated that even when the carts are places edge there is a gap of at least 1.5m between canopies.

l) Any potential larger source of fuel than above should be contained within a

separate kitchen. This should be of at least half hour nominal fire resistance rating and should have appropriate fire suppression system.

m) A smoke detection specialist to be consulted before any form of open cooking

is introduced into main terminal space, in order to avoid unwanted alarms.

n) Potential fires in food preparation exhaust hoods can be avoided by the use and maintenance of the proper filters and by a programmed of regular cleaning inside such ducts.

o) Any ceiling, walls, partitions, decorative fixtures, etc to be installed by the

successful Tenderer shall be of high fire resistance and low ignitibility to limit fire growth and spread.

General Requirements for Gas Pipes and Detection System

a) The successful Tenderer shall appoint Gas Malaysia or Licensed Gas Service Worker for any installation or alteration of gas pipes and detection system.

b) The successful Tenderer shall ensure that the gas system installation work

carried out by its contractor complies with Gas Malaysia and Suruhanjaya Tenaga’s requirements and the requirements of the relevant authorities having jurisdiction over the installation.

c) A photocopy of the covering letter of application to Gas Malaysia and Suruhanjaya Tenaga for alteration works for the gas system shall be forwarded to Malaysia Airports Sdn Bhd for record purposes.

d) The successful Tenderer shall ensure that all drawings to be submitted to Gas

Malaysia are endorsed by the Professional Engineer or Licensed Gas Service Worker who undertake the design and installation work. Copies of all such drawings shall be forwarded to Malaysia Airports Sdn Bhd.

e) A photocopy of the Certificate Form shall be submitted to Malaysia Airports

Sdn Bhd for record.

f) Gas meter and gas distribution layout in leased premises shall be installed by the successful Tenderer subject to the approval by Gas Malaysia and Suruhanjaya Tenaga. Gas solenoid valve will be installed at the main gas distribution pipe in the kitchen for the successful Tenderer to connect to gas detection system.

g) Any additional gas detector which is a requirement by Gas Malaysia and

Suruhanjaya Tenaga is to be installed by the successful Tenderer. The location of gas detector to be installed shall be subject to the approval of Gas Malaysia and Suruhanjaya Tenaga. The gas detection panel will be installed in the kitchen.

h) Interlinking between gas solenoid valve, gas detection system and ventilation

system shall be carried out by the successful Tenderer.

i) The successful Tenderer shall arrange with Gas Malaysia for the inspection and testing of the system installation and bear all costs incurred.

j) The successful Tenderer shall engage the supplier to calibrate the gas detector

system annually and submit copies of the calibration certificates to Gas Malaysia and Suruhanjaya Tenaga and copied to Malaysia Airports Sdn Bhd. All costs incurred shall be borne by the successful Tenderer.

k) The successful Tenderer shall engage Gas Malaysia or Licensed Gas Service

Worker (as approved by Malaysia Airports Sdn Bhd) for the installation of the fittings/gas detector.

l) The successful Tenderer shall inform Malaysia Airports Sdn Bhd by giving two

(2) weeks advance notice for any installation works to be carried out and arrange for Gas Malaysia and/or Suruhanjaya Tenaga inspection.

m) Any fees for the inspection of the system by Gas Malaysia’s officers, presence of Bomba, Malaysia Airports Sdn Bhd’s maintenance contractor etc, shall be done by the successful Tenderer.

n) The color scheme of the new piping’s/conduits shall be the same as the

existing ones for the gas system.

o) Upon completion of the installation work, the successful Tenderer shall be responsible for the proper maintenance of the complete gas system in its premises.

p) No liquefied petroleum gas (LPG) cylinder is allowed in the Airport.

q) All gas piping need to be sleeved up to Gas Malaysia requirement.

r) A gas leak detector should be installed for at every 40 sq meter of gas fittings

level and must be explosion proof.

