The Bahamas Maritime Authority (BMA) has received STCW Chapter VI training certificates which have been identified as being fraudulently issued. 1.2. The BMA wishes to bring the information referenced in Section 2 to the attention of interested parties. 2. Description 2.1. The BMA has received requests to verify the authenticity of STCW Chapter VI Training certificates that were apparently issued by a BMA approved training provider. 2.2. The affected certificates (samples included in the Annex of this Alert) were purported to be issued by “Lloyd’s Maritime Academy” based at 6 th Floor, 29 Bressenden Place, London SW1E 5DR” and included: Basic Training Crowd Management Passenger Ship Safety Crisis Management & Human Behaviour Proficiency in Survival Craft and Rescue Boat other than Fast Rescue Boat 2.3. Lloyd’s Maritime Academy has advised that their Company’s name and material are being fraudulently used. 2.4. The BMA can further advise that those documents are fraudulent as Lloyd’s Maritime Academy has not been approved by the BMA for the purposes of STCW training. Fraudulent STCW Training Certificates

1. Introduction

1.1. The Bahamas Maritime Authority (BMA) has received STCW Chapter VI

training certificates which have been identified as being fraudulently issued.

2. Description

2.5. The BMA and Lloyds Maritime Academy are continuing to investigate this matter which is of concern particularly noting that the competency and capability of a person presenting such documents for service onboard a ship may impact on the safety of the ship and the persons onboard.

2.6.1 Masters of Bahamian ships and Companies should review the training documentation of persons employed or intended to be employed onboard Bahamian ships to identify if any training certificates purportedly issued by Lloyd Maritime Academy were presented as documentary evidence of STCW training.

2.6.2 If any such documents are identified during the review of seafarer STCW training documentation, please provide the BMA with details of the affected seafarers and if applicable, the Recruiting Company(Manning/Crewing Agent), and advise if the seafarer undertook any training for the certificate.

2.7 All parties should note that it is not known whether the affected seafarers were complicit in this fraudulent certification process and an appropriate investigation should be conducted prior to attributing blame to the seafarer.

2.8 The BMA reminds all parties that a list of BMA approved training providers is available on our website and certificates from a Company that is not listed on the website should be considered as not approved by the BMA and the matter should be brought to the attention of the BMA Seafarers & Manning Department ([email protected]).

2.9 The BMA would further remind all parties to verify the validity of a trainer provider’s STCW approval and their authorisation to issue STCW Chapter V and VI certification. This verification should be carried out by contacting the administration of the STCW party that has approved the training provider.
