2. INSTITUTIONAL DEVELOPMENT PROPOSAL (IDP)(Implementation period: April 2017- March 2020)

2.1 Give the Executive Summary of the IDP.

Shri G.S. Institute of Technology & Science, Indore (SGSITS) was established in 1952 by G.S. Technical Society in the objective of providing technical education to the bright young generation in entire Malwa Region in Central India. It started its journey with the offering of a Licentiate Programme in Civil Engineering. In 1956 the Institute became a degree engineering college. Today, the Institute runs 9 UG Courses in Engineering discipline and 14 PG Courses in Engineering along with PG Courses in Pharmacy, Computer Applications and Business Administration and Applied Sciences. In all institute runs 10 UG and 23 PG Courses.

Today, in Madhya Pradesh, SGSITS is the largest technological institute with an annual intake of 750 UG, 548 PG students.

The Institute has actively participated in TEQIP phase-I during 2003-09 as a lead Institute and successfully achieve the goals set by and mentioned in the Institute proposal submitted in 2003. The Institute is grateful to the authorities of Govt. Madhya Pradesh and NPIU, New Delhi for its active support and cooperation from time to time. Some of the salient achievements of TEQIP Phase-I and II are as follows:

TEQIP PHASE - I

1. The Institute implemented Campus Wide Networking with more than 1350 nodes connecting all academic departments, administrative and financial block, hostels and staff campus.

2. The Institute has created a facility of 33 KV Substation to provide uninterrupted electric supply in the Institute premises.

3. The Institute has uplifted the status of Library by 35% in volumes of Books, Periodicals, Journals and e-Library facility along with the infrastructure development.

4. Institute is also established a separate block as Advanced Technology Centre with the financial support under TEQIP.

5. The Institute has also organized more than a dozen seminars/workshop/training programmes for the benefit of the faculty members of the Engineering Colleges of the Madhya Pradesh and some of them of organized with the network institute.

6. Institute has also organized training programme for ITI trained and qualified staff for electrical technician courses and mechanical oriented programmes.

7. Institute is also enhanced the ongoing UG and PG Programmes.

8. Around 100 faculties have been sponsored to attend National and International Conferences/Seminar for presenting their research works.

9. 50 Research Scholars have registered for the Doctoral Programmes.

TEQIP PHASE - II

1. Institute design center has been created.

2. Institute is in the process of installation of Management Information System.

3. All laboratories have been upgraded with the procurement of equipments upto 5.5 crore all with the creation of 16 smart class rooms and Board rooms

4. Intake have been increased in Civil Engineering Department from 60 to 120 and 30 to 60 in Industrial Production Engineering Department.

5. New PG Course have been introduced (Part Time) in Structural Engineering and Microelectronics and VLSI Design.

6. Quality Enhancement in Engineering Education (QEEE) Center have been created.

7. Enhancement of Library faculties for students and faculty like increase in E-Journal, Video Lectures.

8. On all India Basis the NIFR has declared Department of Pharmacy on 38th Position.

9. Outlook Magazine in its survey (June 2016) has awarded composite ranking of SGSITS as 28th on National basis.

10. Purify water system has been installed for the supply of potable water in the campus.

The Institute reforms as described above in terms of academic, R&D work community services, TDP and Women in Technology will contribute to the healthy, consistent and steady growth of academic activities in the Institute where transfer of academic curricula from higher level to lower levels (from R&D to PG to UG) this would in near future to the beginning of a new era when India could establish its identity as a “Developed Nation”. This is very much in line with the new concept of integrated program of “Education Research-Innovation cycle”.

An important issue which any premier institute should address for the continuation of the academic growth is “Sustainability of the existing infrastructure in the different laboratories, centralized facilities to have their origins in the receipt of grants from State and Central Government agencies like MPCST/MHRD/AICTE, DST, DOE, DAE, UGC etc. Continuous inflow of funds from these agencies is a usual practice in this institute and not only the sustainability but also the nourishment of the laboratories is a well-established practice of the institute.

(a) STRENGTHS (i) The Institution is 58 Years old. Since 1989 it is academically

autonomous & autonomy has been extended up to 2015 by University Grant Commission (U.G.C), New Delhi. Institute is already applied for further extension.

(ii) The Institute is under block grant scheme of Govt. of M.P. and is managing its resources through proper planning.

(iii) The Institute has experience of handling 9 UG and 23 PG programs with student staff ratio of 1:15.

(iv) All the 13 departments of the Institute are recognized research centres for Ph.D. level of work

(v) 60% of the permanent faculties hold Ph.D. degree.

(vi) This is the only Institute in the State, where AICTE, New Delhi has sanctioned seats under FN/PIO/GC.

(vii) Institute is having e-Library & Digital Library System.

(viii) Institute is having Campus Wide Network (CWN) facility with more than 1350 nodes.

(ix) The Institute is recognized for National Doctoral Fellowship Programme of AICTE.

