SUMMARY OF IMO MARITIME SAFETY COMMITTE (MSC) 95th SESSION

1. DECISION OF OTHER BODIES (Agenda Item 2)

MSC 95 took action requested by PPR by approving draft unified interpretation of SOLAS regulation II-2/16.3.3 and IBC Code paragraph 15.13.5 for products requiring oxygen-dependent inhibitors. Following the approval of above matter, the Committee approved MSC.1/Circ.1501 on Unified Interpretation of SOLAS regulation II-2/16.3.3 for products requiring oxygen-dependent inhibitors and MSC-MEPC.5/Circ.10 Unified interpretation of paragraph 15.13.5 of IBC Code for products requiring oxygen-dependent inhibitors, respectively drafted by the Drafting Group on Consideration and Adoption of Amendments to Mandatory Instruments. 2. CONSIDERATION AND ADOPTION OF AMENDMENTS TO MANDATORY INSTRUMENTS

(Agenda Item 3) Under this agenda item there were several instruments have been discussed during the meeting. As the outcomes of discussions, various amendments and adoption to mandatory instruments have been approved. 2.1 Adoption to IGF Code and Amendments to the Conventions relevant to IGF Code a. Adoption to IGF Code

Through resolution MSC.391(95), the Committee adopts IGF Code and notes that the IGF Code will be effective on 1 January 2017 upon entry into force of amendments to SOLAS chapters II-1 and II-2 on the said date through Resolution MSC.392(95). It is to be noted that IGF Code acts as an international standard of arrangement, installation, control and monitoring of machinery, equipment and systems for ships using low-flashpoint fuel, with the highlight to vessels other than covered by the existing IGC Code. b. Amendments to SOLAS Convention 1. SOLAS Reg II-1/2 Definitions

New definition for IGF Code and low-flashpoint fuel are added. 2. SOLAS Reg II-1/55 Alternative design and arrangements (Part F)

Amendments to paragraph 1 to 3 add provision of deviations from regulations of low-flashpoint fuel. 3. SOLAS Reg II-1/56, 57 (Part G)

New regulation 56 on application date of ship using low-flashpoint fuel and stressing that IGF Code should not apply to IGC Code ships even the IGC Code ships utilize low-flashpoint fuels that are

not cargo. The new regulation 57 requires mandatory compliance to IGF Code for ships using low-flashpoint fuel, except as those qualifying criteria in Regulation 56.

4. SOLAS Reg II-2/4 Probability of ignitions (Part B) Replacement of title of paragraph 2, title of paragraph 2.1, subparagraph 4 of paragraph 2.1, and additional text to the existing paragraph 5.3.2.2 to include low-flashpoint fuel that gives risk to ignitions, and thus to comply with IGF Code.

5. SOLAS Reg II-2/11 Structural integrity (Part C) Additional sentences to paragraph 6.2 related to integrity of openings and additional sentences to paragraph 6.3.2 related to secondary means to prevent over-pressure and under-pressure in the event of damage to, or inadvertent closing of, the means of isolation of venting arrangements.

6. SOLAS Reg II-2/20 Protection of vehicle, special category and ro-ro spaces (Part G) Replacement of the existing paragraph 3.1.2 to allow the optional use of an air quality control system as an alternative to existing prescriptive requirements for ventilation of ro-ro and vehicle spaces.

7. Passenger Ship Safety Certificate and Cargo Ship Safety Construction Certificate of SOLAS 1974 and Protocol 78 The amendments provide additional and replacement of texts to accommodate the new IGF Code.

8. Passenger Ship Safety Certificate, Cargo Ship Safety Construction Certificate, and Cargo Ship Safety Certificate of Protocol 88 The amendments give additional and replacement of texts to reflect the new IGF Code.

c. Amendments to the STCW Convention and STCW Code As the adoption of IGF Code will take place, the training side of crews who will take responsibility in taking care the operation of IGF ships is also discussed in MSC 95. The amendments of STCW Convention and Code scheduled to enter into force on 1 January 2017, among others are: 1. STCW Convention new Regulation V/3 through Resolution MSC.396(95)

This new regulation specifies mandatory minimum requirements for the training and qualifications of masters, officers, ratings and other personnel on ships subject to the IGF Code.

2. STCW Code New Section A-V/3 through Resolution MSC.397(95) This new section specifies minimum standard of competence in the basic and advanced training for ships subject to the IGF Code as detailed in Table A-V/3-1 and Table A-V/3-2.

3. STCW Code New Section B-V/3 as in STCW.6/Circ.11 This new section serves as guidance regarding the training and qualifications of masters, officers, ratings and other personnel on ships subject to the IGF Code.

