1) Reason for Abandonment/Relinquishment of Right-of-Way:
The ex i s t i n g f i e l d has been depleted and Taylor Energy Company intends to abandon the pipeline i n place p r i o r to salvaging the South Marsh Island 51 "A" platform.
2) Proposed Procedure:
a) Flush and f i l l pipeline with seawater. b) Cut the pipeline at the bottom of the r i s e r and 30 f t .
from the platform legs at each end (SMI 51 "A" and SMI 58 UA") and i n s t a l l plumber plugs.
c) Bury both ends of the pipeline 3 feet below natural bottom.
d) Remove the section of pipeline from the r i s e r cut to the pipeline cut (approximately 30 to 40 feet) at each end.

Gentlemen:
Pursuant to the regulations contained in Title 30 CFR 250 Subpart J, Taylor Energy Company (TEC) is filing this application, in triplicate, requesting approval to relinquish ROW OCS-G-14736 (Segment No. 3150) and abandon in place the 8" pipeline from TECs South Marsh Island 51 "A" platform to Shell Oil Company's South Marsh Island 58 "A" platform.
1. Reason for Abandonment/Relinquishment of ROW:
The existing field has been depleted and Taylor Energy Company intends to abandon the pipeline in place prior to salvaging the South Marsh Island 51 "A" platform.
2. Proposed Procedure:
a. Flush and fill pipeline with seawater. b. Cut the pipeline at the bottom of the riser and 30 ft. from the platform legs at
each end (SMI 51 "A" and SMI 58 "A") and install plumber plugs. c. Bury both ends of the pipeline 3 feet below natural bottom. d. Remove the section of pipeline from the riser cut to the pipeline cut
(approximately 30 to 40 feet) at each end.

The survey r e s u l t s i n d i c a t e the need t o r e p a i r the departing r i s e r on p i p e l i n e Segment No. 2867. Sh e l l Offshore Inc. proposes t o hydrotest the p i p e l i n e a t 3,330 p s i g . We have reviewed your procedures and as discussed w i t h Mr. Ivan Puckett of your o f f i c e and Ms. L e s l i e Monahan of t h i s o f f i c e on June 27, 1995, found them acceptable. However, a d d i t i o n a l i n f o r m a t i o n about the grade and schedule of pipe used i n t h i s p i p e l i n e i s needed before t h i s o f f i c e can uprate the maximum allowable operating pressure (MAOP).
As f o r the remaining p i p e l i n e s , the data provided i n d i c a t e s the f o l l o w i n g i n f o r m a t i o n and establishes the assigned MAOP f o r the p i p e l i n e s :

Gentlemen:
Pursuant to the authority granted in Section 5 (e) of the Outer Continental Shelf Lands Act (67 Stat. 462)(43 U.S.C. 1331), as amended (92 Sta. 629), and in compliance with the regulations contained in Title 30 CFR, Part 250, Subpart J, Taylor Energy Company (TEC) is filing this application in quadruplicate (original and three copies) for a right-of-way 13.2 miles in length for the maintenance and operation of an existing 8" oil/gas pipeline installed in and/or through Blocks 51, 52, 53, 54, 59 & 58, South Marsh Island Area, Gulf of Mexico. TEC agrees that said right-of-way, if approved, will be subject to the terms and conditions of said regulations.
The existing 8" pipeline (13.2 miles in length) transports oil/gas production from TECs Platform "A" in Block 51 to Shell's Platform "A" in Block 58 (OCS-G 1194) where it is processed for sales, all being in the South Marsh Island Area.
Installation and testing of the pipeline was completed by Shell Oil Company as evidenced by their proof of construction reporl approved by your office October 1973.

This application (and any amendments made hereto) is made with our full knowledge and concurrence with the OCS Lands Act (43 U.S.C. 1331, et. seq.), as amended (P.L. 95-372), including the following: Sec. 5(e) addressing pipeline rights-of-way, requirements of the Federal Energy Regulatory Commission relating to notice of hearing, transportation and purchase of oil and gas without discrimination; Sec. 5(0(1) addressing operation of pipelines in accordance with competitive principles, including open and nondiscriminatory access to both owner and non-owner shippers; Sec. 5(f)(2) which may allow exemption of the requirements in Sec. 5(f)(1); Sec. 5(e) addressing the assuring of maximum environmental protection, including the safest practices for pipeline installation; and Sec. 5(0(1 )(B), which may require expansion of throughput capacity of any pipeline except for the Gulf of Mexico or the Santa Barbara Channel.
Additionally, we expressly agree that if any site, structure, or object of historical or archeological significance should be discovered during the conduct of any operations within the permitted right-of-way, we shall report immediately such findings to the Director, Gulf of Mexico OCS Region, and make every reasonable effort to preserve and protect the cultural resource from damage until said Director has given directions as to its preservation.
Applicant agrees to be bound by the foregoing regulations, and further agrees to comply with the applicable stipulations as set forth in MMS' Letter to Lessees dated April 18, 1991.
In support of this application, enclosed are executed Non-Discrimination of Employment Certification Statements (in quadruplicate) and TECs check in the amount of $1595.00 ($1400.00 covers the application fee and $595.00 covers the first years rental on 13.2 miles of right-of-way).

(Additionally, TEC has an approved $300,000 Right-of-Way Grant Bond No. B04543 on file with MMS, covering installation of right-of-way pipelines in Federal Waters, Gulf of Mexico.)

Paragraphs (1) through (7) of section 202 of Executive Order 11246, as amended, are incorporated in this grant by reference.

Any production being produced at this location flows from the well to either a pipeline or test header, and is then flowed through the test separator or straight into the pig launcher of the pipeline. It is flowed to SMI 58-A platform, where it is separated, commingled and sold. Attached is a pipeline vicinity map provided by John Chance and Associates.

Based on a conversation between your Mr. John Borne and our Mr. Y. N. Youssef, Shell w i l l i n s t a l l a r e l i e f valve on subject l i n e at South Marsh Island Block 51 "A". The location of t h i s valve i s i l l u s t r a t e d i n the attached Drawing No. MI-73-A-73-2 Revision 1. The r e l i e f valve protects the l i n e segment between the manifold (W.P. = 5000//) and pig launcher (W.P. = 17801) i n the event that a well safety valve f a i l s to close while the pig launcher block valves are closed.
We would l i k e to inform you that Shell currently plans to bury subject l i n e 3 f t . below the mud l i n e . I n s t a l l a t i o n of the gathering l i n e i s s t i l l scheduled for June 1973.

The production f a c i l i t y of South Marsh Island 58 "A" w i l l be used to process and meter Soutih Marsh Island 51 "A" production which i s composed mainly of gas. We expect the 8.625-inch gathering l i n e to be i n s t a l l e d during May-June of 1973.

5. Type of corrosion protection: cathodically protected by an impressed ^ current system located on South Marsh Island Block 58, Platform "A".
6. Description of protective coating: t h i n - f i l m epoxy coating (10 m i l ) .
7. Bulk specific gravity of l i n e (empty): 1.37.
8. Anticipated gravity of products: gas = .65, condensate = .80. ^
9. Design working pressure and capacity: 1440 p s i , 50 MMCF/D of gas and 1000 B/D of condensate.
10. Maximum working pressure and capacity: 1780 p s i , 65 MMCF/D of gas ^ and 1300 B/D of condensate.
11. Hydrostatic pressure and test hold time: 2160 psi for 12 hours.
12. Pipeline pumps not required.

We w i l l show by diver inspection within six months that the l i n e has buried i t s e l f to present no obstruction to trawling operations.
