Introduction

The objective of this document is to explain about the Taxpayer Representative Registration

in the GTA-TAS system.

This document will cover:

How to register as Taxpayer Representative: Corporate /Natural Person

How a Taxpayer Representative appoint and disengage a Taxpayer Representative Employee

How a Taxpayer Representative can link a Taxpayer to a Taxpayer Representative Employee

How a Taxpayer Representative Employee Registers a Taxpayer who is linked to the Taxpayer Representative Employee

Overview

For a Taxpayer to register as a Taxpayer Representative, it is essential that the Taxpayer has a NAS User ID and Password as well as to be already registered as a Corporate or Natural Person in GTA TAS.

A Corporate Taxpayer Representative can appoint its employees to carry out various activities

on behalf of assigned Taxpayers.

A Natural Person Taxpayer Representative works independently on behalf of assigned

Taxpayers.

Taxpayer Representatives are appointed by Taxpayers to act on their behalf as intermediaries

with GTA to provide Tax related services.

Steps for Registration as a Taxpayer Representative. Taxpayer should sign-in via Log-in through Dhareeba via Dhareeba public link https://dhareeba.gov.qa where taxpayer is automatically directed to NAS. On successful NAS

authentication, the Taxpayer’s dashboard screen appears.

Registration Services

After successful log-in, on the Taxpayer dashboard, the Taxpayer should select its respective Tax Identification Number.

Registration as Taxpayer Representative: Corporate and Natural Person

A registered Corporate or Natural Person Taxpayer can initiate registration as a Taxpayer

Representative.

Click on “Taxpayer Services” tab. “Register as a Taxpayer Representative” Tile appears

under Taxpayer Services tab which the Taxpayer should select.

Taxpayer should select “Register as a Taxpayer Representative” tile from the Dashboard to

commence registration as a Taxpayer Representative.

After clicking on “Register as a Taxpayer Representative” tile, Taxpayer will be redirected to

Instructions for Taxpayer Representative screen.

Taxpayer should read the Instructions and should click on “back” button to go to previous

page (Dashboard screen should display to taxpayer after clicking on ‘Back’) or

click on “Start now” button to proceed further (Taxpayer should navigate to ‘Taxpayer

Representative Registration Requirement’ screen).

On “Taxpayer Representative Registration Requirement” screen, the information regarding

manager who is eligible should be entered by the Taxpayer.

On the same screen Taxpayer must answer two questions by selecting “Yes” or “No”. Both

questions are mandatory with *mark alongside each question.

In case the Taxpayer selects “Yes”, it is mandatory to attach a Certificate of Good conduct

and behaviour and it is not mandatory to attach of Professional Indemnity Insurance

Contract and the Taxpayer can process to the next screen by clicking on “Continue” button.

It is optional to provide other information within this “Taxpayer Representative Registration

Requirement” screen, such as Experience, Education or Professional Certificate.

The Taxpayer should click on button to go to the next screen.

Taxpayer can attach documents in the attachment field (Experience, Education, Certificate)

in the format DOC/DOCX/PDF/JPG/XLS/XLSX.

A single attachment can be of maximum 5MB size, the system does not support attachments

of size more than 5MB

Attachments - Good conduct and behaviour, Professional Indemnity Insurance Contract

Experience, Education, Professional Certificate, Certificate of Good Conduct

The Taxpayer should opt to select the check box for either Experience, Education,

Professional Certificate or Certificate of Good Conduct and choose whether to upload an

Attachment or otherwise.

List of Documents to be uploaded as Attachments

Experience:

You should have been practicing tax as a part of your profession for a minimum of (5) five

years within the preceding (7) seven years at the time of application (attach CV and

Experience Certificates).

Education:

You should attach certified Bachelor or Master’s degree in tax, accounting, finance, or law

from a recognised educational institution.

Professional Certificate:

If you haven't Education Degree you should attach a tax or accounting certification from an

internationally recognised professional institution.

Certificate of Goods Conduct:

If you haven't Education Degree you should attach a tax or accounting certification from an

internationally recognised professional institution. (Needs to select and attach document for

at least one manager)

Good conduct and behaviour

Attach a certificate of good conduct and behaviour from Ministry of Interior. If You have

been convicted of a crime or misdemeanour or faced any disciplinary action from a

professional body and you have been rehabilitated attach the proof of rehabilitation.

Features about the Form

Header and Footer section

Taxpayer can now see a bar (at the top of the screen) which indicates the full process of

Registration with steps:

At any time, the Taxpayer can know which step of the process the Taxpayer is in.