2.2 Amendments to 2011 ESP Code and issuance of associated Guidance During MSC 95, two matters related to enhanced survey program are discussed and further approved, namely corrigendum to amendments of ESP Code adopted in previous MSC 94, and an MSC circular on Guidance on pressure testing of boundaries of cargo oil tanks under direction of the master, specifically:

1. Editorial improvements to the ESP Code

The Committee approved the corrigendum to resolution MSC.381(94) which amended 2011 ESP Code, in the way to require the attendance of surveyor during thickness measurement and to revise the terminology of classification society into recognized organization.

2. Guidance on pressure testing of boundaries of cargo oil tanks International Code on the Enhanced Programme of Inspections during Surveys of Bulk Carriers and Oil Tankers, 2011 (2011 ESP Code) which was adopted on 30 November 2011 by resolution A.1049(27) requires test to be carried out on all cargo tanks of oil tankers. According to this MSC Circular, the guidance gives information and advice on technical and formal matters related to the required testing of cargo oil tanks when this is undertaken under direction of the master according to the 2011 ESP Code. As a matter of procedure, prior to the testing being carried out a tank testing procedure has been submitted by the owner and reviewed by the Administration or RO, detailing fill heights, tanks being filled and boundaries being tested. However, as exception this guidance is not applicable to water ballast tanks adjacent to cargo tanks, and circumstance where the ship is in a shipyard or is under attendance of the Administration/Recognized Organization (RO) surveyor(s).

2.3 Amendments to IMSBC Code

As the IMSBC Code has schedule to be amended every two year, the International Maritime Solid Bulk Cargoes (IMSBC) Code is amended and scheduled to enter into force on 1 January 2017 through Resolution MSC.393(95), among others: 1. Editorial modifications with regard to the harmonization in wording related to the "pile of the cargo"

under the "Loading" section. 2. Amendment to Section 3 related to fire safety risk assessments for cargo handling areas on self-

unloading bulk carriers featuring internally installed conveyor systems within the ship's structure. 3. Amendment to Section 7 related to provision that in normal moisture content of cargo shall be

limited to its Transportable Moisture Limit (TML).

4. New Section 14 on Prevention of pollution by cargo residues from ships, which include Amendments related to Harmful to the Marine Environment (HME) substances, management of the residues of solid bulk cargo taking into account the classification of a solid bulk cargo in MARPOL Annex V, and reproduction to the latest MARPOL Annex V.

5. Amendment to existing Appendix 1 about individual schedules of solid bulk cargoes. 6. Amendment to existing Appendix 2 related to modified Proctor/Fragerberg test procedure for

determining TML of Iron Ore Fines. 7. New entries to non-cohesive cargoes in Appendix 3. 8. New entries to index of material in Appendix 4.

9. New Appendix 5 concerning Bulk Cargo Shipping Names in three languages (English, Spanish and French).

10. Amendments to sentences and footnotes related to latest name and number of IMO resolutions and circulars.

3. MEASURES TO ENHANCE MARITIME SECURITY (Agenda Item 4) & PIRACY AND ARMED

ROBBERY AGAINST SHIPS (Agenda Item 15) MSC 95 discussed the two related agenda during plenary and established Working Group on Maritime Security and approved, as well as endorsed following result: 1. Reaffirmed that cybersecurity is an important issue. The likelihood of software attacks, sabotage,

and the increasing of electronic data exchange between ship and shore has created risk in the field of maritime cybersecurity. The Committee concurred to await the submission related to maritime cybersecurity onboard ships to FAL 60 and MSC 96, including development of industry guidance that had been progressed by ICS, BIMCO, INTERTANKO and INTERCARGO submitted at this session.

2. Approved MSC.1/Circ.1517 on Best Management Practices for Protection against Somalia Based Piracy.

3. Approved MSC.1/Circ.1406/Rev.3 on Revised interim recommendations for flag States regarding the use of privately contracted armed security personnel on board ships in the High Risk Area, which includes amendments related to certification of private maritime security companies (PMSC) as indicated in ISO 28007.

4. GOAL-BASED NEW SHIP CONSTRUCTION STANDARDS (Agenda Item 5)

MSC 95 formed WG GBS during this session and approved, as well as endorsed following result: 1. MSC.1/Circ.1394/Rev.1 on Generic guidelines for developing IMO goal-based standards. 2. The working group on GBS' view on the future work plan for the further development of draft

Interim guidelines for the application of the goal-based standards safety-level approach (SLA), together with development of functional requirements of SOLAS Chapter III, with schedule to be reported at MSC 98.

