It is nice to get the opportunity to tell the story. This presents a real challenge given the limited number of pages but I do hope that I have done it justice. In particular, I want to be faithful to the very special qualities of Temple, the fun we have had along the way and perhaps most importantly the significant contribution we have made to a myriad of projects of which I am personally very proud. Over the years, we have forged many close and long lasting friendships with clients, partners and others in the industry which has made the journey all the more enjoyable. Above all, I do hope you find it interesting and inspiring.

In the mid 1990’s those requiring environmental and planning services had to choose between the convenience of a multi-disciplinary and large consultants and the quality and economy provided by individual experts. Most of the latter had left the larger consultancies to provide a better, more flexible and responsive service to clients. Clients however found these arrangements difficult both in terms of procurement given onerous requirements and invariably it led to greater effort managing and coordinating the inputs from a myriad of consultants which could prove time consuming and problematic.

The aim with Temple was to be different and the idea was simple i.e. to create a one stop shop of the best in class and provide a single point of contact. This was done by creating an umbrella organisation for these trusted consultants, which became the “Associate Network” and this allied with our strong project management credentials, built largely on the back of major projects was persuasive with Clients at the time and unique.

The simplicity and attractiveness of this model in terms of meeting the lean and agile mantra seems as relevant today as it did 20 years ago. Although unique in 1997 this “Associate” approach is far more prevalent today. The environmental market has grown significantly over this period from circa £700m to £1.7bn. And correspondingly it has become more fragmented and competitive with only 8 companies with an annual turnover > £10m compared with circa 40 today and now there are more than 250 companies > 0.5m/yr compared with 130 in 1997.

We now have something of a hybrid model at Temple which emerged in year 3 (1999). Our Associate network, of which we’re enormously proud and protective (“part of the family”), now stands at 150 and we currently employ 70 circa staff (and more than 170 since our inception).

It started with a group of like-minded people who developed the concept of an Umbrella organisation for freelance consultants. This was a truly distinctive and unique offering in the market in the late 1990’s.

This coincided with the Channel Tunnel Rail Link (CTRL) being granted Royal Assent which led to significant structural changes at Union Railways as the Scheme became delivery focused. This presented a unique window of opportunity given that some of the aforementioned cohort were involved in developing the Environmental Minimum Requirements (EMR) and planning requirements as well as advising on specific Assurances and Undertakings for CTRL. It was widely acknowledged that the environmental requirements for CTRL set a new benchmark for the Construction Industry and contractors quickly realised that an experienced team was needed to address these.

So the timing was perfect. The discussions started in September/October 1996 which paved the way for the formation of Temple Environmental Consultants Ltd (TECL) which came into being in January 1997. The first inaugural meeting took place at Barnards (Mark’s home) in the dining room where the business plan was also ratified. The Company was set up with circa £19,000 capital. Other than Mark there were eight shareholders, Adrian James, Rupert Thornley Taylor, Colin Stanbury, Jim Colley, Chris Hill, Bob Chard, David Shirley and Russell Bowler. There was considerable breadth of skills and experience amongst this cohort which included both environment and planning specialists.

There was some urgency to the formal set up as a number of commissions were pending so expediency was the order of the day. Mark and Adrian James were appointed Directors. The first contract was the Thameslink Programme which was quickly followed by two CTRL contracts i.e. Amec McAlpine (C330) and Balfour Beatty

Our first two employees (Jennifer Clark and Tom Lawson) were appointed in 1999 both of whom worked full time on CTRL contracts. At this time, we also recruited a back office team who were based at Barnards and operated from the Coach House.

The usual growth challenges followed notably accommodation, regional considerations, investment in systems/processes and IT which all happened over a relatively short period. “Investing ahead of the curve” has been a feature of Temple from the outset and has helped us retain a competitive edge in a crowded market place.

Over the years, we became renowned for punching above our weight in securing important assignments on many of the largest and highest profile/prestigious projects in the UK notwithstanding our relatively small size. Much of our success can be put down to the reputation we built for building bespoke teams for clients, the personal commitment made by senior personnel (a rare commodity in the consultancy industry) and our track record of delivering complex projects against challenging timeframes. Some of these wins represented genuine “game changers” for the business. These occasions would prompt Mark to ring the bell – a sound that became quite familiar to many, as well as the routine celebrations.

