Regarding Item 3.02 from the March 2014 meeting of the Traffic Committee, the STA representative, Mr Eric Graham, advised again that the STA had concerns about the proposal. He stated that there were no guarantees that the proposed six month trial would be fulfilled and that the bus operators may revert to the existing (more eastern) bus stop, if safety concerns were realised. The Member for Coogee’s representative, Mr Allan Sangster, enquired as to the status of the matter discussed as Item 4.07 at the February 2014 meeting of the Committee. The item related to a Development Application (DA/603/2013) for the childcare centre at 203 Darley Road, Randwick. Mr Lehmann stated a report on this matter would be included within the May Traffic Committee agenda papers. Traffic Committee Recommendation: That the information be received.

4.01 DINE LANE, RANDWICK (C)

Signage Parking - No Stopping (D01907362-DP) (AD)

At the December 2013 Randwick Traffic Committee it was recommended that the mandatory 10m No Stopping Zone be signposted on the eastern side of Dine Lane 10m north of the intersection with Avoca Lane (item 05.09) and a 17m No Stopping zone installed on the eastern side of Dine Lane, 17m south of the intersection with Barker Street (item 05.10). As a result of formalising parking on the eastern side of Dine Lane, vehicles are now parking in such a manner, adjacent to cars parked on the opposite side, that they obstruct the road. In order to stop parked vehicles from obstructing the road (to the extent that emergency vehicle access would be denied) it is proposed to extend the No Stopping Zone to encompass the entire length of the eastern side of Dine Lane. The following parking restrictions are currently in place:

4.02 HOLKHAM AVENUE, RANDWICK (C)

Signage Parking - Works Zone (D02021249-DP) (AD)

The Traffic Committee members were advised of the following for comment via email on 19/03/2014 (Council reference D02034429). The Council has received an application for the installation of a 17m Works Zone to be located at the frontage of 4 Holkham Avenue, Randwick in order to facilitate construction works at the property. The Works Zone is required for approximately six months. Traffic Committee Recommendation: That:

1. A 17m long Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-5:00pm Sat, be installed on the southern side of Holkham Avenue, Randwick, between two points 21.5mm east and 38.5m east of Prince Street, along the frontage of 4 Holkham Avenue, as per the following table:

3. The Council be given authority to replace the Works Zone with a No Stopping zone if the operator (or their sub-contractors):

a. compromise pedestrian safety, or b. add significantly to traffic congestion in this area c. allow access/egress to/from the site which creates safety concerns

or traffic flow delays, or d. does not ensure that the Council fees payable for this private use of

the public road are met, with the zone being reinstalled once the issue of concern is properly addressed;

4. The Council Rangers enforce the restriction; and

5. Authority be given to the Council to remove the Works Zone and reinstate

the previous restrictions, when the applicant advises that it is no longer required.

4.03 KING STREET & DANGAR STREET, RANDWICK (C) Signage Regulatory - Load Limits (D01941586-LM) (AD)

Council has received representations from the community, concerning buses using Dangar Street, a local road in Randwick, to access the State Transit Authority bus depot on King Street, late at night. The residents are concerned about noise, vibration and road safety issues arising from buses using this route. This matter has previously been tabled at this Committee; however the signposting stating the ban has only been installed within the STA bus depot, and the recommended hours of the ban were between the hours of 10:00pm and 5:00am daily. Following discussions with the STA representative, Mr Eric Graham, it is proposed that STA buses be banned from King Street (between Mulwarree Avenue and Wentworth Street), Dangar Street and Wentworth Street in Randwick, between the hours of 9:00pm and 6:00am daily, and that the STA be asked to signpost, at its cost, the agreed travel restrictions for buses and ensure its drivers comply with such restrictions. Traffic Committee Recommendation: That:

1. The Traffic Committee raises no objection to the banning of STA buses from King Street (between Mulwarree Avenue and Wentworth Street), Dangar Street and Wentworth Street in Randwick, between the hours of 9:00pm and 6:00am daily; and

