Appendix 1 - Staff/Partner Trainings
UC CalFresh provides training opportunities to increase staff capacity and competency. Training objectives are
to increase knowledge and skills in program planning and delivery, integrating comprehensive nutrition
education and physical activity with PSE supports. Trainings are delivered in-person and through webinars and
self-paced training modules.
Professional Learning Communities or Communities of Practice continued in 2018. SLM of CA provided bi-
annual webinars for TAPs. PA Lead staff from each county participated with the UC CalFresh PA Manager in
bi-monthly web conferences to support their efforts and assist in developing PA support materials. Staff
implementing SHCP participated in periodic check-in webinars. A webinar was provided by content experts for
the Child Feeding Community of Practice group for staff who conduct family-centered or parent education.
The table below summarizes trainings provided by UC CalFresh State Office staff and trainings developed and
delivered in partnership with other SNAP-Ed SIAs and non-SNAP-Ed partners. Local trainings are also
conducted by UC CalFresh county programs.

Maximize Community Active Living Opportunities
Through Partnerships with Parks!
PA Presentation
A 75-min presentation covering the following objectives:
1. A panel of subject matter experts will present best practice outcomes related to a successful park initiative. These initiatives have increased access to PA and enhanced active living for the SNAP-Ed population
2. Participants will group by counties and create one PSE and park strategy. This strategy will be based upon park locations in 4-5 SNAP-Ed eligible census tracts provided for each county by the CDPH Forum training leads. Participants will choose the appropriate partners to contact for collaboration
3. Participants will leave the session with a specific plan for moving forward to implement a park proposal for their county

Appendix 3 - Curriculum Development/Adaptation
During FFY 2018, two University of California developed adult curriculum were in the processes of being
updated. The Plan, Shop, Save and Cook Curriculum was updated to align with the 2015-2020 Dietary
Guidelines for Americans and the long awaited adoption of the new Nutrition Facts Panel. The Fresh from the
Garden curriculum is currently under revision. Revisions to this curriculum will include alignment with the
Dietary Guidelines for Americans 2015-2020, inclusion of the MyPlate Food Guidance system, and updating of
activities to make them more learner-centered and interactive.
Appendix 4 - Partnership Activities
UC CalFresh State Office made it a priority to strengthen and generate new partnerships to expand participant
reach, leverage resources, further PSE efforts, and strengthened the comprehensive programming provided in
counties. Some key partnerships in FFY 2018 are described below.

CATCH Global Foundation
(CGF)
Work with the CGF has allowed for improved coordination and awareness of CATCH
trainings being offered in California. David Ginsburg, previous UC CalFresh Director,
served on the CGF Board of Advisors for approximately two years. Staff from CGF
contacted Michele Byrnes to share what trainings the CATCH team will be offering in
California. This resulted in improved coordination of local school-based trainings and
prevented duplication of efforts and resources. The coordination with the CGF has
also aided their material and supply firm, FlagHouse, with new inventory developed
in collaboration with UC CalFresh, such as a MyPlate parachute. The MyPlate
parachute is now available at Flaghouse.com offering a support tool to physical
activity and nutrition programs on a global scale. During Spring 2017, Michele Byrnes
was invited to present on a national CGF webinar which has since led to collaboration
with other organizations utilizing CATCH such as the Jewish Community Center
Association. In addition, CGF certified 4 UC CalFresh regional CATCH PE
Community Master Trainers in order to sustain CATCH programming throughout
California and provide greater opportunity to expand the program into more SNAP-
Ed schools. Other accomplishments include:
43 total UC CalFresh staff trained in CATCH during FFY 2018 – 26 staff in
CATCH PE (K-8th grade) and 17 in CATCH ECE (Pre/K).
CATCH was delivered as direct education at 106 sites.
21 counties at 123 sites reported using CATCH as a PSE approach.
Developed, pilot tested and rolled out 3 CATCH Pacing Guides for the following
grade categories: ECE, K-2, and 3-5. The pacing guides were developed for
classroom teachers to feel more confident, follow curriculum fidelity and reduce
prep time when implementing the curriculum.
Developed and rolled out the UC CalFresh CATCH Lesson Observation Tool
statewide to assess the delivery of CATCH lessons and identify useful feedback
for educators and extenders. After multiple requests, this tool is now available to
all CA SNAP-Ed LIAs who are using CATCH.

