Swimming Canada Warm-up Competition Safety Procedures will be in effect at this competition. Link

Current Swimming Canada Rules will apply except as specifically modified in this meet package - Rules - Rule SW 2.6.3 will not apply for the provision of lap counters. Swimmers who require

lap counters for the 800/1500 free events must supply these. Meet Management will permit one lap counter per swimmer at the turn end of the pool.

- Except for Backstroke, swimmers may be asked to remain in the water at the completion of their swims to allow for the next heat to start before they can leave the pool.

World Para Swimming Rules and Regulations will apply for Para swimmers – Rules

Facility:- Long Course: One – 50 meter, 8 lane competition pool;- Depth at Turn end of the Pool is 1.2 meters- One - 18 meter, warm up/cool down pool.- Non-turbulent lane markers. Quantum Electronic timing system will be used for this meet. - HY-TEK Meet Management Software- Please bring indoor shoes (spectators included) to wear on the pool deck, as no outdoor

footwear is permitted on the pool deck at this facility. Athlete and spectator seating is on the pool deck.

1. Eligibility:a. Entries will only be accepted for swimmers who are members of a Year-Round/Winter

Age Group Club and are registered in the Swimming Canada registration database and have Swimming Canada registration id number which is 9-digits, unless the swimmer is registered with and representing a foreign FINA affiliated federation.

b. All swimmers must have achieved at least one “AA” 2016-2020 ManSask time, Short Course Standards or Long Course Standards in any event, in their single age category; as of first day of the competition. PARA Swimmers must have achieved at least one Para Provincial standard. All qualifying swims must have been achieved during the qualifying period of: September 1, 2017 to March 1, 2019.

c. Swimmers must be a minimum of 7 years of age as of the 1st day of competition. Age group based on age of swimmer as of: March 15, 2019

2. Entry Deadline Date:

a. All entries must be uploaded to the Swimming Canada Online Entries System. www.swimming.ca/Meetlist.aspx by 9:59pm, Friday March 1, 2019.

b. Clubs from outside of Saskatchewan must reserve spots as there is an entry limit of 300. Please contact Swim Sask Executive Director to reserve your spots [email protected]. Entries outside Saskatchewan will be reserved on a first come, first served basis.

c. For any NEW Sask swimmers that qualify at meets being held March 8-10, 2019, then send an updated entry file to [email protected] by 5:00pm Monday, March 11 th . In addition, in the body of the email also include the names of the new swimmers so that we can watch to ensure they are added correctly. This is for new Sask qualifiers only, not changes to previously qualified swimmers.

3. Entry Limit:a. Swimmers can enter as many events as they have qualified for, up to a maximum of

SEVEN individual events, plus relays. If a swimmer has not qualified in seven individual events, bonus swims may be entered as per the table outlined below.

b. All qualified swimmers may enter Bonus Swims as described below provided they DO NOT exceed the entry limit of SEVEN individual events.

c. Athletes may enter any of the 400 IM, 400, 800, 1500 Free Events provided they have met any one of the 400m+ qualifying times. (i.e. an athlete that has the 400 IM time may also enter the 1500 Free

4. Entries and Limitations:

a. Swimmers must have achieved at least one ManSask AA standard in their respective age category to be eligible to swim in this meet and must swim in one of those events.

b. Entry times must be submitted in SC or LC meters. Converted times will not be accepted.

c. Meet Management reserves the right to limit entries in individual events. If necessary, priority for bonus swims will be given to Sask club swimmers. Meet Management has the right to limit and/or remove Bonus swims from non Sask club swimmers.

d. Meet Management reserves the right to limit entries in the 400, 800 and 1500 Free and 400 IM if registration exceeds pool-time capacity. In such cases, priority will be given to Sask club swimmers.

d. Para swimmers will be fully integrated into the meet, with the following exception: The TOP eight swimmers from preliminaries, in either gender, and from all classifications S1 to S14, will advance to the following finals. Times achieved from preliminaries will be scored on the Para Point Charts calculator for placement into finals.(1) 50 Free (S1-S14) PARA final(2) 100 Free (S1-S14) PARA final(3) 50 Back (S1-S14) PARA final(4) 150 IM (S1-S4) / 200 IM (S5-S14) PARA final

e. Para events that do not have qualifying times may be used as bonus events with the exception of 400 IM and 400, 800, and 1500 Free events.

