TELSTRA LEGENDS OF LEAGUE

NSW FINALS 2012

Dear Rugby League Coordinator, Thank you for participating in your regional Telstra Legends of League competition. Congratulations on your achievement in making the Telstra Legends Shield NSW Finals to be held at Macquarie University Sport Fields, North Ryde & Marsfield Park, Vimiera Rd through to Culloden Rd, Marsfield (Girls Division Round Games only) on Wednesday 22nd August 2012! Twenty – five teams from around NSW will travel to the University Sports Fields to play in the Finals. Please find attached the carnival rules and regulations as well as a copy of the draw. NOTE: Please check the rules to ensure you are familiar with any changes from local rules. The Legends of League commenced in 2001 and has developed into a perennial highlight on the NSW primary schools calendar. This year, for the first time we will be holding a Girls Division with 14 teams participating. These teams will play their round games at Marsfield Park then over to Macquarie University for Semis and Finals (more information on next page). Please find below some information that will be extremely helpful leading up to the day:

Please confirm with your local NRL Development Officer regarding the Player/Officials list of names to be completed for the program

Cars will be charged $5 per car parking fee to park at the Sport Fields Car Park. All parking in the area is metered so this will be the cheapest and most convenient parking for the day.

School Buses are able to drop players off at the entrance or can park inside (there will be a charge to park inside).

The Fields can be quite difficult to find – the entrance is best described at the corner of Culloden and Talavera Roads – please look out for the Macquarie University Sports Field signs. The link to the location on the whereis.com website is http://www.whereis.com/nsw/macquarie-park/culloden-rd

The entrance to Marsfield Park is along Vimiera Rd, where a small carpark runs parallel to the playing fields. The link to the location on the whereis.com website is http://www.whereis.com/nsw/macquarie-park/vimiera-rd

Toilets are situated at the main fields only, please ensure your players and any parents are aware of this as there is a small road (part of car park) to cross from fields 3 -5 over to the fields 1 & 2.

All schools are to register upon arrival at the main fields at the Ron Reilly Pavillion (Macquarie University Sport Fields), near the canteen, to hand in Registration forms and pick up any information needed (please try to be there between 8.20am –8.30am).You will also receive an allocation of programs (Note: Please allow for the congested Sydney traffic)

The briefing commences at 8.45am on the main field (all teams need to be present for this) and the day concludes at approximately 3.00pm.

Canteen facilities will be available on both the main fields and fields 3 – 5. The 2.30pm presentation includes awards for all 39 teams (all teams nominate a

Best & Fairest Player who receives an award and each team will also receive a participation plaque). All teams are expected to stay for the duration of the presentation.

Teams knocked out of the competition after the Pool Stage are requested to remain at the ground and participate in the trivia contest (prizes will be given away) as well as a Legends Panel, featuring past greats of the game.

In attendance on the day will be former Rugby League players and administrators as well as some of the current stars of the NRL Competition.

All schools are required to bring at least a League Safe accredited person to run water.

GIRLS DIVISION DETAILS:

All round games for Girls will be held at Marsfield Park. Games will commence at 8.45am so please ensure you team is at the park by

8.20am to register at the main tent. There will be BBQ facilities and cold drinks and snacks for sale at Marsfield Park if

required. Round games will finish at approximately 12.00pm. Once these are over, a bus will

be provided (it will make 2 or 3 trips) to take teams to Macquarie University Sport Fields to join in the festivities (Trivia session, Academy inflatable activity station, Legends Panel) there. This is only a very short distance away. Players are more than welcome to travel to the Sport Fields by private or alternative transport if organised with School.

All Semi finals and Finals will be played at the Sport Fields. The presentation at 2.30pm will be for all teams and we would like to encourage all teams to stay for the duration.

PLEASE NOTE: In the unfortunate case that there is wet weather causing the event to be postponed, a wet weather date has been set as Wednesday 29th August. Please ensure your School has this date pencilled on to the calendar! Please refer any questions to your local NRL Development Officer and we look forward to seeing you at Macquarie University Sport Fields. RULES AND REGULATIONS The National Rugby League and the Carnival Committee will convene the Telstra Legends of League Shield. The competition is a 7-a-side carnival for children in Yr 5 and 6. 1. All players must be bona fide pupils of the school they represent. 2. All water runners must have Leaguesafe accreditation as a minimum, only

one water runner per team. 3. All safe play code rules apply. 4. Mod League rules will apply with the following exceptions:

a) Seven (7) players per team on the field with unlimited interchange. b) Teams have a maximum of six (6) tackles each possession c) Maximum of eleven (11) players per team. d) All matches will be fourteen (14) minutes (7 minutes each way) with a

quick turn around. No half time. e) Kick off for the start of each half, all other restarts are a tap kick at

halfway from the team who had a try scored against them. (If a kick crosses the sideline no advantage is given to the kicking team).

f) All tries are worth 4 points g) All conversions are to be drop kicks from in front of the posts. h) Where possible, games to be played on mod field - 10m line of

International rules field is the 7’s goal line, or as marked on the day 5. All teams must be ready to take the field at their allotted time slot. Failure

to do so may result in the forfeiting of that match (at the discretion of the Disputes Committee).

