This is the nineteenth TechCon North America and the forty-sixth TechCon Worldwide. TechCon® Worldwide Conferences attract an international collection of delegates, presenters and exhibitors every year. The annual cumulative attendance reaches nearly 700 from more than 60 countries.

TechCon® North America was first held in 1995 in New Orleans, Louisiana. It has since moved about the United States, accommodating the growing number of delegates and utility Hosts. A lot of time and hard work goes into organizing a conference, and I would first like to thank our enthusiastic planning committee, whose efforts are essential for building the technical program; their work this year has been excellent. SRP is the oldest multipurpose federal reclamation project in the United States. It has been serving central Arizona since 1903, nearly 10 years before Arizona became the 48th state. Originally started as a water storage and irrigation project with hydro power as a side benefit, today the SRP power district is one of the nation's largest public power utilities. It provides electricity to more than 970,000 retail customers in a 2,900-square-mile service area that spans three Arizona counties, including most of the metropolitan Phoenix area (known as the Valley). It is an integrated utility, providing generation, transmission, and distribution services, as well as metering and billing services. Generation resources include wind, solar, geothermal, hydro, natural gas, biofuel, coal, and nuclear. SRP's water business is one of the largest raw-water suppliers in Arizona. The Water business operates six major dams on the Salt and Verde Rivers in Arizona and delivers about 1 million acre-feet of water annually to a 375-square-mile service area. in that it behaves so very differently from front to backside. Also a Jones, Sr. creation, this 6,000 yard, par 70 course is known to be technical and challenging yet subtle and friendly to novices. Golfers must negotiate a number of perilous bunkers, thirsty ponds and challenging dog-leg fairways. The most memorable hole is likely to be the 15th, a short but demanding par 3 to an island green. ChairProfessor Dennis J. Allan - ChairmanBSc(Eng), FREng, CEng, FIET, FIMechE, LFIEEE

rofessor Dennis Allan is an engineering consultant working in the

area of electrical power systems technology, with particular interest in the design and application of plant for the transmission and distribution of electricity. Prior to 1997, after 47 years in the transformer industry he held the appointment of Director and Technical Manager for ALSTOM T & D Transformers

Ltd. at Stafford. He was elected to the Royal Academy of Engineering in 1993, where he has been active in the placement of young engineers on secondment to Japanese industrial companies. He is Chairman of the Management Board of EAQA, the Certification and Accreditation body serving the power industry. He was chairman of the IET Power Division in 1990. He was awarded the Institution Medal for outstanding achievement in Power Engineering in 1995. For eight years he was Chairman of CIGRE Study Committee 12 (Transformers) and Chairman of the British National Committee of CIGRE for six years. He was Chairman of IEC TC 14 (Power transformers) and served for two terms. He is currently active in the work of The IET and IEEE.

Chris Stefanski - Co-ChairmanIndependent Electric Utility Consultant

hris Stefanski is an independent Electric Utility Consultant with

experience in the development and optimization of Substation Maintenance Programs. He recently retired from Commonwealth Edison Company (ComEd) in Chicago where he was instrumental in developing Maintenance Programs and Policies for the Energy Delivery business as well as Material

Condition Assessment Programs for substation assets. While at ComEd, Chris pioneered the installation of various on-line monitoring systems and the implementation of life-extension technologies for transformers, breakers and other substation equipment. Mr. Stefanski earned a BS degree in Electrical Engineering from Northwestern University in Evanston, Illinois. During his 35-year career with the utility, Chris has held various technical and managerial positions in the areas of distribution and substation equipment specification, installation and maintenance. He has co-authored papers in the area of substation predictive diagnostics and has been a member of several industry working groups.

om LaRose is Executive Engineer for Substation Apparatus at SRP where he

is responsible for specification, application, and procurement of power transformers, capacitors and FACTS devices. He acts as an internal consultant for application of all manner of substation equipment, substation grounding, and has also been the responsible engineer for procurement

and application of batteries and chargers, circuit switchers, metalclad switchgear, and

vacuum breakers, as well as power electronics for substation applications. Tom has worked in various capacities at SRP for 34 years including almost 5 years as the substation standards engineer. Tom is a registered Electrical Engineer in Arizona and a senior member of IEEE where he is active in the substation committee and standards association.

