To become a professional taxi driver in Queensland, there are a number of requirements that you must satisfy in addition to successfully completing the Taxi Driver Training Course. The course is designed to give learners the best possible start in the taxi driving as a career. Please read the following information and the information bulletin attached at the end of this document to understand requirements and eligibility to obtain a DA (Driver Authorisation).

DRIVER AUTHORISATION (DA) To drive a taxi in Queensland you must hold a current DA for taxi services, a licence which is issued by the Department of Transport and Main Roads (DTMR). A person who applies for, or is the holder of DA must be a suitable person to drive a public passenger vehicle, having regard to:

The safety of children and other vulnerable members of the community

The personal safety of the public, passengers, and their property

The act of driving and capability to safely operate the vehicle

The reputation of public passenger transport

Conducting themselves responsibly with passengers and the public

Being aware of their customer service responsibilities

ENGLISH PROFICIENCY ASSESSMENT – COURSE PRE-REQUISITE A person applying for DA (regardless of place of birth), are required to undertake the English Proficiency Assessment. Following achieving a successful result, a letter will be issued which needs to be submitted to the DTMR to support the application for DA. Learners who have previously held a DA and it has expired for a period longer than three (3) months are also required to undertake the assessment. Learners will be assessed on five (5) core skills: reading, writing, speaking, listening and numeracy. Train & Educate Australia Pty Ltd offer the English Assessment at two (2) convenient locations:

Black & White Cabs Headquarters – 11 Dryandra Road, Brisbane Airport

Black & White Cabs Taxi Management – 45 Rosedale Street, Coopers Plains

The cost of the assessment is $80 and is payable upon booking.

TAXI DRIVER TRAINING COURSE Train & Educate Australia Pty Ltd is a Registered Training Organisation (RTO 41077), committed to assuring quality vocational education and training for current and prospective taxi drivers. Train & Educate Australia Pty Ltd will:

Provide, at course commencement, an orientation program containing information about the course and availability of learning resources

Ensure that a current copy of the course curriculum is available to trainers

Ensure that training and assessment occurs in accordance with the requirements of the training package

Ensure that national guidelines are followed when customising courses to meet the needs of particular clients

Ensure that all courses in the Scope of Registration reflect currently endorsed Training Packages

The Taxi Driver Training Course is made up of two (2) stages which must be successfully completed within a six (6) month period. Learners are required to achieve a successful result in the English Proficiency Assessment before enrolling into the Taxi Driver Training Course.

TAXI DRIVER TRAINING COURSE - STAGE ONE The Taxi Driver Training Course – Stage One is conducted over four (4) consecutive nights. The course covers the underpinning knowledge and essential skills required to operate a taxicab whilst providing passenger service. Training is delivered face to face by fully qualified trainers and administered by Train & Educate Australia Pty Ltd (RTO 41077). The Taxi Driver Training Skillset is made up of seven (7) units of competency which are outlined below.

Day Courses run over a period of one (1) week. Monday + Tuesday + Wednesday + Thursday + Friday 8:00am – 4:30pm Night Courses run over a period of two (2) weeks. Monday + Tuesday + Wednesday + Thursday 6:00pm – 10:00pm plus Saturday 1:00pm – 5:00pm plus Monday + Tuesday + Wednesday + Thursday 6:00pm – 10:00pm The cost of the course is $550 and is payable on booking. *Course pricing is subject to change without notice

Learners must successfully complete the Taxi Driver Training Course – Stage One to be issued with a “Confirmation of Training” document which can be used to support their application for provisional DA from DTMR. This licence is issued for an initial period of six (6) months only. Following obtaining a DA and affiliating with a Taxi Booking Company (TBC), the learner is able to commence driving.