6. If a player is injured the water runner, teacher or coach only may run onto the field. No children other than the seven (7) players on the field are to enter the playing field at any time.

7. The Legends of League Shield is for students in Years 5 & 6, however any student who turns 13 before the 31st December 2012 will not be permitted to compete in either the regional gala days and /or the Legends of League Finals Day.

8. A sport trainer/first aid officer will be available at each ground. 9. The NRL accepts no claim for an injury sustained by a person or loss of

personal property. 10. There will be no time off for injury except in the Semi Finals and Grand

Final.

11. The score for each match will be kept by the officials at the ground managers' table and will be recorded as the referee indicates. Points will be awarded for each match as:

Win - 3 points Draw - 2 points Loss - 1 point Forfeit – 0 points

12. a) At the conclusion of the Boys Division round matches the team from each pool with the most points will qualify for the Quarter Finals - if the points are equal the team with the better points for and against (then percentage, if necessary) will qualify. b) At the conclusion of the Girls Division round matches the team from each pool with the most points will qualify for the Semi Finals - if the points are equal the team with the better points for and against (then percentage, if necessary) will qualify.

13. In addition to the five teams finishing on top of their pool, the next three teams with the best record in the round matches will also progress through to the Quarter Finals. These teams will be determined as above, by competition points, then for and against, then percentage if necessary. If points are still the same it will then go to most tries scored, then least tries scored against.

14. In the event of a drawn match in the Quarter Finals, Semi Finals or the Grand Final the Golden Point Rule will apply. A coin toss will decide which team will kick off, and the directions the teams will run. The first team to score in extra time (maximum of 10 minutes, 5 minutes each way) will be deemed the winner. If neither team has scored in extra time, the team scoring the most tries in that game will be declared the winners of the game. If tries are equal the team scoring first in the game will be declared the winners.

15. Teams must be ready to play five (5) minutes before kick off time. Failure to do so will incur a penalty as agreed upon by the Carnival Committee of the day.

16. There is to be no coaching from the sideline during the progress of the game. Where seats or bench are provided, the coach and reserves must remain seated for the duration of the game. If no seating is provided the coach and reserves must remain on the sideline in the area designated by the Ground Manager. The Disputes Committee reserves the right to penalise any unsatisfactory behaviour from players, officials or spectators that contradict the Rugby League National Code of Conduct.

17. Any disputes shall be reported to the ground manager immediately after the completion of the match in question and will be adjudicated by the Disputes Committee.

18. At the conclusion of the carnival there will be a presentation. Each school will receive a plaque and the winner will receive the Telstra Legends of League Shield.

19. The Disputes Committee have the authority to rule on any incidents not covered by the rules. Any situation not covered by the rules shall be reported to the carnival committee.

“CODE OF CONDUCT”

PLAYERS

Play for the fun of competing – not just to please others

A good player is a self-disciplined person – stay in control of yourself always

Never be guilty of any “cheap shots” – i.e. taking an unfair advantage of another

Be a good sport – respect good play, whether yours, your team’s or an opponent’s

Never argue with the Referee or any others there to help you

Work hard on your own game and play your part in the team effort

The rules are there to ensure your enjoyment & safety – Play by them

Always co-operate with those in your team

COACHES, PLAYERS & PARENTS

Unreasonable demands made on players rarely bear fruit

Teach respect for rules and authority, by word and example

Support every effort to rid school sport of verbal & physical abuse

It may not be necessary to de-emphasise winning as to decriminalise losing

Avoid tendency to over use a talented -player

Show respect for all and commitment to their well-being

Be positive avoid harsh criticism or ridicule

Injured players should not be allowed to compete – for their own sake

Encourage the development of basic skills – first and foremost

Teach the players that an honest effort is as important as victory

Teach players to realise that there’s a big gap between their play and the professional game

SPECTATORS

Condemn any forms of violence

Respect the Referee’s decisions – he usually knows better than you do

Behave! Any unseemly language, harassment of anyone or childish behavior is not a good example for those who should be leaders

Applaud good play – not just your own teams

Remember that the players are not there primarily to entertain you or to meet your expectations

Never ridicule or scorn a player for making a mistake – respect their efforts

Respect the opposition and all authority figures

Be encouraging to all – be positive in all you say
