INFORMATION FOR EVALUATION – EXPERIENCE Level of Experience:

Significant experience providing a common redistricting platform and data that State GIS Offices can host and operate and that can be shared and used by all redistricting process authorities.

Documented Performance:

The solution first shipped in 1997. Our clients have used the software to create thousands of redistricting plans. Today, 35+ states and many local governments, public interest groups, research facilities, political organizations, and the Department of Justice are using the latest version of the solution for a range of activities including importing and analyzing existing plans, tracking changes in demographics, creating maps with the latest political data, building redistricting plans using estimated data, and preparing staff for the upcoming redistricting cycle. We provide software, data, training, and support services to these clients throughout the redistricting cycle.

Significant experience providing a Redistricting Solution that reads/imports Census Bureau TIGER/Line files for polygon, line, and point geography layers, and the full PL94-171 data matrix Census File. We then used these to generate the population attribute data necessary to satisfy Department of Justice requirements under the Voting Rights Act of 1965. And matched them to the geography hierarchy used for redistricting state, city, county, house, senate, precinct, place, and school districts, using counties, tracts, and blocks, and supporting this hierarchy in both map and tabular data, using the common geographic area identifiers as the link between the 2. It is easy to manage the population data linked to the polygon layers creating a seamless map with a hierarchy.

We have processed, & integrated the platform with, the PL94-171 and TIGER data for several thousand counties and states over 20 years. Our solution was adopted by the Census Bureau for the national collection of PL94-171 in the 2010 redistricting cycle.

INFORMATION FOR EVALUATION – SOLUTION Windows Solution

The solution can be installed in any Windows-based environment

or stack whether local, on a server, virtualized, or in an Amazon

EC2 (AWS) instance. The solution is a comprehensive package

for creating, evaluating, and disseminating political redistricting

plans, battle-tested through 2 decades of use. It is easy-to-use

without any GIS experience. It has been tailored to the needs of

political redistricting and its participants and is used by most state

legislatures, redistricting consultants, advocacy groups, both

political parties, and court-appointed expert witnesses. The

solution uses interactive tools for district creation and numerous

measures for plan evaluation. Over 35 reports describing the

districts and their scores come standard with the product. It

interoperates with Microsoft Office and all popular GIS and

database software. The solution includes the latest Census

redistricting geography and Public Law 94-171 (P.L. 94-171) data ready-to-use to begin building plans and can read the

PL94-171 data. Election data can be integrated easily to allow for additional analysis using partisan competitiveness

reports. Redistricting plans can be imported, exported, and shared in numerous formats, with native support for spatial

extract, transform, and load (spatial ETL) operations for Esri formats. The solution also includes a library with APIs to

automate tasks. The solution adheres to all standard Windows conventions, includes context-sensitive help, and comes

with detailed manuals for redistricting and GIS, video tutorials, and an online learning portal. The solution and the online

solution have the capability to use census data and geography, and election data to accurately perform redistricting in

conformity with statutory and constitutional criteria within the timelines specified for each state and jurisdiction.

Online Sharing

The online solution displays interactive maps and reports on the Internet and integrates with the solution for easy plan

sharing, collaboration, and analysis. Multiple users are served in a secure environment that can be accessed using a

desktop, laptop, or tablet via current versions of most browsers. There are different deployment types. For example, you

may have an internal site for Legislators and another public-facing site for constituents. It is highly customizable and can

be implemented as a full featured public plan creation tool, as a simple plan review and commenting tool, or anywhere in

between. Plans submitted by users can be opened and analyzed using the advanced analysis tools in the solution. Plans

created with the online tool remain private in a user’s account until the user submits the plan for review. The plan is then

made available to the system administrator. The user controls what plans are shared publicly and when they are shared.

Online users can run reports on submitted plans and conduct other plan analysis to evaluate fit and fitness.

Capacity to Document and Communicate Redistricting Maps and Changes

The solution tracks the edits made within a plan by optionally recording user notes when a plan is closed. The software

contains a suite of tools that identify geographic and tabular differences between plans, and has identity management.

Capacity for Data Import, Export, and Integration

Census Data

The solution includes an enormous amount of data, including all of the layers from the Census TIGER files from the state

boundary down to Census blocks with all layers in between, such as counties, tracts, block groups, VTDs, state legislative

districts, congressional districts, school districts, water areas, etc. We attach the attributes from the P.L. 94-171

population, race, ethnicity, and voting age data to the geographic layers and include special calculations such as the

Department of Justice definitions of white, black, Asian, etc., along with additional tabulations such as number of persons

reporting that they are of multiple race. The solution also includes a streets file with address information, landmarks, water

features, and ZIP codes. Since we provide all these data layers pre-built, the user can begin using the data with the

solution immediately. The solution creates geographic and tabular hierarchies that satisfy DOJ requirements.