(x) Institute is Grant-in-aid Autonomous Institute. Autonomous status is given by UGC since 1989.

(b) WEAKNESSES (i) Shortage of faculty at senior level i.e. at of Readers and Professors

level. The posts are lying vacant due to retirements/resignations in last 7 years and the acute shortage of prospective candidates under reserved categories at senior levels.

(ii) There exists only 1/3 capacity of Hostel Accommodation for the boys while only 1/4 of the total girl-students admitted every year can be provided hostel accommodation.

(iii) Institute being 65 years old and despite of best efforts institute is unable to acquire Deemed to be University status due to certain unavoidable legal issues, however it has already been recommended conditionally by UGC in 2004.

(iv) During last 5 years the Institute has not been in receipt of the committed block grant from the State government, as consequence

many of the developmental activities are badly hampered like the construction of a PG hostel, staff quarters and new buildings.

(c) OPPORTUNITIES:(i) The State Govt. is likely to allow the Institute to go ahead with the

appointment of faculty at senior levels. Many of these posts had been advertised in the past also.

(ii) Under financial autonomy accorded by the State Govt., the purchase procedure will be made more efficient, prompt and economic.

(iii) Entire library activities will be modernized and the facilities will be enriched and enhanced. Through intranet facilities, students and facilities will have free access to the e-books and journals.

(iv) The Computer Centre with the capacity of around 600 terminals with high capacity of computing facilities.

(v) Significant budget will be allocated to modern communication system development in the Institute including the Library services.

(vi) Modernization of existing PG Laboratories, Development of New Laboratories & Research Centres including Centres of Excellence.

(vii) Development of Modern Infrastructure facilities to keep pace and competitiveness with the Private Sector.

(viii) Institute is surrounded by industrial belt i.e. Pithampur and Dewas which is an added advantage to have mutual Institute Industry Interaction.

(ix) Being a 65 years old Institute, alumni of the institute are spread nationally and internationally. Their contribution in the development of the institute is galloping tremendously.

(x) Institute is the premier institute in the State and is first choice for getting admission both in UG and PG.

(d) THREATS:

(i) In order to maintain the high standard of academic records of the Institute, proper care must be taken to retain the dedicated, highly trained faculty members. In absence of proper incentives, the Institute may loose the qualified faculty.

(ii) The laboratories developed under funding from various funding agencies must be upgraded. Otherwise, obsolescence would prevail and the sustainability of good student flow both at UG and PG levels will affected.

To conclude, SGSITS is fully prepared to go with adequate sustainability and retain its identity as a Premier Technological Institute in entire Central India in the coming decade.

(a) Improving the learning outcomes of the students 1. Faculty training (qualification upgradation, subject upgradation & research

competence, Pedagogical training, participation in conferences, seminars/workshops etc.)Faculty training will be a continuous activity, funds will be allocated to all the concerned departments in unified manner to conduct the training programme with an approval by the competent authorities. (1) 16 classrooms have been transformed into smart class rooms which comprises of Digital Podium, Multimedia Projector. HD video transmission.

(2) Department wise Wi-fi facilities is available. (3) Facilities in the Library are upgraded regularly.

5. Improving the academic performance of SC/ST/OBC/academically weak students through innovative methods, such as remedial and skill development classes, peer assisted learning for increasing the transition rate, non-cognitive skills and pass rate.To improve the academically weak students following support systems were already been created:-

(1) Remedial tutorial for weak students.(2) Students training in academic interpersonal skills, communication - to

achieve this Language Laboratory has been created with TEQIP grant.(3) Students are deputed to Industries, Government organizations like PWD,

PHE and State Authorities, IITs, IIMs for internship so that the students get the practical experience.

(4) Tutorials and expert lectures have been organized for both academically weak and strong students for communication skills by experts outside from leading coaching institutes.

(5) Transaction rate of the students have increased from 70% to 76%.6. Institute academic and non-academic reforms including programme flexibility (Is

there any need to revise the curriculum? When it was last revised?)(a) Institute has adopted choice base credit system as per UGC guidelines,

which includes open credit courses. (Encl.=04)(b) Curriculum is revised by Board of Studies of all the departments which

includes nominee from Industries, alumni and a representative of the students annually which is finally approved by the Academic Council of the Institute.

(c) This is a major reform which has been done in the Institute as per guidelines of MHRD Government of India.

7. Increasing interaction with industry (What are the industries located in the vicinity? What role of industry is perceived for the institute?)

As per guidelines and directions received from NPIU, Institute has created a Design Centre in the Institute from TEQIP-II Grant. Engineering design calls for Imagination, Innovations, Incubation, Prototype development for designing and product. This is an application of technical expertise experience and skillful use of a material. The primary objective of a Design Centre is to promote the importance of an Engineering Designs for National development to strengthen, Industrial Interaction by conveying out design for Industries. Is any enhanced assistance / mentoring that the institution is looking forward from its ATU?SGSITS Indore is Grant in Aid Autonomous Institute Affiliated to Rajiv Gandhi Technical University (RGTU). Technical Education policies are always implement through the university as the Directorate of technical Education Govt. Madhya Pradesh Bhopal for example Choice Based Credit System was implemented as per the Guidelines proposed by MHRD New Delhi through RGTU & DTE Bhopal.

