EQUIPMENT AND AMMUNITION1. Each NOC shall provide its athletes with equipment and ammuni-tion in accordance with the ISSF Technical Rules in effect at the time of the Games.2. The Organizing Committee will offer, to any NOC requiring it, the sale of quality ammunitions, which shall be specified in the NOC Ser-vices Manual issued by the Organizing Committee.

COMPETITION FORMAT●GENERAL RULES

The competition at the XXIII Central American and Caribbean Games, Barranquilla 2018, will be held in accordance with the CACSO Stat-utes and the International Shooting Sport Federation (ISSF) Technical Rules in effect at the time of the Games. Any unforeseen cases not covered in these rules and regulations will be resolved as follows.

a. Cases of a general nature will be resolved in accordance with the CACSO Statutes and the Central American and Caribbean Games Rules.

b. Cases of a technical nature will be resolved in accordance with CTCC procedures and the ISSF Technical Rules.

c. For an event to be considered official, at least five (5) athletes and/or teams representing the same number of National Olympic Com-mittees must be participating, as established in the CACSO competi-tion rules.

d. If, after the Technical Meeting, one or more competitors and/or teams are unable to participate due to force majeure or if they fail to show up to the competition with the intention of affecting one or more participating teams (verified by the CACSO), the event will be held with at least four (4) competitors or teams representing the same number of National Olympic Committees.

●SPECIFIC RULES

The Competition Format is based on the International Shooting Sport Federation (ISSF) Technical Rules, and will take place as follows:

●QUALIFYING: All 190 athletes participate●FINAL: The top 6 or 8 athletes of the qualifying event in the Olympic categories.● INDIVIDUAL and TEAMS of 3 athletes each. ●16 announced events (10 for men and 6 for women) ●20 men’s titles (10 individual and 10 for teams) ●11 women’s titles (6 individual and 5 for teams) ●The competition will take place according to the ISSF Statutes, Rules and Regulations in effect at the time of the Games.

TIEBREAKER CRITERIA: As provided in ISSF Statutes, Rules and Regulations in effect at the time of the Games.

TRAININGA PRE-EVENT TRAINING (PET) is guaranteed the day before and un-der the same conditions as the Competition.In accordance with the capacities of the Facilities and the Competi-tion Schedule, FREE and/or OFFICIAL CONTROLLED training sessions may be authorized taking into account the opening date of the Villa and of the Competition facilities. Training sessions may take place during the entire day, in the morning or in the afternoon.

ELIGIBILITYTo be eligible for participation in the XXIII Central American and Ca-ribbean Games, Barranquilla 2018, the competitor must comply with the Central American and Caribbean Games Regulations and the International Shooting Sport Federation Technical Rules, and must be entered by his or her NOC in accordance with Chapter XI of the CACSO Statutes.

ENTRIESOnly NOCs recognized by the CACSO and whose national federa-tions are affiliated with the corresponding International Shooting Sport Federation and the Central American and Caribbean Shooting Confederation may enter competitors to the XXIII Central American and Caribbean Games, Barranquilla 2018, all of whom must hold ISSF ID Numbers and have the corresponding slot or quota place.

ENTRY BY NUMBEREntry by Number Forms (which indicate the number of participants in each individual and team event) must be fully completed and re-turned to the Organizing Committee of the XXIII Central American and Caribbean Games, Barranquilla 2018, no later than midnight (Bar-ranquilla, Colombia, local time) on April 20, 2018, in accordance with the provisions of the CACSO Rules, Chapter VIII.

ENTRY BY NAMEAn Entry by Name Form is required for each eligible participant in the XXIII Central American and Caribbean Games, Barranquilla 2018.

Entries by name must be completed by each NOC and returned to the Organizing Committee no later than midnight (Barranquilla, Co-lombia, local time) on Wednesday, June 20, 2018, in accordance with the provisions of the CACSO Rules, Chapter VIII.

