Standard Conditions of the Temporary Traffic Signs LicenseThe following conditions are applicable to all licenses. Supplementary conditions will also be applied at the discretion of Transport for London

2.1 The licence is issued subject to TfL’s standard conditions for highway licences available from TfL’s licensing website, in addition to the following and together with any site specific conditions detailed on the Licence.

2.2 The license is not transferrable.

2.3 All traffic signs, including temporary signs must comply with the Traffic Signs Regulations and General Directions 2002, including subsequent amendment regulations. Attention is drawn to Traffic Advisory Leaflet No 4 - 2011 published by the Department for Transport. The same constraints and considerations apply to the provision of Variable Message Signs (VMS) which must also meet the test of retaining adequate space for the safe passage of pedestrians and other road users.

2.4 In relation to the illumination requirements for traffic signs, TfL’s street lighting is unmetered with energy bills being generated by unmetered supply arrangements, which do not include provisions for ad-hoc temporary additions. The applicant will be responsible for making all arrangements for the procurement of any electrical energy consumed and must evidence that suitable arrangements are in place before energising the system. The Licence holder will be responsible for all related energy charges.

2.5 Under no circumstances will the gross surface area of all of the traffic signs mounted on a single lamp column exceed 0.3m2.

2.6 If TfL’s contractors are called out to make the installation safe, the licence holder will be re-charged for this service.

2.7 The licensee and his employees or agents shall comply with any instructions given (whether in writing or otherwise) by TfL regarding the safety of highway users.

2.8 All works will be undertaken by a suitably qualified person and to appropriate industry standards and safety requirements. The applicant must submit detailed proposals and a method statement prepared by the specialist contractor with the application.

2.9 The activity is not to include the placement of commercial advertisements.

2.11Any request for an extension to the period for which the licence has been granted must be requested in writing at least 7 working days prior to the expiry of the licence and is subject to a fee for consideration of such extension.

2.12The cost of considering the application, providing and removing the signs is chargeable to the applicant. (Note: - the AA, the Cyclists' Touring Club and the RAC are exempted from any charges by the provisions of s65 (3A) of the Road Traffic Regulation Act 1984 combined with s2 of the Temporary Traffic Signs (Prescribed Bodies) (England & Wales) Regulations 1998 .

Failure to comply with the terms and conditions of the approved license is guilty of an offence and liable to prosecution in accordance with the provisions stated under the Highways Act 1980. It is incumbent on the applicant to ensure that the guidance and terms and conditions provided herein are fully understood before submitting an application.