Smarter Lunchrooms
Movement of California
Collaborative (SLM of CA)
The SLM of CA has been very successful in creating greater awareness and a
foundation for policy, systems, and environmental approaches in the schools served
by UC CalFresh and both SNAP-Ed and non-funded partners. This includes
coordination, communication, program development, training, and technical
assistance with the SLM partners. During FFY 2018, the SLM of CA accomplished
the following:
Collaborated with the Smarter Lunchrooms Movement National Office to develop
national support materials.
Developed a new training program, which allows for more control at the local
level. Implementation of the new training program will begin in FFY 2019.
Delivered two webinars and four coordinated, in-person trainings
Statewide utilization of the new, 60-point SLM Scorecard for assessing school
cafeterias.
Development of a new Technical Advising Professional Toolkit (TAP Toolkit) to
guide TAP through the process of providing technical assistance to schools
Completed a total of 148 scorecards at 115 schools during the 2017-2018 school
year.
Assisted with summary and analysis of SLM score card data for the SLM partners
(Dairy Council of California and California Department of Education)
California Local School
Wellness Policy Collaborative
(CA LSWP)
The CA LSWP seeks to build broad support for local school wellness policy
implementation among schools, after school programs, health departments, elected
officials, and community stakeholders. Additionally, the collaborative provides
assistance to districts in strengthening their policies, skills, and commitment to
implement local priorities and monitor adopted local school wellness policies.
Approximately 10 state and local agencies participate in the collaborative. During FFY
2018, the CA LSWP achieved the following:
Delivered seven coordinated, in-person trainings throughout the state
Developed of a variety of materials to support the development, implementation,
and monitoring of school wellness policy.
Began the process of developing a statewide toolkit for community partners to
provide technical assistance and support to schools to meet minimum Local
School Wellness Policy requirements.

California Early Childhood
Education Partnership
UC CalFresh continued to participate as a member of the California Early Childhood
Education Partnership group, which is a collaboration between state-level agencies
dealing with early childhood education. Participation in this group allowed UC
CalFresh to stay up-to-date on activities that its partners were conducting in ECE
sites and helped to make connections between agencies to further our efforts. Other
agencies participating in this workgroup include the Women, Infants and Children
Supplemental Nutrition Program (WIC), the Nutrition Education and Obesity
Prevention Branch (NEOPB) of the California Department of Public Health (CDPH),
First 5 California, California Department of Social Services, Emergency Medical
Services Authority, and the California Department of Education. Meetings were put
on hold in early FFY 2018 until funding was approved from a new ECE grant awarded
to CDPH.
Center for Nutrition in Schools
(CNS)
The funded collaboration between UC CalFresh and the Center for Nutrition in
Schools continues with the implementation of the Shaping Healthy Choices
Program. Support provided to UC CalFresh Counties implementing the program
includes training on delivery of the program, sharing of best practices among
educators, and providing of technical assistance relating to program delivery.
In addition, CNS researchers collaborated with UC CalFresh, UCANR, and UC Davis
Department of Nutrition to offer the UC Davis Department of Nutrition Research
Update. This symposium gave UC Cooperative Extension Nutrition Advisors the
chance to hear the latest nutrition research being conducting by Department of
Nutrition faculty.
Additional partnership activities include: a collaboration between the UCCE Elkus
Ranch Environmental Education Center, UCCE San Mateo, UCANR, and the CNS
to pilot an outdoor education experience focused on nutrition through the lens of
history; a partnership with the Butte County Cluster and Marysville Joint Unified
School District to offer short workshops for teachers within the district who wanted to
learn more about the three SHCP curricula; and collaboration between UC CalFresh
and CNS to develop a definition for comprehensive programming in schools for UC
CalFresh counties.
Other State and Territory
SNAP-Ed-Funded Programs
Sharing of Plan, Shop, Save and Cook Curriculum - Through collaboration of SNAP-
Ed Programs within the U.S. Territory of Guam, Washington, and Oregon, UC
CalFresh continued to expand the use of the of the Plan, Shop, Save and Cook
curriculum. Technical assistance and support included activities such as training of
educators on curriculum use and discussions with state-level staff on maintaining
curriculum fidelity when using this curriculum. For all programs, UC CalFresh
provided direction on obtaining and utilizing the needed educational materials and
evaluation tools for program delivery.
At the end of FFY 2018, Iowa State SNAP-Ed reached out on adopting the use of
PSSC with their SNAP-Ed program. UC CalFresh is currently discussing the use of
this curriculum with Iowa State.