5. PASSENGER SHIP SAFETY (Agenda Item 6)

MSC 95 noted information from ISO that new work item is underway to assist the unified interpretation of the provision of Man Overboard Detection Devices for Passenger Ships, in the way of providing ISO standard for such devices.

6. CARRIAGE OF CARGOES AND CONTAINERS (Agenda Item 8)

During meeting of CCC 1, held in September 2014, the Sub-Committee drafted consequential amendments to MSC circulars related to the draft amendments (03-15) to the IMSBC Code. MSC during this 95th session approved amendments to following MSC circulars namely: 1. MSC.1/Circ.1395/Rev.2 - Lists of solid bulk cargoes for which a fixed gas fire-extinguishing system

may be exempted or for which a fixed gas fire-extinguishing system is ineffective; 2. MSC.1/Circ.1453/Rev.1 - Guidelines for the submission of information and completion of the format

for the properties of cargoes not listed in the International Maritime Solid Bulk Cargoes (IMSBC) code and their conditions of carriage; and

3. MSC.1/Circ.1454/Rev.1 -Guidelines for developing and approving procedures for sampling, testing and controlling the moisture content for solid bulk cargoes which may liquefy.

7. HUMAN ELEMENT, TRAINING AND WATCHKEEPING (Agenda Item 9)

During meeting of HTW 2 that was held in February 2015, the Sub-Committee provided several items to be considered by the Committee. MSC at this 95th session decided following actions: 1. Approved MSC.1/Circ.1503 on ECDIS – Guidance for good practice. 2. Forwarded the draft MSC Circular on Guidelines for port State control officers on the ISM Code, to

the III Sub-Committee for review and finalization with a view to approval by the Committees during next session.

3. Forwarded the draft MSC circular on Guidelines on consolidated IMO provisions for the safe carriage of dangerous goods in packaged form by sea, to the CCC Sub-Committee for review and finalization, with a view to subsequent approval by the Committee during next session.

4. Took note to discussion on the revision of the Guidance on fatigue mitigation and management (MSC/Circ.1014) on HTW 2 including related submission by United Kingdom. Considering the discussion that even though manning levels and fatigue were linked, however the big picture of "fatigue countermeasures" other than “manning" are also to be addressed by this Guidance, the Committee instructed HTW Sub-Committee to take the discussion into account on the process of revising the Guidance.

5. Took note to discussion on the applicability of medical and eyesight requirements in the 2010 Manila Amendments to the STCW Code, and clearly recognized that standards for existing seafarers may be different to standards as those persons seeking to start a career at sea. Furthermore, the Committee instructed HTW Sub-Committee to provide clarification under its output on “Guidance for the implementation of the 2010 Manila Amendments”, if necessary.

8. SHIP DESIGN AND CONSTRUCTION (Agenda Item 10)

During meeting of SDC 2 that was held in February 2015, the Sub-Committee provided several items to be considered by the Committee. MSC at this 95th session decided several actions, among others: 1. Considered the urgency of solution to matters of industrial personnel. However, the draft MSC

circular on definition of industrial personnel may bring several consequences that need to be anticipated, among others application outside energy sectors, and potential conflicts with existing

IMO mandatory instruments. Therefore, the Committee decided a new planned output on “Mandatory instrument and/or provisions addressing safety standards for the carriage of more than 12 industrial personnel on board vessels engaged on international voyages” with a target completion year of 2017.

2. Adopted Resolution MSC.399(95) on the amendments to the Guidelines for the application of plastic pipes on ships (Resolution A.753(18)), as amended by Resolution MSC.313(88).

3. Approved the draft amendments to SOLAS regulation II-2/13 on evacuation analysis, with a view to adoption at MSC 96.

4. Approved the draft amendments to SOLAS regulation II-1/22 on watertight doors, with a view to adoption at MSC 96.

5. Approved the draft amendments to the introduction of the 2008 IS Code regarding vessels engaged in anchor-handling operations, with a view to subsequent adoption at MSC 96. In addition, MSC approved draft amendments to part B of the 2008 IS Code regarding vessels engaged in anchor-handling operations.

6. Approved the draft amendments to the 2011 ESP Code, with a view to subsequent adoption at MSC 96.

7. Approved MSC.1/Circ.1505 on Unified interpretation of SOLAS regulation II-2/13.6. 8. Approved MSC.1/Circ.1504 on Unified interpretation of the Guidelines for safe access to tanker

bows (Resolution MSC.62(67). 9. Approved MSC.1/Circ.1506 on Guidance for watertight doors on passenger ships which may be

opened during navigation. 10. Approved MSC.1/Circ.1507 on Amendments to unified interpretations of the provisions of SOLAS

chapters II-1 and XII, of the Technical provisions for means of access for inspections (resolution MSC.158(78)) and of the Performance standards for water level detectors on bulk carriers and single hold cargo ships other than bulk carriers (resolution MSC.188(79)) (MSC.1/Circ.1464/Rev.1).