s) In the event of any leakage at the gas pipe in the Demised Premises the successful Tenderer will have to engage a Licensed Gas Service Worker/ Contractor to rectify the faulty immediately.

t) The successful Tenderer have to install its own solenoid valve for the gas. This

solenoid valve must have an interlinked with the fire suppression and mechanical ventilation system serving the particular area. When either ventilation system fails or fire suppression system activated, the valve shall closed and remain closed until it is manually reset.

u) To submit 4 nos. of ‘As-built’ drawings for the Gas Detection System.

v) The Gas piping drawing must be approved by Gas Malaysia and Suruhanjaya

Tenaga.

w) The new gas detection system shall be maintained by the successful Tenderer and shall not be dismantled by the successful Tenderer upon expiry of tenancy.

x) The successful Tenderer are required to engage a Licensed Gas Service Worker/ Contractor (LGSW) to submit the proposal drawing to the Gas Malaysia for approval on any alteration, addition or gas pipe removal work on the existing gas pipe work installation within the building/premises. LGSW MUST NOT proceed with any work in the existing gas installation until a written approval is given by the Gas Malaysia and Suruhanjaya Tenaga.

y) All equipment/fittings used must be of the approved type by Gas Malaysia and Suruhanjaya Tenaga.

z) The successful Tenderer is required to handover solenoid valve by-pass key to

Malaysia Airports Sdn Bhd’s for maintenance purposes.

GENERAL GUIDELINES FOR STRUCTURAL INSTALLATION Please refer to General Requirements for Structural Installation in previous Appendix I for General Guidelines and Loading Criteria. Notes:

i) The contractor shall ensure that no structural integrity and components are affected.

ii) If any structural components are affected, the contractor shall stop work and inform Malaysia Airports Sdn Bhd.

iii) The contractor has to make good and rectify any damages at their own cost. iv) In accordance with structural guidelines, no hacking/coring is allowed without

prior PE endorsement.

GENERAL GUIDELINES FOR ELECTRICAL INSTALLATION

1. Appointment of Licensed/ Competent Electrical Worker (LEW)/ Contractor a) The tenant shall appoint a TNB Licensed Electrical Worker appropriates to the capacity and voltage of his proposed electrical installation work.

b) The tenant shall inform Malaysia Airports Sdn Bhd immediately of any

change of Licensed Electrical Worker during the course of the modification works.

2. Appointment of Electrical Contractor a) The tenant shall only appoint CIDB-registered electrical contractors to carry

out the electrical installation works. b) The tenant shall ensure that the LEW and the electrical contractor read and

understand the Electrical Installation Guidelines.

3. Licensing of Electrical Installation Upon completion of the modification work, the tenant shall immediately appoint a TNB Licensed Electrical Worker/ Contractor to take charge (repair, operation and maintenance) of the electrical installation. This TNB LEW may or may not be the same electrical worker submitting the electrical plans for modification. The tenant shall submit the annual Electrical Installation License to Malaysia Airports Sdn Bhd at the end of each year.

4. Submission of Plan a) The tenant shall submit five (5) sets of separate plans consisting of:-

i. Proposed single line diagram ii. Proposed lighting layout plan to be endorsed by LEW or PE ii. Proposed power point layout plan

iii. Proposed fire alarm system to be endorsed by

layout plan (if required) PE

iv. Proposed floor trunking layout plan (if required). v. Copies of the previous Malaysia Airports Sdn Bhd approved single line

diagram, lighting and power layout plan if the tenant is proposing to carry out additional electrical alteration/ extension works in his premises.

vi. Proposed cable routing plan (if required). vii. Malaysia Airports Sdn Bhd would take at least two (2) weeks to check and

comment on the above-mentioned proposed drawings.

viii.Once proposed drawings have been approved by Malaysia Airports Sdn Bhd, no further changes are allowed, unless amended drawings have been submitted for approval.

