    The term teacher shall mean all persons engaged in classroom teaching, in any level of

    institution, on full-time basis, including guidance counsellors, school librarians, industrial arts or

    vocational instructors, and all other persons performing supervisory and/or administrative

    functions in all schools, colleges and universities operated by the government, but shall not

    include school nurses, school physicians, school dentists and other school employees.

    The six (6 hours of actual classroom teaching shall cover the full teaching load of a

    teacher as indicated in the class program. !s described in "ep#" $emorandum %o. &'

    series, teaching loads including advisorships and/or special assignments for the entire

    school year combined shall be considered as one teaching load.

    The time interval bet)een actual classroom teaching shall be counted as part of the t)o

    (& hours spent for teaching-related activities except lunch brea*s and recess periods.

    +t is reiterated that the mechanism for the additional t)o (& hours )or* done by teachers

    outside of the school premises shall be agreed upon by the principal )ith the teachers,

    parents and students preferably though the chool overning ouncil and any

    established mechanism for school-community partnership.

    Teachers )ho have completed the six (6 hours of actual classroom teaching duly

    reflected in their daily time records shall be deemed to have completed the reuired daily

    )or*ing hours.

    The vacation service credits to be granted in lieu of additional compensation or overtime

    pay for actual classroom teaching in excess of six (6 hours and for )or* performed in

    excess of eight (0 hours done )ithin the school premises.

    &uidelines on grant of Vacation Service Credits to Teachers

    State0ent of the Polic"

    The basic policy in the grant of vacation service credit is that it should be given

    only for )or* beyond regular functions or beyond regular )or* hours/ days )here

    payment of honorarium or overtime pay is not possible. +n addition, there are

    situations )herein extraordinary )or* is demanded from teachers including those

    )hich expose their lives to certain ris*s and for )hich monetary compensation is

    not enough. Thus, extra non-monetary compensation is ustified.

    4ses of vacation service credits

    7acation service credits are used to offset absences of a teacher due to illness. To

    offset absences on account of illness, one ( )or* day service credit is used to

    offset one ( day of absence.

    Activities Eligible for the &rant of Service Credits

    ervice credits may be granted for the follo)ing activities2o ervices rendered during registration and election days as long as these are

    mandated duties under existing la)s8o ervices rendered during calamity and rehabilitation )hen schools are used as

    evacuation centers8

    o ervices rendered in connection )ith the conduct of remedial classes during the

    summer or hristmas vacation or outside of regular school days8

    o ervices rendered in connection )ith early opening of the school year8

    o ervices rendered during school sports competitions held outside of regular

    school days8o ervices rendered by those )ho train teachers in addition to their normal teaching

    loads8

    o Teaching overload not compensated by honoraria8

    o Teaching in non-formal education classes in addition to teaching in formal

    education classes carrying a normal teaching load8o 9or* done during regular school days if these are in addition to the normal

    teaching load8

    o onduct of testing activities held outside of school days8 and

    o !ttendance/participation in special "ep#d proects and activities )hich are short-

    term in duration such as #nglish, cience and $ath $entors1 Training, curriculum

    )riting )or*shop, planning )or*shop, etc. if such are held during the summer

    &eneral &uidelines for the Collection of School Contributions

    ;ursuant to the onstitutional mandate for the provision of free public education at the

    elementary and secondary levels and to meet the country1s targets in the #ducation

    primary school participation there is an urgent need to remove obstacles, both financial

    and non-financial, to the enrolment and continued schooling of school-aged children.

    Collection of School Contributions

    o %o fees shall be collected from schoolchildren enrolling in pre-school up

    to rade +7, during the enrolment period and at any time during the

    schoolyear. This prohibition shall cover, among others, the authori?ed but