Offices opened in London and the South West as part of the expansion and in 2003 Temple Environmental Consultants Ltd (commonly referred to as “TECL”) became Temple Group Ltd with four operating divisions – environment, planning, regeneration and strategy. In 2006, we restructured the business and opened a large London office to accommodate most of the technical team and provide a flagship and distinctive office (Tempus Wharf) on the Thames close to Butlers Wharf. At this time, the last remaining shareholders who had relatively little to do with the business at this time agreed

to sell their shares back to the Company to leave Mark and Mary Southwood as the sole shareholders. EPIC Q (later to become EPIC) emerged at this time through one of the staff Away Days as the best way to capture our values and behaviours which resonated well with our clients and staff alike.

accreditation it was felt that this was such an intrinsic part of the

Temple offering this did not need stating hence EPIC].

Within several years we had outgrown the flagship London office (Tempus Wharf) and we were soon operating out of three separate offices in London. This meant there was an urgent need for a larger London office to accommodate everyone under one roof and allow further expansion which led us to Devon House, St Katharines Dock. With the acquisition of The Ecology Consultancy in 2012/3 it was decided that a new Group structure was needed to manage the business. This led to the formation of Temple Group Management Ltd (formerly Barnards Management Ltd – established as Southwood Associates in 1991) with Temple and The Ecology Consultancy operating as sister companies. In consequence, in 2015

Mark Southwood stepped into the Group CEO role and remained Chair of the Temple Board and Chris Fry was appointed Managing Director of Temple.

Since our formation a considerable number of staff have gone on to play important roles in the wider industry both in the UK and Internationally - see the Temple Tree. Their fondness for Temple and continuing warm relationships with the company and current staff has led us to formalise this as the Temple Alumni to be launched this year. This will provide a special forum where ideas, experiences and challenges can be explored to help improve and innovate the industry.

Although Mark has been a formidable driving force behind the success of Temple in growing in 20 years from a small team of associates and a few in-house staff to the company it is today, he couldn’t have

done it without the drive and enthusiasm of the staff he has employed, nurtured and developed during that period. Many have moved on for their career development but I suspect most if not all will be grateful for the opportunities they were given to

launch their careers with Temple. Many have said to me how the level of responsibility they were given at

Why are Business Leaders Prioritising Sustainability? 2012

This work was commissioned in 2012 by Temple Group, edie.net and Sustainable Business magazine.

It examined the current sustainability landscape to investigate where boardroom priorities actually are and how deeply embedded sustainability has become.

The results of this survey are powerful. Seven in 10 firms see sustainability as a driver of success, and almost three in 10 put it at the core of their business strategy. Powerful, but not surprising. These figures demonstrate what we all know: the business community understands that going green can be a driver of growth. The CBI’s own research shows that this is happening across all sectors and business sizes – boosting bottom lines, exports, and jobs – and that there are further opportunities ahead. It was estimated that Green business growth could add around £20bn to the UK’s economy in 2014/15.

CEEQUAL – Improving Sustainability Through Best Practice From 2003

CEEQUAL (www.ceequal.com) is the Assessment and Awards Scheme for improving sustainability in civil engineering, infrastructure, landscaping and the public realm.

In 2003 the Civil Engineering Environmental Quality Assessment and Award scheme (CEEQUAL) was launched. It assesses 12 areas of environmental and social concern and rewards project and contract teams in which clients, designers and constructors go beyond the legal and environmental minima to achieve distinctive environmental and social standards. The industry took CEEQUAL to its heart and it has continued to grow, including internationally, ever since.

Temple was a founder member in setting up CEEQUAL in 2003 and Mark Southwood sat on the Board from 2011 to 2016. CEEQUAL is now part of BRE.

Research on Potential Noise Impacts on the Historic Environment 2014

The work was commissioned by English Heritage in 2014. The project included a literature search and scrutiny of existing methods for the assessment of noise impacts on heritage assets.

The output was a methodology for assessing the impact of aviation noise on the setting of heritage assets which formed part of the Airports Commission’s appraisal of their shortlisted proposals for airport expansion.