Other information’s required for submission:-

i. Tenant/ Contractor shall submit lighting specifications or catalogues for new light fixtures (including lamps), prior to approval of work permit for commencement of renovation work.

5. Submission of Forms/ Drawings a) The tenant shall ensure that the forms are duly signed and submitted at least four (4) working days in advance by the appropriate electrical workers/ contractors. b) In the case of existing installation, the tenant is still required to submit the required forms to Malaysia Airports Sdn Bhd.

6. Installation Works and Practices a) All installation works carried out shall comply with the latest issues of the

Malaysia Standard and Code of Practices and shall be governed by all relevant regulations on electricity supply.

b) All M&E services, within and/or adjacent to the perimeter of the tenanted area, which are affected by the renovation works shall be diverted/relocated by the tenant at his own cost.

c) To reinstate any wall and floor openings with approved fire-stop of fire-proof

sealant.

7 Commencement of Works

a. No works on the electrical installation is allowed to proceed while pending approval for Malaysia Airports Sdn Bhd. Should the contractor/tenant chooses to ignore this stipulation, Malaysia Airports Sdn Bhd reserves the right to advise the tenant to engage a new contractor; or cut off electricity supply to the tenant’s premises; or any other penalties which Malaysia Airports Sdn Bhd may impose, till such time Malaysia Airports Sdn Bhd is satisfied that the tenant/contractor has complied with the requirements laid down.

b. The tenant shall proceed with the electrical installation only after Malaysia Airports Sdn Bhd informs the tenant in writing to proceed.

8 Distribution Board (DB) a) No addition or alteration, temporary or permanent, shall be made to an

existing installation, unless it has been ascertained that the rating and the condition of the existing equipment, which will have to carry any additional load is adequate for the altered circumstances and that the earthing arrangement is also adequate.

b) Any openings in the DB shall be fitted with plastic grommets to prevent cables from being cut by the sharp edges.

c) Fuses shall not be used for protecting final circuits in any part of the

installation, except for those socket-outlets incorporated with fuse protection.

d) Lighting and power circuit shall have separate RCD: i) As-built single line diagram shall be provided at the DB.

9 Dismantling Works a) The tenant shall dismantle all existing power points, light fittings, cables at the

tenant’s premises and all unused cables between the tenant’s premises and the switch room at his own cost.

b) All dismantle electrical fixtures shall be cleaned and retained by tenant. Proper

inventory records should be kept by tenant. The tenant is required to return the electrical fixtures to Malaysia Airports Sdn Bhd or reinstate the condition of the premises to its original state when his tenancy expires.

10 Cable Tray, Trunking and Conduit a) The sub-main cables from the switch room to the tenant’s premises shall be

installed in metal trunking and the same color coding as the existing system is required. Color code for electrical cable tray or trunking/conduit shall be in accordance to the main contractor’s specifications.

b) Trunking/tray/conduit shall be of appropriate cross-section, parallel or

perpendicular to the existing wall or partition and the methods of support shall be in accordance with the latest issue of the Code of Practices.

c) Trunking installed shall be offset where crossing of the other M&E services is

unavoidable (i.e. trays, trunking, diffusers, air-con ducts, etc). d) Trunking of not more than 200 x 75mm capacity or cable tray not exceeding

300mm width may be allowed to sit on the secondary grid subject to Malaysia Airports Sdn Bhd approval prior to any commencement of work.

e) Trunking shall be individually supported and rigidly secured by suspended

down rods of full saddles where secondary grid could not be used for support. f) All trunking and through boxes shall be covered up after installation is

completed.

g) Tenant’s own trunking/tray shall be labeled at every 3 meters apart with tenant’s name and unit number. (The wordings must be legible).

h) All outgoing cables or final sub-circuits shall be run in metal or GI

conduit/trunking, including above ceiling. Under Malaysia Airports Sdn Bhd requirement, PVC trunking/conduit is not allowed regardless of exposed, concealed or embedded (in the wall, floor or partition of any kind) wiring. Flexible metal conduit not exceeding 2 meters can be used for lighting points.

