    1.0 SCOPE The intent of this document is to define the scope of work and design requirements for the electrical works for Hazira LPG Plant. It includes requirement of design, engineering, equipment selection, sizing, procurement, supply of equipment and materials, shipment and delivery to site, storage at site, installation, testing, pre-commissioning and commissioning etc. of electrical works. The Contractor shall be fully responsible for design, engineering, equipment selection, sizing, procurement, supply of equipment and materials, shipment and delivery to site, storage at site, installation, testing, pre-commissioning and commissioning etc. of electrical works.     3.4 Conflicting Requirements It shall be the responsibility of the Contractor to inform the Purchaser of any errors, ambiguities, inconsistencies, discrepancies or conflict of information which may be found to exist in any document or drawing submitted by the Purchaser.     4.0 SCOPE OF WORK

    4.1 General The scope of work includes design, engineering, equipment selection, sizing, procurement, preparation of documents & drawings, supply of equipment and materials, shipment and delivery to site, storage at site, installation, testing, pre-commissioning and commissioning, all tools and tackles etc. of complete electrical works as specified in this scope of work and attached BOM for electrical works.

    4.2 Power Supply System Details

    System Voltage : 11kV 10%, 3Ph, 3wire AC (Hazira LPG plant) 415V 10%, 3Ph, 4wire AC (Hazira LPG plant and ONGC

    complex) Frequency : 50 Hz 5% System earthing : For 11kV - Solidly grounded (HOLD) For 415V - Solidly earthed Fault level : For 11kV- 25kA for 1 Sec. For 415V- 50 kA for 1 Sec (Hazira LPG plant and ONGC complex)

    4.3 Installation, Testing and Commissioning of Free Issue Material (FIM) Refer the Attachment-1 BOM for electrical works (FIM) which shall be issued to Contractor as FIM (Free issue material). Storage, installation, testing, and assistance in commissioning of all electrical equipment and material required is in the scope of Contractor. Necessary assistance/tools and tackles shall be provided by the Contractor for the commissioning of the FIM.

    4.4 Supply, Installation, Testing and Commissioning of Equipment/Material Refer the Attachment-1 BOM for electrical works (Supply & Installation) which includes design, engineering, equipment selection, sizing, procurement, supply of equipment and materials, shipment and delivery to site, storage at site, installation, testing, pre-commissioning and commissioning shall be part of the scope of Contractor.

    4.5 Miscellaneous Requirements

    4.5.1 Measurement of soil resistivity (electrical) as required for earthing system design is part of

    Contractors scope.

    4.5.2 Any Electrical equipment/work not explicitly mentioned but nevertheless required to fulfill the minimum requirements of the plant to meet the process requirements shall be deemed to be

    included in the scope of the Contractor with no additional cost/time implication to the Purchaser.

    4.5.3 The quantities indicated in Attachment-1 BOM for electrical works under Contractors Scope of supply and installation are approximate. Contractor shall determine the quantity of all materials required based on drawings and documents and firm up the actual requirement of materials. All escalations / extra materials procured by Contractor for contingencies shall be Contractors property and no payments shall be made for such materials. Payment shall be made for actual materials installed by the Contractor as a part of permanent installation.

    4.5.4 The makes of all electrical equipments/materials shall be selected from approved Supplier list of Purchaser. The make and type of equipment/material, if not specified in approved Supplier list, then shall be subject to Purchasers approval.

    4.5.5 Any material/equipment specified to be supplied by Contractor for installation in hazardous

    areas, shall be tested by CMRI and duly approved by C.C.E. Nagpur or DGMS Dhanbad or any other applicable statutory authority. All indigenous FLP equipment shall also have valid BIS license as required by statutory authorities.

    4.6 Battery Limits/Interface Requirements with Purchasers System

    Purchaser shall provide electrical power at incoming strain insulators of 11kV outdoor structure for Hazira LPG plant and at 315A SFU (Feeder 16B) in PMCC-304 located in substation-3 for ONGC complex. Contractor scope starts from terminating 11kV OHL at incoming strain insulators of 11kV outdoor structure for Hazira LPG plant and terminating cables at 315A SFU (Feeder 16B) in PMCC-304 located in substation-3 for ONGC complex.

    4.7 As-Builting All documents and drawings shall be marked by Contractor for AS BUILT STATUS and two sets of copies shall be submitted to Purchaser.

    4.8 Exclusions

    The following are excluded from Contractors scope a) Lighting and Small Power Distribution of following buildings

    MCC and DG Room Amenity Building Ware House Security Room -1 & 2. Office Building HT Room Truck/Tanker Drivers Amenity Building Installation, termination and commissioning of incoming cable for lighting and small power distribution board or any other DB is in the scope of Contractor. Earthing of the lighting and small power distribution board is in the scope of Contractor.