Medmerry is the largest managed realignment of the coast in Europe and the first in the UK. It has created more than 183 hectares of intertidal wildlife habitat and is already attracting wildlife – compensating for the loss of conservation areas around the Solent. It saved £300,000 pa on flood defence maintenance, removed significant risks for operations staff, created a fish nursery supporting the local fishing fleet, incorporates 10km of new access routes with associated green tourism growth opportunities and maximises wildlife habitat opportunities.

A dedicated communications team ensured local concerns were taken into account when formulating the strategy, which has resulted in enhanced buy-in and increased community benefits.

The scheme is designed to be resilient to sea level rise for at least 100 years. Over 500 hectares in size, the project required 400,000 cubic metres of clay to build new flood banks. This was sourced from within the site, saving

over 40,000 lorry movements and probably 2-3 years in delivery time alone. The ‘borrow pits’ created by excavating the clay were incorporated into the final design, increasing the amount of intertidal habitat.

The carbon footprint of constructing the project was further minimised through the production of a 3D model linked to a detailed materials management plan, Realtime GPS data to optimise plant activities, 60,000 tonnes of rock delivered by sea, 20,000 tonnes of recycled aggregate used to construct access tracks, and 90% waste recycled. The new habitat will absorb carbon emissions, making a positive contribution to carbon reduction in the long term.

Rising sea levels and the economic challenges of maintaining coastal sea defences will make coastal realignment an increasingly important option. Medmerry is recognised locally, nationally and internationally as an exemplar and one of the most sustainable projects the Environment Agency has delivered.

The sheer scale of this scheme makes the project team’s achievements even more remarkable. They have seized every opportunity to deliver economic, environmental and social sustainability, resulting in a transformation. Not only of local opinion, but also of the Environment Agency’s approach to this kind of challenge.

Terminal 2A is a shining example of what can be achieved when sustainability is embedded throughout the lifecycle of a project. One of the largest privately funded construction projects in the UK, T2A will produce 40% less CO2 than the Terminal 2and Queens Buildings it replaces, with 20% of the energy coming from renewable sources. This is the most energy, water and resource efficient airport terminal ever built – a fitting gateway for 21st century Britain.

T2A was a pilot scheme for the UK’s first BREEAM airport assessment, achieving an ‘excellent’ rating and setting the benchmark for future airport terminals around the globe.

Sustainability has been at the heart of the project, embedded and embraced at all levels, from the earliest stages, through to the operation of the finished building. For instance, HETCo implemented a construction sustainability model engaging the client, stakeholders and the supply chain. The ‘Supply Chain Directors Pre Launch’ contractually required the director of every subcontractor to visit the site, understand their environmental responsibilities and agree to meet or surpass HETCo’s stringent sustainability requirements.

The sustainability strategy promoted industry-leading sustainability performance across the project, driving innovations such as ‘Green Rooms’ to dramatically reduce waste.Numerous innovations contributed to the creation of T2A. Designers optimised resources

and efficiencies by adopting standardisation, prefabrication and modularisation (SPAM) principles, and considering lifecycle and sustainability issues in the selection of materials.

The terminal ceiling is dominated by a ‘soffit fabric’ – a white tensile PTFE coated fibreglass which not only improves the passenger experience, but also provides intuitive wayfinding through the ceiling undulations.

Sophisticated lighting control systems reduce energy use by switching off lights when areas are not in use or when daylight is bright enough.

The terminal is powered by renewable energy, with 1,000m2 of photovoltaics and one of the largest biomass boilers in the UK. The boiler uses FSC approved woodchip, sourced within 100 miles of the airport. 100% of the ash produced will be recycled and blended with existing secondary agricultural fertilizer.

Its design and construction has supported 35,000 jobs nationwide. From design to completion, the project has taken six years, with more than 200 suppliers, 25,000 workers (including a peak workforce of over 4,000) and challenging timescales – all while working within the live operational environment of the world’s third busiest airport.

T2A’s sustainability achievements are all the more impressive given the scale, deadlines and logistical challenges associated with this project.