SIA Coordination
Projects/Workgroups
During FFY 2018, UC CalFresh participated in multiple state-level coordinated
projects/workgroups with other SNAP-Ed State Implementing Agencies. These
projects/workgroups helped to better coordinate SNAP-Ed programing within
California. These workgroups/ projects include SNAP-Ed Evaluation, SIA Curriculum
Workgroup, Strategic Planning, Integrated Work Plan (IWP) Revision, LIA Forum
Planning Taskforce, and Training Coordination Workgroups. Some of the capacity
building activities that took place during FFY 2018 included:
Revised the IWP template and developed LIAs and SIA guides that assist LIAs
with revisions of IWP
Development, facilitation, and delivery of two coordinated LIA Forum
presentations (see conference presentations table for listing of presentations)
SIA training coordination around priority areas including school wellness, PA and
gardening
UC CalFresh staff served as Subject Matter Experts working on the development
of SNAP-Ed Basics - self-paced online training for onboarding new LIA staff. UC
CalFresh staff helped to develop content for both Fiscal/Administration and
Program subject areas. Development is ongoing as of the end of FFY 2018.
UC CalFresh staff continued to co-led the SIA Curriculum workgroup. During FFY
2018, this workgroup maintained and updated the current version of the California
SNAP-Ed Integrated Curriculum List as well as tailored down this list for the
upcoming FFY 2020-2022 IWP. The workgroup also provided guidance both
statewide and to local programs on curriculum fidelity.
PEARS Program Advisory
Committee and CA SNAP-Ed
SIA Evaluation Workgroup
During FFY 2018, UC CalFresh staff participated in two partnership groups that
helped to further strengthen PEARS and SIA/LIA capacity to use this new reporting
system. Specific accomplishments contributed by UC CalFresh staff included:
Participate in the PEARS national Program Advisory Committee (PAC) and
contribute specific suggestions such as for the algorithm to estimate unduplicated
reach for Item 5 of the FNS EARS form.
Provide recommendations and evidence to FNS regarding short duration direct
education sessions and coordinate with Kansas State University (KSU) so FNS
guidance could be incorporated into PEARS.
UC CalFresh was the only CA SIA to pilot the PEARS survey functionality and
staff provided considerable input on various “glitches” and areas for improvement.
Provided updated school demographics for all SNAP-Ed eligible schools in CA in
the form needed by KSU to allow for auto-calculation of school demographics.
Led development of and coordinated SIA input into Tip Sheet for Partnership and
Coalition reporting to assist LIAs with this new module.
Compiled a Frequently Asked Questions (FAQ) document with 75 questions from
UC CalFresh LIAs about PEARS reporting with responses. Shared with CDSS
and their evaluation consultants assisting with PEARS.
Provided to CDSS and their evaluation consultants all UC CalFresh developed
training materials and reporting aids.

Expanded Food and Nutrition
Education Program
(EFNEP)
During FFY 2018, UC CalFresh and EFNEP State Offices partnered to develop and
deliver trainings for nutrition program staff and program managers and supervisors.
Both programs are delivered locally through the University of California Cooperative
Extension. EFNEP and UC CalFresh frequently partner at the local level by layering
services to provide greater impact within the community. The two programs also
collaborate on special projects such as pilot testing of new curriculum such as the
UCCE Connects to You! Curriculum.
Youth Engagement
Collaborative
UC CalFresh has partnered with UC ANR’s 4-H program, the Public Health Institute
(PHI) and UC Davis Center for Regional Change (CRC) on our youth engagement
initiative. This funded partnership aims to support UC CalFresh local implementing
agencies in moving from serving and educating SNAP-Ed eligible youth -- to
engaging and enlisting young people as leaders in the delivery of direct nutrition
education efforts and youth-led participatory action research (Y-PAR). This initiative
also offers youth leaders service-learning credit and career exploration pathways.
Garden Training Team
UC CalFresh participates on the School and Community Garden SNAP-Ed training
team. In FFY 2018, the SNAP-Ed training team delivered three trainings throughout
the state reaching approximately 70 staff from local implementing agencies.
UC CalFresh subcontracted with the Butte County Master Gardener program to
develop the training curriculum for Day 1. The curriculum focused on developing
basic garden knowledge and skills for planning and implementing fruitful and
sustainable gardens. The UC CalFresh program collaborated with CDPH to develop
the training content for Day 2 that focused on garden sustainability and garden
integration in SNAP-Ed programming.
The trainings were well received, and participants had positive feedback to share
including the following quote:
“I enjoyed the hands-on portion of this training most, as someone with
very little gardening experience it was helpful to learn in the garden as
I feel this is something that I can take back and actually apply
because I now have hands on experience.”

