RANDWICK CITY COUNCIL TRAFFIC COMMITTEE
The following information is provided so that you may be aware of the structure
and operation of the Randwick City Traffic Committee.
The Randwick Traffic Committee is a Committee of Randwick City Council
but not one set up under the Local Government Act.
Council has been delegated certain powers, from Roads and Maritime
Services (RMS), with regard to traffic matters upon its local roads. A
condition of this delegation is that Council must take into account the
Traffic Committee recommendations.
Recommendations in this document may either activate the formal
delegation from RMS to the Council, or not activate this delegation.
Items which activate the delegation are indicated with the initials (AD)
below the heading.
There are four permanent members of the Traffic Committee, each of
whom has a single vote only.
The members are: the NSW Police Service, Roads and Maritime
Services (RMS), the Local State Member of Parliament (for the
location of the issue to be voted upon) and Randwick City Council.
Randwick City Council welcomes the public to attend and speak at its
Traffic Committee on issues of concern.
If the Local Member disagrees with any of the Traffic Committee
recommendations, they may appeal to the RMS or the Minister for Roads.
If the Police or the RMS disagrees with any of the Traffic Committee
recommendations, or Council’s resolution on any Traffic Committee
recommendation, they may lodge an appeal with the Sydney Regional
Traffic Committee for determination. The appeal must be lodged in
writing within 14 days of the notification to the members of Council’s
decision on the recommendation.
Any action relative to any issue under appeal must cease until the matter
is determined.
The Sydney Regional Traffic Committee is chaired by an independent
chairperson and submissions and representations are welcomed from all
interested parties.

4.1 ARDEN STREET, COOGEE (C) Signage, Parking - Works Zone
(D02740161-VC) (AD)
The Council has received an application for the installation of a 12m Works Zone to be
located on the east side of Arden Street, 74m south of Arcadia Street, continuing 12m
south in order to facilitate construction works.
The Works Zone is required for approximately nine months in order to facilitate
construction works. The section of the road is currently signposted with 2P 8am-8pm
Permit Holders Excepted, Area C01.
Traffic Committee Recommendation:
That:
1. A 12m Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-5:00pm Sat, be
installed on the eastern side of Arden Street, opposite 159 Arden Street,
Coogee, pending receipt of a satisfactory Traffic Control Plan (TCP); and
2. The Standard Works Zone Conditions, as detailed in Item 8, apply.

4.2 ARTHUR STREET, RANDWICK (C) Signage, Parking - Works Zone

The Council has received an application for the installation of an 18m Works Zone to
be located on the southern side of Arthur Street, Randwick, at the frontage of 10
Arthur Street. The Works Zone is required for approximately twelve months to
facilitate construction works for the provision of alternative access for Light Rail-
affected properties along High Street through a new laneway off Arthur Street.
At present, there is 2P 8:00am-6:00pm Permit Holder Excepted Area RA1 on the
south side of Arthur Street, commencing from property 6 and terminating 92 metres
east at the front of property 20 Arthur Street, Randwick.
Traffic Committee Recommendation:
That:
1. A 12m Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-5:00pm Sat, be
installed on the southern side of Arthur Street, at the front of 10 Arthur Street,
Randwick; and
2. The Standard Works Zone Conditions, as detailed in Item 8, apply.

4.3 BLACKWOOD AVENUE, CLOVELLY (C) Event, Road Closure - Temporary

Residents of Blackwood Avenue, Clovelly, are proposing to hold a Christmas Street
Party, on Sunday, 4 December, 2016 between 5pm till 9pm. Accordingly, they have
requested consideration of a road closure of Blackwood Avenue, between Boundary
Street and Surfside Avenue.
Traffic Committee Recommendation:
That approval be granted for the temporary road closure of Blackwood Avenue,
Clovelly, on Sunday, 4 December, 2016, between 5:00pm to 9.00pm, to facilitate a
Street Party, provided that:
1. The event is a private street party which is only open to the residents of
Blackwood Avenue and their guests;
2. The traffic control associated with the temporary road closure of Blackwood
Avenue, Clovelly, is implemented on 4 December, 2016, between 5pm and 9pm
ONLY;
3. The event organiser is to be in regular contact with Council’s authorised traffic
controller(s);
4. During the event, the event organiser have available the Traffic Control Plan
(TCP) and the approval letter;
5. All attendees comply with the approved TCP;
6. Noise generated by the street party is controlled in accordance with the
Protection of the Environment Operations (Noise Control) Regulation 2000;

7. All attendees comply with the directives of Council staff and the NSW Police;
8. The area is maintained in a clean and tidy condition;
9. It is clearly understood that non-compliance with any of the abovementioned

