PROMOTING GOOD TELEPHONE SERVICE 1. AUTHORIZED USE Military telephones and voice facilities are authorized FOR GOVERNMENT OFFICIAL USE ONLY, and must be restricted to mission-essential calls only. This includes the base 1-800 Service (incoming). 2. PROPER USE OF TELEPHONES When placing a call wait for dial tone, dial your number, identify yourself, speak distinctly, and make conversations brief. Answer the telephone promptly; identify the organization and the individual speaking. Use your telephone directory, do not guess at numbers. For your convenience, maintain a list of frequently-called numbers. Update your directory as numbers are changed. Do not leave your receiver in the off-hook position on your telephone, nor set the HOLD button to prevent completion of incoming calls. 3. PERSONAL CALLS Personal calls on official telephones shall not interfere with official duties and must not exceed reasonable duration and frequency. Whenever possible, such calls will be made during the employee’s personal time, such as after duty or lunch periods. Personal calls shall not incur any long distance or per-call charges. 4. CLASSIFICATION OF TELEPHONES

a. CLASS “A1”, Telephones are authorized for the transaction of official government business only. They provide access to city, long-distance trunks,

extended area, and Defense Switched Network (DSN), for the conduct of official business. b. CLASS “A2”, Telephones are authorized for the transaction of official government business only. They provide access to city, extended dialing area, and Defense Switched Network (DSN). They are restricted from long-distance calling. c. CLASS “B”, Telephones are for use in government quarters where commercial service is not available. Homestead ARB does not have class "B" telephones. d. CLASS "C", Telephones provide 4-digit dial service for on base use only. No access to local city trunks or DSN e. CLASS “D”, Telephone service provides point-to-point direct line service, such as fire alarm, intrusion alarm, monitoring, and point-to-point voice Auto ring down circuits. INSTRUCTIONS FOR PLACING A CALL 1. ON-BASE DIALING PROCEDURES a. To call a base extension, dial the 7-digit number from any other base extension. b. To call an off-base local commercial number from a base extension with class "A1” or “A2" service, you must dial, 99 + area code + the number (ten digit dial). You may call any number in your local calling area without a long distance charge. The following local prefixes can be dialed from Homestead ARB:

CALLING TO YOUR EXTENDED CALLING AREA, INCLUDES NUMBERS AT Big Pine Key, Coral Springs, Deerfield Beach, Ft Lauderdale, Hollywood, Islamorada, Key Largo, Key West, Marathon, North Dade, North Key Largo, Pompano Beach, Sugar Loaf Key, (area codes 305, 786, 754 and 954). c. You can dial your extended calling area by dialing 99 + 1 + area code + the number, however, you must log calls on AF Form 1072, as it incurs a charge to the government and must be controlled. d. To call Homestead ARB from an off-base telephone, dial the area code “786” + "415" plus the desired extension. e. To reach the base operator from any extension on HARB dial “415-7000”. f. To call any DSN number, dial "94" and the desired number. This may be done from class "A1” and “A2" telephones only. 2. CONFERENCE CALLS a. Regular Conference (3 parties): Dial “415-7000” for the base operator and give the details of the parties to be included and the desired time of the conference call. The base operator will establish the conference and call you at the desired time. b. DSN Conference: Dial “415-7000” for the base operator and give the conference information. The DSN Assistance Operator will establish the call. When all parties have been contacted, the DSN Assistance Operator will notify the subscriber. 3. DIRECTORY ASSISTANCE CALLS a. On-base directory assistance is provided by the base operator. Consult the base telephone directory prior to calling for assistance. b. For base directory assistance, consult the base directory located on the Air Force Portal or call the base operator by dialing (786) 415-7000. All assistance calls must be GOVERNMENT OFFICIAL. 4. TELEPHONE FEATURES 5. INSTRUCTIONS FOR PLACING LONG DISTANCE CALLS AND NEED FOR LIMITING THE DURATION OF CALLS

a. Official long distance calls should not be made when time permits the use of other means of communications, i.e., letters or electronic message, DSN can be used. b. It is incumbent upon each individual making long distance calls to minimize the length of such calls to the minimum time required to conduct one's business and should not exceed five (5) minutes. You can dial your long distance call by dialing 98 + 1 + area code + the number. Record these calls on AF Form 1072, Telephone Log are required. c. Unless you have direct dial capability, all official long distance calls will be placed through the Homestead ARB operator by dialing “0”. d. Collect calls are prohibited. 6. REPORTING SERVICE COMPLAINTS a. Telephone operators are instructed to be courteous with calling parties. Similar action on the part of the telephone users will be an incentive for superior service. b. Individual operators are forbidden to receive service complaints and are instructed to refer all complaint calls to the 482nd Communications Squadron Commander, at extension (786) 415-6983. c. Telephone operators are not permitted to give their names to calling parties. They are instructed to give their operator number only. 7. REPORTING NUISANCE CALLS a. It is unlawful for any person to make a telephone call in which obscene, lewd, or immoral language is used with intent to offend. Federal law further prohibits interstate telephone calls which are obscene, lewd, lascivious, filthy or indecent, or where intent, with or without actual conversation, is to annoy, abuse, threaten or harass any person. It is unlawful to knowingly allow anyone to use a telephone under your control for the above purposes. b. Anyone who receives a bomb threat or harassing call should immediately, follow instructions on the AF Form 440, Bomb Threat Aid. 8. REPORTING TELEPHONE TROUBLES Report all telecommunication troubles, to 482 CS Helpdesk, at (786) 415-7682. If an emergency condition exists and it is after normal duty hours, call 482 FW Command Post at (786) 415-7023. 9. REQUESTING NEW TELEPHONE SERVICE