11. Approved MSC.1/Circ.1508 on Unified interpretations on regulation 36(6) of the Protocol of 1988 relating to the International Convention on Load Lines, 1966.

12. Approved MSC.1/Circ.1509 on Unified interpretations of the Code on Noise Levels on board Ships (resolution MSC.337(91).

13. Approved MSC.1/Circ.1510 on amendment to Unified interpretations of SOLAS chapter II-2, the FSS Code, the FTP Code and related fire test procedures (MSC/Circ.1120).

14. Approved MSC.1/Circ.1511 on Unified interpretations of SOLAS regulations II-2/9 and II-2/13. 15. Reinstated the work of drafting “Guidelines for use of Fibre Reinforced Plastic (FRP) elements

within ship structures” into the agenda of SDC 3. 9. NAVIGATION, COMMUNICATIONS AND SEARCH AND RESCUE (Agenda Item 11) During meeting of NCSR 2 that was held in March 2015, the Sub-Committee provided several items to be considered by the Committee. MSC at this 95th session decided following actions:

1. Adopted the resolution MSC.401(95) on Performance standards for multi-system shipborne radionavigation receivers.

2. Adopted the resolution MSC.400(95) on Amendments to the Revised performance standards and functional requirements for the Long-range identification and tracking (LRIT) of ships (resolution MSC.263(84), as amended).

3. Approved MSC.1/Circ.1259/Rev.7 on amendments to the LRIT Technical documentation, parts I and and MSC.1/Circ.1294/Rev.5 on amendments to the LRIT Technical documentation, parts II.

4. Approved MSC.1/Circ.1512 on Guidelines on Software Quality Assurance and Human Centred Design for e-navigation.

5. Approved MSC.1/Circ.1513 on Amendments to the IAMSAR Manual, taking into account ICAO's concurrence with the inclusion of the proposed amendments to the Manual, for inclusion in the IAMSAR Manual 2016 edition.

10. SHIP SYSTEMS AND EQUIPMENT (Agenda Item 12)

During meeting of SSE 2 that was held in March 2015, the Sub-Committee resulted several items to be considered by the Committee. MSC at this 95th session decided following actions: 1. Approved MSC.1/Circ.1514 on Performance standard, functional requirements and system

requirements for the assessment of smoke management systems. 2. Approved the draft amendments to chapter 8 of the FSS Code, with a view to subsequent adoption

at MSC 96. 3. Approved the draft new chapter 17 of the FSS Code, with a view to subsequent adoption at MSC

96. 4. Approved the draft MSC resolution on Amendments to chapter 9 of the 2009 MODU Code, with a

view to subsequent adoption at MSC 96, in conjunction with the adoption of the new chapter 17 of the FSS Code.

5. Approved MSC.1/Circ.1515 on Revised design guidelines and operational recommendations for ventilation systems in ro-ro cargo spaces.

6. Approved MSC.1/Circ.1516 on Amendments to the Revised guidelines for the maintenance and inspection of fire protection systems and appliances (MSC.1/Circ.1432).

11. MSC NEW PLANNED OUTPUTS

New outputs agreed by the Committee at this session as matters to be discussed by the Sub- Committees of MSC on their forthcoming sessions: 1. Comprehensive revision of the 1995 STCW-F Convention. 2. Revised guidelines on the implementation of the ISM Code by Administrations (resolution

A.1071(28)) on training audits. 3. Amendment to the General provisions on ships' routeing (resolution A.572(14)) on establishing

multiple structures at sea.

4. Revised Performance standards for EPIRBs operating on 406 MHz (resolution A.810(19)) to include Cospas-Sarsat MEOSAR and second generation beacons.

6. Additional modules to the Revised performance standards for integrated navigations systems (INS) (resolution MSC.252(83) relating to the harmonization of bridge design and display of information.