The approach taken was highly collaborative from the start, with real supply chain engagement and enthused suppliers. HETCo demonstrated leadership in sustainability across the board – from strategy, through to detailed working on site. The project embraces all aspects of sustainability – economic, social and environmental and HETCo’s commitment to sharing best practice will help to move ‘standard practice’ up a gear.

A Clear Choice for the UK: Technology Options for Tackling Air Pollution 2015

Temple conducted the research on behalf of the EIC. In 2015 this report was very timely given the recent UK Supreme Court judgement on the UK’s inability to meet the EU Pollution limits. Five technology scenarios were examined (modelled). The report identified the impact some of these technologies could make and how policy could be reshaped to enable this.

The use of Marginal Abatement Cost curves provided a compelling way to illustrate the relative costs and carbon reduction potential of the different technologies. The study clearly demonstrated how a range of different solutions could significantly improve air quality in the short-term with further benefits through to 2030. It also found that NOx and PM10 emissions could be substantially reduced at little or no overall cost.

Success story: Environmental advisor for the London Overground Capacity Improvement

Programme (LOCIP) Temple has been the programme environmental advisor for LOCIP. Working closely with the client team,

and mainly mid size contractors, Temple devised the policy and performance framework and tools for

carbon and sustainability then assisted it’s use through procurement, mobilisation and construction of

multiple project sites across the network.

Infrastructure Carbon Review - Success Stories

Commitment 1: Temple will advocate best practice to our clients by making specific recommendations at

the start of projects, helping to set targets and objectives for carbon and resource efficiency and helping to

drive and monitor the targets over the lifetime of the project

We have undertaken an internal improvement project to develop an assessment tool for use when we are engaged by a client to provide

consultancy services. The tool identifies opportunities for improvement both within our scope of work and within the client’s wider project. We

aim to begin piloting the tool shortly.

and water infrastructure clients. On 17th March 2016 we held an open forum on delivering the Infrastructure Carbon Review with a packed

house discussing and sharing good practice across major infrastructure.

Temple is an environment, planning and sustainability consultancy that provides services to infrastructure and property clients. We consider that it is a business imperative for us and for our clients to respond to the pervasive and irreversible impact on the environment caused by human emissions of greenhouse gases. The Infrastructure Carbon Review From 2014

The Infrastructure Carbon Review (ICR) launched in 2013 provides a framework for action. The ICR identified the potential to reduce up to 24 million tonnes of carbon per year from construction and operation of the UK’s infrastructure assets by 2050 and achieve a £1.4bn saving.

One of the ICRs main recommendations was the development of a Publicly Available Specification (PAS) to manage carbon in infrastructure based on emerging best practice. Temple alongside 41 others – consultants, contractors and clients made a number of specific commitments to help reduce carbon and reduce cost.

The awards focus attention on many of the most important issues for our sector and recognise the very best companies, collaborators and projects to help inspire others.

Temple has sponsored the Sustainability award for the past three years. This role has involved vetting applications, interviews and a judging panel day, followed up by a Sustainability Focus Group facilitated and hosted by Temple to ensure important initiatives are captured and disseminated amongst all interested parties. The latter has proved very popular and an important vehicle in setting a new benchmark for best practice.

Thameslink Programme

Railtrack (Network Rail) 1997-2005

EIA and specialist services, ES, communication and consultation, sustainability, HIA, TWAO support, expert witness, detailed design and CEM.

The £5bn Thameslink programme includes a new viaduct between London Bridge and Blackfriars alongside new and improved stations to accommodate 12 car trains. The ES received an outstanding “A” rating for all elements from IEMA. The ES was delivered to a challenging time frame and these provided the basis for consultation with some 60 stakeholder parties and informed 300 legal agreements to protect residents and businesses.

HS1 / Channel Tunnel Rail Link (CTRL)

CEM, noise and vibration, air quality, ecology, surface and ground water.

The Channel Tunnel Link is a 68 mile high speed railway between London and the Channel Tunnel portal near Folkestone, Kent.

Temple worked with 12 CJV contractors over a 5 year period covering around 80% of the route. We received a number of awards for construction excellence and secured significant project cost and time savings with our innovative and collaborative approach.