4.4 BOWRAL STREET, KENSINGTON (C) Event, Road Closure - Temporary

An application has been received for the temporary closure of the western end of
Bowral Street (from Anzac Parade to Doncaster Avenue), Kensington, in order to
facilitate the St. George Coptic Orthodox Church Community Fete. The closure has
been requested for Saturday, 12 November, 2016, between 6am and 6pm.
A separate request by the applicant is being made to RMS due to the proximity of the
proposed closure to the by Roads and Maritime Services (RMS) controlled Anzac
Parade.
Traffic Committee Recommendation:
That:
1. Approval to close the western half of Bowral Street, Kensington, on Saturday,
12 November 2016, between 6am and 6pm be granted subject to the proposed
traffic management being approved by RMS (the applicant needs to apply to the
RMS);
2. The Traffic Control Plan be implemented as per the applicant’s submitted Traffic
Control Plan (TCP); and
3. The affected residents will notified about the closure before the event.

4.5 DONCASTER AVENUE, KENSINGTON (C) Road Safety - Speeding

Council has received a request from a resident of Doncaster Avenue between Alison
Road and Bowral Street, Kensington, to investigate vehicle speeds in the street due to
safety concerns.
Following resident’s concern, to ascertain the extent of the speeding and volume a
traffic survey was commissioned in October 2016 for a seven day period. The data of
the counts have been presented in following table:

Given that the vehicular speeds are relatively low, no action is recommended, at this
time.
Traffic Committee Recommendation:
That:
1. The results of the traffic survey for Doncaster Avenue, Kensington, undertaken
in October 2016, be noted; and
2. The person raising concerns about this matter be informed of the results.
4.6 DUDLEY STREET, COOGEE (C) Linemarking – Centrelines

Council has been asked to examine road safety at the bend in the road at Dudley
Street/ Byron Street/Thomas Street Coogee, where motorists often travel on the
wrong side of the road creating the possibility of a head-on collision.
A review of the linemarking at the intersection of Dudley Street/Byron Street/Thomas
Street, Coogee, has revealed that the previously existing double centrelines (BB) on
Dudley Street east of Byron Street are no longer visible.

It is proposed that the separation line marking be re-installed and extended west of
Byron Street as marked in the plan shown in diagram 2, as the horizontal and vertical
curves on approach to the intersection can cause driver confusion. Under NSW
legislation the dividing barrier lines may be crossed to enter the road, allowing
residents to access their driveways on the northern and southern sides of Dudley
Street.
Although there has been no reported crash at this location from December 2010 to
September 2015, it is proposed to improve traffic safety by installing additional line
marking on Byron Street to highlight the intersection.

Traffic Committee Recommendation:
That:
1. 10 metre length of double separation (BB) lines as detailed in the diagram
attached be installed in Byron Street, to both the north and south of Dudley
Street; and
2. The double centrelines (BB) as detailed in the diagram attached be reinstated in
Dudley Street east of Byron Street and additional 10 metre length of double
separation (BB) lines installed on Dudley Street at the west of Byron Street,
Coogee.
4.7 HIGH STREET, RANDWICK (C) Signage, Parking - Bus Zone

Transport for New South Wales (TfNSW) has requested the installation of a Bus Zone
on the south side of High Street, Randwick, commencing 25m east of UNSW Gate 3
and terminating at a point 106m east near UNSW Gate 4. As part of their proposal,
they also suggested that a 25m No Stopping Zone is installed directly east of Gate 3
and another No Stopping zone, approximately 6m long, is installed to the west of
UNSW Gate 3, to aid driver visibility when exiting UNSW.

TfNSW are proposing to relocate, commencing 21 November 2016, the University
Route 895 services from Anzac Parade to High Street, Randwick, just east of UNSW
Gate 3. This is necessary as a result of the Light Rail construction on Anzac Parade.
The subject parking area, being the south side of High Street, between UNSW Gate 3
and Gate 4 is currently unrestricted.
In investigating the above request, it is proposed to extend the existing “No Parking”
zone that currently terminates directly east of UNSW Gate 3 access by 25m to the
east. It is also proposed that the new Bus Zone will commence at this point, 25m east
of UNSW Gate 3 access, and terminate 105m to the east, directly west of the UNSW
Gate 4 access.
A “No Parking” restriction is preferential in this area over TfNSW’s suggestion of No
Stopping, as this will allow private vehicles to drop-off passengers in these areas.
Mr Joe Santangelo (UNSW) expressed concern about the likely impacts on traffic flow
of the proposed use of High Street for these buses. He also raised concerns about the
removal of parking adjacent to university accommodation.
Mr Lehmann agreed that the Council would monitor traffic flow, especially during the
afternoon/evening peak period, to ascertain whether the removal of more parking
would be required, due to queued buses in the traffic lane. He also stated that the
loss of these parking spaces to meet the public transport needs of many hundreds or
thousands of bus commuters/students was acknowledged.

