Pasco County Housing Authority Accounting Tech Job Description

Department FinanceReports to Finance Manager and Executive DirectorSupervises NoneSalary Range $27,750.00 -30,305.00 annually

SummaryPerforms a variety of technical accounting duties under the direct supervision of the Finance Manager and Executive Director; duties include but, are not limited to payroll processing, accounts payable, and processing financial reports as requested.

Essential Functions● Preforms accounting tasks utilizing Excel spreadsheets, PCHA accounting software, paperless technology, and web-based internal and external systems.● Prepares, analyzes a variety of complex financial spreadsheets, reports, and other documents related to the financial department.● Prepares routine and complex journal entries. Reconcile accrual and liability balance sheet accounts. Reports changes, discrepancies, and other pertinent information to appropriate staff.● Maintains current knowledge of best practices and developing industry trends and innovations. Advised finance manager/executive director regarding regulations, processes and procedures associated with the position of area responsibility.● Complies with position and department safety and attendance standards.

● Establishes and maintains positive, productive relationships with employees, residents, public officials, vendors, and other work related contacts.

Payroll Function:● Receives, reviews, monitors, and compiles payroll data from time slips and other records.● Utilizing LINDSEY Software and Microsoft Excel, prepares and maintains computerized payroll records. Enters salary and deduction information including tax status and benefits. Prepares, reconciles, and computes monthly and quarterly reports.● Finalized payroll runs with the finance manager.● Reconciles payroll labor and benefits subsidiary data to general ledger accounts.● Ensures confidentiality of payroll information● Bills nonprofit companies for expenses incurred by the PCHA including, payroll, benefits, and other expenses.

Accounts Payable Function:● Receives and processes invoices, verifies account numbers, and requests documentation, routes invoices for approval if required, and follows up on discrepencies.● Prepares and runs trial reports and obtains appropriate approvals, run automated payments or checks, and produces and maintains required reports and back up documentation according to established procedure. ● Sets up and processes ACH payments to landlords. Prepares and mails checks.● Monitors vendor statements and follows up with vendors as necessary to resolve questions and/or discrepancies.● Maintains and updates accounting records to support all transactions processed.● Sets up new vendors and updates vendor information in PCHA program● Prepares unscheduled checks as requested, inputs data into system.● Monitors outstanding check list, follows up to determine check status, issues replacement check if needed.● Provides customer service over the phone and in person responding to request and inquires on payment status within established guidelines. Resource complaints in an efficient and timely manner to the Finance Manager/Executive Director.

Demands/ComplexityThis position operates generally from established and well known procedures. Work situations are recurring with occasional variations from the norm. Position is closely supervised and expected to meet established performance standards. Complexity related to multiple bank reconciliations requirements, administering an internal payroll system , and staying on top of all processes. Inaccurate or unreliable information or analysis could result in audit finding and/or inadequate funds to meet short term financial needs therefore, it is imperative this position pay close attention to detail.

Contact with OthersContacts are made with others both inside and outside of the agency. They may involve confidential and/or sensitive matters.

Specific Job SkillsExcellent interpersonal, verbal, and written communication skills are required to work effectively. There are ten key skills required. Understanding of methods and techniques of evaluating, processing, and recording accounting, financial and payroll transactions is necessary. Understanding of pertinent Federal, State, and local codes, laws, and regulations including Generally Accepted Accounting Principles and Government Accounting Standards Board practices along with standards related to cash management and other position functions. Intermediate level computer skills including word processing, spreadsheets, and accounting software applications to produce required reports.

MentalConstant organizational skills, teamwork, communication, and customer service are required. Frequent interpersonal skills, decision making, meeting deadlines, use of discretion, creativity, and problem analysis are needed. Advanced math skills are necessary.

Education/ExperienceAssociates degree in accounting preferred or related field, at least 2 years’ experience in accounting or equivalent required.