i) Cable tray shall be run at least 200mm clear of air-con ducts, pipes and

mechanical installation.

j) Trunking shall be run at least 150mm clear of plumbing and mechanical services.

k) Conduit entry to trunking shall be by means of ca coupling and a hexagonal

male brass bush. l) Wall mounting brackets to support trunking or cable tray shall be secured with

metal threaded studs, complete with washer and 2 lock nuts.

m) Any wall, floor or ceiling penetration/hacking within the tenant’s premise and Malaysia Airports Sdn Bhd electrical closet/plant room shall be made good with fire stop.

12 Sub-mains and Cabling work a) If the sub-main cables are installed in the common tray/ trunking (i.e. shared

by other tenant’s cables), they shall be labeled with tenant’s name and unit number at every 3 metres apart.

b) For final sub-circuit cabling, the cable’s size shall be minimum 2.5mm2.

c) Computer cables shall be either laid in metal conduit, trunking or laid on metal tray. PVC conduit and trunking are not allowed.

d) All wirings in areas exposed to public or passengers shall be connected and

finished to match adjacent finishes.

e) Sub-main/final sub-circuit shall be laid according to the cables’ size as shown below (through factors such as voltage drop, ambient temperature, current-carrying capacity shall also be taken into consideration before determination of the size of cable) unless stated otherwise:

i) The above requirement shall be applied to both single phase and 3 phase system.

ii) Any MCCB/MCB ratings not stated in the above table shall be used with cable size approved by Malaysia Airports Sdn Bhd.

f) Fire rated (FR) shall be used for services or equipments related to fire safety such as lifts, pumps, fire alarm system (e.g. detectors, alarm bells, panels, manual call points, etc.), etc.

g) All cables for the DB shall be color coded and fitted with alphanumeric ferrules at both ends. Color sleeves shall be used for different phases, including neutral and cable lugs.

h) All cables to be laid direct in the ground shall be armored cables. All armored

cable terminations shall be provided with cable glands and earth tags for bonding to associated gland plate and adjacent cables in order to maintain satisfactory earth loop impedance.

i) No flexible card shall be used as sub-main or final circuit for the purpose of

distribution of electricity supply.

j) All joints shall be mechanically and electrically sound and fully insulated.

k) Any lighting point terminated to a PVC connector is not accepted. The use of cable coupler, socket-outlet, connection unit or ceiling rose is necessary. The cable coupler (consist of a connector and a plug) shall be arranged so that the connector of the coupler is fitted at the end of the cable remote from the supply.

l) All cables shall be installed so that they are at last 150mm clear of piped services such as gas and water and shall not be located directly below and parallel to these pipes.

m) For cable termination works, where shutdown of Malaysia Airports Sdn Bhd

incoming supply is required, it shall be carried out between 1 a.m. to 6 a.m. on weekdays. Shutdown of LIA incoming supply shall be done by Malaysia Airports Sdn Bhd maintenance contractor. Tenant’s contractor shall seek approval from Malaysia Airports Sdn Bhd’s at least 2 weeks prior to the arrangement for shutdown of electrical supply. Tenant’s LEW shall be present during the cable termination works.

12 Electrical Metering Requirements

a) The provision of new additional electrical kWh meter within the Demised

Premises shall be the tenant’s responsibility. The meter shall be installed in a position that can be easily read by meter readers without their need to use a ladder.

b) The meter shall be of accuracy class 2.0 and must be approved by Malaysia Airports Sdn Bhd. Location of the meter will be decided by Malaysia Airports Sdn Bhd.

c) Electrical metering panels shall be see-through type for ease of recording meter

reading. The meters shall be placed at an easily accessible location within the tenanted area, to facilitate the meter reader in recording the meter reading every month. There shall be a clear and unobstructed access to the meter panel at all times.

d) The tenant shall be fully responsible for the maintenance of the meter.