That the parking restrictions on the south side of High Street, Randwick, are revised

4.8 KENSINGTON - LIGHT RAIL PARKING CHANGES (C & H) Signage, Parking - Parking Issues

As a result of the light rail project hundreds of parking spaces have been removed
from Anzac Parade though parts of Kensington. Randwick Council has commenced
installing angle parking and applying a consistent framework for providing replacement
parking and the relocation of time limited zones as required.
Whilst an increase in parking supply will assist with the parking issue, it must be
introduced concurrently with a parking management strategy. The Council should not
increase parking supply in order to simply meet the needs of students or longer
distance commuters. There must be a system to manage the parking so as to better
meet the needs of the business community and the needs of the local residents.
In order to develop an appropriate parking management regime, parking restrictions
are being examined along the light rail alignments, on a block by block basis. From
this examination we will propose parking management adjustments to meet the needs
of the community. These adjustments may include the following:
Provide short term parking (between 15minutes to 1 hour) closest to the
businesses, i.e. near the intersections of the side streets to the light rail
route
Relocate longer term parking (2 hours) at the far end of the light rail parking
displacement zone.
Provide loading zones near businesses
Residential car parking to be displaced from the light rail parking areas. The
parking displacement zones should have restrictions with permit
exemptions.
Resident parking will be managed with 2 hour parking restrictions in order to
prevent long term parking during the day by commuters and students and
increase the opportunity for residents to park a reasonable walking distance
to their properties.
Adjusted parking proposals for upcoming light rail construction areas will be tabled at
the Traffic Committee meeting for consideration.
Mr Lehmann tabled the handout (Council ref: D02794275) detailing the proposed
parking changes for the side streets of Kensington, near to the Light Rail alignment.
He noted that the tables were quite detailed and he asked the Voting Members to
examine them over the next week and provide feedback, if any.
Traffic Committee Recommendation:
That:
1. The Voting Members of the Traffic Committee examine the parking proposals,
as tabled and provide feedback, if any, to the Council; and
2. The parking proposals for the side streets of Kensington (near to the Light Rail
alignment), as tabled at the Traffic Committee meeting, be implemented,
noting that minor adjustments may be made following feedback from Voting
Members.

4.9 MOUNT STREET, COOGEE (C) Line marking and shared footpath

Mount Street between Bream Street and Dolphin Street has been identified as a local
bicycle route where bike riders travel in a mixed traffic environment. There are
currently bicycle logos along the length of Mount Street, except between Bream Street
and Dolphin Street. A small section of this road has been turned into a shared path,
for pedestrians and bike riders, shown in the image below.
To improve this local route it is considered that the following should be installed:
- Three bike logos on Mount Street, between Bream Street and Dolphin
Street.
- Shared path line marking as per the sketch below.
Mr Sangster (representative for the Member for Coogee) sought clarification as to the
signposting of any speed limits on shared paths. He was informed that speed limits
are not delegated to the Council for action and that there were no known complaints
about the speed of cyclists along this short length of shared path.

That the proposed bicycle pavement markings and symbols be installed on Mount
Street, between Bream Street and Dolphin Street, Coogee.

4.10 PEROUSE ROAD, RANDWICK (C)
Signage, Parking - Loading Zone

A request was received from a business at 54-56 Perouse Road, Randwick, for the
installation of a loading zone at the frontage of the business to facilitate deliveries.
Currently P15mins, 8:30am-6:00pm, Mon-Fri, 8:30am-12:30pm, Sat, parking
restrictions are in place on the western side of Perouse Road, south of St Pauls Street.
Therefore, it is proposed to install a loading zone at this location, as detailed in the
recommendation below.

4.11 VARNA STREET, CLOVELLY (C) Signage, Parking - Line marking

Council has received requests to improve road safety at the bend in Varna Street at the
intersection with Douglas Street, Clovelly.
Currently there is a 67m double barrier line marking in place along Varna Street,
between the western boundary of 25 Varna Street and eastern boundary of 31A Varna
Street, Clovelly; with No Stopping restrictions on both sides along the entire length of
the BB line marking.
As parking is prohibited on both sides of Varna Street at this section, often the
motorists travel at high speed, and occasionally, northbound and southbound
motorists travel on the wrong side of the road near Douglas Street and Leichhardt
Street intersection.
To improve road safety, it is proposed to install a combination of single separation
lines and BB lines including raised reflective pavement markers (RRPM) on Varna
Street, as per the following concept plan, to guide the motorists to the left side of the
street. Furthermore, by allowing parking on the northern side of Varna Street, near the
park, motorists would likely reduce their speed along this section of road.

