North Webster Avenue and Nance Street are currently unpaved in the project vicinity. Webster Avenue is classified as a secondary arterial with four lanes and Nance Street is a local road. Harley Knox Boulevard and Nance Street are shown as truck routes in the City’s circulation element.

Project-Related Traffic The project would have similar operation to the existing AAA facility at 495 Harley Knox Boulevard, approximately 0.25 miles east of the site in the City of Perris. The project would hold auctions of recovered vehicles approximately once a week for a total of 50 per year. The auctions would have a maximum attendance of 125 licensed resellers. According to the applicant, business hours would be from 6:30 AM to 5:30 PM, and vehicle services would end at 3:30 PM. The facility would operate with 6 employees. The general approach for traffic impact analysis is to evaluate weekday traffic during the commuting peak traffic conditions, generally from 7 to 9 AM and 4 to 6 PM.

The most widely recognized source for data on how much traffic various types of land uses generate is the ITE manual, Trip Generation. Trip Generation is a compilation of results from surveys performed at sites across the country representing different land use types. However, the ITE manual does not include trip generation rates for this type of facility. To estimate traffic related to the project, 24-hour driveway counts were taken at the existing AAA facility on Thursday, October 20, 2016 (non-auction day), and Friday October 21, 2016 (auction day). The traffic counts were taken at both driveways of the AAA facility to capture all ingress and egress traffic. Appendix A includes an aerial photography and the raw results of the driveway counts at each driveway. Table 1 summarizes the results of the total traffic entering and exiting the site over a period of 24 hours on a non-auction day and auction day at the existing AAA facility.

Table 2 presents the project trip generation based on the traffic counts taken at the existing AAA facility. As shown in the table, the project would generate 181 daily trips (20 in the AM peak hour and 4 in the PM peak hour) on a day without vehicle auction and 306 daily trips (62 in the AM peak hour and 2 in the PM peak hour) on a day with vehicle auction. The highest traffic volumes generated by the project would occur in the AM peak hour on an auction day, when 60 vehicles would enter and 2 vehicles would exit the site. This would be the equivalent of one vehicle entering or leaving the site every minute.

Because of the large number of tow trucks, passenger car equivalent (PCE) factors were applied, and truck volumes were converted to PCE volumes to reflect the fact that trucks take up more room on the road than automobiles and are typically slower during acceleration and deceleration. Based on San Bernardino County Congestion Management Program (CMP) guidelines,1 the following PCE factors were applied:

2-axle trucks = 1.5 trips

3-axle trucks = 2.0 trips

4+ axle trucks = 3.0 trips

To apply the PCE factors, the proposed project’s vehicle mix was estimated based on the traffic counts by vehicle axle classification. Table 3 presents the project trip generation converted to PCE. The total number of vehicle trips converts to 216 PCE trips (26 in the AM peak and 4 in the PM peak) on a non-auction day, and 341 PCE trips (64 in the AM peak and 2 in the PM peak) on an auction day.

SITE ACCESS

The project site’s main entrance would be along Harley Knox Boulevard, and secondary access would be along Nance Street. The Harley Knox Boulevard driveway would be 40 feet wide and would provide public and direct access to the office building and a 50-space parking lot. It would be restricted to right-in/right-out movements because a raised median on Harley Knox Boulevard prevents left turns into and from the access driveway. Thus, vehicles exiting the site headed west would have to proceed eastbound and make a U-turn approximately 1,000 feet east of the site. Currently, U-turns are not allowed at the intersection of

Harley Knox Boulevard and Indian Avenue because of the southbound right turn overlap phase at the intersection.

A roundabout is planned at the intersection of Harley Knox Boulevard and Webster Avenue at the northwest corner of the site. The southern half of Harley Knox Boulevard adjacent to the property line would accommodate a deceleration and right-turn lane to the access driveway. This would allow vehicles heading westbound along Harley Knox Boulevard to turn at the roundabout and travel eastbound to access the site. No curbside parking would be allowed on the south side of Harley Knox Boulevard.

The Nance Street driveway is proposed as a secondary access and would be a service entrance/exit to transport vehicles between the project site and the existing AAA facility to the east; it would not be used by the public.

SIGHT DISTANCE

At intersections and project driveways, a substantially clear line of sight must be maintained between the driver of a vehicle waiting at the crossroad and the driver of an approaching vehicle. Sight distance is the continuous length of roadway visible to the user.

A preliminary sight distance evaluation prepared for the proposed driveway was based on criteria and procedures from Caltrans in the Highway Design Manual (HDM). Table 201.1 “Sight Distance Standards” of the HDM relates minimum sight distance values to a range of design speeds. For this analysis, a design speed of an arterial roadway of 45 miles per hour (mph) has been used. The posted speed limit on Harley Knox Boulevard is 45 miles per hour. Assuming a design speed slightly higher than the posted speed limit at 45 mph, the minimum sight distance from the Harley Knox Boulevard access driveway would be 430 feet. A preliminary sight distance diagram, shown on Figure 4, Sight Distance Evaluation, has been prepared for the project access along Harley Knox Boulevard and shows that sufficient sight distance would be provided. The road is relatively straight and maintains a constant grade for at least 500 feet in each direction. The site would be easily accessible from nearby arterials, and the minimum peripheral visibility on Harley Knox Boulevard would be maintained per the Caltrans HDM.

On the portion of the property adjacent to Harley Knox Boulevard, site improvements include perimeter landscaping, walkways, fencing, utilities, and driveways/fire lanes. An eight-foot-high decorative wall with stone veneer pilaster columns every 100 feet would be constructed. The trees and vegetation would provide a landscaped buffer of at least 25 feet between the public sidewalk and the project’s perimeter wall.

Mitigation Measure TRAF-1 is required to ensure that adequate sight distance is provided from the access driveway to the street for a minimum distance of 430 feet of the access driveway. Upon implementation of Mitigation Measure TRAF-1, adequate sight distance would be provided for vehicular egress and ingress, and impacts would be less than significant.

TRAF-1: Prior to issuance of occupancy permits, the project applicant shall submit plans to demonstrate to the satisfaction of the City of Perris Engineer that no obstructions such as vegetation or walls would be developed on the south side of Harley Knox Boulevard that would interfere with the line of site from the access driveway to the eastbound lanes on the south side of Harley Knox Boulevard. Adequate line of sight shall be provided for a minimum distance of 430 feet of the access driveway.