7. Revised Guidelines and criteria for ship reporting systems (resolution MSC.43(64)). 8. Guidelines for the harmonized display of navigation information received via communications

equipment. 9. Performance standards for ship-borne GMDSS equipment to accommodate additional providers of

GMDSS satellite services. 10. Revised SOLAS regulation II-1/3-8 and associated guidelines (MSC.1/Circ.1175) and new

guidelines for safe mooring operations for all ships. 11. Mandatory instrument and/or provisions addressing safety standards for the carriage of more than

RINGKASAN DARI SIDANG MARITIME SAFETY COMMITTE (MSC) SESI KE-95

1. DECISION OF OTHER BODIES (Agenda Nomor 2)

MSC 95 diminta oleh Sub-Komite PPR untuk dapat menyetujui draf unified interpretation dari SOLAS regulasi II-2/16.3.3 dan IBC Code paragraf 15.13.5. Berkaitan dengan hal tersebut diatas, Komite menyetujui MSC.1/Circ.1501 Unified Interpretation of SOLAS regulation II-2/16.3.3 for products requiring oxygen-dependent inhibitors dan MSC-MEPC.5/Circ.10 Unified interpretation of paragraph 15.13.5 of IBC Code for products requiring oxygen-dependent inhibitors, yang dipersiapkan oleh Drafting Group untuk Consideration and Adoption of Amendments to Mandatory Instruments. 2. CONSIDERATION AND ADOPTION OF AMENDMENTS TO MANDATORY INSTRUMENTS

(Agenda Nomor 3) Dalam agenda ini, MSC 95 mendiskusikan beberapa instrumen yang menghasilkan sejumlah amandemen dan adopsi yang dituangkan dalam putusan Komite. 2.1 Adopsi terhadap IGF Code dan Amandemen terhadap Konvensi yang relevan dengan IGF

Code a. Adopsi terhadap IGF Code

Melalui Resolusi MSC.391(95), Komite mengadopsi IGF Code dan mencatat bahwa IGF Code akan berlaku efektif tanggal 1 Januari 2017 mengikuti berlakunya amandemen SOLAS bab II-1 dan II-2 sesuai Resolusi MSC.392(95) pada tanggal tersebut. Untuk dapat diketahui IGF Code adalah standar internasional terkait dengan pengaturan, instalasi, kontrol dan pemantauan permesinan, perlengkapan pada kapal yang menggunakan bahan bakar dengan low-flashpoint, dengan menggarisbawahi bahwa kapal tersebut tidak mengikuti IGC Code yang sudah lebih dulu ada. b. Amandemen terhadap Konvensi SOLAS 1. SOLAS Reg II-1/2 Definisi

Penambahan definisi baru untuk IGF Code dan bahan bakar low-flashpoint. 2. SOLAS Reg II-1/55 Desain dan pengaturan alternatif (Bagian F)

Amandemen untuk paragraf 1 sampai dengan 3 yang menambahkan aturan terkait deviasi dari regulasi terhadap bahan bakar low-flashpoint.

3. SOLAS Reg II-1/56, 57 (Bagian G)

Regulasi 56 untuk tanggal mulai pemberlakuan bagi kapal yang menggunakan bahan bakar low-flashpoint dan penekanan bahwa IGF Code tidak berlaku untuk kapal IGC Code sekalipun kapal IGC Code tersebut menggunakan bahan bakar low-flashpoint yang bukan merupakan muatan. Adapun regulation 57 mensyaratkan wajjibnya pemenuhan terhadap IGF Code bagi kapal yang menggunakan bahan bakar low-flashpoint, kecuali yang memenuhi kualifikasi kriteria pada Regulasi 56.

4. SOLAS Reg II-2/4 Probabilitas pengapian (Bagian B) Penggantian judul paragraf 2, judul paragraf 2.1, subparagraf 4 paragraf 2.1, dan penambahan teks dari paragraf 5.3.2.2 yang memasukkan resiko pengapian pada bahan bakar low-flashpoint untuk dapat memenuhi IGF Code.

5. SOLAS Reg II-2/11 Keutuhan struktural (Bagian C) Penambahan kalimat terhadap paragraf 6.2 terkait keutuhan dari bukaan dan penambahan kalimat terhadap paragraf 6.3.2 terkait peralatan sekunder untuk mencegah tekanan berlebih (over-pressure) dan tekanan kurang (under-pressure) saat keadaan kerusakan terhadap, atau ketidaksengajaan dari penutupan dari, peralatan isolasi pengaturan ventilasi.

6. SOLAS Reg II-2/20 Proteksi dari kendaraan, ruang kategori khusus dan ro-ro (Bagian G) Penggantian paragraf 3.1.2 untuk memungkinkan penggunaan opsi sistem kendali mutu udara sebagai alternatif dari persyaratan preskriptif ventilasi ruang kendaraan dan ro-ro.

7. Passenger Ship Safety Certificate dan Cargo Ship Safety Construction Certificate dari SOLAS 1974 dan Protocol 78 Amandemen tersebut sebagai tambahan dan penggantian teks untuk mengakomodasi IGF Code.