This unit involves the skills and knowledge required to carry out financial transactions and maintain records when providing taxicab services

TLIH3004 – Identify major roads, services and attractions

This unit involves the skills and knowledge required to indentify and describe major roads, services and attractions

TLIB2090 – Use communication systems in taxicab

This unit involves the skills and knowledge required to use communication systems in a taxicab

COURSE LOCATIONS Training centres are located at both Albion and Coopers Plains. Each centre conducts two (2) day courses and one (1) night course alternately each month. Courses are conducted in air conditioned training rooms where trainers can simulate in-car conditions with identical equipment to that found in a Black & White Cab. Training will also consist of a simulated driving assessment and orientation tour of the Brisbane Metropolitan Taxi District in a taxi.

Coopers Plains Training Centre The Coopers Plains Training Centre is located at 45 Rosedale Street Coopers Plains. Albion Training Centre The Albion Training Centre is located at 27 Nariel Street Albion.

PARKING On-street parking is available at both training centres.

DRESS STANDARDS It is a condition that you ware smart/casual clothing including footwear and that you display good personal hygiene whilst attending stage one of the course. You will not be permitted to participant in any training or assessment if you come wearing any of the following:

Thongs

Sandals

Bare feet

Dirty or unkempt clothes or shoes

Ripped clothing or shoes

Any other items of clothing or footwear deemed as unsuitable

WHAT TO TAKE WITH YOU All course materials will be provided on the first day of the course. Learners should bring their Driver Licence for identification, a pen and preferably a current Brisbane street directory. Tea and coffee are provided and lunch room facilities are available. The Training Centre is close to many food outlets.

ATTENDANCE AND SCHEDULING Learners are expected to attend 100% of their enrolled course. Failure to attend may result in a learner not achieving competency or successful completion.

As a courtesy, and in line with industry expectations, learners are required to inform administration staff of any absence so that trainers can be informed and, in the case of workplace training, alternative arrangements made.

OUR EXPECTATIONS To provide a positive learning environment for all course attendees, the following responsibilities and rights should be observed. All leaners shall:

Arrive on time for any face-to-face training, return by the stated time after breaks and not to leave early without prior notice and good reason.

Leave the training room clean and tidy.

Understand the requirements for assessments of the course or units of competency.

Provide notification of any change in address or personal details.

Refrain from any activities that may result in damage to third party property.

Refrain from behaviour that may disrupt or interfere with the teaching or learning of others.

Observe at all times all safety, health and hygiene requirements, including appropriate dress.

Inform staff or the trainer of any individual learning needs they have.

Inform staff or the trainer of any difficulties that may be interfering with their learning or where extra assistance is required.

Be aware of and comply with any RTO’s policy that may affect learners.

Conduct themselves appropriately at all times whilst enrolled as a learner with the RTO.

FOLLOWING SUCCESSFUL COMPLETION OF STAGE ONE Within seven (7) days following successful completion of the course learners will receive via post; a Confirmation of Training document which can be used to support your application for DA with DTMR.

If approved (subject to other conditional requirements) the learner will be granted with a provisional DA for taxi services for a period of six (6) months. After you have obtained the letter entitled ‘Interim Industry Authority’; attend Black & White Cabs to complete the affiliation form.

Following you can start driving.

TAXI DRIVER TRAINING COURSE – STAGE TWO (DRIVER REVIEW)

As part of this stage of the course, learners are required to spend a minimum of three (3) months driving a taxi on a probationary DA whilst providing taxi cab services. Approximately four (4) months after a learner commences driving, a notification will be sent via the taxicab dispatch system to advise that they are required to apply for a Stage Two Training Evaluation. Applications can be lodged either in person by attending Black & White Cabs Headquarters or electronically via the Black & White Cabs website at www.blackandwhitecabs.com.au. Once the application has been received, data will be collected and used to assess the learners practical performance in providing on-the-job taxi services. Learners must also satisfy the requirements listed below:

Driver history – no more than one (1) complaint (not including unfounded) is recorded

A minimum of fifty (50) hours logged into a taxi

Total number of jobs completed – no less than fifty (50) jobs must be completed

Total number of paid kilometres – no less than one hundred and fifty (150) paid kilometres

If all requirements are successfully met a Statement of Attainment will be issued. This document is required by DTMR to renew and upgrade the DA from provisional to open. In the case where a learner has not met all of the above minimum criteria, the Stage Two Evaluation date will be extended and the reviewed conducted at a later time.

