General Information

• Hold questions until the end of the presentation
• All questions must be submitted in writing by Tomorrow, March 10th
Purpose of the RFP
• Select a vendor to satisfy the IDOE’s need for independent evaluation of TIF and TAP in 44 Indiana schools
• As part of the TIF grant requirements, the entity must evaluate IDOE’s implementation of TIF and TAP
• IDOE seeks proposals from applicants with high-quality plans for conducting this evaluation
Scope of RFP
• Indiana received a TIF grant from US DOE• Grantees required to establish a performance-
based compensation system• Indiana chose to implement TAP as the vehicle
to carry out the grant requirements• Indiana has contracted with CELL at U of I to
facilitate the implementation of TAP• Baseline is $50,000 per year
Scope of RFP
• Measure whether IDOE and TAP are achieving the goals and create an annual report on progress toward achieving them
• Develop measurements and evaluate program effectiveness using all quantitative data in addition to qualitative survey and observation data collected by schools
• Compare academic performance, growth, and the hiring and retention of highly qualified teachers at TIF schools to non-TIF schools that have similar enrollment demographics
• Provide IDOE with ongoing recommendations for program improvement based on the quantitative and qualitative data analysis and program evaluation to ensure that program goals are on target
• IDOE will mirror its annual report requests to the requirements of the federal requirements, but IDOE may request additional updates throughout the year
Scope of RFP
• Responses should demonstrate capabilities outlined in “Specific Needs”
• Contract Term: – two (2) years from the date of contract
execution – possibility of one (1) two-year renewal – totaling four (4) years.
