The events announced for the Canoeing competition at the XXIII Central American and Caribbean Games, Barranquilla 2018, accor- ding to the modified regulations approved by the International Canoe Federation for regional, continental and multidisciplinary Olympic events, are the following 12 competitive events:

BOATS
1. Each NOC must provide their boats in accordance with the ICF boats construction rules, Chapter II, Articles 7.2 and 8.
2. The Organizing Committee will provide boats for rent to the NOCs that require them. They will be rented under the rent fees and conditions set out in the Rent Service Manual for NOCs, which will be issued by the Organizing Committee.

COMPETITION FORMATGENERAL RULES
The competition at the XXIII Central American and Caribbean Games, Barranquilla 2018, will be held in accordance with the CACSO Statutes and the International Canoe Federation (ICF) Regulations in effect at the time of the Games. Any unforeseen cases not covered in these rules and regulations will be resolved as follows:
A. Cases of a general nature will be resolved in accordance with the CACSO Statutes and the Central American and Caribbean Games Ru-les.
B. Cases of a technical nature will be resolved in accordance with CONCECA procedures and the ICF Sprint Rules.
C. For an event to be considered official, at least five (5) athletes and/or boats representing the same number of National Olympic Commi-ttees must be participating, as established in the CACSO competition rules.
D. If, after the Technical Meeting, one or more teams are unable to participate due to force majeure (verified by the CACSO), the event will be held with at least four (4) competitors and/or teams represen-ting the same number of National Olympic Committees.

SPECIFIC RULES
1. As provided in the International Canoe Federation (hereinafter ICF) Regulations in effect at the time of the Games, the competition format shall consist of eliminations, repechages, semi-finals and fi-nals, according to the number of competitors that qualified for these Central American and Caribbean Games in the announced distances (200, 500 and 1,000 m), adjusted based o the applicable plan as per ICF Regulations, Chapter III, Article 14.3.
2.The way competitors are divided during eliminations will be deter-mined by a draw.
3. In the event that the boats entered exceed nine (9) per event an-nounced, the racing organization plan system (based on the number of boats entered) set out by the International Canoe Federation (ICF) will apply.
4. The athlete composition of a crew that has qualified for a final may not be changed either in crew order or by athlete substitution without prior approval of the Competition Committee and the Chief Official of the event, in accordance with ICF Regulations, Chapter III, Article 16.

ELIGIBILITY
To participate in the XXIII Central American and Caribbean Games, Barranquilla 2018, the athlete must comply with the provisions of the Central American and Caribbean Games Regulations and the Inter-national Canoe Federation Rules, and must be entered by his or her NOC in accordance with Chapter XI of the CACSO Statutes.
ENTRIES
All countries, through their respective NOC, shall submit their Sports Entry applications using the official forms that will be provided by the Organizing Committee no later than 24:00 hours (Colombian time) of February 20, 2018. They must indicate in the forms which sports of the XXIII Central American and Caribbean Games, Barranquil-la 2018, they will participate in. (The forms will be published on the “Barranquilla 2018” official website). Associate Members recognized by the Pan American Confederation of this sport and by the CACSO may also participate.
ENTRY BY NUMBER
Entry by Number Forms (which indicate the number of participants in each individual and team event) must be fully completed and re-turned to the Organizing Committee of the XXIII Central American and Caribbean Games, Barranquilla 2018, no later than midnight (Bar-ranquilla, Colombia, local time) on April 20, 2018, in accordance with the provisions of the CACSO Rules, Chapter VIII.

ENTRY BY NAME
An Entry by Name Form is required for each eligible participant in the XXIII Central American and Caribbean Games, Barranquilla 2018. Entries by name must be completed by each NOC and returned to the Organizing Committee no later than midnight (Barranquilla, Co-lombia, local time) on Wednesday, June 20, 2018, in accordance with the provisions of the CACSO Rules, Chapter VIII. Each NOC must submit their Entries by Number and Entries by Name in the official forms provided by the Organizing Committee 6 months prior to the Games.
MINIMUM PARTICIPATION
For an event to be considered official, at least five (5) representati-ons of National Olympic Committees must be participating. If, af-ter the Technical Meeting, one or more representations are unable to participate due to force majeure (verified by the CACSO), the event will be held with at least four (4) representations of National Olympic Committees.

