3.9 CONDUCTIVITY METERS

3.9.1 Digital type conductivity meter of reputed make to be installed to monitor water quality at the outlet of the Mix Bed Exchanger and before storage water tank

3.9.2 Portable conductivity meter of H A C H / H A N N A / H M digital makes for measurement of water quality in the tanks or elsewhere as per requirement.

3.10 Pressure gauges and Flow meters to be installed at various stages on DM plant for pressure and flow monitoring as per requirement.

3.10 In case any other items are required for the proper functioning of the unit including quality of the output DM water plant (as per specs), the same shall be part of vendor's scope.

3.11 The complete plant and all its components should be operational at pressure of less than 4 kg/cm2. All components of the system should be suitably over-rated beyond the operational parameters viz. Pressure, Flow rates etc. for safety

There should be no effluents discharged by the system which are hazardous for the environment a per govt, norms. In case of such effluents, treatment plant/facility should be included in the offer and will be in vendor's scope of supply. Septic tank will be made by BHEL and procedure for neutralizing to be provided by vendor along with portable PH meter. Pump for discharging the residual water to drains to be provided by the vendor.

3.13 AUTOMATION OF DM WATER PLANT 3.13.1 Automatic start of the plant after switch on when water level in storage tank is not full.

3.13.2 Automatic backwash and rinsing process of Multi-grade filter, Activated Carbon Filter at pre-determined intervals. Automatic backwash and rinsing process to be provided before recharging in softener, an-ion exchange, cat-ion exchange.

3.13.3 Automatic regeneration of Softener, an-ion & cat-ion exchanger on processing specified output of water as per clause 1.1

3.13.4 Alarm generation and automatic shutdown of plant when output water conductivity is greater than 5 pS/cm (adjustable)

3.13.5 Automatic switch off of plant when the water level in storage tank is full 3.13.6 Alarms to be provided for re-charge tanks empty with buzzer. Any other alarms required

to be provided for safe operation of the system to be provided by the vendor. 4 CHEMICALS & CONSUMABLES FOR ONE YEAR'S OPERATION

4.1 Chemicals and consumables for one year's operation to be necessarily quoted by the vendor separately otherwise offer will be rejected.

4.2 Vendor will provide all the chemicals, Resins, filters & other consumables required for one year trouble free operation of the DM plant.

4.3 Vendor to note that one year's operation comprises o f : 300 days X 6 hours/ day X 100 liters/ hours = 180 Kilo-liters

4.4 Vendor to quote the quantity & cost for each consumables viz. HCL , N a O H , NaCI, Filters etc for operation as per SI. no.-4.3

4.5 In case any consumable/ item is required for operation and maintenance of plant for a period of one year from the date of commissioning, the same shall be included and provided free of cost.

5 SPARE PARTS: Party shall compulsorily quote following spare parts: 5.1 Valves-1 no. each type as used in the supplied plant 5.2 Flow meters -1 no. each type as used in the supplied plant

F 6 DOCUMENTATION 3 Sets 6.1 Following documents shall be supplied by the Party: 6.2 Operation and maintenance manual of the equipment. 6.3 Electrical drawings and fluid plans with flow circuit diagram. 6.4 Documentation of all bought-out items hard copy as well as in soft copy. 6.5 Drawings of all mechanical systems & modifications, mountings, flanges & couplings. 6.6 Complete list of bill of materials including make/manufacturer.

7 SUBMISSION OF BILL OF MATERIAL (BOM)

7.1 Before inviting B H E L for Pre-dispatch inspection. Bidder shall submit to B H E L the Bill of Material (BOM) and proposed electrical, mechanical and fluid plan drawing/ schematic for approval of Bill of Material (BOM).

8 PRE DISPATCH INSPECTION: 8.1 Inspection of the equipment shall be carried out by B H E L at B idde rs v^orks to check

operation and functioning of tlie equipment. Only after the clearance given by B H E L , shall the equipment be dispatched to B H E L , Hardwar. 1

8.2 Pre-dispatch inspection of all the items covered under Scope of Supply & spares shall be carried out by B H E L personnel at vendor's works.

8.3 Supplier shall invite B H E L for carrying out pre- inspection.

8.4 Deputed B H E L persons shall do pre acceptance of material under scope of supply at Bidder works and give dispatch clearance.

