3.1 Executive Summary

Instructions: Provide a brief three (3) to five (5) page summary of the key aspects of the Prospective Contractor's Technical Proposal. Executive Summary

Journey to the Cloud

Understanding what needs to be accomplished to begin migrating a datacenter to the Microsoft Cloud can be a daunting task. Planet Technologies has developed a methodology to walk our customers through the discovery process, develop a migration plan, design the modern hybrid datacenter, implement a migration infrastructure, and begin the high-speed transformation to the cloud. This combination of the ECA (Enterprise Cloud

Assessment) and the ECR (Enterprise Cloud Readiness) will programmatically take the State of Arkansas through this process from Assessment to Production Pilot migration.

Each critical major milestone has been specifically defined to create predictable, well-established outcomes in the form of process deliverables providing the State of Arkansas with a production ready, repeatable migration process into a fully configured, production ready Virtual Data Center.

Planet Technologies has been leading the State and Local Government Microsoft Partner ecosystem for over 10 years with multiple awards for being the best in the country in key disciplines required to excel within the scope of this project. Solution Summary The project can be broken down to five key phases. Below is a summary of each.

• Enterprise Cloud Assessment (ECA) o High-level, broad review of the State of Arkansas DI S's data center technology

estate with the objective to establish a foundation for a cloud migration for the Virtual Datacenter and possible Desktop environments. This process and effort is ideal for customers early in their cloud datacenter migration journey to validate their current baseline information and potentially enhance both discovery of environment and details that can be used for a true economic justification and workload priority as well as any remediaton needed for workloads either aged or otherwise not meeting the minimum requirement for migration.

• Enterprise Cloud Readiness - Target State Design (ECR) o Planet will provide architecture and configuration recommendations to establish an

Enterprise Virtual Datacenter to support both laaS and PaaS deployments. Planet will also assist the State of Arkansas DIS in the initial deployment of their designed Azure Enterprise Virtual Datacenter by identifying a production workload within the MAC datacenter for migration to act as the initial POC for the overall repeatable process. Upon completion of this POC, Planet and the State of Arkansas DIS will have a firm understanding of migration process and workload priority.

• Virtual Datacenter Server Migration Planning and Discovery & Production Pilot

o Planet believes the State of Arkansas is looking to accelerate their migration of workloads to Microsoft Azure (Azure) without the need first to refactor applications

while benefitting from Infrastructure-as-Service (laaS). Migrating workloads into the State's Azure Virtual Datacenter requires comprehensive and precise planning to avoid roadblocks, prioritize workloads, and generate an accurate migration plan. The purpose of this scope of work is to provide The State of Arkansas with a detailed migration plan based on workload priority and categorization along with recommendations for remediating identified technical roadblocks.

• Data Platform Detailed Assessment o Based on the information provided in the RFP, the State's data platform includes

Microsoft and other vendor-based Online Transaction Processing (OLTP} and Online Analytical Processing (OLAP) database engines (e.g. Microsoft SQL Server Database Engine and SOL Server Analysis Services, respectively), as well as other optional services provided by vendor-specific data platform products and technologies (e.g. SOL Server Reporting Services and SOL Server Integration Services). The purpose of this phase is to provide the State of Arkansas DIS with a detailed plan for migrating and/or extending its data platform to Azure.

• Cloud-based DevOps Enterprise Discovery and Solution Architecture

o During the Enterprise Discovery and Solution Architecture phase, Planet Technologies will be meeting with the customer project team to develop an implementation plan for Visual Studio Team Services (VSTS) and related DevOps tools based on Microsoft best practices with a focus on the below key objectives.

• Automated Testing and Test-Driven Development Enablement

• Application Telemetry Enablement

• Release Management Enablement

1.0 Corporate Background

1.1 Corporate Background Instructions: Describe the Prospective Contractor's corporate background as it relates to projects similar in scope and complexity to the project described in this RFP.

Planet Technologies has been doing 'cloud' based deployments even before they were called 'cloud '. Typically, these cloud technologies are organized in three main areas:

Software as a Service (SaaS)

Infrastructure as a Service (laaS)

Platform as a Service (PaaS)

Based on the requirements and asset inventory provided within the RFP, Planet believes each of these environments apply to your requirements.