5. Proof of Times: a. Meet Management will validate all times via the time validation process in the

Swimming Canada Online entries system. Coaches will be notified of any times that do not pass the time validation report and they will have 24 hours to provide a proof of time for an actual time, not a “custom time”. The entry time must be something that can be verified.

b. All individual entries must utilize a displayed time available in the Swimming Canada online entry system.

c. Failure to prove any requested time will result in the swimmer being scratched from that event unless the event has been entered as a Bonus Swim. There will be no refund of entry fees from a failure to prove a time.

6. Entry Fees: a. Individual: $75.00 b. Relay only swimmers: $30.00c. Relay team event: $9.00d. Individual deck entry: $15.00e. Relay team deck entry: $20.00f. Cheques for entry fees made payable to: the Regina Optimist Dolphin Swim Club. g. All entry fees must be paid by the first day of the meet prior to warm-up.h. Please do not mail entry fees. Bring them to the meet and submit to the office. i. No swimmer/team will be allowed to start warm-up until entry fees have been paid. j. The cheque amount is determined from the entry file at the entry deadline. k. Entries Refund Policy: - Refund policy as per Winter Swimming Policy WC-4

7. Relays:a. All relay events will be Timed Finals and will be swum in Finals.b. Relays are being swum in an Open-Age Category.c. Clubs may enter as any number of relays but only a maximum of 3 relay teams per club

can score. d. Relay swimmers must be properly entered in at least ONE individual event.

EXCEPTION: a club entering only one relay team in an event may bring out “relay only” swimmers to a maximum of two per age group to complete a relay team. “Relay only” swimmers must be listed in the entries as “relay only” swimmers. Relay only swimmers must pay the “relay only” swimmer fee.

e. There are no qualifying times for relay events. To obtain a seeding time, it is recommended that a team time be submitted.

f. Clubs are encouraged to submit relay names in their Entry File. If they do this then they are not required to submit another relay card during the meet, unless they wish to change names or the order of a swimmer. Relay names/name changes including name order must be submitted to the Clerk of Course no later than 30 minutes before the start of the Finals session in which the relay event is being held. Relay cards are available at the Clerk of Course table.

g. If relay names are not submitted in Entry File, then Relay cards with complete swimmer names must be submitted to the Clerk of Course within 30 minutes of the conclusion of the preliminary session on the day of that relay event.

h. Final relay order may be changed through the Clerk of Course up to 30 minutes prior to the start of the Finals session in which the relay is being held.

i. Failure to meet the above criteria, will result in the relay team being considered “exhibition” and not eligible for points and awards.

j. After entry deadline, if the subscription to the 4 x 200 Free Relay on Saturday is low, then Swim Sask may select a Provincial Relay (s).

k. Female and Male relays will compete separately.

8. Deck Entries:a. Deck Entries may be allowed at the discretion of Meet Management and only if space

permits; additional heats will not be created.b. Deck entries are “exhibition” and therefore will not be scored nor advance to finals.c. Deck entries must be submitted to the Clerk of Course prior to lane assignment and no

later than 45 minutes prior to the start of the session in which the event is to be swum.d. Cash or cheque made payable to Regina Optimist Dolphin Swim Club

Individual Event Deck Entry fee: $15.00 per eventRelay Deck Entry fee: $20.00

9. Meet Format/Competition:a. 6 Sessionsb. The 800 Free and 1500 Free events will be swum as Timed Finals.c. All other individual events for all age groups will be swum as Preliminaries and Finals.d. Finals will be “A” Final only per age group and gender, there will be no Consolation or

“B” Final.e. Age Categories for all individual events:

Female: 12 & Under, 13-14, 15 & OverMale: 13 & Under, 14-15, 16 & Over

f. Age Categories for all Relay events for both genders: Openg. A swimmer’s age shall be as of first day of competition.h. PARA athletes (S1 to S14) will swim integrated in all preliminary sessions. They may

advance to a final in their proper age and gender category which does not have a PARA final. In events that offer a separate PARA Final, they may only advance to the PARA Final.