ASSESSMENTS Assessments are carried out in accordance with the Assessment Guidelines as set out in the relevant Training Packages. Learners will be informed at the commencement of any type of assessment they must complete during Stage One or Stage Two of the Taxi Driver Training Course. Learners are assessed using a Competency Based assessment mode and must satisfactorily complete all assessment items to be deemed as competent in a unit. This will include, where applicable, all theory and practical assessments. Assessments conducted are completed in the following manner:

The learners will be briefed on the assessment process.

The trainer and the learners will agree on a time and place for the assessment.

The learners will be advised of the outcome at the first available opportunity.

The trainer will provide feedback on performance with the learners.

The learners will have the opportunity to appeal a decision (refer to the Complaint / Appeal section).

All assessments conducted will follow any directives as required by the SNVR standards.

FLEXIBLE LEARNING AND ASSESSMENT PROCEDURES Delivery and assessment options including:

Alternative course time and dates

A second assessment of competencies which were not achieved at first assessment

A range of delivery options

ASSESSMENT CRITERIA Information will provided at introduction of the course to advise learners of the assessment processes, number of assessments, types of assessment and the individual weighting of each assessment.

This will include but will not be limited to information regarding assessment methods and alternative assessment methods if required to accommodate special needs or circumstances.

Staff are available to discuss and provide limited professional advice as to the outcomes of the assessment process and guidance on future options if required.

Re-assessment is available on appeal.

COMPLAINTS AND APPEALS Any learner who does not agree with the result awarded for an assessment or has a genuine complaint has the right to an appeal. Applications for appeal must be lodged within four (4) weeks of obtaining the initial assessment result and are available upon request to the RTO Manager. The learner will be advised in writing the outcome following investigation.

ACADEMIC MISCONDUCT AND PLAGIARISM The RTO Manager will deal with any learner who is reported by the trainer for dishonest assessments/examinations.

Dishonest assessments/ examinations include:

Deliberate copying or attempting to copy the work of other learners

Using or attempting to use information prohibited from use in that sort of assessment.

Submitting the work of another participant as their own.

Plagiarism (i.e. taking and using as their own, the thoughts and writings of another with the intent to claim the work as their own)

Consulting with peers throughout formal assessments.

In these cases the learner will be counselled by the appropriate personnel marked as Not Satisfactory (NS) and a new examination set. Further occurrence of academic misconduct and plagiarism will be recorded on the learner’s file and suspension/ dismissal will be at the discretion of the RTO Manager.

LEARNER TERMINATION PROCEDURE Where it has been deemed that a learner’s performance or behaviour is of concern, the RTO Manager will meet with the learner to discuss their concerns and reiterate the learner’s obligations and the expectations held regarding their behaviour and performance.

Depending on the issue and the level of concern, the RTO Manager may elect to:

Issue a verbal warning regarding the learners’ behaviour or performance and the possibility of termination from the course;

Issue a written warning; and/or

Instantly dismiss the learner from the course.

It is the responsibility of the RTO Manager to fully document and file all processes associated with a termination for future reference if required. The RTO Manager is responsible for managing the implementation of the procedures.

CERTIFICATION & ISSUING OF STATEMENTS OF ATTAINMENT Train & Educate Australia Pty Ltd has implemented the following policy to ensure consistency and accuracy in the issuance of Statement of Attainments (SoAs) and Certificates to ensure Train & Educate Australia Pty Ltd is compliant with the Standards for NVR Registered Training Organisations and to ensure Certificates are issued in line with the Australian Quality Framework (AQF).