Stonehenge Visitor Centre Train Land

English Heritage 2003-2005

Strategic review and environmental appraisal.

Temple carried out a review of land train systems operating internationally on behalf of English Heritage. The review included the environmental and operability of the various systems including the primary environmental impacts of air emissions and noise. We considered the various power trains available and advised on the acceptability of each system and appropriate mitigation measures.

We also assessed the noise and air quality impacts of the construction stage, contributed to the Construction Management Plan and negotiated appropriate guideline conditions with the LPA.

Utilising best available technologies Temple built simulation software models to determine the environmental performance of the proposed land train system and tested the impacts of specific mitigation measures.

Defra Noise Management Guide Department for Environment, Food and Rural Affairs 2003-2004

Policy guidance for LPAs.

Temple consulted 387 LPAs and carried out a number of in-depth interviews and focus group meetings to determine how existing noise services were provided.

The Guide was published on the Defra website, and launched through workshops and seminars across England, Wales and Northern Ireland. The consultation draft published in 2003 was met with critical acclaim and was largely adopted in the final version published in 2006.

Contaminated Land Managing Agent

Temple on behalf of LBBD developed contracts and specifications as required, completed the OJEC tendering process and selected firms that offered best-value to the client. The Managing Agent was part of the client’s team bringing technical and project management expertise. This resulted in the introduction of new project planning and controls to save time and money and to ensure deliverables met expectations. Our engagement led to enhanced trust with Council members and relevant committees and also the public given our formal “independent” observer role on all external communications.

Ground Investigation and Options Appraisal for Ince Central Housing Estate, Wigan Wigan & Leigh Housing (WALH) 2004-2006

Independent technical adviser.

Temple implemented a range of innovative approaches to engage with the local community to build capacity and ensure that a long term relationship could be developed between residents and WALH.

Our commission led to residents feeling more empowered, enhanced trust and more effective dialogue with WALH. Our understanding of inter-agency dynamics, our technical know-how, our ability to simplify complex matters and interpret technical jargon were highly significant in making a success of this assignment.

involved detailed input from a large number of specialists in a wide range

M25 Rapid Widening from Junctions 5-6 Chris Blandford Associates/Highways Agency 2004-2007

Air Quality and Noise Assessment

Temple provided an assessment of the air quality and noise effects of the proposed scheme (from 3 to 4 lanes) for inclusion in an ES.

Baseline air pollutant concentrations and noise levels were modelled at sensitive receptors close to the proposed widening to determine future air pollutant concentrations and noise levels post scheme. Comparisons were made to the National Air Quality Objectives to determine whether these could be achieved.

Temple’s ability to respond promptly and provide a robust and critical overview of assumptions (including traffic survey datasets) led to an extended brief for the whole widening HA notably a review and auditing role across the scheme.

Guestwick Wind Farm Broadland District Council 2005

Review of planning application and expert witness

Temple provided a detailed review and assessment of the EIA carried out by the applicants to determine whether the assessment, including scoping, prediction of impacts, consideration of alternatives and its data was fit for purpose. Temple found the assessment did not meet best practice and advised the LPA to refuse planning permission. Temple’s expertise and track record enabled the Planning Authority to make a robust and defensible decision on the proposed development.

Temple subsequently presented expert advice at the Public Inquiry where the refusal of planning permission on environmental grounds was upheld.

Noise Mapping of Bristol & Bournemouth Defra 2005-2006

Detailed noise mapping and reporting.

The key aim was to gather information on the ambient noise climate in England and determine noise exposure data to identify relatively quiet areas and noise ‘hotspots’.

Temple with software developers Accon delivered road noise maps as part of the Defra Noise Mapping project. Work included a detailed field-survey of noise barriers across two areas; GIS processing and analysis of detailed terrain, buildings and traffic survey datasets; and the development of detailed noise models. The prompt delivery of a preliminary noise model allowed anomalies to be highlighted early and reruns were carried out with no impact on the overall programme. This was one of the first noise mapping outputs to be completed in the Defra programme.

Docklands Light Railway (DLR) Dagenham Dock Extension TfL/DLR Ltd 2006-2008

EIA and specialist studies, sustainability statement, flood risk assessment, carbon footprint and public consultation.