8. Passenger Ship Safety Certificate, Cargo Ship Safety Construction Certificate, dan Cargo Ship Safety Certificate dari Protokol 88 Amandemen ini menambah dan mengganti teks untuk merefleksikan IGF Code.

c. Amandemen terhadap Konvensi STCW dan STCW Code Mengikuti diadopsinya IGF Code, sisi pelatihan awak kapal yang nantinya akan mengoperasikan kapal IGF juga didiskusikan pada MSC 95. Amandemen terhadap Konvensi STCW dan Code direncanakan berlaku pada 1 Januari 2017, antara lain: 1. Konvensi STCW Regulasi V/3 (baru) melalui Resolusi MSC.396(95)

Regulasi baru ini menspesifikasikan kewajiban persyaratan minimum terhadap pelatihan nakhoda, perwira, ABK dan personil lain di kapal yang terkena pemberlakuan IGF Code.

2. STCW Code Section A-V/3 (baru) melalui Resolusi MSC.397(95) Section baru ini menspesifikasikan standar minimum kompetensi, baik dasar maupun lanjut, untuk kapal yang terkena pemberlakuan IGF Code seperti dirinci pada Tabel A-V/3-1 dan Tabel A-V/3-2.

3. STCW Code Section B-V/3 seperti termuat dalam STCW.6/Circ.11 Section ini adalah sebagai panduan terkait pelatihan dan kualifikasi dari nakhoda, perwira, ABK dan personil lain di kapal yang terkena pemberlakuan IGF Code.

2.2 Amandemen terhadap 2011 ESP Code dan penerbitan panduan yang terkait Pada MSC 95, dua perihal terkait enhanced survey program didiskusikan dan selanjutnya disetujui, yaitu corrigendum terhadap amandemen ESP Code yang diadopsi oleh MSC 94 lalu, dan MSC.1/Circ.1502 terkait Guidance on pressure testing of boundaries of cargo oil tanks under direction of the master, dengan rincian: 1. Perbaikan editorial terhadap ESP Code

Komite menyetujui corrigendum terhadap resolusi MSC.381(94) yang mengamandemen 2011 ESP Code, dalam hal syarat kehadiran surveyor saat pengukuran ketebalan dan merevisi penggunaan kata classification society dirubah menjadi recognized organization.

2. MSC.1/Circ.1502 on Guidance on pressure testing of boundaries of cargo oil tanks Dasarnya adalah International Code on the Enhanced Programme of Inspections during Surveys of Bulk Carriers and Oil Tankers, 2011 (2011 ESP Code) yang diadopsi pada tanggal 30 Nopember 2011 melalui resolusi A.1049(27) mensyaratkan pengujian dilakukan pada semua tangki muat dari kapal tangki minyak. Berdasarkan Circular tersebut, diberikan petunjuk, informasi, dans aran perihal teknis dan formal yang berkaitan dengan syarat pengujian semua tangki muat dalam arahan nakhoda sesuai 2011 ESP Code. Tata caranya didahului dengan pemilik mengajukan prosedur pengujian tangki untuk ditelaah oleh Pemerintah atau RO, merincikan tinggi cairan, tangki yang diisi, dan batasan ruang permukaan yang diuji. Terdapat pengecualian bahwa panduan dalam circular ini tidak berlaku untuk tangki air balas yang bersebelahan dengan tangki muat, dan keadaan dimana kapal berada di galangan atau keadaan dimana surveyor Pemerintah atau RO) berada di kapal.

2.3 Amandemen IMSBC Code

Sesuai dengan jadwal amandemen IMSBC Code yaitu dua tahun sekali, amandemen berikut terhadap International Maritime Solid Bulk Cargoes (IMSBC) Code dijadwalkan untuk berlaku efektif pada tanggal 1 January 2017 melalui Resolusi MSC.393(95), antara lain: 1. Modifikasi editorial pada "Loading" section terkait kata "pile of the cargo". 2. Amandemen terhadap Section 3 rterkait asesmen keselamatan terhadap kebakaran pada daerah

penanganan muatan di kapal self-unloading bulk carriers yang menggunakan instalasi sistem conveyor internal pada struktur kapalnya.

3. Amandemen terhadap Section 7 terkait ketentuan kandungan kelembaban normal (normal moisture content) muatan yang tidak boleh melebihi Transportable Moisture Limit (TML)-nya.

4. Section 14 (baru) terkait pencegahan pencemaran oleh residu muatan dari kapal, yang termasuk amandemen terkait substansi Harmful to the Marine Environment (HME), pengelolaan residu dari muatan curah padat dengan memperhatikan klasifikasi dari muatan curah padat pada MARPOL Annex V, dan reproduksi dari MARPOL Annex V yang terbaru.