13 Electrical Fixtures / Luminaries a) All electrical fixtures, accessories and gears shall be supplied by the tenant at

his own cost.

b) No demountable partition, fixed furnishings or wall shall be allowed to be positioned on top of any of the under-floor junction boxes. The existing junction boxes shall not be sealed for functional and maintenance reasons. Access for the opening of such junction boxes shall be provided. And if unavoidable the tenant shall bear all cost for the relocation of the junction boxes subject to Malaysia Airports Sdn Bhd approval.

c) Switch socket outlets and light switches which are connected to emergency supply, these shall be marked distinctively with a red dot as approved by Malaysia Airports Sdn Bhd.

d) Exit light shall be of the LED type. All exit lights and emergency lights (e.g.

UFO lights or battery-pack lights with minimum 2 hours back-up type) shall be tapped from the emergency supply.

e) Electrical fixture, DB and electrical meter panel shall not be installed less than

1.5 metres away from the wash basin, water pipe/joint, tap, etc.

f) All lamps for shops/ F&B outlets/ signage/display shelves/ advertisement panels etc. shall be warm white colour (e.g. Philips or Osram 830, with colour temperature of 3000K).

g) Computers and POS shall be back-up tenant’s own Ups.

h) Installation of Halogen and Tungsten Halogen lights operating directly at

mains voltage (i.e. without step-down transformer) is not allowed.

i) Lamps that produced a lot of heat and glare, such as Halogen, Metal Halide, etc. are not allowed to be used for general lighting.

j) Where premises are provided with artificial lighting, the designed lighting

load shall not exceed Guidelines for Tenants for offices, lounges/restaurants and shops respectively.

k) Installation of Neon Sign/Lighting, Cold Cathode Lighting and any High

Voltage Discharge Lighting is prohibited for all tenanted areas or premises.

l) 2A fuse and holder shall be installed for all fluorescent light fittings.

m) All metal parts or enclosures, luminaries, trunking/ tray, water pipe etc. shall be bonded to earth.

n) The display show window/photo print along the shop (facing the

thoroughfare and passageway) and the lighting around the shop perimeter are to be lighted up at all times so that the merchandise on display inside the shop can be seen from outside after business hour.

o) All illuminated signs shall use warm white colour lamps. If the signage is dim or the brightness is uneven, additional lamps (warm white colour, 3000K) shall be installed by the tenant. Tenant shall also ensure that the cover can be easily opened for the maintenance of lamps and control gears.

p) All switch socket outlets or power points shall be incorporated with 30 mA passive type RCB protection device. Passive design socket does not require resetting after loss of supply.

q) The tenant shall label all light fittings, light switches, equipments and socket

outlets, switchboards and distribution boards, etc, including the cables inside the knock-out boxes and light fittings with their assigned circuit numbers as per indicated on the single line and layout drawings. The same circuit labeling shall be labeled on the switch socket or switch on the external surface to enable quick recovery in the event of any power tripping within the Tenant’s premises.

14 Temporary Electricity Supply a) The contractor shall provide, at his own cost, a TNB approved electrical meter

mounted on a temporary distribution board/power points incorporating an appropriate RCCB with sensitivity of 30mA and within 0.1 seconds tripping time. This temporary board shall be approved by Malaysia Airports Sdn Bhd before commencement of work. The following points shall be noted:- i. The RCCB and distribution board/power points etc shall be mounted on a

non-flammable standard meter mounting board with earthing provision at all time.

ii. The RCCB incorporated shall be TNB approved and a sample of the RCCB

shall be submitted to TNB for approval before installation.

b) All temporary electrical installations shall comply with the latest code of practice, CP 88: Part 1: 2001.

c) All cables to be laid direct in the ground shall be armored cables.