10. Seeding:a. The Distance events (800 & 1500 Free) will be senior seeded as follows:

i. All 800 Free and 1500 Free events will be senior seeded and swum fastest to slowest and alternating genders. The fastest heat of each gender will be swim in the Finals Session.

ii. Meet Management reserves the right to adjust the seeding criteria for the preliminary heats to 2 swimmers per lane, to maintain session timeline requirements if necessary.

b. All other events: Preliminaries for all swimmers will be senior seeded by time alone, slowest to fastest, regardless of whether or not they are bonus events.

c. Finals for individual events will be swum by gender and age groups.d. Meet Management reserves the right to adjust the seeding criteria for the 400 Free to 2

swimmers per lane, to maintain session timeline requirements.

11. Start: Starts will be conducted from Starting Platforms (blocks) as per SW4.1 & FINA FR 2.3

12. Scratch Rule:

a. All scratches must be submitted to the Clerk of Course on official scratch cards (available at the Clerk of Course desk).

b. There will be no refund of entry fees for scratches after the entry deadline date.c. Scratches submitted after the scratch deadline will automatically be considered a late

scratch (subject to the authority of the Referee) and be subject to penalties outline in clause (g) below.

d. The scratch deadline for all 800 and 1500 Free events, on Friday and Saturday, will be 15 minutes prior to the start of the Preliminary session in which the event is being held. Coaches are encouraged to submit time final scratches as soon as possible to allow Meet Management reseeding opportunities and to ensure the fastest 8 are swum during finals. Penalties for all late scratches will be enforced as detailed in clause (preliminary session in which the event is being held. Penalties for late scratches will be (g) below.

e. The scratch deadline for preliminary events will be 30 minutes prior to the start of the preliminary session in which the event is being held. Penalties for late scratches will be enforced as detailed in clause (g) below.

f. The scratch deadline for finals events will be 30 minutes following the completion of the morning session on the day the final is to be swum.

g. Penalties: There shall be a $20 penalty for Scratches made after the Scratch deadline. This penalty shall apply to all no shows, step downs and unexcused incomplete swims (as determined by the Referee) for ALL Timed Final, Preliminary and Final events.

1) Fines incurred for any preliminary or Timed Final Event, may be paid immediately, or at any time up to the end of that morning session (i.e. on Friday after 800 Free and Sunday after 1500 Free). The swimmer in question may swim other events in that morning session prior to paying the penalty. However, should the swimmer in question qualify for finals, the fine MUST be paid prior to the final scratch deadline (that is, 30 minutes after the end of the morning session). Swimmers who have unpaid fines will not be allowed to swim in subsequent sessions until the fines have been paid.

2) Fines incurred in Finals MUST be paid immediately. The swimmer and/or relay swimmer in question, shall not swim subsequent events (current session or other) until the fine has been paid. Should the fine not be paid, the swimmer will be scratched from the subsequent individual Final event(s) and an alternate swimmer will be called. A relay team that includes a swimmer who has an unexcused late scratch, no show, step down, etc. will be prohibited from swimming on that relay, unless the swimmer’s fine has been paid.