Software as a Service (SaaS) -Planet Technologies is the premier partner for Office 365 in Public Sector. We have migrated millions of customers to the cloud. Planet offers a full set of services built around 0365. In addition to planning and migration services, we offer end user training; help desk support, administrative training, outsourced administration, security solutions such as Phish Hunter, and compliance solutions. Planet Technologies also has over 10 years' experience with Microsoft Dynamics CRM. Our team of CRM developers have been working with Microsoft's Saas offering since its inception and has since moved numerous customers from on-premises to online. We have several quick start solutions such as Asset Management, Fleet Management, IT Management, Citizen Services, Service Desk and many more. We have built dozens of custom LOB applications for our customers along with data migrations, integrations and custom training. Planet Technologies is a Microsoft Gold CRM partner.

b. Infrastructure as a Server (laaS)- Planet Technologies has deep architecture and engineer expertise to support/deploy new workloads and/or migrate on-premises laaS workloads into Azure. Our engineers have extensive knowledge and experience in the management of an laaS environment. Planet has also created a managed service offering; Azure Advantage, which provides administrative support and SaaS-like management of a Windows laaS implementation on behalf of a customer that, does not have the staffing maturity/training to support an laaS datacenter OR wants to augment their current staffing by reducing common day-to-day administrative tasks.

c. Platform as a Service (PaaS)- Planet Technologies has deep architecture and developer expertise in Azure PaaS solutions. From a consultative standpoint, we have the expertise to assess, recommend and transform current traditional workloads using PaaS as well as provide Development Operation efficiency recommendations to support agile cloud development. Our company is also building new Azure PaaS solutions and supporting existing applications. Planet also has both knowledge and experience in advanced PaaS workloads such as Artificial/Business Intelligence, Machine Learning, loT and advanced database solutions.

c. Platform as a Service (PaaS)- Planet Technologies has deep architecture and developer expertise in Azure PaaS solutions. Project Objectives: The Commonwealth of MA engaged Planet Technologies to perform Office 365 Migration Readiness and Mail Migration activities for a 50,000 user migration of Executive Branch agencies in 7 major Secretariat organizations. The initial set of work was to help build a set of Office 365 Enterprise Services including Service Descriptions, Governance and new Administration Model for the Office 365 services. Additional phases included Readiness Assessment engagements in each of the 7 Secretariats that included building Migration Plans, Communications Plans, Desktop Readiness assesment and Migration Support and End User training. Over 28,000 mailboxes and 17,000 users have been migrated thus far and the last major Secretariat is set to be migrated in the next 6 months. The current engagement also includes the migration of email archives out of three separate Email Archive solutions.

Project Description including Level of Transformation: Office 365 is a set of applications that includes email , document and file creation, and collaboration tools. The migration to Office 365 fundamentally transforms the way users in Government will communicate and collaborate both internally and externally. It involves the introduction of new versions of the traditional Microsoft Office suite as well as new services such as Skype for Business, OneDrive, Teams, etc. This includes the Outlook application for accessing email; Microsoft Office (Word, Excel, PowerPoint, and Access); OneNote, a note-taking function; and SharePoint, a storage and application platform that permits file storage, application development, and collaboration.

Office 365 is a cloud-based service offered by Microsoft and users will be able to access many of the tools over the internet. For the majority of users, the Microsoft Office application utilized regularly will continue to be accessed through their computer; however once migrated to Office 365, those applications will also be accessible over the internet and accessible from anywhere.

2.0 Prospective Contractor Project Organization and Staffing Plan

2.1 Project Organization and Staffing Plan The Prospective Contractor should describe the integrated Project Organization and Staffing Plan required to execute the proposed approach and create the deliverables required for the Project. This section should include details of the Prospective Contractor's team, proposed use of Prospective Subcontractors, and the Prospective Contractor's expectations of DIS resources . This section should include a visual representation of the Prospective Contractor Project team including the reporting structure. The Prospective Contractor should also describe any additional staffing of business and technical resources the Prospective Contractor feels DIS should provide to support the delivery of the services and creation of all deliverables. The Plan should include the number of resources (both business and technical), anticipated role and responsibilities, level of participation and necessary capabilities/skills for both DIS and Prospective Contractor resources . The Staffing Plan should highlight the staff performing the roles required to deliver the scope of services outlined in the RFP.

Key Project Personnel identified are considered to be the core Prospective Contractor resources and are therefore expected to be the major participants in all procurement activities (e.g. oral presentations) and services delivery activities. If the Prospective Contractor is selected, its Key Project Personnel shall not be replaced without prior DIS approval during the life cycle of the Project.