d) Cables, other than those supplying power to portable electrical equipment or mobile plant, shall be fixed on site so that they are clear of building operation or engineering construction work and are not a hazard to persons working on the site.

e) No flexible cord shall be used as sub-main or final circuit for the purpose of distribution of electricity supply.

f) All joints shall be mechanically and electrically sound and fully insulated.

g) All socket outlets shall be industrial type (commando plug) 15 Emergency Supply

a) Minimum lighting shall be connected to the emergency supply. Cashier

counter’s power points shall be circuited with at least 1 under normal supply and the other under emergency supply.

b) There will be a fortnightly testing of Generator Set. During the testing period,

a momentarily disruption of power supply of 10 to 15 seconds will occur. Tenants are advised to provide their own back-up power supply for their critical equipment during this power disruption

16 Testing and Commissioning (T&C) of Electrical Installation

a) Contractor shall submit 4 copies of the as-built single line diagram, power

layout and layout and other plans together with licensing forms to Malaysia Airports Sdn Bhd at least four (4) working days before the date of turn-on. The actual date of turn-on shall be decided by Malaysia Airports Sdn Bhd.

b) Testing and commissioning of the electrical installation shall be carried out by the tenant’s or contractor’s LEW/ Contractor, in the presence of Malaysia Airports Sdn Bhd personnel. Initial inspection and testing of the electrical installation shall be in accordance with the latest issue of the Code of Practices.

c) If the test report records are different from the records taken during the T&C

in the presence in the presence of Malaysia Airports Sdn Bhd personnel, the revised test report (2 sets) shall be submitted within 30 days after the turn-on (endorsed by LEW/ Contractor).

d) The contractor’s LEW shall provide his own tools, ladder and testing

equipment for the whole works. Provision of al (if necessary) temporary supply, incorporating with a 30mA RCCB for the purpose of T&C works by the contractor’s LEW.

17 Caution

a) Malaysia Airports Sdn Bhd reserves the right to inspect the tenant’s premises

without notice.

b) The consequences of illegal alteration, modification, extension or renovation of the electrical installation shall be the cutting off of power supply to the tenant’s premise or other penalties which shall be decided by Malaysia Airports Sdn Bhd.

18 Malaysia Airports Sdn Bhd’s Obligation

a) Malaysia Airports Sdn Bhd is only responsible for availability of power supply down to the outgoing terminals of fuse/MCB of the sub-mains distribution board which is located in Malaysia Airports Sdn Bhd switch room electrical closet. The tenant is responsible for the down-stream power supply to his own premise, including electrical meter and sub-main cables.

b) Additional requirements for tapping of new power supply from Malaysia

Airports Sdn Bhd – This Work shall be done at Tenant’s cost.

c) To update both soft and hard copies of the main single line drawing of the existing switchboard and to label the sub-main cable with the new circuit no. The tenant shall provide one (1) copy of laminated copy which shall be placed at Malaysia Airports Sdn Bhd switchboard on site. The soft copies of single line drawings, power and lighting layout drawings cable tray/trunking routing and switchboard installation diagram shall be given to Malaysia Airports Sdn Bhd for records and updating.

d) To label all incoming and outgoing cables, switchboard, MCCB, RCD, MCB

and new distribution board (DB) with Malaysia Airports Sdn Bhd assigned circuit number.

e) There shall be proper securing of all cables via cable ties in the switchboard.