Mr Tita (RMS) suggested that the proposed parking space on the northern side of
Varna Street be not implemented as it was on the approach to a sweeping bend. He
also requested that the proposed 15m parking space on the eastern side of Varna
Street be reduced in length by 3m so that it did not impinge upon the double
centrelines (as detailed in the modified diagram shown above).
Traffic Committee Recommendation:
That:
1. The existing 67m long BB line marking be removed and be replaced with a
combination of broken centre lines and BB line marking with raised reflective
pavement markers (RRPM), as per the attached concept plan;
2. The proposed No Stopping zone on the northern side of Varna Street, be
extended from the intersection with Wallace Street easterly then southerly to a
point 3m further south from the proposed double centreline; followed by a 12m
length of unrestricted parking and a continuation of the No Stopping restriction
further southerly and easterly to the intersection of Leichhardt Street; and
3. The residents be notified about the rationale behind the changes.

4.12 VICAR STREET, COOGEE (C) Signage, Parking - Works Zone

The Council has received an application for the installation of a 20m Works Zone to be
located on the west side of Vicar Street, 25m south of Coogee Bay Road, continuing
20m south in order to facilitate construction works.
The Works Zone is required for approximately twelve months in order to facilitate
construction works. The section of the road is currently signposted with ½P 8am-6pm
with a Mobility Impaired Person’s Parking Space (MIPPS) immediately before the start.

That:
1. A 20m Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-5:00pm Sat, be
installed on the western side of Vicar Street, southerly from the existing
Mobility Impaired Person’s Parking Space (MIPPS), south of Coogee Bay Road,
Coogee; and
2. The Standard Works Zone Conditions, as detailed in Item 8, apply.
4.13 VICTORY STREET, CLOVELLY (C) Signage, Parking - Works Zone

The Council has received an application for the installation of a 12m Works Zone to be
located on the western side of Victory Street, Clovelly, at the frontage of 10 Victory
Street. The Works Zone is required for approximately twelve months to facilitate
construction works.
At present, parking is unrestricted on the western side of Victory Street, whilst the
eastern side is signposted with “No Parking” commencing from the intersection with
Clovelly Road and terminating at a distance of 37m south. The unrestricted parking
spaces in the subject section of Victory Street are highly utilised due to the close
proximity to the beach and cafes at Clovelly Road, therefore the provision of a Works
Zone would provide a safe facility for loading and unloading activities at the subject
site during the construction period.

4.14 SEASIDE PARADE, SOUTH COOGEE (C) Signage, Parking - Works Zone

The Council has received an application for the installation of a 12m Works Zone to be
located on the eastern side of Seaside Parade, South Coogee, at the frontage of 7
Seaside Parade. The Works Zone is required for approximately three months to
facilitate construction works.
At present, parking is unrestricted on both sides of Seaside Parade; therefore the
provision of a Works Zone would provide a safe facility for loading and unloading
activities at the subject site during the construction period.

4.15 TODMAN AVENUE / LENTHALL STREET, KENSINGTON (H) Linemarking – Lane Lines

There have been recent reports of cars travelling outside the lane on Todman Avenue,
between Lenthall Street and Barker Street in the north-west direction. It has been
observed that motorists waiting at the Todman Avenue and Lenthall Street intersection
are accelerating in an effort to pass cars traveling in the inside lane before having to
merge. Often cars would continue to travel outside the lane to avoid or ‘race’ adjacent
traffic. Cyclists seeking to avoid this conflict area have been observed using the
footpath to avoid this intersection.
To discourage this behaviour, it is proposed to install a painted median to encourage
drivers to stay in their lane. This will also protect cyclists, by providing some
separation from the traffic. As part of this investigation RMS has been requested to
look at the signal design at the Todman Avenue and Lenthall Street intersection. The
problem could be partially resolved by changing the north approach lane to a left turn
only lane into Lenthall Street. This could possibly make the road safer for all road
users by establishing a single lane on Todman Avenue, between Lenthall and Barker
Street earlier on.