At the bottom of the page the Taxpayer can see the progress of the Registration:

As the Taxpayer progresses, a new button appears which would allow the

taxpayer to navigate back to a previous screen.

A button appears at the bottom of the screen:

This button allows the information entered to be saved as draft, in case the Taxpayer needs

to temporarily suspend the registration form entry and save the data entered so far.

When the Taxpayer selects “Save as draft”, a pop-up message is displayed showing the Form

number and status as “saved successfully”. Taxpayer should select Continue to progress to

the next screen.

There is an option to cancel the application at any time. f Taxpayer clicks on Cancel button, a

confirmation message will be displayed with YES or NO button.

If Taxpayer clicks on YES button, this will navigate back to home screen.

On Payment Details Screen, Taxpayer Representative Registration Fees must be paid by

Taxpayer.

Taxpayer Clicks on ‘Pay’ Button to pay Taxpayer Representative Registration Fee.

Once Taxpayer clicks on Pay Button, Invoice Number gets generated on Screen and It

navigates User to Payment Gateway Screen where different modes of Payment are available.

Payment screen is visible to Taxpayer with Total amount to be paid; Taxpayer must click on

“Debit Card/Credit Card” Button.

There are two option of Card Payment.

• Credit Card

• Debit Card

Taxpayer can opt for any of the above options for Payment of Taxpayer Representative

Registration Fee. Taxpayer is now navigated to Payment page.

On selecting any one Card Option, for example, Credit Card, Taxpayer needs to enter all

required information such as First Name, Last Name, Address, City, Country, Phone Number,

Email, Card Type, Card Number, Card Expiry Date, CVV and click on Pay Button to proceed

further.

Once Taxpayer opts to Pay the fees by clicking on Pay Button, Payment gets successfully

done.

Taxpayer should go back to the application and Taxpayer can see Payment status as

Successful highlighted in Green colour on Payment Details Screen.

Summary

The next screen is a summary overview of Taxpayer Representative Registration form. Taxpayer can review the form data that has been filled in. The Taxpayer can select ‘Edit’ in

case any data has to be amended.

The page opens in edit mode after clicking on ‘Edit’ button on summary page.

Once the Taxpayer has reviewed the details on the Summary screen, Click on

Declaration

The next screen is the “Declaration” screen. On this last screen the taxpayer must confirm

the Declaration.

The Taxpayer details such as First Name, Last Name, Designation, Date, Email Address and

Phone Number are prepopulated from registration details.

To submit the Taxpayer Representative Registration form, Taxpayer should click the

mandatory box “I declare that the information provided in this form is true and correct” and

Click on .

The Taxpayer will be informed about the successful submission of the Taxpayer

Representative Registration form.

Once the Taxpayer Representative application is submitted, the Taxpayer Representative

application is reviewed by GTA.

GTA may either approve the Taxpayer Representative application, reject the Taxpayer

Representative application or may request for additional information from the Taxpayer

Steps how Taxpayer Representative views notifications on the portal

Once the Taxpayer Representative registration application is submitted, Taxpayer will receive an Email on the E-mail Address which Taxpayer has provided, SMS on the Mobile Number Taxpayer has provided & Notifications which the Taxpayer can view on “My Notifications” on Taxpayer Portal.

Approve/Reject Taxpayer request for Appointment

To approve the Taxpayer request, the Taxpayer Representative should login using its

respective credentials, thereafter the following screen will be displayed to Taxpayer

Representative. Taxpayer Representative should be able to select its respective Taxpayer

Representative 5 Digit TIN starting from 2 or 3 Series.

The Taxpayer Representative should click on ‘Assignments’ link available under “Manage

Taxpayers” tile.

The Taxpayer Representative should click on Reference Number hyperlink or Pencil Button, in

line with the Taxpayer who has requested to appoint the Taxpayer Representative.

Taxpayer Representative may Approve/Reject the engagement request.

To approve, after entering details in ‘Remarks’, Taxpayer Representative should Click on

.

On clicking the “Approve” button and navigate to Home screen.

NOTE: Now, the Taxpayer Representative and taxpayer are engaged till any of them opts out

from taking or delivering services.

Taxpayer Representative should select the Taxpayer on whose behalf the Taxpayer

Representative wants to registration with GTA.

Taxpayer Representative should click on Assigned taxpayer. This will lead the Taxpayer

Representative to the Taxpayer dashboard from where the Taxpayer Representative can

perform the registration activity on behalf of the Taxpayer.

By clicking on Assigned Taxpayer, it will navigate to “Self-Registration Instructions” page.

