• Strategy for Science, Technology and Innovation 2006• 5 year programme from 2007, funding for TT staff ,

to industry from research in Higher Education Institutions Facilitate the development of high quality and effective

IP from HE sector-Who is benefiting?
• Between 2007 and 2010, 316 Licence Option or Assignment agreements for IP were concluded with companies
• 32 % with new spinouts from Irish HEIs• 29% with existing Irish SMEs• 21% with MNCs in Ireland• 14% with MNCs not in Ireland• 4% with other entities (companies/organisations outside
Ireland)
• Overall- 82% of IP was transferred to Companies in Ireland

• !!NEW!! EI shortly to appoint an IP Project Manager-to advise companies on IP issues and help ‘navigate’ the system to use IP as a strategic tool in business development

EU IPR Developments
Revamping IP rights in EU, strategy published May 2011.
– single European Patent-Legislative proposal launched in April 11, to radically reduce the costs of patenting in Europe by up to 80%
– Trade marks-updates to the registration system – Geographical Indications- no protection for non-agricultural
products– Multi-territorial copyright licensing– Digital libraries– IPR violations- Counterfeiting and piracy– IPR enforcement by Customs
