1.1 PURPOSEPursuanttoTexasGovernmentCode,Chapter77,Section77.031,thisdocumentdelineatesstandardsforthetechnologicalneedsofthejudicialsystem.ThisdocumentisapprovedbytheJudicialCommitteeonInformationTechnology(JCIT)thatwascreatedbythe74thTexasLegislature.Changestothisdocumentareeffective90daysafteradoptionandpublicationbytheJCIT.

exchangesinTexasAdministrativeCode,Title1,Part8,Chapter177.ElectronicCourtFiling(ECF)standards–asetofnon‐proprietaryextensiblemarkuplanguage(XML)andWebservicesspecifications,alongwithclarifyingexplanationsandamendmentstothosespecificationsthathavebeenaddedforthepurposeofpromotinginteroperabilityamongelectroniccourtfilingvendorsandsystems.OCA–OfficeofCourtAdministrationOCR–OpticalCharacterRecognitionPDF–PortableDocumentFormat–forthepurposeofthesestandardsthisisPDF1.4(ISO19005‐1:2005–RevisedasISP/NP19005‐1).ThisstandardspecifieshowtousePDFforlong‐termpreservationofelectronicdocumentsandisapplicabletodocumentscontainingcombinationsofcharacter,rasterandvectordata.PDFDistiller–aprogramorapplicationthatconvertsfilesintoPDFfilessothattheprintedappearanceofadocumentispreservedregardlessoftheapplicationusedtocreateit.Thisfunctionalityiscommonlyseenas“PrinttoPDF”,“SavetoPDF”or“ExporttoPDF”.PDFSoftware–softwarethatconformstoInternationalOrganizationforStandardization(ISO)32000‐1:2008.Thisstandardspecifiesstandardsforcreating(writing),reading,displayingandinteractingwithPDFdocuments.JCIT–JudicialCommitteeonInformationTechnology

3 DIGITALMEDIASTANDARDSInadditiontocontentandformattingpromulgatedbytheTexasRulesofCivilProcedure,TexasCodeofCriminalProcedure,andTexasRulesofAppellateProcedure,thefollowingstandardsapplytodigitalmediafiledelectronicallyorscannedfromsourcerecords(filedaftertheeffectivedateofthesestandards)bytheclerk.
3.1 DOCUMENTS

A. Ane‐fileddocumentmustbeintext‐searchablePDF,usingfontsspecifiedinthePDFspecification,on8.5x11pagesize,withthecontentappropriatelyrotated.
B. Whenpossible,thedocumentshouldbegenerateddirectlyfromtheoriginatingsoftwareusingaPDFdistiller.
C. Priortobeingfiledelectronically,ascanneddocumentmusthavearesolutionof300DPI.Preferably,scanneddocumentsshouldbemadesearchableusingOCRtechnology.
D. Ane‐fileddocumentmaynotcontainanysecurityorfeaturerestrictionsincludingpasswordprotectionorencryptionandmaynotcontainembeddedmulti‐mediavideo,audio,orprogramming.
E. DocumentsmaynotcontainpackagePDF’s.PDF’sshouldnotbeembeddedinsideofanotherPDF.Documentsmaynotcontainembeddedfonts.EachdocumentmustbeasinglePDF.AnappellatecourtmayrequirethatmultiplePDFdocumentsbecombinedintoasinglePDFdocumentandbookmarksusedtoseparatecontentappropriately.Thecontentofthedocumentshouldnotdependonbookmarks.
F. Anye‐fileddocumentfilenameshouldcontainonlyalphanumericcharactersthatarepartoftheLatin1_Generalcharacterset.Nospecialcharactersareallowedandthelengthofthefilenameshouldberestrictedto50characters.
3.2 AUDIO/VIDEOA. Thefollowingmediaplayersaresupported(specificaudio/videoformatscanbefoundon
eachmediaplayer’swebsite):a. VLCmediaplayer(VideoLANOrganization)b. Windowsmediaplayer(Microsoft)
B. Whenanaudio/videofileisnativelysupportedbyatleastonemediaplayerlistedinthesestandards,thefilemustnotbeconvertedintoanotherformat.
C. Ifanaudio/videofileisnotnativelysupportedbyatleastonemediaplayerlistedinthesestandards,thefilemustbeconvertedtoanotherformatsupportedbyatleastonemediaplayerlisted.Theoriginal,anyhardwarerequirements,andsoftwareneededtoview/heartheoriginalmustbesubmittedaswell.
D. Ifmodificationsareneededtoenhancethenativeaudio/video,acopyoftheoriginalmustbemade.Themodifiedcopy(submittedinadditiontotheoriginalaudio/video)mustalsobegeneratedinaformatsupportedbyatleastonemediaplayerlistedinthesestandards.

4 EFILINGFILINGCONFIGURATIONSBelowarethestandardfilingconfigurationstobeusedintheeFilingsystemfordistrict,countycourtatlaw,probate,constitutionalcounty,andjusticeofthepeacecourts.Thislistoffilingconfigurationsmustbeacceptedineachcourt.Courtsandclerksmaynotaddtothisconfiguration,butmayeliminatecodesifnotneededinaparticularjurisdiction.
ItisimportanttonotethatthesestandardsonlyapplytotheelectronicfilingsystemwhichisadeliverysystemandareNOTstandardsforacountycasemanagementordocumentmanagementsystem.

4.8.1 STANDARDFILERPROCESSESAllfilersusingtheelectronicfilingsystemmustfollowthestandardprocesseswhenfilingparticularitemswiththecourt.Clerksmaynotreturnadocumentforcorrectionifthefilerfollowedtheprocessesoutlinedbelow.
4.8.1.1 ProposedOrdersProposedordersmaynotbecombinedintoonecomputerfilewithamotionorotherdocument.
Aproposedordermaynotbetheleaddocumentinanenvelopecontainingamotionorotherdocument.Whenfiledwithamotionorotherdocument,aproposedordermustbefiledasanattachmentinthesameenvelopeasthemotionorotherdocument.
Ifnothingisbeingfiledalongwiththeproposedorder,theproposedordermustbetheleaddocument.PreferredClerkImplementation
1. Clerkincludestheproposedorderinthecasemanagementsystemforjudicialreview.
2. Judgemodifiesandthensignstheproposedorder(transformingitintoanorder)andreturnsittotheclerkforfiling.Judgesareencouraged,butnotrequired,toelectronicallyfileanorderbacktotheclerk’soffice.