For Taxpayer Registration process, please refer to the Taxpayer Registration user manual.

On submission of registration application, a pop-up message for successful submission

appears.

Now, registration is complete by Taxpayer Representative on behalf of Taxpayer.

Notifications (Email, SMS) are sent to the Taxpayer. The Taxpayer should log in to their

respective dashboards to access the PDF.

Taxpayer gets Notified with Email on his registered Email address given when filling

Registration Form.

Disengagement of Taxpayer by Taxpayer Representative will be initiated by the Taxpayer

Representative.

The Taxpayer Representative should click on ‘Disengagement’ link, under “Manage Taxpayers”

tile on Taxpayer Representative Dashboard.

The Taxpayer Representative should click on ‘Disengagement’ link.

The Taxpayer Representative should click on Reference Number link or Pencil Button,

thereafter the following screen appears:

In this example, the Taxpayer deselects ‘Income Tax’ checkbox.

The Taxpayer should then Click on

Once the Taxpayer Representative clicks on OK button, Taxpayer will be disengaged with

Taxpayer Representative for the services specified by the Taxpayer Representative and

navigate to home screen.

Once the Taxpayer submits application for Disengagement, notification Email, SMS and PDF

are sent to the Taxpayer Representative. The Taxpayer Representative should log in to the

dashboard to access the PDF.

Taxpayer (who is registered as a Taxpayer Representative) should login on the Dhareeba and

is thereafter directed to the NAS portal where the Taxpayer should login through QID or

Email address and its associated password, as shown in the screen below:

Once Taxpayer logs in to the portal, from the dashboard, the Taxpayer should select

Taxpayer Representative Tile with respective Taxpayer Representative TIN.

New Employee registration

On the Taxpayer Representative Dashboard, the Taxpayer Representative should select the

“Employee Registration” Section from the Manage Employee tile under HOME Tab.

The Taxpayer Representative should click on “Add More” button to add an Employee.

The Taxpayer Representative needs to click on Add button to add a row to the table. The

New Employee registration form should be filled up.

The Fields “Assign this Employee as” has the following options:

Permanent or Temporary

If ID type is selected as QID- Taxpayer Representative can select any of the dropdown

options Permanent or Temporary.

If selected: Permanent, the validity period of the Taxpayer Representative Employee will be

the start date as selected by Taxpayer and End date as Expiry of QID date.

If ID type is selected as Passport, Taxpayer Representative can select the dropdown options

“Temporary”.

If selected: Temporary, the validity period of the Taxpayer Representative Employee will be

the start date as selected by Taxpayer and End date as Expiry of Passport date.

he Field “Relationship” has a drop-down value as follows. Taxpayer Representative can

choose any of the options.

Direct Employee (Default), Related party employee, Contractor

Below is the screenshot for First Employee Record.

Once Taxpayer Representative saves first Employee Record, respective entry for that

Employee is displayed as shown below:

Taxpayer Representative can Edit the saved record if he wants to add some more info by

deleting the previous one, Taxpayer Representative Can perform this activity by clicking on

Pencil Button (Edit).

After clicking on Pencil Button, Saved Employee Form is opened in editable format.

Taxpayer Representative now can make required new changes and again save the form.

New changes performed by Taxpayer Representative are displayed in Saved Employee

Record in Table History as shown below:

Taxpayer Representative can view the saved employee form in Display Mode by clicking on

Button as shown below.

The New Employee details are displayed.

Taxpayer Representative can save more than one Employee Record by clicking on Add More Button, below is the screenshot for Second Employee Record.

Once Taxpayer Representative saves Second Employee Record, respective entry for that

Employee is displayed in table as shown below.

The Taxpayer Representative should select all Employees and click on Submit. Once

Taxpayer Representative submits all Employee Records, Reference Number gets generated.

Taxpayer Representative Employee Login

Login through the Dhareeba which gets directed to the NAS

Taxpayer Representative Employee should login from Dhareeba website and is directed to

the NAS where he needs to login through his QID and its associated password, as shown in

the screen below:

The Taxpayer Representative Employee is directed to the dashboard from where the

Taxpayer Representative Employee should select the Employee Tile with respective Taxpayer

Representative Employee TIN.

When the Taxpayer Representative Employee logins in for the first time, the below pop-up

message is displayed. The Taxpayer Representative Employee should select the checkbox

and select OK.

The Taxpayer Representative Employee will be able to navigate in between Taxpayer and

Taxpayer Representative Employee dashboard. The Taxpayer Representative Employee can

perform the activities of the Taxpayer Representative, based on the access granted to the

Taxpayer Representative Employee.