DIS has the right to require Prospective Contractor replacement of Key Personnel or any person in the Prospective Contractor's team (including Prospective Subcontractors) for any reason not limited to inadequate skills , team work, and responsive attitude etc. barring EEO guidelines.

Before staff are hired they are put through a technical screening process to ensure they are competent and understand the technologies they are working with. Moreover, through our annual review process we routinely set professional development goals for our team to be current with their Microsoft certifications. Currently we have over 120 staff members with a current Microsoft certification.

Moreover, Planet takes a collaborative approach to delivering services for our customers . We never assign just one staff member to a project, and heavily utilize Microsoft Teams to share information amongst our technical staff. This minimizes the potential of creating a single point of failure with regards to staff. If for some reason a staff member could not work on a project tomorrow, at least one other person on the team would be familiar with their portion of the project, and all of their documentation would be easily accessible in a Microsoft Teams site.

This includes having a number of corporate MSDN subscriptions available to our team, investing in pluralsight training, sending 10% of our staff a year to Mcrosoft training conferences to keep current and providing bonuses for staff who achieve new Mcrosoft competencies. In the last year, we heavily utilize Mcrosoft Azure to set up training environments for our staff so they can develop lab environments, and have a safe place to test innovative solutions for our clients. Moreover, our CTO holds monthly training sessions on new technologies for our staff. These have included, training sessions in privileged account management, Trusted internet connections, 0365 Security and Compliance training, and Azure roadmap training. Over 120 members ofour team hold a current Mcrosoft Certification, and in the last year we brought in an outside training company to deliver Agile and Dev ops training to more than 20% of our company. We intend to continue this training across the company to continue to make sure our technical resources understand the latest in delivering cloud services .

Planet Technologies has been successfully managing Azure engagements since2010 using our proven enterprise cloud readiness and implementation methodology. Planet works with the client though phases of discovery of assets; architecture and network planning, workload migration planning where dependencies are mapped and business owners identified; testing and proof of concept using Azure Site Recovery; execution to migrate workloads to Azure taking into consideration dependencies and maintenance schedules, and training the customer to maintain and continue to expand their Azure presence. Planet Technologies has performed very similar services to many other large government entities including California Department of Social Services (COSS) and California Office of Statewide Health Planning & Development (OSHPD). fos with these client examples related to the specific scope outlined in this RFP, Planet organizes this experience within Infrastructure as a Service (laas) and Platform as a Services (PaaS). Infrastructure as a Server (laaS) -Planet Technologies has a proven methodology and framework; Enterprise Cloud Readiness for Azure, we engage with customers that establishes the foundational requirements to support an enterprise virtual datacenter within Azure. Within our ECR the customer's current environment are assessed, dependency matrices are created for workloads that are candidates for migration, change management and migration templates are created, testing and confirmation of migration template is confirmed, and finally workload is migrated. Platform as a Service (PaaS)- Our ECR methodology focuses on the lifecycle transformation of an on-premises datacenter into cloud properties. Planet provides assessments of current workloads/applications to determine complexity and potential code changes to support those workloads where utilizing PaaS compute instead of laaS makes sense. We have led state and local government agencies, healthcare groups, government contractors, post-secondary education and commercial customers through cloud-based migration efforts, moving one or more on premise workloads to Azure PaaS. These projects spanned across a variety of service offerings including Web, mobile, Azure Storage accounts, Azure compute, Azure data platform, media services, and Azure functions .

2 .8 Governance

Instructions: Outline the governance structure you would recommend for maintaining an effective cadence to deliver a successful transformation and migration. Planet Technologies has partnered with Stratozone to perform scans/probes of client environments. The Stratoprobe scan gathers telemetry and configuration data on the client's onpremises workloads and provides exportable reports that can subsequently be used to cross reference and plan migration workloads. Planet Technologies further expands upon the information provided by Stratozone using its' Enterprise Cloud Assessment and Enterprise Cloud Readiness methodology to customize migration planning efforts to provide a full end-to­end migration planning solution. Planet Technologies uses an laaS migration planning method of initial grouping of workloads based upon their cloud fit rating. These workloads are then ordered based upon their interdependencies indicated from the Stratoprobe assessment as well as client input. Address the benefits of these tools and how they can overcome common and unique challenges associated with data center migrations and shared services deployment. Also, address what options the State of Arkansas, DIS has regarding using these tools in the future.