In recent years, the community in the vicinity of Barwon Crescent, Matraville, has
provided Christmas light displays. These displays have attracted many hundreds of
visitors per night, resulting in significant localised traffic congestion.
It order to mitigate this, in past years we have introduced a temporary northbound
one-way flow along Barwon Crescent, from the “driveway treatment” adjacent to no.
31 through to the “driveway treatment” adjacent to no. 11 Barwon Crescent,
Matraville.
Sadly, the amount of residents illuminating their properties has diminished over the
last few years and we have received feedback that the one-way is no longer
required. In order to verify the above, the residents were surveyed to ascertain their
lighting intensions and their support for the temporary one-way flow.
The survey was sent to thirty-three households and fourteen responded. Four
households advised that they would be illuminating their property. Six supported the
one-way and eight did not support the one-way.
As a result of the resident survey, we will not be installing the one-way flow on
Barwon Crescent this year.
There is a “Carols by Candlelight” event being held in Barwon Park, on Saturday, 10
December, 2016, 5pm to 9pm.
It is proposed that a temporary road closure be put in place along the length of
Barwon Crescent in the evening due to possible conflict between vehicles and
pedestrians.
Roads and Maritime Services (RMS) has previously approved Traffic Management
Plans for the temporary road closure.
Traffic Committee Recommendation:
That approval be granted for the Council implementing a temporary road closure on
Barwon Crescent, Matraville, on Saturday, 10 December, 2016, between 7:00am and
9:00pm, subject to the following conditions:
1. The Council prepares a traffic control plan in accordance with the relevant
guidelines and standards showing the location of barricades, ‘Detour’ signs,
‘Road Closed Ahead’ signs, and other relevant signs;
2. The Council shall close the roads in accordance with the approved traffic
control plan, unless otherwise directed by Police;

be maintained to the satisfaction of the Emergency Services (ie at least a 3

event that emergency services access is required). All services (fire hydrants
etc.) shall be kept free of any obstructions;
7. All barriers and signs associated with the road closure shall be removed at the
times nominated to reopen the street to traffic;
8. The applicant shall be responsible for the reimbursement for the cost of repair
of any damage caused to the public way, or as a result of the activities;
9. The applicant shall comply with any reasonable request or direction of City
Rangers, other Council staff or the Police; and
10. Council reserves the right to cancel or amend the conditions of approval at
any time.
4.19 DUNCAN STREET, MAROUBRA (M) Traffic Device - Refuge

Duncan Street, Maroubra, at the intersection with McKeon Street is 11.9m wide.
Pedestrians, including school children often cross Duncan Street at this location.
It is proposed to construct a pedestrian refuge to provide pedestrians with crossing
facility when crossing Duncan Street.
A concept plan for pedestrian refuge islands and kerb builds in Duncan Street, west of
McKeon Street, has been prepared and is shown on the following pages.
It is considered that the proposal will not only improve pedestrian safety by allowing
pedestrians to stage their crossing of the road, but will also improve vehicular safety
by encouraging slower speeds by deflecting vehicles around the central islands and
kerb build outs.

Council has received representations from the community, concerning the infiltration of
heavy vehicles on Perry Street between Beauchamp Road and Bunnerong Road,
Matraville.
Given the residential nature of the street especially in the eastern end, to prevent
larger trucks using Perry Street as a through route, it is proposed to impose load limits
of 3.5 tonnes in Perry Street, Matraville.
It should be noted the Council’s aim with heavy vehicle traffic management is to
minimise its intrusion on local roads (unless absolutely necessary) and encourage
heavy vehicles to use state and regional roads.
The No Trucks over 3.5T Load Limit restriction will require a Traffic Management Plan
(TMP) to be submitted to RMS for approval.

6. Parking Control Signage At Intersections (AD)
The Council regularly receives requests for action to be taken with regard to vehicles
being parked illegally at intersections. Such vehicles block sightlines to and from
vulnerable pedestrians or bike riders. They can also obscure motorists’ views of
approaching vehicles, and, they can create difficulties for fire engines, garbage trucks
or other large service vehicles which need to access the neighbourhood.
To ensure compliance with the legally mandated parking prohibitions at intersections,
it is recommended that No Stopping signage be installed as per the following table:

8. Schedule of Conditions

8.1 WORKS ZONES
That:
a. The applicant be informed that if they intend to use traffic controllers for
activities associated with the Works Zone, such activities must comply with
a formal Traffic Control Plan (to be held on site following preparation by
person/s with the appropriate RMS authorisation) and that any traffic
controllers utilised must have current appropriate accreditation from RMS;
b. The Council be given authority to replace the Works Zone with a No
Stopping zone if the operator (or their sub-contractors): i. compromise pedestrian safety, or
ii. add significantly to traffic congestion in this area, or