Notifications received by the Taxpayer Employee

Taxpayer Representative Employee will receive an SMS, Email and Notification regarding

Approval of his Registration.

Amendment of an Employee of Taxpayer Representative

In order to Amend the Employee Details, Taxpayer Representative must have performed

Employee Registration as explained in previous steps as follows.

Taxpayer (who is registered as a Taxpayer Representative) should login on the Dhareeba and

is thereafter directed to the NAS portal where the Taxpayer should login through QID or

Email address and its associated password, as shown in the screen below:

Once Taxpayer logs in to the portal, from the dashboard, the Taxpayer should select

Taxpayer Representative Tile with respective Taxpayer Representative TIN.

In order to Amend the Employee Details, Taxpayer Representative clicks on “Employee

Amendment” section under Manage Employee Tile under HOME Tab.

After clicking on “Employee Amendment”, Amendment of Employee Registration form gets

opened which shows the list of registered Employees on which Amendment can be

performed.

Taxpayer Representative can view the saved employee form in Display Mode by clicking on

Button as shown below in screenshot:

taxpayer Representative can amend the saved record if he wants to add some more info by

deleting the previous one, Taxpayer Representative Can perform this Amendment activity by

clicking on Pencil Button (Edit) displayed in Table History.

In order to Amend the Employee Registration Form, Form will get opened in Editable Mode

for all fields except ID Type and ID Number.

Taxpayer Representative now can make required new changes and again save the form.

Once form is saved, respective updated entry for Employee Record is shown.

After performing Amendment of an Employee Registration Form, Taxpayer Representative

Submit the form and Reference Number gets generated.

Disengagement of an Employee of a Taxpayer Representative

Taxpayer Representative can disengage an existing employee who is working for the Taxpayer

Representative.

To Disengage an Employee, the Taxpayer Representative should Log in as Taxpayer

Representative.

Select Tile for Taxpayer Representative.

Taxpayer Representative should click on ‘Employee Disengagement’ section from manage

Employee Tile under HOME Tab on Taxpayer Representative dashboard.

The screen “Delink an Employee relationship to a Taxpayer Representative: appears.

The Taxpayer Representative can select the Reason for de-linking from the drop-down list.

The Taxpayer Representative should select a Reason from the below mentioned list:

• Resignation

• Retirement

• Discharged due to other reasons

• Discharged of duties due to Non-Renewal of Contract

Taxpayer Representative should select an Employee and click on to delink the Employee.

Once Taxpayer Representative delinks its associated Employee, notification Email, SMS and

PDF are sent to the Taxpayer Representative Employee. The Taxpayer Representative

Employee should log in to the dashboard to access the PDF.

List of Employees

In order to view Consolidated List of Employees, Taxpayer Representative click on “List of

Employees” section under Manage Employee Tile under HOME Tab after registering

Employees.

Taxpayer (who is registered as a Taxpayer Representative) should login on the Dhareeba and

is thereafter directed to the NAS portal where the Taxpayer should login through QID or

Email address and its associated password, as shown in the screen below:

Mapping of Taxpayer to an Employee of a Taxpayer Representative

A Taxpayer Representative can link an employee of the Taxpayer Representative to a

Taxpayer. Both the Taxpayer Representative employee and Taxpayer should be existing as

linked to the Taxpayer Representative, before the Taxpayer Representative can link them.

Link Taxpayer to Employee of Taxpayer Representative

In order to link an Employee to a Taxpayer, the Taxpayer Representative should login and Click

on “Taxpayer Relationship with Employee” section under “Manage Employee” Tile under

HOME Tab.

Taxpayer Representative should select tile to proceed.

The Taxpayer Representative can select an existing employee from drop down list.

• Select from Drop down list

• Search Employee by typing the name.

The Taxpayer Representative can select Activity to be performed by Taxpayer Representative

Employee for Selected Taxpayer from drop down list.

Once the Name of an Employee, Name of Taxpayer and Activity is selected by Taxpayer

Representative, Level of Authorization, Date From, Date To fields get auto-populated based

on Level of Authorization, From Date and To Date selected by Taxpayer while appointing

Taxpayer Representative.

And click on

Once Taxpayer Representative links its Employee and Taxpayer, Relationship between

Employee and Taxpayer is maintained in Table Shown below and Reference Number gets

generated.

Delink Taxpayer to Employee of Taxpayer Representative

In order to delink a Taxpayer to an Employee of Taxpayer Representative, the Taxpayer

Representative should Login and click on “Taxpayer Relationship with Employee” section

under “Manage Employee” Tile under HOME Tab.