Planet Technologies leverages Azure Site Recovery (ASR) to perform migrations of workloads into Azure laaS. ASR provides a scalable solution to address a wide variety of workload migration demands. The scalability of ASR is both horizontal and vertical. The ASR architecture can be scaled horizontally by registering additional ASR Process servers to split the migration workload or vertically by increasing the compute power of existing ASR Process servers to provide more throughput.

In addition to the functionality provided by ASR, Planet uses a collection of scripting methods as well as Azure Automation to automate the various tasks that must be accomplished during a workload migration. Custom scripts per client needs are also developed when necessary.

The typical migration path for traditional applications to PaaS is a branched (or forked) instance of the code project or, in the case of COTS products moving to a PaaS backend only, a separate deployment of the application binaries, coupled with new service instances of Azure PaaS services and a parallel testing and cutover phase. The applications can be developed and tested locally, using virtualization or containerization against the cloud service and, once ready to go, can be deployed and repainted appropriately.

Planet Technologies provides migration cutover support in the form of checklists, scripts, and rehearsals for each cutover to ensure steps are not missed during the cutover of each workload. During cutover, the Planet Technologies laaS architect will provide oversight to ensure the process is followed and runs smoothly. Additionally, support for break/fix is provided to address any problems that arise during cutover migration.

The Azure PaaS cutover varies from customer-to-customer, based on the solution. In the case of compute capabilities, in some cases there are clear, documented non-production environments that can be quickly made production using a VIP-swap. In other cases, Web

applications can be brought online as a matter of a DNS change and yet, in others, we've had to configure separate deployment scripts to manage the cutover, especially in the case of dependencies.

During the cutover, Planet participates in (or encourages) Web performance testing, load testing, a review of security rules (device access, network, user), smoke testing of the application and placing existing resources in a read-only or otherwise inaccessible state.

Post cutover, we do a round of QA testing and, as possible, user-acceptance testing.

Planet has participated in application (PaaS) implementation projects with customers for the past five (5) years .

These results are crucial for a successful cloud adoption and to help the State make decisions, both business and technical.

Additionally, Planet will conduct multiple workshops designed to equip the State with a framework for operating within the Mcrosoft Cloud without sacrificing security, integrity, or design standards. During these workshops, time will be spent educating and designing what will become the base-line architecture for the Client's initial subscription(s). This initial deployment

Automating application testing and implementing test­driven development will enable clients to achieve more automation in their overall application delivery pipeline. Planet is providing 40 hours under this scope of work for the following:

DevOps goes beyond keeping the lights on and making sure an application is up and running, DevOps seeks to continuously deliver necessary improvements and features based on user feedback and data. Enabling application telemetry through Azure Application Insights gives valuable information about what users actually do with an application. This allows development teams to proactively address usability issues and prioritize user requests. Planet is providing 24 hours under this scope of work for the following activities:

Release "'1anagement Enablement

1.0 Project Management

1.1 Project Management Methodology Instructions: Describe the type and depth of project management expertise your organization deploys, as well as the project management methodology employed, to ensure effective development and execution of project plans.

The Project Manager is responsible for estimating, scoping and managing a successful deployment and providing risk mitigation strategies when and where necessary. Specifically, the Project Manager is responsible for supporting the deployment team and working as the interface between the technical resources and the client.

The East Department has twelve Full-Time Project Managers that have extensive Information Technology PM Experience.

Project Management Approach/Work Plan

The Planet Technologies Team understands the need for proper Project Management, which includes project planning, tracking, monitoring and control throughout the contract life. We follow the practices of the Project Management Institute (PMI) in using the Best Practices outlined in the Project Management Body of Knowledge (PMBOK). The Planet Technologies management strategy consists of a set of characteristics, which have worked successfully with our federal and commercial clients. Our Team takes a proactive approach to project management and quality control. We achieve this by:

Staffing the contract with skilled and experienced technical staff

• Developing standards to simplify and reduce coordination and communications problems inherent in IT support efforts over complex networking and help desk efforts;

Defining clear procedures and standards and communicating to team members to ensure successful project execution;

Implementing a quality management approach employing automated tools and agile methodologies to increase the uniformity and quality of our products and services; and

Most importantly, the Planet Technologies management approach allows our Project Manager to effectively, efficiently and successfully achieve expectations. Planet projects have consistently received excellent customer performance reviews, and all projects for Planet Technologies, as well as our subcontractors, are operating within scope, schedule and budget.