John D. McDonald, P.E.Director, Technical Strategy & Policy DevelopmentGE Energy Management - Digital Energy

ohn D. McDonald, P.E., is Director, Technical Strategy and Policy Development for GE Energy

Management’s Digital Energy business. John has 39 years of experience in the electric utility industry. John joined GE in 2008 as General Manager, Marketing for GE Energy’s Transmission and Distribution (now Digital Energy) business. In 2010, John accepted his current role of Director,

Technical Strategy and Policy Development where he is responsible for setting and driving the vision that integrates GE’s standards participation, and Digital Energy’s industry organization participation, thought leadership activities, regulatory/policy participation, education programs, and product/systems development into comprehensive solutions for customers. He is a sought-after industry leader, technical expert, educator, and speaker. In his 26 years of Working Group and Subcommittee leadership with the IEEE Power & Energy Society (PES) Substations Committee, John led seven Working Groups and Task Forces who published Standards/Tutorials in the areas of distribution SCADA, master/remote terminal unit (RTU) and RTU/IED communications protocols. John was elected to the Board of Governors of the IEEE-SA (Standards Association) for 2010-2011, focusing on long term IEEE Smart Grid standards strategy. John was elected to Chair the NIST Smart Grid Interoperability Panel (SGIP) Governing Board for 2010-2012. John is presently Chairman of the Board for SGIP 2.0, Inc., the new member-funded non profit organization.

Scott AndersonManager of T&D Asset OptimizationSRP - Salt River Project - Host Utility

cott Anderson is the Manager of T&D Asset Optimization at Salt River Project.

The department is responsible for working with internal and external stakeholders to optimize the value of physical assets across the entire life cycle through a systematic balance of risk, cost and reliability.

Prior to leading the Asset Optimization

department he managed Apparatus Engineering at SRP which specifies, procures, awards, and commissions all substation equipment, including the oversight of a quality management program. Before joining SRP in 2002, Scott worked for Motorola where he was responsible for electrical and control systems at semiconductor manufacturing facilities. Scott received a B.S. degree in both Electrical Engineering and Industrial Engineering from North Dakota State University. He is a Professional Engineer in Arizona and an active member of the Association of Edison Illuminating Companies Power Apparatus Committee.

Dr. Michel DuvalSenior Research Scientist Hydro-Québec Institute of Research

r Michel Duval obtained a B.Sc. and PhD. in chemical engineering in 1966

and 1970 and has worked for IREQ (Hydro-Quebec, Canada) since 1970. In the field of DGA, he is well-known for his Triangle method of interpretation, used worldwide, and for his other contributions to DGA (gas-in-oil standards, gas levels in service, on-line gas monitors).

He has also been active in the field of

electrical insulating oils and polymers. Michel Duval is the convenor of several CIGRE, IEC and IEEE working groups. He holds 16 patents and is the author of more than 90 scientific papers and international standards. He is a Fellow of IEEE and of the Chemical Institute of Canada. He is the recipient of the IEEE Herman Halperin Electric Transmission and Distribution Award for 2012.

im McIver has 35 years experience in the North American electric power

industry. In January 2004, he joined VA Tech – USA as Technology Director, Transformers Business Division. During Siemens’ acquisition of VA Tech, he assisted integration of the two groups’ R&D staff. He now serves as Principal Application Engineer for Siemens Transformers US, assisting with special

product applications. As Nevada Power Staff Engineer, he managed strategic supply partnerships for design, procurement and maintenance of transformers, breakers and switchgear. During his tenure, over 8000 MVA of Elin transformers, shunt reactors and phase shifters were installed in Southern Nevada. Mr. McIver was GE Senior Application Engineer and manager of distribution system research that grew five-fold & received 3 GE Managerial awards. As a consultant, he specified phase shifters, provided forensic analysis of transformer field failures and developed gas-in-oil diagnostics for sealed-tank, network transformers.

Claude Rajotte, ing.Hydro-Quebec

laude Rajotte initiated his career at IREQ (Institut de Recherche d'Hydro-

Québec) where he spent four years and a half in research activities related to electrical apparatus diagnostic techniques.

In 1990, he joined Hydro-Québec Substation Maintenance Department. During the last 22 years, he works in maintenance practices and strategies,

apparatus diagnostics, monitoring and database systems, Research & Development, transformer specifications, design reviews, remnant life assessment and technical support. Mr. Rajotte graduated from the École de Technologie Supérieure (ÉTS) in Montréal. He is a member of l’Ordre des Ingénieurs du Québec (P. Eng.) and is the Chairman of CIGRÉ Transformers Study Committee (SC A2) since 2010.

ony Pink is the General Manager and Chief Operating Officer for Dynamic

Ratings, Inc. Tony founded the Dynamic Ratings N. American Operations in 2002 managing the business through both organic growth and acquisitions.