Taxpayer Representative should select tile to proceed.

Taxpayer should select Taxpayers assignments from Manage Employee Tab

On selecting “Taxpayers assignments”, Below screen is displayed with already created

Relationship between Employee and Taxpayer maintained in Table.

The Taxpayer Representative should click on to delink Taxpayer mapping from an

employee. A confirmation Pop Up window appears asking Taxpayer Representative whether

Employee must be delinked from Taxpayer?

Taxpayer Representative must select “Ok” Button in order to confirm the delinking procedure.

The delinked Taxpayer entry is removed from the mapping list of Taxpayer and Taxpayer

Representative employee.

Now the Taxpayer and Employee of Taxpayer Representative are delinked.

Taxpayer Representative Employee files registration for Taxpayer

The Taxpayer Representative employee performs registration on behalf of a Taxpayer who is

linked to the Taxpayer Representative.

Taxpayer Representative Employee should go on the Dhareeba website, from there he is

directed to the NAS where he needs to login through his QID and its associated password, as

shown in the screen below:

The Taxpayer Representative Employee is directed to the dashboard from where the

Taxpayer Representative Employee should select the Employee Tile with respective 5digit

TIN.

When the Taxpayer Representative Employee logins in for the first time, the below pop-up

message is displayed.

The Taxpayer Representative Employee should select the checkbox and select OK.

Thereafter the Taxpayer Representative employee should select the Taxpayer on behalf of

whom the registration is to be performed.

Taxpayer Representative should click on Assigned taxpayer. This will lead the Taxpayer

Representative to the Self Registration Instructions Screen from where the Taxpayer

Representative can perform the registration activity on behalf of the Taxpayer.

For Taxpayer Registration process, please refer to the Taxpayer Registration user manual.

On submission of registration application, a pop-up message for successful submission

appears. The Taxpayer Representative should click on “Refresh” button and the Tax

Identification Number for the Taxpayer appears.

Now, registration is complete by Taxpayer Representative on behalf of Taxpayer.

Notifications (Email, SMS) are sent to the Taxpayer. The Taxpayer should log in to their

respective dashboards to access the PDF.

History of Taxpayer Representative

Taxpayer (who is registered as a Taxpayer Representative) should login on the Dhareeba and

is thereafter directed to the NAS portal where the Taxpayer should login through QID or

Email address and its associated password, as shown in the screen below:

Once Taxpayer logs in to the portal, from the dashboard, the Taxpayer should select

Taxpayer Representative Tile with respective Taxpayer Representative TIN, where he can

access his ‘History’ link, available under “Manage Taxpayers” tile.

Once Taxpayer Representative clicks on History link below screen will get open, where he

can view list of Taxpayers (who relationship is completely disengaged from Taxpayer

Representative either by Taxpayer or by Taxpayer Representative).

Here Taxpayer Representative can view details of Taxpayers in Display Mode.

Notifications received from GTA

Notification – On Submission of Application

When the Taxpayer Representative Application is submitted by Taxpayer, the Taxpayer will

receive -Email, SMS, PDF.

The Taxpayer will receive notifications under “My Notification” tile.

Notification- On Additional Information requested by GTA

If GTA requests the Taxpayer for additional information, the Taxpayer will receive -Email,

SMS, PDF.

The Taxpayer will receive notifications under “My Notification” tile.

Notification – On Additional Information sent by Taxpayer to GTA

The Taxpayer logs in to GTA portal and selects “Register as a Taxpayer Representative” tile

under Registration Services, to access the Taxpayer Representative application and update

the additional information requested by GTA.

The Taxpayer submits the Taxpayer Representative Registration application with the

additional information.

On submission of the Taxpayer Representative Registration application with the additional

information, the Taxpayer will receive the following notifications- Email, SMS, PDF

Notification – On Approval of Registration Application by GTA

If the Taxpayer Representative Application is approved by GTA, the Taxpayer Representative

will receive the following notifications- Email, SMS, PDF

The Taxpayer Representative will receive notifications on “My Notification” tile.

Notification – On Rejection of Application by GTA

If the Taxpayer Representative Application is rejected by GTA, the Taxpayer will receive the

following notifications- Email, SMS, PDF

Notifications received when Taxpayer submits application to appoint

Once the form is submitted, the Taxpayer Representative will receive Notification regarding

Request of Appointment to Taxpayer Representative by Taxpayer- Email, SMS, PDF and

corresponding Reference Number gets generated.

Taxpayer Representative should select “My Notifications” from the dashboard.

The Taxpayer Representative will receive Notifications.