This 6.5km extension of the DLR network in East London was proposed to extend from Gallions Reach in Newham to a new terminus at Dagenham.

Temple completed the specialist studies and delivered the EIA and ES as part of the TWO application to a challenging timescale. Temple was engaged in consultation with over 100 consultees, including statutory agencies, local communities and affected parties. The scheme was deferred during 2008/09 and is now being progressed as an extension of the London Overground network at Barking Riverside.

London 2012 Olympic Park Remediation Works Halcrow Group 2007-2008

Contaminated land and audit.

Temple were appointed as part of the Verification Team for Edmund Nuttall. Key responsibilities included streamlining the on-site laboratory chemical scheduling system to facilitate high- volume sample analysis, ensuring the efficient re-use of soils on-site and verification/validation of data management, including reporting and interpretation of high-volumes of chemical data and contributed to the ‘Quality Control’ procedures.

Our ability to quickly assess large volumes of technical data to ensure soils were appropriately managed, with minimal impacts to the construction programme was significant. Temple also had responsibility for occupational health monitoring and assisted the contractor in the formulation of safe working practices for work in highly contaminated areas.

BAA Heathrow Airtrack CJ Associates (on behalf of Heathrow Airports Ltd) 2007-2009

EIA and specialist topics, ES, sustainability statement, HIA, communication and consultation.

This Scheme was designed to increase public transport connectivity to Heathrow Airport via the construction of a new section of railway track from Staines to Terminal 5 alongside additional rail services from Waterloo to Reading and Guildford.

Temple prepared a high quality ES … using their detailed understanding of the TWA

and EIA process. Their experienced professional team played a proactive role in identifying

the key environmental issues from the outset of the project, which enabled BAA Heathrow

to manage effectively the risks and opportunities associated with the scheme.

The Shard Teighmore/Mace Group 2007-2012

Construction environmental management, specialist noise, vibration and air quality services.

This included the demolition of Southwark Towers and the construction of the tallest building in London notably 306m (72 storeys), comprising offices, a hotel, residential units and public viewing galleries. The construction was extremely challenging both in terms of the time frame and potential impacts given the sensitive nature of the receptors in close proximity.

Given these circumstances the outcomes achieved were remarkable the most notable being that key stakeholders were “underwhelmed” by the works and significant disruption to London Bridge Station, Guy’s Hospital and Borough Market was avoided. We ultimately secured 24/7 working for Mace with no material adverse environmental impacts.

Statutory Nuisance Policy and Practice Defra 2008-2013

Technical adviser, statutory nuisance.

Temple provided technical advice on statutory nuisance including noise, artificial light, odour, dust, and insects. The commission included technical guidance for local authorities as well as the contract management and oversight of a number of external research projects circa £5-10m/year contributing to government policy. We also addressed parliamentary questions and supported inter-departmental advisory work on behalf of Defra.

Temple helped draft National Policy Statements and a series of technical guidance documents including Odour Guidance and Environmental Permitting Guidance.

HS2 HS2 Ltd Phase 1: 2009 -2012 Phase 2: 2011-Ongoing

Appraisal of sustainability

Temple (with Booz and ERM on Phase 1 and RSK for Phase 2) led sustainability performance as part of early route development. This required a bespoke methodology which was developed in house and known as the ‘Sort Tool’ based on strategic appraisal techniques including SEA and WebTAG.

The appraisal process led to reports which were used for public consultation and in the EIA. Temple personnel attended over 100 consultation road shows. The AoS process demonstrated its robustness in withstanding legal challenges, including the HS2 Judicial Review culminating in a project supportive Supreme Court ruling in January 2014.

Norton Bridge Network Rail 2011-2012

EIA and specialist topics, ES, design development, consultation, carbon modelling, sustainability appraisal, CEEQUAL assessment.

This scheme was part of the £270m Stafford Area Improvement Programme and was deemed a Nationally Significant Infrastructure Project (NSIP) and required a Development Consent Order one of the first of its type. The scheme comprised a new grade separated railway junction on the West Coast Main Line north of Stafford, with associated highway improvements, major gas and oil pipeline diversions, deep cuttings, multiple bridge construction and watercourse diversions.