The phases of bus-bar and cables shall be clearly indicated. Main cables entry to the switchboard shall be via cable glands.

f) All PVC or Perspex meant used for the purpose of electrical safety shall be

transparent for quick examination of the conditions and status of the equipment and part within the switchboard or distribution board. The transparent cover shall have handle(s) to allow for proper/easy handling during the removal of screws for access purpose.

g) The Tenant shall provide new cable tray or metal trunking for the laying of the

sub-main cables from the Electrical low Tension (LT) Room/load centre to the new distribution board at the Tenant’s premises. The tray/trunking shall be grey in color. The cable routing from the LT room/load centre to the Tenant DB must be plotted out in a drawing and submitted to Malaysia Airports Sdn Bhd for approval. The CP5 requirement for cable occupancy inside trunking shall be complied with. The Tenant contractor must comply with approved method and support system for all services. All installed cables and cable supporting system shall be inspected and accepted by Malaysia Airports Sdn Bhd.

h) All Perspex used for the purpose of electrical safety shall be transparent for quick examination of the conditions and status of the equipments and part within the switchboard or DB.

i) Switchboard shall make use of butterfly knobs for the opening of the front

access door rather than using key.

REQUIREMENTS FOR AIR-CONDITIONING

a) The tenant shall submit detailed heat load calculations and all ACMV drawing

showing the existing position of air-conditioning diffusers, return air grilles, VAV boxes, ductwork layout and duct sizes, thermostat, etc. and the proposed changes. All drawing and all calculations are to be endorsed by Professional Engineer (Mechanical) accepted by Malaysia Airports Sdn Bhd for the design, supervision, certification, testing and commissioning of the ACMV installation work. All additional air-conditioning shall be colored in the plan; no alteration is to be done on the main duct.

b) The Tenant shall ensure that the PE(M) comply according to regulations for

the submitted heat load calculation and ACMV drawing and reflected accordingly to the shop operating situation, ACMV work installation works carried out by his contractor comply with the requirements for Air-conditioning and Mechanical Works and other relevant Authority Standards.

c) The Lightings illumination in shop shall comply with the Code of Practice for

Artificial Lighting in Buildings. Any additional illumination level required that will affect the provided air-conditioning cooling capacity shall be reviewed together and approved by Malaysia Airports Sdn Bhd.

d) The tenant shall ensure that the submitted heat lead calculation is reflected

accordingly to the shop operating situation. e) The tenant shall install either linear, square or round type of diffusers.

f) To have proper access panel for the VAV boxes for maintenance purposes. The

air-conditioning distribution system including VAV boxes and local control thermostat, shall be properly maintained by the tenant themselves and shall be dismantled upon expiry of tenancy. Malaysia Airports Sdn Bhd has the right to ensure that the VAV boxes and local control thermostat are properly and sufficiently maintained.

g) All thermostats shall not be concealed, located at an appropriate location

where they reflect the correct average room temperature and maintain throughout the tenancy. Any relocation shall be reviewed by Malaysia

Airports Sdn Bhd. Thermostats located near lighting, heating element, inside another room, etc is all prohibited. Thermostat shall also be located at area that is visible but yet at high level that is beyond a standing person’s reach. Thermostats are to be set at 24 deg C at all times.

h) The type, make, model and rating of any fitting/equipment used are to be

clearly indicated in the drawings.

i) All new ducts to be installed shall be insulated internally and externally. Flexible ducts installed must not exceed 4 meters in length.

j) Tenant to note that the installation of excess lighting/computer/ equipment

and erection of full height partitions will affect the space temperature and ventilation. If no modification works is done to the provided air-conditioning supply, tenant shall submit a letter from a Professional Engineer (Mechanical) to ensure that the stipulated space temperature of 24±1ºC can be achieved.

k) Tenant to link the power supply cables for VAV boxes to their own DB and

labeled.

l) Tenant shall appropriately design the air-conditioning ductwork and fitting with low static pressure losses that it will not affect Malaysia Airports Sdn Bhd centralized air-conditioning performance.

m) Tenant shall conduct their own internal air-con balancing to the approved

CMH values as in the air-conditioning shop drawings and heat load calculations. Prior to the air-balancing work, tenant is to arrange with MAHB to set the Air Handling Unit to the maximum speed. The VAV boxes shall be in fully open positions. After then, a joint inspection with Malaysia Airports Sdn Bhd to be carried to verify the CMH values before commencement of the concession operation. Appropriate locations of test holes and volume control damper are to be provided to facilitate this works.