Train & Educate Australia Pty Ltd will only issue Certificates and SoAs for courses that are within the RTO’s scope of registration. To comply with the relevant state legislation and Standards for NVR Registered Training Organisations, Train & Educate Australia Pty Ltd will certify a learner by issuing the appropriate Certificate once the learner has completed all units of the course they enrolled into and has been assessed as competent.

For learners who enrol into part of a course or do not complete the whole course, a Statement of Attainment may be issued stating only the units that have been completed and assessed as competent.

A Certificate and/ or Statement of Attainment will be issued to the learner deemed competent and once all monies owed have been paid in full.

To ensure consistency in the issuance of certificates by Train & Educate Australia Pty Ltd, the following “Issuance of Certificates” procedure will be followed:

The RTO Manager will ensure the learner has successfully completed the entire organisational course requirements for which they are enrolled in.

The Administrator will prepare the certificate as per the template

The Administrator will ensure the name, date, certificate number and any other variable details are correct.

The Administrator will print the certificate.

The RTO Manager will sign the Certificate and prepare the Certificate for posting (where applicable).

Administration will post the certificate to the graduate, where applicable

Learner’s where practical will be handed their Certificates in person

All certificate numbers will be recorded as part of the learner’s records and entered into a register of AQF qualifications issued by the RTO

All certificates issued will be signed by the RTO Manager or delegate who will ensure accuracy and consistency with the scope of registration.

FEES AND CHARGES Payment of Fees

Course fees can be paid by cash, direct debit or credit card and must be made in full at the time of enrolment.

Tax Invoices will be issued on payment of fees. There is NO GST included in our course cost.

Clients/ Learners are liable for the financial commitment to Train & Educate Australia Pty Ltd for the duration of their course.

In the case where a learner wishes to pay more than the application fee with their enrolment application, the amount will not exceed $1,000.00 prior to the course commencement.

Following course commencement, Train & Educate Australia Pty Ltd may require payment of additional fees in advance from the learner but only such that at any given time, the total amount required to be paid which is attributable to tuition or other services yet to be delivered to the learner does not exceed $1,500;

Train & Educate Australia Pty Ltd has appropriate safeguards and fair options in place for any monies paid in advance and that these funds are not used until courses and or units have commenced.

REFUND POLICY

Train & Educate Australia Pty Ltd guarantee that once a learner has commenced a course the learner has every opportunity to complete the course. In the event that a course is cancelled while in progress due to circumstances beyond the control of the RTO, the learner will be provided with a refund of fees on hold or offered a transfer to another course or similar course. Train & Educate Australia Pty Ltd will safeguard any money paid by you in advance of your course by not using funds until the course has commenced. Train & Educate Australia Pty Ltd will refund you any money paid by you in full in the event we cancel or discontinue a course.

If you withdraw from a course due to illness, (verified by a medical certificate and within 5 days of course commencement) we will refund all course fees paid. Should you withdraw for any other reason other than illness; with less than one weeks’ notice you will forfeit all moneys paid. Should you withdraw for any other reason other than illness; with more than one weeks’ notice you will forfeit 15% of your course cost. If you fail to commence the course you will forfeit all monies paid. NOTE: This means that in the case:

Where you do not commence the course;

We are unable to contact you after all reasonable attempts have been made;

That we do not hear from you with sufficient evidence or reason

You will forfeit all monies paid

Learners who have any queries regarding eligibility for refunds should contact the RTO Manager in the first instance.

REFUND PROCEDURE To apply for a refund, a written claim must be submitted on the Application for Refund Form to the RTO Manager of Train & Educate Australia Pty Ltd.

An application for a refund will be processed within four (4) weeks after a claim has been received. Refund is assessed on a case by case basis.

Refunds will only be refunded to the person who entered into the contract with Train & Educate Australia Pty Ltd and will not be provided to a third party.

All refunds are paid electronically; no refunds will be in cash.

Agreeing to the Refund policy does not remove the right of the learner to take further action under Australia’s consumer protection laws or to pursue other legal remedies.

Please see Complaints Policy. The processes in this Complaints policy do not circumscribe the learner’s right to pursue other legal remedies.