5. Amandemen terhadap Appendix 1 tentang individual schedules dari muatan curah padat.

6. Amandemen terhadap Appendix 2 prosedur pengujian Proctor/Fragerberg yang dimodifikasi untuk menentukan TML dari Iron Ore Fines.

7. Isian baru untuk non-cohesive cargoes pada Appendix 3. 8. Isian baru untuk indeks bahan pada Appendix 4. 9. Appendix 5 (baru) terkait Bulk Cargo Shipping Names dalam tiga bahasa (Inggris, Spanyol dan

Perancis). 10. Amandemen terhadap kalimat dan catatan kaki terkait judul dan nomor resolusi dan circular IMO.

3. MEASURES TO ENHANCE MARITIME SECURITY (Agenda Nomor 4) & PIRACY AND

ARMED ROBBERY AGAINST SHIPS (Agenda Nomor 15) MSC 95 mendiskusikan kedua agenda yang saling terkait diatas pada pleno dan membentuk Working Group on Maritime Security dan menyetujui hasil berikut: 1. Mengulang pernyataan bahwa keamanan dunia maya cybersecurity adalah isu yang penting.

Kerentanan terhadap serangan terhadap perangkat lunak, sabotase, dan meningkatnya pertukaran data elektronik antara darat dan kapal telah menimbulkan resiko di wilayah cybersecurity maritim. Komite setuju untuk menunggu masuknya dokumen terkait cybersecurity maritim pada sidang FAL 60 dan MSC 96, termasuk pengembangan dari panduan industri yang dilakukan oleh ICS, BIMCO, INTERTANKO dan INTERCARGO pada sesi MSC 95 ini.

2. Menyetujui MSC.1/Circ.1517 terkait Best Management Practices for Protection against Somalia Based Piracy.

3. Menyetujui MSC.1/Circ.1406/Rev.3 terkait Revised interim recommendations for flag States regarding the use of privately contracted armed security personnel on board ships in the High Risk Area, yang menambahkan persyaratan yang relevan tentang sertifikasi private maritime security companies (PMSC) seperti termuat dalam ISO 28007.

4. GOAL-BASED NEW SHIP CONSTRUCTION STANDARDS (Agenda Nomor 5)

Pada sesi 95 ini MSC membentuk WG GBS, berikut mengesahkan dan menyetujui hasil sebagai berikut: 1. MSC.1/Circ.1394/Rev.1 mengenai Generic guidelines for developing IMO goal-based standards. 2. Pandangan WG GBS terkait rencana kerja ke depan terkait pengembangan draf Interim

guidelines for the application of the goal-based standards safety-level approach (SLA), berikut pengembangan persyaratan fungsional untuk SOLAS Chapter III, dengan jadwal untuk dilaporkan pada MSC 98.

5. PASSENGER SHIP SAFETY (Agenda Nomor 6)

MSC 95 mencatat informasi dari ISO bahwa butir pekerjaan baru terkait unified interpretation of the provision of Man Overboard Detection Devices for Passenger Ships sedang dalam proses, that new work item is underway to assist the, dengan cara menyediakan standar ISO bagi alat tersebut.

6. CARRIAGE OF CARGOES AND CONTAINERS (Agenda Nomor 8)

Pada pertemuan CCC 1 yang diselenggarkan pada September 2014, Sub-Komite membuat draf amandemen terhadap beberapa MSC circular terkait draf amandemen (03-15) dari IMSBC Code. MSC pada sesi ke-95 ini menyetujui amandemen terhadap MSC circular berikut: 1. MSC.1/Circ.1395/Rev.2 - Lists of solid bulk cargoes for which a fixed gas fire-extinguishing system

may be exempted or for which a fixed gas fire-extinguishing system is ineffective; 2. MSC.1/Circ.1453/Rev.1 - Guidelines for the submission of information and completion of the format

for the properties of cargoes not listed in the International Maritime Solid Bulk Cargoes (IMSBC) code and their conditions of carriage; dan

3. MSC.1/Circ.1454/Rev.1 - Guidelines for developing and approving procedures for sampling, testing and controlling the moisture content for solid bulk cargoes which may liquefy.

7. HUMAN ELEMENT, TRAINING AND WATCHKEEPING (Agenda Nomor 9)

Pada pertemuan HTW 2 yang diselenggarkan pada Pebruari 2015, Sub-Komite menghasilkan beberapa hal untuk diperhatikan oleh Komite. MSC pada sesi ke-95 ini menyetujui langkah berikut: 1. Menyetujui MSC.1/Circ.1503 on ECDIS – Guidance for good practice. 2. Meneruskan draf MSC Circular terkait Guidelines for port State control officers on the ISM Code

kepada Sub-Komite III untuk dapat ditelaah dan difinalisasi, dengan rencana persetujuan oleh Komite pada sesi berikutnya.