2. That the STA be asked to signpost, at its cost, the agreed travel restrictions for

buses and ensure its drivers comply with such restrictions. 4.04 RAE STREET, RANDWICK (C)

The Council has received an application for the installation of a 12.5m works zone to be located on Rae Street at the front of 18 Rae Street, Randwick in order to facilitate construction works at the property. 4.06 WOOD LANE, RANDWICK (C)

Signage Parking – No Parking / No Stopping (D02020568-SR) (AD)

A resident and the Council’s Rangers have contacted Council’s Integrated Transport Department to highlight parking issues along Wood Lane, Randwick. Currently both sides of Wood Lane are unrestricted, and some vehicles are parking in an illegal manner restricting resident garage access. After taking into consideration the lane width and the large number of garage driveways along the lane, it is recommended that the following parking restrictions be investigated for Wood Lane, Randwick. Traffic Committee Recommendation: That:

1. It be noted that there is no objection to an investigation into the implementation of the following parking restrictions:

4.07 COTTENHAM AVENUE, KENSINGTON (H)

Signage Parking - No Stopping (D01543856-DP) (AD)

The 113m length of double barrier line along Cottenham Avenue between Nos.100 and 118 was recently adjusted to allow enough lane width for legal parking on the western side; the eastern side being a No Stopping zone. These adjustments were recommended by the Randwick Traffic Committee at the November 2012 meeting (Item 2012.11.04.11). Currently, the No Stopping zone on the eastern side of Cottenham Avenue commences and terminates too close to the start and end points of the double barrier lines. Due to this the position of parked cars often requires southbound vehicles to cross the double barrier lines in order to pass them. Whilst this situation occurred prior to relocating the double barrier lines, the situation has now been highlighted. The existing No Stopping zone on the eastern side of Cottenham Avenue commences 59.5m north of the intersection with Edward Avenue, directly adjacent to the start of the double barrier line. It is proposed to move the exiting right-arrow No Stopping sign on the eastern side of Cottenham Avenue from 59.5m north of Edward Avenue to 69.5m north of Edward Avenue, in order to create a sufficient gap between the end of the on-street parking and the beginning of the double barrier line for cars to safely pass a parked car without crossing the double barrier line. The existing No Stopping zone on the eastern side of Cottenham Avenue terminates 43.3m south of the intersection with Edward Avenue, directly adjacent to the end of the double barrier line. It is proposed to move the exiting left-arrow No Stopping sign on the eastern side of Cottenham Avenue from 43.3m south of Edward Avenue to 48.8m south of Edward Avenue, in order to create a sufficient gap between the beginning of the on-street parking and the end of the double barrier line for cars to safely pass a parked car without crossing the double barrier line. This proposal will increase the length of the existing No Stopping zone on the eastern side of Cottenham Avenue by a total of 15.5m.

Mr Graham (STA) reminded Council that, although the STA generally did not use Cottenham Avenue, the Bus and Coach Association members were often contracted into this area by local schools for excursions / sports days etc. He stated that any further restriction as to roadway width would require consideration of the operational needs of these buses or coaches.

Traffic Committee Recommendation: That the existing No Stopping zone on the eastern side of Cottenham Avenue, Kensington, between two points 59.5m north and 43.3m south of Edward Avenue, be extended by a total of 15.5m to start a point 69.5m north and end at a point 48.8m south of the intersection with Edward Avenue, Kingsford.