Submit official requests to install, discontinue or relocate telephone services to 482CS CFP by Unit TCO in accordance with AFI 33-111. Address all concerns in your request to ensure that all alternatives are met. 10. CARE OF NEW EQUIPMENT Telephone users are responsible for the proper use, care, and safekeeping of telephone instruments and equipment. Users are liable for any loss or damage to such equipment. Under no circumstances will the subscriber move, alter or make additions to the equipment. Any telephone equipment found to have been tampered with by unauthorized personnel will be disconnected and withdrawn from the using agency. 11. PROTECTION OF BURIED CABLE Prior to excavating, grading, digging or driving stakes or poles, the agency undertaking the work will first obtain an AF Form 103, Base Civil Engineering Work Clearance from the Base Civil Engineering Program Development Office, building 232. This permit will insure all underground utilities are located. It is the responsibility of the person excavating, grading, digging or driving stakes or poles to insure the underground utilities marked are kept up and if work is not completed within one month, the area must be remarked. If the person does not follow these guide lines and underground utilities are damaged that person will be responsible for all repairs. 12. PHONETIC ALPHABET Using the phonetic alphabet helps when pronouncing isolated letters and spelling out words normally difficult to understand over voice communications. SECURITY INSTRUCTIONS

a. The fact that any number of people can listen is a SECURITY weakness of the telephone system. Paraphrasing, using code words, nicknames and incomplete references on the telephone are attempts to disguise information. Most base telephone facilities are not secure and any classified information discussed over these facilities may be considered compromised. Military owned or leased telephone systems are subject to monitoring. b. Secure Telephone Equipment (STE) voice: Most organizations have a STE located within their unit. Organizations with STE capability are distinguished by an (*) in the Organizational Section of this directory. If your unit doesn't have STE capability, contact the 482 FW Command Post at (786) 415-7023 for access to one. 14. MINIMIZE Minimize is a condition when normal message and telephone traffic is drastically reduced to avoid delaying messages intended for an actual or simulated emergency. It is imposed by a commander to reduce and control communications in their area of authority. This is especially true of traffic not directly related to the emergency. The imposition of minimize warns network users to eliminate non-essential traffic so communications directly concerned with the emergency or exercise will not be delayed. 15. TELEPHONE PRECEDENCE SYSTEM a. Military Precedence Designators specify the relative order in which telephones calls should be handled based on importance (content) of the call. In descending order, the precedence is as follows:

(1) FLASH precedence reserved for alerts, warnings or other emergency actions having immediate bearing on national, command, or area security.

(2) IMMEDIATE precedence reserved for vital communications: (a) Have an immediate operational safety effect on tactical operations. (b) Which directly concern safety or rescue operations. (c) Which affects the intelligence community operational role.

(3) PRIORITY precedence is reserved for

calls which may require prompt completion for national defense and security, the successful conduct of war, or to safeguard life or property which does not require higher precedence. Normally, PRIORITY will

be the highest precedence that may be assigned to administrative matters for which speed or handling is of paramount importance. PRIORITY #93 DSN is not available at HARB.

(4) ROUTINE is for normal administrative

business and is handled sequentially as placed by the calling party. DSN for ROUTINE calls is #94. b. The precedence system is directed for use by all authorized users of the voice communication facilities of the Department of Defense. Since the effectiveness of the system depends upon cooperation of the people using it. Users must be familiar with each precedence category's purpose and the type of calls, which may be assigned the respective precedence. Each authorized user should consider whether a call requires a special precedence and exercise care not to request or use one higher than the circumstances require. 16. DSN USAGE a. General: The Defense Switch Network (DSN) is the principal long-haul voice communication network within the Defense Communications Sy stem providing unsecured direct distance dialing service worldwide through a system of government owned and leased automatic switching facilities. The purpose of DSN is to handle essential command and control operations, intelligence, and logistic, diplomatic and administrative traffic. b. Use of DSN: (1) Authorized only for government official communications. (2) Will be restricted to: (a) Calls that are essential, requiring a timeliness that cannot be obtained by other means, and would stand the scrutiny afforded a commercial toll call. (b) The minimum time required to accomplish the official business and will not normally exceed five (5) minutes. (c) The use of a precedence level in accordance with subject matter of the call. (d) The use of graphic, facsimile, or unsecured voice-data devices only when approved by the Chiefs of the Military Services and heads of DOD agencies or activities. Voice data, facsimile, and graphic service on DSN will normally not exceed a continuous transmission time of eighteen (18)

minutes, nor a total transmission time of one hour during normal business hours.

(3) Will not be authorized for: (a) Calls made directly or indirectly by any non-appropriated fund activity (clubs, exchanges, and other unofficial activities) provided telephone service at post, station, camp or base level except when approved by the Joint Chiefs of Staff. (b) Calls within an installation or metropolitan area where other existing government provided local telephone service is adequate. (c) Unofficial or personal calls.

(4) Calls to commercial numbers: (a) Official long distance telephone calls can be placed using a combination of DSN and local base switchboard lines when the following conditions exist: 1. The called based switchboard is permitted by the local commander to connect incoming DSN calls to commercial numbers. 2. The called commercial number is in a toll free radius from the switchboard.

3. Local commanders equip their switchboard to handle internal station telephone requirements. Since the equipment used to supervise calls to commercial numbers is expensive, the decision whether to process the calls is left to the authority controlling the local switchboard, the local commander. (5) DSN user calling instructions: (a) Routine DSN calls for users with access to DSN should: (b) Verify the DSN number. 1. Listen for dial tone. 2. Dial the access code (94). 3. Listen for second dial tone. 4. Dial 7-digit DSN number. 5. Precedence and overseas DSN calls: To place precedence or DSN calls, always provide the base operator with the following information: (a) The precedence of the call.
