Staff recommends that the Technical Advisory Committee elect a Chair and Vice Chair.

PURPOSE AND EXECUTIVE SUMMARY

The purpose of this item is for the Technical Advisory Committee to vote on their selections for the

committee positions of Chair and Vice-Chair.

None.

BACKGROUND AND DISCUSSION

Per the Technical Advisory Committee bylaws: “The Technical Advisory Committee shall elect a Chair

and a Vice Chair, each to serve for a term of one year. Elections shall be held at the first meeting of each

calendar year. The current Chair shall appoint a nominating committee of three (3) members prior to the

first meeting of each calendar year for the purpose of bringing before the TAC a slate of officers for

consideration. In the event the Chair is unable to serve the entire term of office, the Vice Chair shall

succeed to the office of Chair and the new Chair shall appoint a committee member to serve as Vice Chair

for the remainder of the term. This appointment shall be subject to approval by the majority of the TAC

present at the next called meeting.”

RECOMMENDATION

PURPOSE AND EXECUTIVE SUMMARY

The City of Austin is working with regional stakeholders (including CAMPO) and the public to designate

a set of routes for the transport of non-radioactive hazardous materials (NRHM) through the City, as

required by State law. The goal of designating these routes is to maximize safety and minimize the impact

on the population and environment if an incident involving a vehicle carrying these materials does occur.

By conducting the NRHM Route Designation Study, the City of Austin will satisfy State requirements and

Federal guidelines for designating NRHM routes.

This presentation is a project status report to provide the TAC with information about the study.

FINANCIAL IMPACT

There are no financial implications for CAMPO. Costs associated with NRHM route designation are the

responsibility of the City of Austin.

BACKGROUND AND DISCUSSION

Texas state law requires that cities with populations over 850,000 designate routes for commercial vehicles

transporting non-radioactive hazardous materials (NRHM). The City of Austin surpassed that population

threshold in 2013, and the Austin Transportation Department (ATD) recommended in a November 2013

memo that the City launch a formal process to designate NRHM routes. The City initiated its NRHM Route

Designation Study in March of 2016, with the proposal of a finalized draft route or set of routes scheduled

to occur in mid-2017.

Project Overview

The NRHM Route Designation Study, which is federally authorized and required by state law, will result in

the designation of a set of highway routes that 1) minimize the likelihood of a crash involving a vehicle

carrying NRHM, 2) minimize the consequences of an NRHM incident should one occur, and 3) limit the

burden on commerce related to NRHM movement. NRHM can currently be transported on almost any

roadway in Austin, including roadways through areas with high population densities and vulnerable

environmental features that are at high risk if a NRHM release occurs. While the Route Designation Study

is not designed to alter the amount of NRHM moving through the community, it will serve to make the

transport of these materials safer for Austin residents by redirecting NRHM to the most appropriate routes.

What are Hazardous Materials?

Hazardous materials are substances that the U.S. Secretary of Transportation has determined to be capable

of posing an unreasonable risk to health, safety, or property when transported in commerce. NRHM are

materials transported by motor vehicle in types and quantities which require placarding. Types of NRHM

include explosives, gases, flammable liquids, flammable solids, oxidizers and organic peroxides, toxic and

infectious substances, corrosive substances, and miscellaneous dangerous goods. Examples include

gasoline, chlorine, diesel fuel, sulfuric acid, and propane. Routes for the transport of radioactive materials

are designated separately from other hazardous materials due to their unique security and safety risks.

NRHM Routing Designation Process

ATD has formed a project team with consultants TRC Environmental Corporation and Alliance

Transportation Group, Inc. and is coordinating with Texas Department of Transportation (TxDOT) and

Capital Area Metropolitan Planning Organization (CAMPO) on the NRHM routing designation process.

The project work plan follows the required NRHM routing designation process established by Texas

Administrative Code, Title 43, Part 1, Ch. 25, Sub‐ Chapter F, Rule §25.103, “Hazardous Material Routing

Designations; Routing Designations by Political Subdivisions.” Major tasks associated with the project

work plan include coordination with government agencies; public involvement; preliminary route

identification; risk analysis; identification of a recommended set of routes; final route maps and descriptions;

and route signage.

Public Involvement

The process of designating the City’s NRHM routes has been, and will continue to be, conducted in a manner

that incorporates policymakers, key stakeholders, and the public at large throughout the planning process.

Remaining stakeholder and public meetings will be held in diverse locations throughout the City as the

study progresses. Key elements of the study’s Public Involvement Plan are described below:

• The project Steering Committee, which is composed of interdepartmental City staff and CAMPO

representatives, meets quarterly throughout the project to receive reports on project progress; provides

direction on the project objectives and schedule; coordinates with their respective agencies; and provides

technical oversight of major activities associated with the study.

• A Stakeholder Working Group consisting of local and regional stakeholders and subject matter experts,

including representatives from industry, emergency response, and local government, helps provide

expertise and guidance on a wide variety of topics relevant to the study scope, including assisting the

project team in identifying safe and efficient routes for NRHM travel.

• City staff provide periodic project status updates to City Council, City Council committees, and various

City boards and commissions.

• A project webpage keeps the public updated on the route designation process; provides background

information, such as the purpose of the study, the legal requirements, and the need for NRHM routing

designation; and offers opportunities for public involvement and feedback.

• Three local public meetings, to be held at locations throughout the city, are scheduled for this study.

• An online public forum will allow the public to view and provide input on candidate routes during the

public comment period and during the final phase of the project.

• Prior to NRHM route designation, TxDOT will publish the draft NRHM routes in the State Register and

hold its own public hearing to receive input from the community.

Route Implementation

After the project team finalizes the list of proposed NRHM route designations, City Council must officially

approve them. To accomplish this, a local public hearing will be held in accordance with public hearing

requirements. Once the public has had the opportunity to give feedback on the routes and updates are made

where necessary, the City Council will approve the proposed routes. Then, the proposal will be sent to

TxDOT, which will hold its own public hearing. Barring any major concerns stemming from the public

feedback, TxDOT will then approve the proposed routes. After approval, the City must officially enact the

route designations through an ordinance. Finally, the City will work with TxDOT to plan and install the

necessary route signage to guide NRHM transporters.

region.

In the mid-1990s, Texas MPOs worked with TxDOT to develop a standardized format for all UPWPs.

PURPOSE AND EXECUTIVE SUMMARY

As part of the implementation of House Bill (HB) 20, the Capital Area Metropolitan Planning

Organization (CAMPO) must develop a 10-year transportation plan. This 10-year plan will be comprised

of the projects listed in the Transportation Improvement Program (TIP) as well the year 5-10 projects

listed in the Regional Transportation Plan (RTP). This plan will help supplement and coordinate the

program of projects listed in TxDOT’s Unified Transportation Program (UTP) and ensure consistent

development of projects within the region.

In May of 2015, the Texas Legislature passed House Bill (HB) 20. This law pertains to the transportation

planning activities and expenditures carried out by the Texas Department of Transportation (TxDOT) as

well as the planning organizations within the state. The emphasis of HB-20 is the development of a

comprehensive performance-based planning and programming process.

PURPOSE AND EXECUTIVE SUMMARY

The Capital Area Metropolitan Planning Organization (CAMPO) has begun the 2017 Spring Amendment

Cycle for the Transportation Improvement Program (TIP) and 2040 Region Transportation Plan (RTP).

Project sponsors can submit applications to add a transportation project to the 2017-2020 Transportation

Improvement Program (TIP) or the 2040 Regional Transportation Plan (RTP). Sponsors can also submit

applications to modify or remove projects currently listed.