Working alongside Network Rail and Atkins, Temple identified some £18m of savings as a result of environment re-design and secured one of the highest CEEQUAL ratings for a major project.

The Elizabeth Line (Crossrail 1) BAM-Ferrovial-Kier (BFK)/Costain 2011-Ongoing

Air and noise monitoring, environmental consenting, environmental management.

The Elizabeth Line will drive significant regeneration along the route and support the delivery of >57,000 new houses. Farringdon will become one of the biggest transport interchanges in Britain with 140 trains per hour.

Temple are supporting Tier 1 contractors at Farringdon running tunnels, Paddington New Yard, Bond Street and Tottenham Court Road Stations. The nature of the work and the close proximity of sensitive receptors has made the work challenging. Temple worked closely with key stakeholders and many innovative mitigation methods were deployed alongside real time processing and communication protocols to ensure potential noise and air quality impacts were mitigated effectively.

LOCIP Transport for London 2012-2016

Environmental assessment and management, town planning, ecology, noise, air quality, invasive species, contaminated land, CEM, GIS.

The award-winning £320m LOCIP scheme successfully delivered 5-car trains on the East London Line in November 2014 and North London Line in May 2015. The Project utilised innovative engineering techniques and exceptional project management to increase the capacity by 25% within just 20 months from TfL Board Approval.

Temple was the Environmental Advisor on the LOCIP, providing advice on all environmental impacts and opportunities, planning strategy and helped to ensure that sustainability was prioritised throughout the project and the delivery of consent conditions/assurances were met as relevant.

High Speed 2: London to West Midlands HS2 Ltd 2012-2017

EIA, ES and Petition Management support

Temple as part of the ETM (ERM, Temple and Mott Macdonald) consortium led on the EIA for London and Country South, which represents over half the HS2 Phase 1 route. ETM subsequently helped prepare the ES to accompany the Hybrid Bill submission. This was one of the largest EIA undertakings not only in the UK but also Europe. We provided petition management support and worked on a number of undertakings and assurances. Royal Assent was successfully secured in January 2017.

Intelligent Mobility Transport Systems Catapult (TSC) 2013 -2014

Strategy development, sustainability

Transport Systems Catapult forms part of an elite network of technology and innovation centres established by Innovate UK. These organisations seek to capitalise on UK strengths and accelerate opportunities for UK companies. Temple supported TSC in establishing a sustainable business model and creating the new market for intelligent mobility and we designed and delivered on a suite of varied activities.

Our contribution included establishing the structure and organisation for the TSC Ambassadors programme; conducting an in-depth review of the potential market for intelligent mobility; and, designing the tendering process for TSC’s university partner programme, which was later put forward as a best practice exemplar for the Hauser review of Catapults.

Barking Riverside Barking Riverside Ltd 2015-2016

EIA, ES and Sustainability Services

This is one of the largest planning applications in the UK to build up to 10,800 new homes at the Barking Riverside site. The application for developing 173ha of former industrial land includes a variety of community and social facilities e.g. schools, health care, retail and business / employment opportunities. The completed development will raise the population in the Borough by circa 15%.

Temple conducted an EIA with an accompanying ES and led a number of supplementary specialist studies to support the planning application, including the Sustainability Framework and Health Impact Assessment. Our in-depth understanding of the Scheme and planning system was invaluable during the negotiations to vary the existing consent.

Meridian Water London Borough of Enfield 2015-Ongoing

Strategy Development and Change Management

Temple developed the Regeneration Framework for this £2.5bn redevelopment scheme comprising 83ha and transforming the most deprived ward in the capital to a prosperous city region, creating opportunities for local people and attracting businesses on a global scale. It is the largest regeneration project in the borough creating up to 8,000 new homes and 3,000 new jobs.

Temple’s role involved addressing deprivation across the site to achieve the Council’s aims whilst presenting an attractive prospect for investment by a development partner. As part of a Change Management agenda we explored how environmental value and resilience, sustainable infrastructure and design, education and skills and digital, mobility and connectivity could underpin business growth and a new community, culture and healthy living. The approach brought together stakeholders from across the Council and within the local community.