Each NOC must submit their Entries by Number and Entries by Name on the official forms provided by the Organizing Committee 6 months prior to the Games.

MAXIMUM NUMBEROF COMPETITORSAccording to the quota set out by the CACSO for the Shooting com-petition, there will be a maximum of one hundred ninety (190) ath-letes including men and women.

A NOC may enter up to twenty-six (26) qualified athletes, who will compete Individually and by Teams of three shooters each, except for women’s trap, where the competition will only be individual.

AGE OF COMPETITORS

The age of competitors must be in accordance with the International Shooting Sport Federation (ISSF) Technical Rules.

PARTICIPATIONOnly NOCs recognized by the CACSO and whose national federa-tions are affiliated with the corresponding International Shooting Sport Federation and the Central American and Caribbean Shooting Confederation may enter competitors to the qualifying events of the XXIII Central American and Caribbean Games, Barranquilla 2018.

TECHNICAL OFFICIALS

OFFICIALS:

Technical Officials will be nominated by the Colombian Shooting Federation in agreement with the Organizing Committee of the XXIII Central American and Caribbean Games, Barranquilla 2018, and ap-proved by the Technical Delegate. The number will conform to the Competition Schedule.

INTERNATIONAL JUDGES:

International Judges and members of the different juries will be des-ignated by the Central American and Caribbean Shooting Confed-eration (CTCC), and approved by the Shooting Confederation of the Americas (CAT). The number of judges will conform to the Compe-tition Schedule

Technical Officials, International Judges and members of the differ-ent Juries must have a valid ISSF license.

APPEALSAppeals will be resolved in accordance with ISSF Statutes, Rules and Regulations in effect at the time of the Games.

POST DRAWINGThe drawing will be held at the same place when concluding the Technical Meeting.

UNIFORMS AND SPORTS EQUIPMENTAthletes are responsible for attending with competition footwear and apparel, equipment, ammunition and accessories. The Organizing Committee will offer, to any athlete requiring it, the sale of quality ammunitions, which shall be specified in the NOC Ser-vices Manual issued by the Organizing Committee.The Organizing Committee will provide each Official, Judge and Jury with a uniform that corresponds to the general type and design ap-proved for the Games. Members of the Juries and Shotgun Referees must wear the Official Blue or Red ISSF Jacket, not provided by the Organizing Committee.

AWARD CEREMONIESAward ceremonies will be held in accordance with Chapter XIII of the CACSO Rules.

DOPING CONTROLDoping control will be performed in accordance with the provisions of the CACSO Medical Commission and the International Shooting Sport Federation Technical Rules. It will conform to the standards of the current version of the World Anti-Doping Agency (WADA) pro-cedures.

OTHERS: IMAGE AND ADVERTISING:All matters relative to the Rules applicable to the Promotion and Ad-vertising of sports equipment, materials and apparel will be governed by the CACSO Promotion and Advertising Rules and Rule 51 of the Olympic Charter.

WEAPONS CONTROL:The control procedure for the athletes’ firearms and pneumatic weapons undergoing temporary import process, as well as ammuni-tion and accessories, will be prepared and informed to the NOCs in the terms and on the date determined by COBAR.

In order to meet the ammunition air transportation limitation, and therefore the successful development of the Games, COBAR shall facilitate the sale of:●5.6 mm caliber bullets, preferably Eley (Tenex for Rifle - Precision Pistol - Rapid Fire Pistol).●4.5 mm caliber pellets for Rifle and Pistol, preferably R-10, RWS, Eley, etc. ●24 g 12 bore cartridges and 9.0-9.5 ammunition for Skeet and 7.5-8.0 ammunition for Trap and Double Trap.

CTCC GENERAL ASSEMBLY: The General Assembly of the Central American and Caribbean Shoot-ing Confederation, as part of the XXIII Central American and Carib-bean Games, Barranquilla 2018, will be held at a location and time to be determined, taking into account that no overlaps with the Com-petition Schedule will occur. This information will be notified once confirmed.