Appendix 5 - Case Studies
UC Delivers documents how UC ANR's research and extension programs make a difference in the lives of
Californians by providing science-based solutions to critical issues. The audiences for these stories
include the public, internal, and external stakeholders who contribute time and resources, key decision makers,
and other elected officials. UC CalFresh is a regular contributor to this online publication. Three UC Delivers
articles published during FFY 2018 are highlighted as case studies in this report.
UC CalFresh’s Youth Engagement Initiative builds tomorrow’s leaders
The Issue
Youth live, play, eat, shop, and learn in their communities but are rarely included
in decision-making processes that directly impact their health and nutrition.
Engaging and building the capabilities of youth as leaders is an important step
toward effective policy, systems, and environmental (PSE) changes. Three
counties in California—El Dorado, San Mateo, and Imperial—initiated pilot Youth
Participatory Action Research (YPAR) projects during the 2016-2017 school
year. All school sites are located in rural regions that face similar issues, such as
lack of access to healthy foods, no walkability, and geographic isolation from the
rest of the county. As a result, these communities have high rates of obesity, low
physical activity, and poor nutrient intake.
What Has ANR Done?
UC CalFresh’s Youth Engagement Initiative, launched in 2016, involves youth in
promoting healthy nutrition and physical activity. YPAR engages young people
in research and action that builds their skills and fosters strong communities and
institutions. Each county team pursued a unique strategy based on youth
interests and opportunities. In El Dorado County, a Photovoice and in-school
YPAR project with Georgetown Elementary School sixth graders aimed to
improve nutrition by purchasing a healthy vending machine. In Imperial County,
an after-school YPAR project at Meadows Union Elementary School focused on
expanding physical activity opportunities for 6th-8th graders. In San Mateo County, an in-school YPAR project with
Pescadero High School students worked to improve the school meals program and communication between students and
district administrators. UC CalFresh partnered with the UC Davis Center for Regional Change and the Public Health Institute
Center for Wellness and Nutrition to provide ongoing technical assistance and program documentation. Support included
in-person trainings, one-on-one coaching, and resources to assist youth to use mapping tools and data to identify needs
and build their cases for PSE changes.
The Payoff: Youth gain leadership skills to advocate for healthier communities
Through UC CalFresh’s Youth Engagement Initiative, the counties combined direct nutrition education with PSE change,
built and leveraged local partnerships, empowered young people to take on leadership for youth health, and helped youth
develop research and presentation skills. In San Mateo County, students surveyed their peers and advocated to add
smoothies to the lunch menus. After presentations to school and district officials, their peers, and attendees at the Childhood
Obesity Conference, their recommendations were implemented in May 2017. In Imperial County, students met after school
and mapped out their school resources, surveyed their peers, and analyzed physical fitness and obesity data for the school
to advocate for new physical activity equipment and approval of a playground stencil project. After presentations to school
and district officials as well as their peers, their recommendations were approved. In El Dorado County, students researched
options for purchasing a healthy vending machine. They presented their findings to the principal, food services staff,
teachers, and their peers. This project will continue with a new cohort of youth next year.