3. Meneruskan draf MSC circular terkait Guidelines on consolidated IMO provisions for the safe carriage of dangerous goods in packaged form by sea, kepada Sub-Komite CCC Sub-Committee untuk dapat ditelaah dan difinalisasi, dengan rencana persetujuan oleh Komite pada sesi berikutnya.

4. Mencatat diskusi terkait revisi dari Guidance on fatigue mitigation and management (MSC/Circ.1014) pada sidang HTW 2 termasuk pengajuan dokumen oleh Inggris. Dengan memperhatikan diskusi bahwa sekalipun antara tingkat pengawakan dan kelelahan ada keterkaitan, tetapi gambar besar dari "tindakan melawan kelelahan" selain “pengawakan" agar dapat dimasukkan dalam Guidance ini, Komite menginstruksikan Sub-Komite HTW untuk mengikutsertakan butir penting dari diskusi ini pada saat proses revisi Guidance.

5. Mencatat diskusi tentang penerapan persyaratan medic dan penglihatan ke dalam 2010 Manila Amendments dari STCW Code, dan mengakui bahwa standar antara pelaut yang berlayar saat ini dengan mereka yang baru akan memulai karir sebagai pelaut harus dibedakan. Lebih jauh, Komite menginstruksikan Sub-Komite HTW untuk memberikan klarifikasi terkait hal tersebut dalam “Guidance for the implementation of the 2010 Manila Amendments”, jika dibutuhkan.

8. SHIP DESIGN AND CONSTRUCTION (Agenda Nomor 10)

Pada pertemuan SDC 2 yang diselenggarkan pada Pebruari 2015, Sub-Komite menghasilkan beberapa hal untuk diperhatikan oleh Komite. MSC pada sesi ke-95 ini menyetujui langkah berikut:

1. Memperhatikan penting dan mendesaknya jalan keluar terhadap isu personil industri (industrial personnel) di kapal. Akan tetapi pembuatan draf MSC circular tentang definisi dari industrial personnel dapat memberi dampak yang perlu diantisipasi lanjut, antara lain penerapannya diluar sector energy, dan adanya potensi konflik dengan instrument IMO yang ada. Oleh karenanya, Komite menyetujui rencana output baru terkait “Mandatory instrument and/or provisions addressing safety standards for the carriage of more than 12 industrial personnel on board vessels engaged on international voyages” dengan target penyelesaian tahun 2017.

2. Mengadopsi Resolusi MSC.399(95) terkait amandemen terhadap Guidelines for the application of plastic pipes on ships (Resolusi A.753(18)), yang diamandemen oleh Resolusi MSC.313(88).

3. Menyetujui draf amandemen terhadap SOLAS regulation II-2/13 terkait analisis evakuasi, dengan rencana diadopsi oleh MSC 96.

4. Menyetujui draf amandemen terhadap SOLAS regulation II-1/22 terkait pintu kedap air, dengan rencana diadopsi oleh MSC 96.

5. Menyetujui draf amandemen terhadap pembukaan 2008 IS Code terkait kapal yang terlibat operasi anchor-handling, dengan rencana diadopsi oleh MSC 96. In addition, MSC approved draft amendments to part B of the 2008 IS Code regarding vessels engaged in anchor-handling operations.

6. Menyetujui draf amandemen terhadap 2011 ESP Code, dengan rencana diadopsi oleh MSC 96. 7. Menyetujui MSC.1/Circ.1505 tentang Unified interpretation of SOLAS regulation II-2/13.6. 8. Menyetujui MSC.1/Circ.1504 tentang Unified interpretation of the Guidelines for safe access to

4. Menyetujui MSC.1/Circ.1512 tentang Guidelines on Software Quality Assurance and Human Centred Design for e-navigation.

5. Menyetujui MSC.1/Circ.1513 tentang Amendments to the IAMSAR Manual, dengan memperhatikan persetujuan ICAO untuk dimasukkannya proposal amandemen ke dalam Manual, sebagai bagian dari IAMSAR Manual edisi 2016.

rencana diadopsi oleh MSC 96, bersamaan dengan adopsi dari FSS Code chapter 17 (baru). 5. Menyetujui MSC.1/Circ.1515 tentang Revised design guidelines and operational recommendations

for ventilation systems in ro-ro cargo spaces. 6. Menyetujui MSC.1/Circ.1516 tentang Amendments to the Revised guidelines for the maintenance

and inspection of fire protection systems and appliances (MSC.1/Circ.1432). 11. RENCANA OUTPUT BARU MSC