8.5 Expenses of Boarding and lodging of B H E L personnel during PDI shall be borne by B H E L .

9 ERECTION & COMMISSIONING: 9.1 Party shall undertake erection &commissioning of the supplied components at B H E L ,

Haridwar. All material required for commissioning of the system with the machine shall be supplied by the party free of cost and obligation. All commissioning materials shall be supplied by party for successful running of the machine.

9.2 Suitable interlocking and alarm display to be provided on operator panel. 9.3 Bidder shall intimate date of delivery of the equipment to B H E L , Hardwar. 9.4 Bidder shall depute their manpower for commissioning of the equipment at B H E L ,

Hardwar. 9.5 The commissioning work should be completed within 60 days from the 1®' call to Vendor

after receipt of equipment at B H E L , Haridwar subject to availability of the machine. ,.3'

10 TRAINING:

10.1 Party shall impart training of 02 weeks to B H E L staff, for operation & maintenance of the system supplied by them during installation & commissioning.

11 ACCEPTANCE CRITERIA: 11.1 Party shall demonstrate operation of all parts of the equipment supplied. 11.2 The entire system should be leak proof.

11.4 Acceptance shall be at B H E L , Hardwar after successful commissioning and testing of the supplied equipment for all operation of the entire system for which the same was procured.

11.5 Bidder must submit the electrical schematic, fluid plans and mechanical drawings for approval prior to manufacturing.

12 WARRANTY OF EQUIPMENT :

12.1

One year from the date of successful commissioning of the equipment. Vendor to provide service and spares replacement free of cost during this period. Vendor must attend breakdowns requiring O E M support & ensure that service engineer is sent within 48 hours of the first intimation to the vendor.

13 GENERAL :-13.1 The Bidder should submit the following information:-13.2 Make and Model of the Equipment Offered 13.3 Total Weight of the Equipment Offered 13.4 Detailed catalogues, sketch/photographs/CD of the unit shall be submitted with the offer.

13.5 Bidder is advised to visit B H E L to ascertain all the relevant details required for successful completion of the work.

13.6

A point wise compliance statement shall be submitted by the party with reference to the above scope of supply against each clause/ sub-clause with relevant details & comments. Non-compliance to any of the c lauses & quoting inadequate quantity can lead to dis-qualification of the offer.

13.7 The proposed Fluid plans, electrical schematic & Bill of Material for the machine shall be provided by the vendor prior to pre dispatch inspection.

13.8 Bidder must compulsorily quote the quantity exactly as per the Scope of supply. No reduction in quantity as per the above Scope of supply is permissible.

13.9 Bidder must quote the spare parts along with the offer otherwise the offer will be rejected.

13.10 Bidder is advised to inspect the machine before bidding to collect & ascertain all the relevant details required for successful completion of work.

14 BIDDER'S OBLIGATION: 14.1 The Bidder shall bring all tools, tackles and testing equipment with them for successful

commissioning of supplied system.

14.2 The bidder will submit Floor plan of the proposed DM water plant with the offer. The floor area shall not increase 30ft x 50ft.

14.3 Vendor to ensure that the DM water plant should have no harmful effluent s output .If there is harmful effluents output from the plant vendor to ensure its proper treatment before disposal.

15 BHEL'S OBLIGATION: 15.1 Lab Testing facility for analyzing of water will be provided by B H E L

15.2 Crane facility along with lifting tackles, trolleys etc. will be made available free of charge while working in B H E L premises only.

15.3 Facilities of minor welding, brazing, minor machining limited to fitting work /rework etc. will be made available free of cost inside B H E L premises subject to availability.

15.4 Any civil work required for the erection the plant shall be done by B H E L . Vendor to mention any special requirements along with the offer and also along with the order acceptance.

15.5

Consumables like lubricants, kerosene oil, cotton waste etc. will be supplied free of cost by B H E L during execution of works inside B H E L premises. Contractor should make his own arrangements for all types of hand tools including pneumatic/electrical drill machines, grinders, scraping tools along with the general purpose measuring instruments, straight edges etc.

15.6 B H E L will provide Pneumatic lines of 6Kg/cm2, Electric wiring 415V, 50HZ 3phase 3 wire at an electric main switch/isolator near the site. Wiring from the main switch will be in vendor's scope.