UC CalFresh Kings County engages students, teachers, and parents to make healthful choices
The Issue
One of the main avenues that schools can use to positively affect health
is empowering students, teachers, and parents with nutrition
knowledge and skills while providing opportunities for physical activity.
However, poor eating habits and lack of exercise are major concerns
among youth and adult populations in Kings County. Lack of knowledge
and skills to make healthy food choices compounds the issue.
Additionally, according to the SNAP-Ed work plan for the County, of the
65 schools located in the county, 83% are SNAP-Ed eligible (> 50% of
students are eligible for free or reduced-priced meals, FRPM,
enrollment) and almost 68% of students are eligible for FRPM. Powered
with this knowledge, key community stakeholders came together to
create nutrition awareness and physical activity opportunities in schools
where a high percentage of students participate in FRPM programs.
What Has ANR Done?
The UC CalFresh Nutrition Education Program and the Hanford
Elementary School District READY Program have been collaborating
for over four years. Nutrition education has been an important
component of the program for students, teachers, and parents. During FFY 2017, nutrition educators mentored student
tutors and provided technical assistance for teachers to teach nutrition and physical activity lessons, including, a “Yummy
Curriculum-Serving Up MyPlate”, “Eat Fit”, “Choose Health, Food, Fun and Fitness”, and “CATCH”. After school tutors
created a Chef’s Club where students make a healthy meal or snack and do taste tests. As part of the collaboration, the
district office schedule after school visits for the entire school year. Each class participates in nutrition classes with the UC
team twice a year and students have come to recognize the UC CalFresh nutrition educators, referring to them as “healthy
ladies" and "nutrition ladies.” Additionally, nutrition educators engaged youth to create murals and nutrition corners and
implemented series-based nutrition classes and mini-workshops for parents. During the remainder of the year, the tutors
continued nutrition lessons using evidence-based curricula.
The Payoff: UC CalFresh in Kings County reached 818 students, 9 school sites, and 113 teachers
Approximately, 818 students are enrolled and reached through the READY After School program in partnership with the UC
CalFresh nutrition program. Nine school sites have adopted the tutoring model and Smarter Lunchrooms Movement. One
hundred thirteen teachers are enrolled to implement
nutrition lessons in the classroom. Teachers at one
site have aligned nutrition lessons with common
core standards for English Language Arts and
Health Education. The READY After School
Program and its partners have received recognition
for nutrition education efforts by the California
Department of Education. The effective partnership
and program have also led to changes to the School
Wellness Policy in the school district to improve
healthy eating.

Shaping Healthy Choices Program Initiated in Riverside
The Issue
The UC Davis’ Center for Nutrition in Schools has
created and research-tested the Shaping Healthy
Choices Program (SHCP) since 2012. This
evidence-based program is a multi-component,
school-based intervention addressing the complex
issue of behavior change and childhood obesity. In
2016, about 48% of teens in Riverside County were
designated obese (highest 5th percentile) and 11%
overweight (www.ask.chis.ucla.edu). Recognizing
this issue, the UC CalFresh Nutrition Education
Program in Riverside County partnered with two
school districts to implement the Shaping Healthy
Choices Program.
What Has ANR Done?
To launch this project in 2016-2017, Riverside UC CalFresh was able to obtain additional funds to hire a nutrition educator
and received the commitment to participate from two schools: Loma Vista Middle School in Alvord Unified and Nicolet Middle
School in Banning Unified. UC CalFresh State Office funded travel for two school teachers to SHCP training in Davis. UC
CalFresh Educators teamed up with the teachers to implement weekly lessons from the Discovering Healthy Choices
Curriculum and led the students in gardening activities where they planted a cultural garden and harvested vegetables. In
addition, the students participated in ‘Cooking Up Healthy Choices’ activities which include five cooking demonstrations
throughout the year. The UC CalFresh educators were also active in the School Wellness Committee and helped plan
school health fair events that involved family and community partnerships. The SHCP Team at UC Davis provided support
throughout and conducted program assessment.
The Payoff: The new program led to a new school garden, increased nutrition knowledge, and
enhanced partnerships
The Shaping Healthy Choices Program strengthened UC
CalFresh’s partnership with these two schools. The project initiated
a new school garden at Nicolet and brought in a UCCE Master
Gardener to work with the students. At both schools, the program
was implemented during PE class. Nutrition knowledge was
assessed pre and post-implementation using a 35-item
questionnaire. A total of 66 students completed a pre-assessment
and 62 completed a post-assessment. A statistically significant
increase in nutrition knowledge was observed from pre-
implementation (18.91 ± 4.3 out of 35 total score) to post-
implementation (21.13 ± 5.4; p = 0.011).