Tony is an IEEE member and served as the secretary of the IEEE Transformer Monitoring Working Group, assembling the first IEEE guide to provide technological

descriptions of various monitoring technologies, installation recommendations and evaluation methodologies. The IEEE Guide for Transformer Monitoring C57.143 was published in December, 2012. Prior to his current position, Tony was the General Manager of Waukesha Electric Service. He has an Electrical Engineering degree from Milwaukee School of Engineering and an MBA from Marquette.

homas A. Prevost is Engineering Services Manager for OMICRON

Electronics USA. Prior to joining the OMICRON team, Tom worked for twenty five years at Weidmann Electrical Technologies, a manufacturer of insulation materials and provider of diagnostic services for the transformer industry. Early in his career Tom worked at Tampa Electric Company as an engineer in distribution and

production. Tom received his BSEE from Virginia Polytechnic Institute. Tom is a senior member of IEEE. He served as the chairman of the IEEE PES Transformers Committee from 2008 to 2009. He is a member-at-large of the IEEE PES Board of Governors. Tom is also active in ASTM committee D27 on Insulating Fluids and IEC TC10 on Insulating Fluids. He has written many technical papers on the subject of electrical insulation materials, transformer diagnostics and condition monitoring.

ill Duplessis is a Primary Manager of Transformers at OMICRON. She has

more than 15 years of experience in condition assessment of substation assets. She is regarded as a specialist in power transformer diagnostics, including emerging test technologies. Jill has published many papers regarding this subject and is author of a forthcoming comprehensive book

about electrical field tests for transformer diagnostics.

She has prior electric utility work experience, with exposure to a wide breadth of engineering functions. She received a BSEE degree from Georgia Institute of Technology in 1991 and has completed extensive studies in electrical power engineering at Rensselaer Polytechnic Institute, Troy, NY. Her friends half-jokingly call her the "Transformer Whisperer".

circuit breaker and compressor maintenance services to electric utilities and large industrial users of electric power. Prior to FirstPower, he was founder and President of J.W. Harley Inc., rebuilders of transformer pumps, circuit breakers and compressors and manufacturers of monitoring systems and sensors for

transformers, load tap changers and transformer pumps. Jack is active in the IEEE Power and Energy Society Transformers Committee and a member of CIGRE.

Ernest CrutcherMicrolab Northwest

rnest R. Crutcher III is owner of Microlab Northwest, a consulting and

microanalytical laboratory specializing in materials and environmental analysis since 1978. His background includes twenty-nine years as the lead engineer for the Microanalysis Laboratory of Boeing Aerospace's Analytical Engineering Group, eight years as an instructor at the

University of Washington in Materials Sciences Engineering, three years as a

criminalist for a large city police department and six years as a chemist for a non-ferrous metals refinery. He has authored over eighty papers and chapters in numerous books on micro analytical techniques. He has been analyzing particles from transformers for over thirty years, along with environmental particles for EPA, space craft contaminants for NASA, and special materials for DOE and DOD. He has also been the principle investigator on an EPRI project investigating the oil/copper interfaces in transformers and LTC and on a preliminary study of the effects of retro filling equipment with ester fluids. He has worked extensively with copper corrosion in transformers and with the chemical changes in mineral oil in transformers and other electrical equipment

Joe WatsonVice-President and General ManagerZTZ Services International

oe Watson grew up in Oklahoma and Texas and went to college in California,

earning a BSEE degree at the California Polytechnic State University at San Luis Obispo, a MSEE at the University of Southern California and a Master of Business Administration at Pepperdine University.

He worked as an engineer at the Los

Angeles Department of Water and Power and engineer and manager with Florida Power and Light. He has also held management positions at Smit Transformers, Pennsylvania Power Technology, ZTR and HICO and is currently the Vice-President and General Manager at ZTZ Services International, a US-based designer, distributor and manufacturer of on-line monitoring equipment. His career has concentrated on large power transformers and related components, where he has worked in all levels of manufacturing, installation, testing and maintenance. He has also developed several universal spare strategies covering transformers, bushings, pumps and spare parts. In his current position with ZTZ Services, he oversees product and business development and has been working on the development and implementation of analysis algorithms for on-line bushing monitoring systems.

harlie Hendrickson is a Senior Apparatus Engineer at Arizona Public

Service Company. His professional career has included assignments in both engineering and sales of most major substation apparatus.