    5.0 ELECTRICAL SYSTEM/MATERIAL SPECIFICATIONS

    5.1 11kV Outdoor Structure and Equipments

    The general design and constructional features of 11 kV Outdoor Equipment shall incorporate the following as a minimum:

    5.1.1 Gang Operated Disconnector (GOD)

    5.1.1.1 The GOD set shall be the outdoor type suitable for horizontal or vertical mounting on the support structure. The GOD shall be 3 phase, triple pole type, gang operated having 2 post insulators per stack and single throw, double break characteristic. It shall be complete with arching horns, down pipe and operating mechanism. The operating mechanism shall be suitable for manual operation from the ground level and shall be so designed that all the three phases shall open or close simultaneously. The Switches shall be robust in construction, easy in operation and shall be protected against over travel or staining that might adversely affect any of its parts. The required base M.S. Channel (hot dip galvanized) phase coupling rod, operation rod with intermediate guide braided with flexible electrolytic copper, tail piece of required current carrying capacity and operation mechanism with ON & OFF positions shall be provided.

    5.1.1.2 The operation rod shall be medium gage of 32mm diameter nominal bore G.I. pipe single length 6 meters. MS Galvanized base Channel & base support channel should be of min. size 75x40x6 mm.

    5.1.1.3 The fixed & moving contacts material shall be electrolytic hard-drawn copper heavily tinned. The contact shall be of high pressure and self aligning type with positive wiping action and minimum contact pressure shall be 1/4 lb. per amp. of current carrying capacity. It is essential that provision shall be made in fixed female contacts to take the shock arising from the closing of move contact blade without the same being transmitted to the post insulator.

    5.1.1.4 Design and manufacture of post insulator to be used in GOD assembly should be such as to avoid stress concentration due to direct engagement of the porcelain with the metal fittings and retention of water in the recesses of metal fittings. The post insulator unit shall be assembled in a suitable Jig, to ensure the correct positioning of the top and bottom metal fittings relative to one another. The faces of metal fittings shall be parallel and at right angle to the axis of insulator and corresponding holes on top and bottom metal fittings shall lie in a vertical plane containing the axis of the insulator. The cap and the pedestal must not become loose. The pedestal should be of malleable cast iron and cap should be of malleable cast iron or aluminium. The vertical alignment of post insulator must not vary after operations

    5.1.1.5 As the GODs are generally meant for isolating transmission line and distribution transformers, suitable arcing horns shall be provided for breaking the charging current horn shall be made of 8mm dia G.I. Rod with spring assisted operation.

    5.1.1.6 GOD operating mechanism shall be provided with stud type terminals. Terminal connectors shall be robust in design. The fixed connector and the movable connector shall be of copper casting with uniform machine finishing duly silver plated made out of minimum 95% copper composition with 2 nos. holes provided with suitable brass bolts and double nuts, flat washers & 2nos. bimetallic solder less sockets suitable up to 185 mm2 conductor.

    5.1.1.7 The minimum clearance between phases of the switch shall be 760mm. The operation down

    rod shall be at a transverse distance of 300mm from the outer limb of the switch. The centre spacing between two post insulators of the same phase shall be 380mm. In the open position of the air break switches the moving blade shall rotate through 90o.

    5.1.1.8 It shall make it possible to effect a smooth and fully controlled movement of the three blades simultaneously throughout the entire cycle of operation. Adjustment step shall be provided at either end of the mechanism to stop the handle in the ON and OFF position. Pad locking arrangement for the handle in the ON and OFF position should be clearly indicated in the stand.

    5.1.1.9 The terminal shall be made of rolled/extruded electrolytic grade copper flat having a cross section area equal to that blade. It shall be so constructed that an intimate contact with the contact element is ensured and provision is made to bolt with two numbers of 3/8 inch dia galvanized bolts and nuts. The terminals shall be silver coated.

    5.1.1.10 Flexible copper braid connections shall be provided between rotating earth blades and the frame which shall have a cross section of at least 50 Sq.mm and shall be tinned or suitably treated against corrosion. The frame of the GOD shall be provided with two reliable earthing terminals for connecting to earth mat. The connection shall be such that it can carry specified short circuit current.

    5.1.1.11 GOD shall withstand rated mechanical terminal load and electromagnetic forces without impairing their operational reliability or current carrying properties. GOD inclusive of their operating mechanism should not come out of their open or closed positions by gravity, wind pressure, vibrations or reasonable shocks. GOD shall be capable of resisting in closed position the dynamic and thermic effects of the maximum possible short circuit current at the installation point and should not open under the influence of short circuit current

    5.1.2 Drop Out Fuses

    5.1.2.1 The drop-out fuses shall be expulsion type, outdoor and suitable for vertical mounting. This shall be `D' type and out-door lift off type suitable for manual operation by an operating rod from the ground level. The drop out operation will be angular in vertical plan.