Alternate swimmers: In Finals, if a swimmer is not present and ready to swim when the Referee has given the “ready” signal for that race (that is, when the Referee has blown several short “tweets” on the whistle prior to the long whistle to mount the blocks), the Referee shall replace the swimmer with an alternate who has reported to the Clerk of Course and is present and ready to swim. The alternate shall become one of the finalists. Alternates MUST report to the Clerk of Course prior to the event being called and be ready to swim, if necessary. The original finalist that did not report to the blocks will be subject to the penalties outlined in subsection (g) above.

13. Scoring:a. Individual events (including Para events that have a specific Para Final) will be scored to

8th place as follows: 50-30-20-19-18-17-16-15b. Para swimmer placement is determined via Para Points Chart.c. Relay events will score to 16th place: 50-30-20-19-18-17-16-15-9-7-6-5-4-3-2-1

14. Awards: a. Individual Awards:

Medals for 1st to 3rd place for Final events

Para Events: Medals for 1st to 3rd place for Para Final events (placement is determined via Para Points Chart)

Relay events:Medals 1st to 3rd place for all relay team members

Individual High Point Trophy – The top female and top male in each age category who score the most points for their team will be award High Point.

Para High Point Trophy – The single best swim by a Para (S1 to S14) swimmer, male or female, based on Para Swimming Points Chart.

Club Awards:Two Team Awards – Top Small Team and Top Large Team

Team size will be determined by the following formula:60% of the team with the most swimmers entered.Example: The team with the most entries has 37 swimmers entered, then 60% of 37 swimmers is 22. Therefore, the large team will be 22+ swimmers and small team will be 21 or less.

15. Results: a. Results will be done via the age categories listed in item #9 above.b. Results will be uploaded to the national events database at:

Swimming Canada Events Results Site c. Unofficial Live results @ Meet Mobile and http://www.reginadolphins.com d. Splits may not be available for distance events if they are swum two per lane. e. Hard copies of results will be posted on the south wall behind swimmers area and the

north wall next to viewer stands.

16. Meet Safety Rules:a. There will be no warm-up lane assignments; as lanes are usually crowded, co-operation

and courtesy of all coaches and athletes is expected.b. During warm-ups, no swimmer shall enter the pool by using a dive. Swimmers must

enter the pool FEET FIRST, except during the last 25 minutes of the warm-up, Lanes 1, 2, 7 & 8 will be designated as diving lanes. During this period only ONE-WAY SWIMMING will be allowed in these lanes.

c. No ‘deck changing’ is allowed. Swimmers must use the change rooms.d. It is the coach’s responsibility to inform the swimmers and ensure their discipline and

adherence to the Competition Warm-up Safety Procedures.

17. General Information:

Any changes to the meet information or format will be provided to the coaches via email prior to the meet or at the coaches meeting.

Glass containers and breakables are not allowed on the pool deck. Clubs will be responsible for their personal valuables. The Lawson Aquatic Centre and Regina

Optimist Dolphins Swim Club will not accept responsibility for any lost or stolen items. All clubs are responsible for the conduct of their swimmers. Inappropriate behavior at the

pool may result in disciplinary action by meet management. Tables and chairs are provided for coaches on the south side of the pool; all clubs are

required to sit in the designated swimmers’ area on the south side of the pool. Please ensure your club’s area is cleaned up before you leave each day. Swimmers caught vandalizing pool property or using offensive language will be disqualified

from the meet and any expenses incurred as a result of the vandalism will be billed to their club.

Smoking is prohibited in all areas of the pool, according to City of Regina Bylaws. Food is also prohibited on the pool deck, including sunflower seeds with shells.

Electric fans are not permitted in the Lawson Aquatic Centre. Only the host club shall be allowed to sell equipment and merchandise. Your cooperation is expected in helping the officials to provide quiet for the start of each

race. Light refreshments will be provided to coaches and officials prior to and during each session.

Program times may be changed at the discretion of Meet Management. All participating clubs will be notified of any changes to the program.

Coaches will be notified prior to the meet of any changes to the specifications of this meet package, unless such changes can be dealt with at the commencement of the meet without disadvantage to the swimmer.