Crossrail 2 Transport for London 2015-Ongoing

Environmental design management, EIA and specialist topics, GIS constraints analysis, environmental guidance and advice, sustainability services.

Crossrail 2 is planned to deliver 200,000 homes and to add £102bn to the UK economy. It is the next major rail infrastructure programme in the South East due to be delivered by the early 2030s. Temple is working in partnership with Mott MacDonald, ERM and WSP I Parsons Brinkerhoff (“MTEW”) to deliver the EIA and ES. Currently we are engaged on an environment and sustainability route options appraisal working with engineering design teams and Network Rail. We are also advising on policy and related matters and providing communication and consultation support.

The Wey & Arun Canal The Wey & Arun Canal Trust 2014-Ongoing

EIA, ES and Ecology services

This Canal is recognised as a national heritage asset. It runs through Surrey and West Sussex but much of the canal is no longer navigable. The Trust is working to restore the canal and reinstate the inland waterway link from London down to Littlehampton on the Sussex coast. Phase 1 of the Bramley link is the first of three phases which will connect the remainder of the restored canal to the National canal network.

Temple and The Ecology Consultancy (TEC) were appointed to undertake the EIA for the restoration of the Bramley Link Phase 1 section. Temple are providing a range of EIA specialist services including a socio-economics and community assessment, as well as a detailed ecological impact assessment involving species/habitat surveys.

Looking forward

To meet our ambitious 2020 Strategy set out in 2015 we need to continue to evolve and ensure that the business remains both agile and responsive to the needs of our customers, while broadening our offering to areas linked to our sector expertise.

As Chris Fry stated at the time “With infrastructure comes transformation through the opportunity for socio-economic regeneration and therefore a reason to apply our experience and skills in a wider but complementary base of new projects. It’s a really exciting time for both the management team and for Temple to be the best in class.”

Two years on, Temple (alongside our sister company The Ecology Consultancy) is well placed to work with clients to pinpoint the tangible opportunities and reduce risks associated with upcoming projects, drawing on 20 years of applying its expertise in the UK. For example, a team led by Temple was commissioned by HS2 Ltd earlier this year to undertake sustainability analysis of high speed corridor options as part of the Northern Powerhouse Rail programme. Similarly, our property and regeneration work includes some of the most complex sites, including Barking Riverside, where we delivered the Environmental Impact Assessment for the UK’s

largest development site on former industrial land. For Meridian Water, Temple developed an innovative regeneration framework to establish a more vibrant, connected community with associated green infrastructure in one of the most deprived areas in London.

We will remain an independent and UK headquartered business and this is important as the country gears up for a raft of new public and private work coming on stream. With Brexit comes opportunity and we will also seek work internationally in the medium to long term. Whilst maintaining our main office in central London we are now moving to a more regional hub and spoke model. We are also now part of the growing trend of ‘northshoring’ with our new Manchester office and importantly this will bring us opportunities to collaborate with different organisations and bring in talented individuals from across Greater Manchester and the north.

Our Associate model may no longer be unique but its longevity and the breadth and depth of skills it offers makes it distinctive and it remains a genuine gamechanger to many of our clients. Also, our numerous collaborations and strategic alliances will prove vital to the way we deliver on major assignments in the future.

We will launch a Temple Foundation in 2018 to complement the R and D work completed through our in-house Innovation Programme launched in 2012, our involvement in the recent

UK Catapult programmes and horizon scanning (future proofing) assignments for other clients.

We will continue to protect and enhance the individual and distinctive personality and values of Temple and create an environment where staff can thrive and meet their personal goals and ambitions.

Our strong reputation and established credentials in infrastructure and regeneration/property together with a great workforce means we can be secure in the knowledge that we will continue to be a significant player in these markets. This is underpinned by the continued

investment in infrastructure which now makes up circa 25% of the environmental market, alongside greater awareness and societal concern regarding environmental matters.

Clearly there are interesting and exciting times ahead. These of course will come with their own set of challenges, and we welcome these opportunities to demonstrate our agility and responsiveness. Most of all we look forward to working with all of you and hope that the next 20 years proves as successful and enjoyable as the last!