He has served in both the IEEE PES Transformer Committee and the IEEE PES Switchgear Committee. A present major area of focus is EHV power circuit breakers.

cott Girard is a Journeyman Senior Substation Technician with Chugach

Electric Association, Inc. in Anchorage, Alaska. He is currently responsible for the implementation of a condition based substation predictive maintenance program. His other duties include preventive and corrective maintenance and testing of electrical equipment in high voltage substations.

Mr. Girard’s 26 years of utility experience related to the design, construction and maintenance of high voltage substations include the positions of Acting Manager of Substations, Substation Engineer, and Project Engineer. He is a registered Professional Engineer in the State of Alaska and a member of IEEE. Mr. Girard received a B.S. in Electrical Engineering in 1988 and a M.S. in Engineering Management in 1992 from the University of Alaska, Fairbanks.

Daniela PetrucciR&D and Technical DepartmentZensol Automation

aniela Petrucci received a Master’s degree with honours in Mechanical

Engineering from University of Cassino, Italy. Materials science has been her main field during the bachelor’s studies that ended up with a thesis on hydrothermal synthesis and characterization of Zirconia samples for use in solid-oxide fuel cells (SOFCs).

At the end of the Master’s program, she

completed a six-month internship at McGill University’s Robotic Mechanical Systems Laboratory, working on the optimization of four-bar mechanisms for motion generation and linkage synthesis. At the end of this student exchange program, she moved to Canada where she began to work as technical sales representative for Zensol Automation. She is mother tongue Italian, but also fluent in English and French.

Brian has over twenty years of experience in

the field of power and distribution transformers. He has authored and co-authored more than 17 technical papers on various topics dealing with the monitoring and diagnostics of transformers. arcus A. Bonner is currently the GE Digital Energy, Transformer Monitoring

& Diagnostics Global Sales Director based in Charlotte, NC. Since joining GE in 2003, Marcus has held positions of increasing responsibility including Application Engineer for Automation and M&D and Southern Region Sales Director for GIS, EMS, OMS, DMS, Metering, Automation

and M&D. Marcus graduated from The University of South Carolina in 1994 with a B.S. in Electrical Engineering. es Knuth is the Manager of the Apparatus Engineering at SRP which

specifies, procures, awards, and commissions all substation equipment, including the oversight of a quality management program. Before moving into the management role, Wes was responsible for technical procurement aspects related to EHV Transformers within the Apparatus

Engineering department. Wes previously held positions in Distribution Planning and Hydro Generation departments. Wes received a B.S.E. degree in Electrical Engineering from Arizona State University. He is an active member in IEEE, Doble and EPRI.

ary Charles McLeish is an Electrical Designer responsible for both

transformer and shunt reactor designs. He is located in Varennes, Quebec, Canada.

He holds a Bachelor of Science Degree in Electronic and Electrical Engineering from Napier University, Edinburgh, a Post Graduate Diploma in Electrical Power Engineering and Management from Dundee

University and a Masters Degree in Electrical Power Engineering from the University of Manchester Institute of Science and Technology (UMIST). He joined ABB in July 1996 and started his career as an electrical designer for power transformers factory in Dundee, Scotland. In 2005 he moved to Canada where he continued as an electrical designer. In 2009 he became the lead designer for Shunt Reactors before joining the Demand Side Organization (DSO). om James is a 42 year veteran of the utility industry. Starting with PG&E’s

substation construction department in 1971, Tom progressed through the field ranks in substations and power plants (Hydro, Fossil, and Nuclear) working as an electrician, and later as a protective relay technician. He entered management in 1987 as a Substation Maintenance Supervisor, and has served in management

roles since. Tom is currently Supervisor of Substation Asset Performance. He is a recognized leader in safety, root cause analysis, and substation equipment diagnostics, including his collaboration with John Leonardo (then of PG&E) and TJH2b in developing the first iteration of the BOA diagnostic. Tom’s outside interests include restoring and flying antique airplanes, music, family, and pretty much anything that takes two hands. Tom holds an AA degree in Aeronautics from West Hills College, and is an alumnus of California State University, Fresno, majoring in Industrial Technology.

While starting as Electrical Designer for

Power Transformers he took over responsibility for High Voltage Design after 2 years.