RECOGNITION OF QUALIFICATIONS ISSUED BY OTHER RTOS One important feature of the Standards for NVR Registered Training Organisations is the recognition of qualifications issued by other Registered Training Organisations (RTO) including Statements of Attainment.

Under this policy Train & Educate Australia Pty Ltd must accept the credentials issued by another registered training organisation based in any State/Territory of Australia.

POLICY STATEMENT Recognition of qualifications issued by other Registered Training Organisations is the acceptance by one RTO of a qualification or Statement of Attainment issued to a learner by a different RTO.

This acceptance is usually for purposes of entry into a qualification where another qualification or certain Statements of Attainment are a prerequisite to entry, or for part completion of a qualification based on Statements of Attainment for the units/modules already held by the learner. It is mandatory that RTO’s accept the qualifications and Statement of Attainments issued by other RTO’s.

This Recognition process does not require the RTO to recognise the qualifications / Statements of Attainment issued by another RTO for any purposes other than training with that RTO, ie licensing or employment arrangements, eg industrial award classifications. If an applicant wishes to apply for recognition for the qualification that they have received from another RTO, they must present the original for sighting or provide a certified copy of the certificate with their enrolment. The RTO must then verify the certificate to ensure its legitimacy and currency. The RTO will write on the copy of the certificate the date and person they spoke to when verifying the qualification.

The outcome of the application will then be communicated to the applicant.

RECOGNITION OF PRIOR LEARNING Learner who can demonstrate the required skills and knowledge contained in a particular unit of competency can apply for recognition of prior learning (RPL). Evidence must be matched with the unit of competency in a Training Package. Some examples of evidence may include:

Current Certificates or Academic Transcripts;

Documentation of training courses or seminars attended;

Examples of material produced relevant to competencies;

Completed appropriate Recognition of Prior Learning (RPL) assessment tool.

Steps involved with RPL Individual learners who seek RPL are referred to the RTO Manager. During the initial interview learners will be informed of:

Application procedures;

Process;

Time lines;

Support available; and

Complaints & appeals procedure.

Learners must compile a portfolio of materials (self-assessment) that contains written evidence which must be valid, authentic, sufficient, current; and reliable.

Feedback will be provided to the Learner in a timely manner concerning the outcome of the assessment of their application for RPL. The cost of RPL is $695 and is payable upon lodgement of application. Contact Driver Recruitment and Training on 38601800 for more information.

Frequently Asked Questions How Will I Be Paid?

Usually you will receive a percentage of the earnings (after GST) of the taxi for a shift. You get paid at the end of each shift. The industry standard is 50% to the driver and 50% to the operator of the taxi and each party pays for half of the fuel, although other arrangements are possible.

Will I need An Australian Business Number? (ABN) Yes you will. Assistance will be given during the course on applying for this number with the Australian Tax Office; alternatively you can go to http://www.abr.gov.au/ABR_BC/

How Will I Know When My Driver Authorisation For Taxi Services Application Has Been Approved?

The Department of Transport and Main Roads will send you a letter in the mail when your application for driver authorisation has been approved.

How Soon After I Successfully Complete The Course Can I Start Working?

As soon as you obtain your Driver Authorisation (DA) from the Department of Transport and Main Roads and complete the Driver Affiliation Form with Black & White Cabs.

How Do I Find Someone To Drive For? A list of all current operators looking for drivers can be located at www.blackandwhitecabs.com.au. /or by attending Black & White Cabs at 11 Dryandra Road, Brisbane Airport in person.

Where Do I Have To Go To Pick Up A Taxi When I Commence Driving? Black & White Cabs Owner/Operators are spread out throughout the Brisbane Taxi District – there is not one central point. The Brisbane Taxi District extends from Caboolture in the North to Ormeau in the South and West to Camira near Ipswich.

Can I Work In My Local Area?

Yes you can. The computerised dispatch system allows you to define the area you want to work in.
