Port Blair, Aug 5 Ministry of SocialJustice and Empowerment(MoSJ&E) conducted the firstNational Survey on theExtent and Pattern ofSubstance Use in Indiaduring 2018 and report of thesurvey was released inFebruary, 2019. As per thesurvey report, the magnitudeof substance abuse is higherin A & N Islands than thenational average forsubstances like alcohol,cocaine, inhalants etc. Accordingly, to tackle thismenace, the Directorate ofSocial Welfare, A & NAdministration has preparedan action plan as per theguidelines of NationalAction Plan for DrugDemand Reduction(NAPDDR) of the Ministry ofSocial Justice andEmpowerment, Govt. of Indiaand obtained approval fromthe Ministry alongwithsanctioning and release of Rs1,12,50,000/- (Rupees one croretwelve lakh fifty thousand)to carry out variouspreventive education andawareness generationactivities. This includes Rs64,12,350/- (Rupees Sixty Four

Addicts with outpatient facilities
Lakh Twelve Thousand Three Hundred Fifty) forsetting up of 15 bedded Integrated RehabilitationCentre for Addicts (IRCAs) with outpatient facilitiesin all the three districts of A & N Islands, under theadministrative control of the Deputy Commissioner;IRCA constitutes one of the important componentsof NAPDDR. The Integrated Rehabilitation Centre for Addicts(IRCAs) would provide composite/integrated servicesfor the rehabilitation of substance-dependent persons.It envisages total recovery of the addicted personleading to his socio-economic rehabilitation throughan appropriate combination of individual counseling,group therapy, yoga, exposure to self-help/supportgroups and introduction to other recovering addictsand would include support and care to the family ofthe addicted person. IRCA also aims to enable thesubstance-dependent persons to achieve totalabstinence and improve their quality of life. The Deputy Commissioners have initiated suitablesteps such as set apart of land for construction of IRCA/allotment of vacant quarter/ opening of dedicatedaccount. The IRCAs will be operationalised soon afterrecruitment of staff in the respective Districts. Further, the Directorate of Social Welfare will

Lord Buddha is also associatedwith Shree Ram, and the city of Ayodhya has been a center offaith of Jains since centuries, he said. Recounting the differentRamayans written in various languages, Prime Minister notedthat Shree Ram is the common thread of unity in diversity in thecountry. Prime Minister noted that Shree Ram is revered in severalcountries. He listed out the Ramayans popular in countries suchas Indonesia, the country with the maximum Muslim population,Cambodia, Laos, Malaysia, Thailand, Sri Lanka, Nepal, and saidthat references to Shree Ram are also found in Iran and Chinaand Ram Kathas are popular in several countries. He said thatpeople in all these countries must be feeling glad today, with thestart of construction of Ram Mandir. Prime Minister expressed hope that the temple will serveas an inspiration for the entire humanity for eras to come. Henoted that it is important that the message of Shree Ram, RamMandir and of our age old tradition reaches out to the entire world.Keeping this in mind, Ram Circuit is being made in the country. Prime Minister recounted the contours of Ram Rajya dreamtby Mahatma Gandhi. He said that the teaching of Shree Ram,which have continued to guide the country, include: no one shouldbe poor or unhappy; men and women should be equally happy;farmers and animal keepers should always be happy; the old, thekids and the doctors should always be protected; it is the duty ofall to protect those seeking asylum; homeland is more than heaven;and, the more power a nation has, the greater its capacity to furtherpeace. Prime Minister said that Shree Ram stands for modernityas well as change. The country is progressing, following theseideals of Shree Ram. Prime Minister emphasized that the temple should beconstructed on the foundation of mutual love and brotherhood.He said that through 'sabka saath' and with 'sabka vishwas', weneed to achieve 'sabka vikaas' and make a self-confident andAatmanirbhar Bharat. He underlined that the message ofShree Ram, that there should not be any delay and weshould move forward, is the message which the country needs tofollow. Prime Minister ended by recalling the significance of thepath of 'maryada' of Shree Ram in the backdrop of the COVIDsituation. He said that the current situation demands the maryadato be 'do gaz ki doori - mask hai zaroori' and exhorted everyone tofollow the same.