Institute is also striving heard to set the Deemed University Status. Govt. of Madhya Pradesh has always been favoring the stand adopted by the Institute in the Nobel Endeavour. In order to get the Deemed University Status visit of NAAC Committee is also in progress.

Institute always look forward to RGPV, Bhopal, for its all round progress and development:-

1) Strengthening the Doctoral Programme in terms of conduction and declaration of the results of the students as per schedule, so that participation of the students in scheme like QIP increases.

2) Institute also expects financial support to implement the technical courses as laid by UGC / AICTE and Government schemes like Make in India, Unnat Bharat, Digital India, etc. to upgrade the knowledge network at national and international level.

3) Institute also intends to participate under twinning programme of TEQIP Phase-III, under which mutual exchange of the UG and PG Students to lead institute like IITs, NITs, IISCs, etc. is the key objective. It is expected that students will complete the academic requirement of IV, VI, VIII Semesters.

4) Institute will also admit students from other institute under this programme. Freedom to initiate such activity for the betterment of the students should be given a due thought.

in the Institute, however, various subjects are being taught by the institute faculty.

(2) Institute is planning to conduct special preparatory classes for the desires students who intent to appear in GATE, PSU and other competitive exam in TEQIP Phase – III.

2.5 Provide a Twinning Plan with a high performing institute with the objective of capacity building knowledge transfer and developing long term strategic partnerships. (Twinning plan will be formalized into twinning agreement after finalizing the twinning partner).Strategies for twinning with high performing institutes and objectives of capacity building knowledge transfer and developing long term strategic partnerships is as under:- (1) The institute is involved in various research and development activities, such as

QIP Center for Ph.D. and ME programme in all engineering disciplines will have linkages with lead institutes at National level under twinning programmes.

(2) Collaborations at National Level with VANIT, Nagpur, MANIT, Bhopal, RRCAT, Indore, BARC, Mumbai, IIT, Mumbai, IIT, Indore, IIT, and Gandhinagar.

(3) Institute has created a Design Centre with the financial support from TEQIP-II Grant.

(4) Institute is working with the objective of capacity building, knowledge transfer and developing long term strategic planning with the following institutes:-(i) COE, Pune (ii) ISRO, Bangalore

The above institutes will become training partner and student will get an opportunity to develop, design and fabricate Nano satellites. Institute is already carrying out twinning activity, the details are as under:-

(a) Faculties have attended training programmes at IIM, Indore, Kazikode, National Productivity Council, New Delhi.

(b) Administrative staff from the Library have visited various libraries at Delhi and undergone training on e-Library

(5) SGSITS intends to develop a concept of deputation of Undergraduate / Postgraduate students to complete the academic schedule for the entire semester 4th Semester and 6th Semester from the lead institutes like IITs, NITs, IISCs, so that they get knowledge as well as practical training in advanced manner.

(6) SGSITS also intends to teach the students both Undergraduate and Postgraduate of any university who intends to utilize the infrastructure and the facilities existing in our institute and is not available in the institutes as a part of a twinning programme.

2.6 Is there any difficulty in Recruitment and selection of high-quality faculty? If yes, what are the reason & action plan to solve the issue? Institute has no difficulty in recruitment and selection of higher qualify faculty.

2.7 Give an action plan for ensuring that the project activities would be sustained after the end of the Project.

Institute is working in Government of India sponsored projects namely, Neeti Ayog. Financial support under this scheme is expected shortly. Secondly, institute is in constant deliberations with the authorities to Start up Programme and agreement is to be signed shortly by Association of MSME (M.P.) and Indo-German Tool Room. Institute will be working in the 24 x 7 mode.

An important issue which any premier institute should address for the continuation of the academic growth is “Sustainability of the existing infrastructure in the different laboratories, centralized facilities to have their origins in the receipt of grants from State and Central Government agencies like MPCST/MHRD/AICTE, DST, DOE, DAE, UGC etc. Continuous inflow of funds from these agencies is as usual phenomenon in this institute and not only the sustainability but also the nourishment of the laboratories is a well-established practice of this institute. Moreover, with direct active cooperation of the State Government through the creation of “Endowment Fund” will help considerably in the maintenance of sustainability of the academic activities initiated under TEQIP. All-out efforts will also be made to generate adequate funds for this purpose through mechanism such as testing, consultancy, Intellectual Property Rights (IPR), organizing short term training schools in specialized technological areas, transfer of technology from institute to industry, etc.

To conclude, SGSITS is fully prepared to go with adequate sustainability and retain its identity as a Premier Technological Institute in entire Central India in the coming decade with generous and judicious funding under TEQIP Project of NPIU, Government of India.
