STATEMENT OF QUALIFICATIONS

INTRODUCTION

TECHNICAL ENGINEERING CONSULTANTS, LLC (TEC) is a full service consulting

engineering firm, established in 1984 to provide engineering and associated services to the oil and gas,

marine, and petrochemical industries. TEC's scope of services encompasses all phases of oil and gas

engineering, from conceptual design through start-up and commissioning. This full scope of engineer-

ing and project management services is available to our customers on a worldwide basis as our client

needs dictate. Our organization is committed to fulfilling our clients' total needs and requirements. Our

staff consists of qualified, experienced personnel who are registered in all of the technical disciplines

and are willing to travel worldwide to satisfy our clients' needs. TEC's business philosophy is to pro-

vide our clients with a quality product which is technically sound, safe to operate, financially feasible,

and schedule considerate.

The Pipeline and Plant Department has designed a variety of pipeline systems to handle products

such as crude oil, condensate, refined products, LPGs, natural gas, and natural gas liquids. TEC is also

dedicated to servicing onshore and nearshore processing, storage and compression/pump stations. Our

capabilities include single well interconnects to major pipeline gathering systems, as well as experience

with mid-stream processing plants, including stabilization, fractionation, and compression systems.

TEC’s Facilities Engineering Department has designed a variety of projects with gas production

rates of up to twelve hundred million cubic feet per day (1.20 BCFD), and more than fifty thousand bar-

rels of oil (and condensate) per day (50,000 BOPD). TEC has also designed waterflood facilities with

rates of up to eighty thousand barrels of water per day (80,000 BWPD). The Facilities Engineering De-

partment has also performed many debottlenecking studies, platform capacity upgrades, and gas com-

pressor additions to improve performance and increase capacity.

Since 1984, TEC’s Structural Engineering Department has designed more than seven hundred

and fifty (750) offshore platforms, from single well caissons in shallow water to multi-pile structures.

Since 1990, TEC has been an industry leader with regards to the number of platform structures designed

for and installed in the Gulf of Mexico. In addition, quarters and utility building packages, a TEC spe-

cialty, have been designed for use in the Gulf of Mexico, Trinidad, South America, China, Brazil, Qatar

and West African locations.

Our Electrical and Instrumentation Engineering Department has designed power generation con-

trol and distribution systems for large offshore platforms and onshore plants, sizes ranging up to 10

MW, as well as instrument specifications, design, and programming for pneumatic and electronic con-

trols, MMI systems, flow computers, PLC, and DCS systems.

TEC’s Production Facilities Department has designed an extensive array of facilities

ranging from full wellstream flowline facilities to international oil and gas processing

MOPUs. TEC has developed economical alternatives for marginal wells in addition to

facilities capable of supporting 50,000 BOPD and 300 MMSCFD gas. Our process and

mechanical engineers are highly skilled and fully prepared to deliver comprehensive en-

Recertification of salvaged Jacket and Deck from South Timbalier Block 265 for reuse. Jacket was extended from 196 ft. to 220 ft. water depth. Updated existing Mechanical Flowsheets, Equipment Layouts, Safety De-vice Location Drawings and Area Classification Drawings per field walk down of equipment. Made modifications to the Mechanical Flowsheets, SAFE Charts, Equipment Layouts, Safety Device Location Drawings and Area Classification Drawings for the addition of Glycol Dehydration, Gas Pipeline Launcher and Sewage Treatment Unit as well as for various equipment removals and modifications. Structural analysis of 6-leg drilling/ production platform in 760 ft. water depth to support Nabors Rig 201 (2000 hp). The jacket has 16 skirt piles and 30 well slots. Deck Extensions to accommodate drill rig, quarters, and associated equipment. Complete walk down of all process and utility skids and pip-ing. Revised and issued “As-Built” P&ID’s and Safety Flows. Conducted complete 14C review of existing safety system and SAFE Charts. Created “As-Builts” of Layouts, Safety Device Drawings and Area Class. Created model of platform relief and atmospheric piping and con-ducted relief system analysis, including atmospheric vent, backpressure calculations of relief piping and component capacities. Blowdown analysis and calculation of “worst case” emergency rate for the sizing and installation of new flare tip. Evaluated relief components for adequate relief capacities and discharge piping for adequate size. Pulled dimensions and created isometric drawings for process and utility piping additions to multiple areas of the platform and new well flowlines. Conducted electrical load study for platform equipment. Installed new backup generator and associated wiring.

Structural modification to add a solar turbine centrifugal compressor with ancillaries, gas coolers and MCC building. This required main and cellar deck extensions that were fabricated in sections to facilitate offshore installation. TEC upgraded the existing central platform facility to bring in more low pressure gas wells. A complete facility debottlenecking study was done to determine pinch points which were addressed for increased rates. Added a Solar Taurus 70 turbine compressor with supporting equipment to handle four different gas rate scenarios. Gas rates ranged from 141 MMSCFD to 60 MMSCFD at 1225 psig. All support piping, deck exten-sion and electrical was done by TEC.