PARTICIPATION
Only NOCs recognized by the CACSO and whose National Canoe Fe- derations are affiliated with the International Canoe Federation (ICF) and the CONCECA may enter competitors to the Canoeing competi- tion of the XXIII Central American and Caribbean Games, Barranquilla 2018. Associate members recognized by the CACSO may also parti- cipate if also recognized by the CONCECA.
MAXIMUM NUMBER OF COMPETITORSAccording to the CACSO established quota places, the Canoeing competitions will have a maximum of eighty-five 85 athletes divided among both genders.
Each NOC may enter a maximum of fifteen (15) athletes, provided they have qualified according to the Canoeing qualification criteria for the XXIII Central American and Caribbean Games, Barranquilla 2018.
Only one boat per event per NOC may be entered.
The competition at the XXIII Central American and Caribbean Ga-
mes, Barranquilla 2018, will be held in accordance with the CACSO
Statutes and the International Canoe Federation (ICF) Regulations in
effect at the time of the Games. Any unforeseen cases not covered in
these rules and regulations will be resolved as follows:

TECHNICAL MEETING
•The Technical Meeting will take place on July 30 at 10:00 a.m. CLUB NAUTICO CALIMA - CALI.
• Up to two representatives from each NOC may attend the Technical Meeting.
• The invitation card for the Technical Meeting will be available to the Heads of Team upon their arrival at the Sports Information Center of the Central American and Caribbean Village.
• The Technical Delegate and the Organizing Committee’s Competi-tion Manager for Canoeing will chair the meeting, which will be con-ducted in Spanish with an English translation.
• The boat control prior to the competition will be held on July 24 and 25, according to the program to be informed prior to the Tech-nical Meeting
• The start tests for each participating NOC with the automatic start system are expected on July 24 and 25 on the competition course

from 9:00 to 11:00.
TECHNICAL OFFICIALS
Each National Federation may propose to the CONCECA at least one (1) International Category Judge and up to 2 National Judges, if necessary to complete the technical official quota in accordance with the requirements of the ICF Regulations in effect at the time of the Games. International Officials will be validated and approved for participation in the Games by the CONCECA Judges and Umpires Commission and the Technical Delegate for the Games.
The maximum amount of judges (excluding the Jury of Appeals and the Competition Committee) that will take action at the Central Ame-rican and Caribbean Games is:
• Competition Manager 1• Starters 3• Aligners 2• Course Umpires 6• Finish Line Judges 3• Boat Controllers 5• Head Medical Official 1• Media Officer 1
The Competition Committee will be made up of 3 judges-umpires with valid ICF cards certifying them as ICF International Officials ap-proved by the Directors Council, proposed by the CONCECA Judges and Umpires Commission.
COMPETITION COMMITTEE AND JURY OF APPEALS
The supreme authority of Championships and/or Central American and Caribbean Games is held by a jury created for such purpose.
The Jury of Appeals will be made up of a maximum of five (5) persons.

These persons will be designated by the CONCECA Directors Council. One of them, either the president or another member of the CONCECA, will be named Jury President. The chief judge and the other judges and umpires, who will be proposed by the CONCECA Directors Council, are subordinated to the Jury of Appeals.
The Competition Committee will be made up of three (3) judges with va-lid international judge license. These judges come from different National Federations. They will be appointed as Chief Judge or Official Judge (Presi-dent of the Sprint Committee or a Delegate of the Sprint Committee of the CONCECA), Deputy Chief Judge (from the Sprint Regatta Committee) and a Competition Manager (from the Colombian Canoe Federation).
APPEALS
An appeal against a decision made by the Competition Committee must be addressed in writing to the Jury President, and will be charged a 25 USD fee, or the equivalent in the national currency of the games’ host country. The appeal shall be hand delivered to the Jury President no later than 20 minutes after the team delegate has been informed in writing of the decision made against the competitor or team and has signed the receipt. The fee will be reimbursed if the appeal is accepted.The decision of the Jury is final.
LANE DRAW The lane draw will take place during the Technical Meeting, which will be held two days before the first day of competition. This meeting will take place under the direction of the CONCECA President, the Tech-nical Delegate and the Competition Manager. The final version of the competition schedule will be published after this meeting.
UNIFORMS AND SPORTS EQUIPMENT
The Rules of the Central American and Caribbean Sports Games and the International Canoe Federation Regulations must be met, as well as IOC Rule 51, Chapter 5, which provides the guidelines for the NOCs’ use of Trademarks registered by Manufacturers, regarding the regulations for the use of garments, sports equipment and all type of

accessories used during the Games, with the required dimensions.
The sports equipment to be used during the competitions will be duly endorsed by the ICF Regulations for international events in effect at the time of the games, and comply with the technical specifications provided in said regulations regarding boats, paddles, start systems, technical characteristics, location and marking of the competition lane, among others.
AWARD CEREMONIES
Award ceremonies will take place according to the CACSO Regula-tions, Chapter XIII.

DOPING CONTROL
Doping control will be performed in accordance with the provisions of the CACSO Medical Commission and the International Canoe Fe-deration Regulations. It will conform to the standards of the current

version of the World Anti-Doping Agency (WADA) procedures.
COMPETITION FACILITIES
The Canoeing competition will be held at the Canoeing Complex of Lago de los Cisnes, which, as provided in the ICF Regulations, Chapter III, Article 18, will have the following conditions:
• Technical facilities area of the organization• Hangar area for boats• Finish line tower and starting line tower of the distances announ-ced in the competition schedule (200, 500 and 1000 m)• Marked course with all the Albano lane system requirements• Start system
Training sessions prior to the competition may be held on the lane marked with the Albano system only 4 days before the first day of competition.