Election Data

The solution contains tools that facilitate the disaggregation of electoral data to Census blocks and its aggregation to

higher levels of geography. The Disaggregation/Aggregation Wizard is a standard tool in the solution. The wizard accepts

a GIS data file or a table and apportions data to standard geographic areas using a single procedure. The wizard can be

used with numerous data sets as often as required by the Legislature.

Delivery of Census Data

We are committed to delivering Census geography with associated Census demographics from P.L. 94-171 within 48

hours of the official delivery of data by the U.S. Census Bureau to official State data designees. We are designated as an

official recipient of P.L. 94-171 data, which permits direct delivery of official data to us for processing and integration with

Census geography. Data will be delivered electronically to the State for direct use within the solution.

Integration with other Systems

The solution outputs to most common Windows file types including Esri Shapefile and geodatabase, Microsoft Word and

Excel and Access and SQL Server, dBase/FoxPro/X-base, HTML, delimited text, Adobe PDF, and many more.

Flexible and Highly Customizable

Both the solution and the online solution are flexible and highly customizable. Many standard reports are included with the

products. These reports can be customized and tailored to meet the needs of the user.

Reports

The solution includes a vast array of reports with percentages for population and ethnicity, 10 scientifically recognized

measures of compactness including the Perimeter measure. Any demographics, including those that are added by the

user such as election or political data, can be included in reports. Several reports include the ability to calculate the

population share of a district for each city and county within the district. The solution includes an integrated tool that

facilitates report customization. Reports can be printed on any local or network printer in both color and black-and-white.

Support Services We provide well-staffed and timely support. The solution is the only software with a highly skilled and dedicated technical

support team who are available to provide real-time assistance. We are available throughout the redistricting process

when you need us. The purchase price of the software includes one year of annual maintenance and startup technical

support. We provide extended technical support by email, telephone, or GoToMeeting. Standard support hours are

Monday through Friday between 8:30 am Eastern time and 6:00 pm Eastern time. Extended 24/7 technical support by

phone or email is available beyond standard support hours at a higher rate. However, based on our experience over the

past decade, we do not believe that this type of support will be necessary. User Manuals provide step-by-step instructions

for all features of the software. There is extensive context-sensitive help. Finally, following the typical 3-day onboarding

training class, the users should be self-sufficient and comfortable with the software. Our employees have extensive

knowledge of software programming, data management and analysis, and issues related to the redistricting process. All

technical inquiries are kept confidential. Any data exchanged for review are used only for purposes of solving technical

problems. Data are not shared outside of the technical inquiry.

Legally Defensible Plans In addition to the broad array of metrics and reports mentioned above, the solution includes unique tools that will be

critical to creating legally defensible plans in the upcoming redistricting cycle. The solution is the only software that is

designed to evaluate travel contiguity, a measure of how possible it is to travel to all parts of a district without ever leaving

it. The solution also includes tools that go beyond trying to evaluate what a “good” redistricting plan is, instead exploring

the range of possible redistricting plans for the given state. This “ensemble” of redistricting plans can serve as a baseline

to measure a proposed or enacted plan against. Ensemble analysis has been applied in this manner to analyze partisan

and racial gerrymandering cases, both by expert witnesses and independent researchers. The technique can also be

useful during the map drawing process, where the ensemble of plans can illuminate possible different decisions that a

map drawer can make.

Demonstrated Reliability The solution has been the leading provider of redistricting software since 1997. Our clients used the software to create

Risk Description: Software solution vulnerability.

Solution:

The Windows software solution can be used in your own secured environment. When combined

with adequate backup, there is no risk of data loss. Password protection can be optionally

provided for various installations and as far as we are aware the software offers no backdoors

that would compromise a secure environment. The solution requires an authenticated Windows

domain user and relies on the Windows account security settings and the Windows firewall set

by the domain administrators.

In the online solution, users can access their redistricting plans only via a secure (HTTPS) web

application after they authenticate with username and password. Multi-factor authentication and

token-based authentication via the Auth0 web service can be provided as a customization.

Registered users do not have direct access to any of the data on the server file system, except

via the secure web application.

Risk Description: Support – Disaster Recovery

Solution: The solution creates a plan backup each time a plan is closed. Additional backup measures are

supported so that nearly no time at all would be required to recover the data.