    5.1.2.2 The drop out fuses are required with post insulators. These shall be suitable for mounting on the structure. The bracket/channel hardwares for D.O. Fuses shall be provided with adequate sizes of nuts, bolts and washer for mounting on the structures.

    5.1.2.3 The main contacts of the D.O. Fuse shall be suitable for heavy duty, properly aligned, made from Brass material. These shall have good finish and smooth surface and shall be silver plated. All the sharp edges shall be rounded off. These contacts shall be so designed to withstand highest short circuit breaking current that may be encountered during service. The contact assembly shall ensure:- Electrodynamic withstand ability during short circuit without any risk of repulsion of

    contact. Thermal withstand ability during short circuits. Constant contact pressure even when the lower parts of the insulator stacks are subjected

    to tensile stresses due to linear expansion of connected bus bar or flexible conductors either because of temperature variation or strong winds.

    Proper alignment to ensure smooth operation of D.O. Fuse without adjustment.

    5.1.2.4 The connectors shall be made from Brass and shall be suitable up to 185 mm2 conductor. The connectors should be bolted type having 4 bolts & groove to hold the conductor. All brass

    parts should be silver plated for corrosion resistance and efficient current flow. All ferrous parts should be hot dip galvanized as per IS 2629. Nuts and bolts shall conform to IS 1364 and should be hot dip galvanized. Spring washer should be electro galvanized.

    5.1.2.5 DO fuses shall be supplied with electrical grade tubes as a fuse carrier with good mechanical and high heat resistance properties, made from fine woven glass fibre cloth, impregnated with epoxy resin. Tube shall be well consolidated of circular cross section and uniform wall thickness with ends trimmed smoothly at right angles to the axis of the tube. The external surfaces shall be brown in colour and shall be uniformly finished with polyuret and varnish or epoxy resin. The tube has a temperature index of at least 155oC.

    5.1.3 Post Insulators

    5.1.3.1 The post insulators shall be solid core insulators and outdoor type. The Post Insulators shall conform to IS 2544. Each stack shall comprise two such Insulators placed one over other with original cementing.

    5.1.3.2 The post insulators shall be provided with a completely galvanized steel base design for mounting on the support. The base and mounting arrangement of the post insulators shall be such that the post insulator shall be rigid and self-supporting and no guying or cross bracing between phases shall be necessary.

    5.1.3.3 Post insulators shall be made of homogeneous and vitreous porcelain of high mechanical & dielectric `strength. It shall have sufficient mechanical strength to sustain electrical and mechanical loading on account of wind load, short circuit stresses etc. Glazing of the porcelain shall be uniform brown or dark brown colour with a smooth surface arranged to shed away rain water. Porcelain and metal parts shall be assembled in such a way that any thermal differential expansion between the metal and porcelain through the range of temperature specified in this specification shall not loosen the parts or create undue internal stresses which may affect the mechanical or/and electrical strength or rigidity.

    5.1.3.4 Cap of post insulators shall be of high grade malleable steel casting. It shall be machine faced and hot dip galvanized as per IS 2629. The cap shall have four number tapped holes spaced on a pitch circle of suitable diameter to accommodate the terminal clamps.

    5.1.3.5 The post insulator unit shall be assembled in a suitable jig to ensure correct positioning of the top and bottom metal fittings relative to one another.

    5.1.4 Lightning Arrestors

    5.1.4.1 Lightning Arrestors shall be outdoor, heavy duty, station class, hermetically sealed type, employing non-linear metal oxide resistors and gapless type.

    5.1.4.2 Lightning Arrestor shall have adequate thermal discharge capacity for severe switching surges, long duration surges and multiple strokes. They shall be provided with pressure relief devices which shall prevent explosive shattering of the porcelain housing in the event of an arrester failure. However, pressure relief devices shall be capable of withstanding the internal pressure developed during discharge without operation of the pressure relief device.

    5.1.4.3 Lightning Arrestors shall be housed in porcelain insulators, having adequate mechanical strength and rigidity for satisfactory operation under specified environmental conditions. Porcelain shall be finely brown glazed and shall be free from imperfections, cavities and laminations that might affect the mechanical or dielectric quality and shall be tough and

    impervious to moisture.

    5.1.4.4 Lightning Arrestor shall be of self supported type, suitable for mounting on concrete or steel structure.

    5.1.4.5 The Lighting Arrestor shall be of robust construction to have with excellent electrical, thermal and mechanical characteristics even after repeated operation. Arrestors shall be capable of Spark over on frequent switching surge. Discharging over voltages experienced during switching of unloaded transformer, capacitor

    banks and long lines.