n) There shall be no illegal tapping of air-conditioning supply at the main ducts

before the VAV boxes or tampering with the approved installed VAV boxes. Any illegal tapping or VAV box tampering will be removed by the Malaysia Airports Sdn Bhd in-house contractor and a penalty of 15% above the cost will be charged to the guilty party.

o) Tenants are advised to strictly adhere to the recommended lighting levels to

p) Tenant is not allowed to tap chilled water supply from the main chiller plant for their air-conditioning units.

q) The tenant shall switch off the air-conditioning system when shop is not in operation to avoid energy wastage.

r) The air-conditioning distribution system, especially in the F&B area, shall be

designed and configured as such to minimize smell propagating to the common space. If necessary, tenant shall install odor removal devices to minimize smell problem occurring in the common/landlord space and a complete mechanical exhaust system comply with local code of practice shall be provided.

Engineered Smoke Control System

1. The tenant shall submit the drawings or proposals to Malaysia Airports Sdn

Bhd for approval.

2. Any isolation to the affected ESC system must be conducted by Malaysia

Airports Sdn Bhd - house maintenance contractor and this cost is chargeable to the tenant. This work (if any) can only be performed provided that the tenant has obtained “Permit to Work” from Malaysia Airports Sdn Bhd and it is supervised by the tenant’s Professional Engineer/Qualified Person carried out during normal office hours.

3. All necessary testing data, as-built drawings and approval from the relevant authorities must be submitted to Malaysia Airports Sdn Bhd for record purposes.

4. The tenant shall be responsible to provide the second layer of fire alarm smoke detectors for their installed false ceiling. The above fire smoke detectors shall be linked back to existing fire alarm system.

5. The proposed fire alarm detectors shall be designed and installed in

accordance and in full compliances with the rules and regulation of Malaysia Airports Sdn Bhd, Majlis Perbandaran Langkawi (MPL), Bomba and other relevant authorities.

6. The tenant shall submit the proposed fire alarm smoke detector plan clearly

indicate the all existing, additional or alteration of the detectors (if any) and drawing must be endorsed by their own professional engineer.

7. Tenant must arrange at his own cost to engage their own contractor or the

respective Fire Alarm monitoring system for the software programming to be integrated into existing fire alarm system.

8. If there is already existing detector on false ceiling, any alteration, addition or relocation to existing detector also required to submit to Malaysia Airports Sdn Bhd with PE endorsement for approval.

GENERAL REQUIREMENTS FOR MECHANICAL VENTILATION SYSTEM (FOOD & BEVERAGE TENANCIES ONLY)

1. The renovation work to be carried out must comply with the regulations, local

codes and other requirements by Bomba and Majlis Perbandaran Langkawi (MPL) and other relevant authorities.

2. The ACMV works and drawings must be endorsed and supervised by a

Professional Engineer (Mechanical)

3. To show all existing/new ducting in the proposed drawing.

4. The new fresh air duct and exhaust air duct are provided and terminated at the kitchen wall (where applicable).

5. Tenant shall provide the fresh air grilles, cooker hoods with grease filters, air

cleaning system, VCDs , fresh and exhaust air distribution ductworks and to be connected to the main fresh air duct and exhaust air duct respectively. They are to maintain this equipment and bear the costs to leaks and breakdowns related to this equipment.

6. All fumes from the cooking range shall be extracted immediately and treated

with an air cleaning system. The air-cleaning shall not cause noise nuisance. The air cleaning system shall capture particulate matters, grease, oil, water vapor and smell causing compounds such that there is: a) No visible black smoke and fumes (white or otherwise) from the exhaust; b) No emission of grease or oil from the exhaust as evident by the deposition

on the grating or in the surrounding area of the exhaust; c) No intense/irritating smell of frying, charbroiling, roasting and such