4.08 FRENCH STREET & NICOL AVENUE, MAROUBRA (M)

Signage Regulatory – Other (Time limits or Solutions) (D01964399-LM) (AD)

A local resident has highlighted that some motorists travel in the wrong direction along French Street, that is, in a southbound direction rather than a northbound direction creating the possibility of head on collision. Traffic counts carried out between 18 March – 24 March 2014 confirm that a number of vehicles travel in the wrong direction on French Street, with 0.8% of vehicles travelling in a southerly direction along the street. A site investigation confirmed that the locations of the One Way and No Entry signs are appropriate. It was noted however that priority controls or the mandatory No Stopping restriction are not in place at the intersection of French Street and Nicol Avenue. The installation of Give Way controls, separation lines and a pavement arrow may clarify the flow of traffic and improve driver behaviour at this location as indicated in the following diagram. The installation of the mandatory No Stopping restriction may also improve visibility of the signage at this intersection.

Traffic Committee Recommendation: That:

1. the local Highway Patrol police unit be provided with the traffic count data, for assessment of possible enforcement;

2. Give Way controls be placed on Nicol Avenue, Maroubra, at its intersection with

French Street;

3. Broken separation lines be installed in the centre of Nicol Avenue for a length of 8m, from French Street; and

4. Linemarked one way arrows be installed in French Street between Maroubra

Road and Nicol Avenue, Maroubra. 4.09 MINNEAPOLIS CRESCENT, MAROUBRA (M)

Signage Parking - Bus Zone (D02005937-DP) (AD) Students waiting for the bus outside 26-28 Minneapolis Crescent are loitering in and around the vehicular access to the apartment block. In order to move students away from the access it is proposed to move the Bus Zone slightly to the west of its current position. It is also proposed to extend the bus stop from the existing 23.5m length to the standard 30m length and change the Bus Zone time from “2:30pm-4pm School days Only” to “7:30-9am and 2:30pm-4pm, School Days Only”. The following parking restrictions are currently in place:

4.10 NORFOLK LANE, MATRAVILLE (M) Signage Parking - Works Zone (D02004025-DP) (AD) The Traffic Committee members were advised of the following for comment via email on 20/03/2014. The installation of a 25 m Works Zone in Norfolk Lane, to the rear of 523 Bunnerong Road, Matraville, was recommended at the March 2014 Randwick Traffic Committee (Item 4.18). At the March 2014 Randwick Traffic Committee recommendation 2 of Item 4.18 stated:

The applicant submit an appropriate Traffic Control Plan (TCP) and a Traffic Management Plan (TMP) with turning templates for the trucks entering and exiting the site which has to be approved by Council’s Integrated Transport Department (such plans to detail how access at Franklin Street is to be managed to minimise effects upon Franklin Street and Bunnerong Road traffic safety and flows);

Subsequent to the March Traffic Committee meeting, it has been determined that construction vehicles will not be able to exit on to Norfolk Lane from the rear of 523 Bunnerong Road if vehicles are parked on opposite the site on the eastern side. This length is currently unrestricted parking. It is proposed to install a further 25m Works Zone on the western side of Norfolk Lane opposite the entire back property boundary line of 523 Bunnerong Road.

Traffic Committee Recommendation: That:

1. A 25m long Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-5:00pm Sat, be installed on the eastern side of Norfolk Lane, Matraville, along the entire back property line of 523 Bunnerong Road, Matraville;

2. The applicant be informed that if they intend to use traffic controllers for

activities associated with the Works Zone, such activities must comply with a formal Traffic Control Plan (to be held on site following preparation by person/s with the appropriate RMS authorisation) and that any traffic controllers utilised must have current appropriate accreditation from RMS.

3. The Council be given authority to replace the Works Zone with a No Stopping

zone if the operator (or their sub-contractors): a. compromise pedestrian safety, or b. add significantly to traffic congestion in this area c. allow access/egress to/from the site which creates safety concerns or

traffic flow delays in Franklin Street or Bunnerong Road, or d. does not ensure that the Council fees payable for this private use of the

public road are met, with the zone being reinstalled once the issue of concern is properly addressed;

4. The Council Rangers enforce the restriction; and 5. Authority be given to the Council to remove the Works Zone and reinstate the

previous restrictions, when the applicant advises that it is no longer required.