    5.1.4.6 All metal parts shall be non-corrosive hot dip galvanised and non-rusting material. Bolts, screws and pins shall be provided with locking washers, keys or equivalent locking facilities. Interchange ability of similar parts, particularly removable one, shall be possible.

    5.1.4.7 All hardware for Mounting LA shall be included. LA shall be complete with insulating bases.

    5.1.4.8 Lightning arrestor shall be complete with line and earth terminals.

    5.1.4.9 Two Earthing connections at insulation base suitable for GI strip shall be provided.

    5.1.5 Strain Insulators

    5.1.5.1 The strain insulators shall be outdoor type, porcelain and shall generally conform to IS 731.

    5.1.5.2 Strain insulators shall be suitable for both strain and suspension type load and ball and socket type. The security clips shall be provided as per IS 2486 Part 2.

    5.1.5.3 The diameter of porcelain disc shall be minimum 255mm and center-to-center distance

    between ball and socket shall be minimum 145 mm. Each stack shall comprise of two insulators coupled.

    5.1.5.4 All surfaces shall be clean, smooth, without cuts, abrasions or projections. No part shall be

    subjected to excessive localized pressure. Strain insulators and metal parts shall be so designed and manufactured that it shall avoid local corona formation and not generate any radio interference beyond specified limit under the operating conditions.

    5.1.5.5 The strain insulators shall be provided with a completely galvanized steel base design for

    mounting on the support. The base and mounting arrangement of the strain insulators shall be such that the strain insulators shall be self-supporting and no guying or cross bracing between phases shall be necessary.

    5.1.6 ACSR Conductors 5.1.6.1 ACSR conductors shall conform to IS 398.

    5.1.6.2 The ACSR conductors shall consist of concentric-lay stranded conductors made from round

    aluminium wires and round galvanized steel core wire(s)

    5.1.6.3 The wires shall be smooth and free from all imperfections such as spills, splits, slag inclusion, die marks, scratches, fittings, blow-holes, projections, looseness, overlapping of strands,

    chipping of aluminium layers etc. and all such other defects which may hamper the mechanical and electrical properties of the conductor. Special care should be taken to keep away dirt, grit etc. during stranding.

    5.1.6.4 The area of cross section of the aluminium wires of ACSR conductor shall not be less than 98% of the area specified in the drawings.

    5.1.7 Connectors All connectors shall be aluminium alloy type and shall be suitable for termination of minimum 7/0.144 ACSR conductor to equipments. Connectors shall match with equipment terminal arrangement. Bimetallic sleeves or pads shall be provided for termination where equipment terminals are made of copper or brass.

    5.1.8 Supporting Structures

    The supporting structures shall be fabricated out of galvanized steel sections conforming to IS 1239. The supporting structures shown in drawings are indicative only. The supporting structures shall be suitable for mounting equipments and operating mechanism. It shall be designed to withstand short circuit forces, wind pressure, seismic forces etc. along with the operating forces, vibrations, shocks etc. at actual site conditions with adequate factor of safety.

    5.1.9 Civil Works All civil works shall be carried out in accordance with Civil structural design basis (Doc. No. 0435-JH0911-00-CI-BOD-0001).

    5.1.10 General Requirements

    All 11kV outdoor equipments shall be suitable for following

    5.2 HV and MV cable terminations

    5.2.1 Cable Glands

    5.2.1.1 Cable glands shall be of nickel plated brass unless otherwise specified and shall be

    manufactured in accordance with IS/IEC 60529 and IS/IEC 60079-1.

    5.2.1.2 The single compression type cable glands shall be used for indoor panels/equipment (e.g. substation, control room etc). The cable glands for outdoor terminations shall be whether protected, double compression type and shall have PVC shroud for additional whether protection.

    5.2.1.3 Cable glands forming a part of relevant FLP enclosure, shall be FLP type, tested by CMRI or any other recognized independent testing laboratory and approved by CCE/DGMS or any other statutory authority as applicable. Indigenous FLP glands shall have valid BIS license as per the requirements of statutory authorities. The size of cable glands supplied shall be appropriate to the size of cable so that flameproofness of glands is retained

    5.2.1.4 Entry thread of cable gland shall be compatible to the entry thread provided in the equipment (BS, ET, NPT, PG as applicable). If required, suitable reducers/adopters shall be used.

    5.2.2 HV Termination Kits

    5.2.2.1 HV termination kits shall be heat shrinkable, stress control type, indoor or outdoor as specified.

    5.2.2.2 HV termination kits shall be designed to provide a complete moisture seal including the crotch area of 3C cables and complete re-jacketing of individual cores.

    5.2.2.3 HV termination kits shall be provided with insulated right angle boots (if specified), cable preparation kits, sealing compounds and other accessories required for complete termination of specified HV cables.

    5.2.2.4 HV termination kits shall provide creepage distances for indoor termination and outdoor termination in accordance with IS.