We have engineered our Team to provide the entire range of skills and full coverage upon contract award. Since incorporation, Planet Technologies is an organization that has been committed to providing quality Information Technology solutions to our clients.

Project Management

The Planet Technologies Project Manager will ensure that management processes are established, tailored and monitored in the execution of the customer. Processes shall include:

• Managing and controlling work conducted under the contract effectively and reporting status to the customer's Contracting Officer in a timely fashion

• Identifying and resolving issues with the project in a timely manner, and

Providing a documentation process to ensure that the Planet Technologies Team delivers accurate, coordinated, and high quality results during testing and validation .

Project Plan Execution

Once the schedule has been formally baselined, it will be reviewed for status at least weekly, along with providing status report outlining sprints, achieved milestones, upcoming milestones, reporting on contract performance.

With the customer's Project Office approval, the schedule is published, distributed and used to assess progress. The Planet Technologies Project Manager assigns responsibility, provides technical direction, acquires resources as needed, monitors' progress, and participates in the delivery of briefings and reports. A baseline exists against which to status progress and assess performance. Planet Technologies methodology-- develop plan, schedule, plan resources - results in a well defined, detailed, encompassing baseline. Departures from the anticipated progress are recognized and dealt with immediately. If problems of a technical, management, or resource-driven nature arise, the Planet Technologies Project Management approach is to understand and define the problem, generate alternatives, evaluate alternatives (trade-off analysis), make the decision and implement, evaluate, document, and report the results. Planet Technologies Project Manager will immediately forward notification of significant problems to the customers Project Office or equivalent. Any deviation from the baseline will undergo approval process with the customer.

Communication

The Planet Technologies team will optimize internal and external communications and the sharing of information. A communication plan will be leveraged to create a climate for action. We will use this plan to gain cooperation to implement ideas. It will be a means for systematically uncovering the root causes of conflict and to achieve resolution . The plan will cover program startup as well as program closeout.

Project Coordination

The Planet Technologies Team process for project coordination includes continuous process improvement, whereby individuals or teams may contribute to the overall mission by recommending changes or improvements to "how we do our business" on a day-to-day basis. To measure our improvement, we include participation by our customers to constantly raise-the-bar for our performance. Built into our process is our ability to remain flexible and nimble enough to tailor our process to meet the customer's changing needs as missions change or as goals are altered.

2.0 Deliverables

3.0 Project Plan

3.1 Project Workplan The Prospective Contractor should submit a Work Plan for the data center optimization. This Work Plan should demonstrate that the Prospective Contractor has a thorough understanding of all activities required to implement the scope of services required . The Prospective Contractor should provide a schedule with the shortest duration while providing enough time to perform the activities required as outlined in the RFP and without interruption to business operations.

The Work Plan should show all key elements including details with responsibilities, timelines, durations, milestone dates, deliverables, and Prospective Contractor personnel hours by deliverables during the Design and Migration phases, State personnel hours, and all critical dependencies for the milestones and deliverables. The Work Plan may be an attachment to the Prospective Contractor's Technical Proposal and tabbed as such in the submission as well as an electronic soft copy (Microsoft Project ® or equivalent and Adobe ® PDF) version in the Prospective Contractor's electronic submission of the Technical Proposal.

All content should be formatted for effective viewing in hard and soft copy.

Instructions: Provide a Work Plan including at least:

• High level schedule (Microsoft Project® preferred and Adobe ® PDF) including all deliverables and milestones, and timeline for phased approach, if appropriate

• A listing of what staff is assigned responsibility for each deliverable within the WBS to the level at which control will be exercised

• Major milestones and target date(s) for each

• Definition of the review processes for each milestone and deliverable and a description of how the parties will conduct communication and status review

Include or attach associated artifacts such as Gantt charts and flowcharts as appropriate.

Please include a one-page readable high-level view of the plan here.

While a complete work plan would include a detailed WBS level, each of the deliverables committed to fundamentally are a result of the Discovery and Planning initial efforts, detailed task identified within the Planning and Execution milestone driving detailed design work tasks, Transformation and Execution Milestones driving both Lift and Shift and Application Remediation tasks not mentioned until discovery is complete and can be further defined within the deliverable of the complete Project Plan. As a sample, utilizing the level of effort within each milestone, we have included the snapshot of the high level milestones and included the Project file in sample deliverables.
