“How it happened in Orange County, Florida
A little bit of history !
1868 – TAX COLLECTORS BECOME CONSTITUTIONAL OFFICERSFlorida’s Constitution of 1868 made first referenced to the Tax Collector as the Collector of Revenue.
Revenue Collector’s in this period were gubernatorial appointees who selected to serve two year terms.
1885 – TAX COLLECTORS BECOME ELECTED OFFICIALSUnder Florida’s 1885 Constitution gubernatorial appointments were curtailed and the election of “Tax Collectors” began.
The legacy of having local electors in each county choose their Tax Collector continues to this day.
PRESENT– TAX COLLECTOR RESPONSIBLE FOR PROVIDING STATE SERVICESUnder our current Constitution, the Tax Collector is responsible for providing a wide range of state services.
The Tax Collector is elected to serve four‐year terms.
In Chapter 197.663 of the Florida Statutes, the Florida legislature declared its expressed legal intent to keep the tax collection process free from even the appearance of undue influence from those
who levy, impose taxes, and who also budget and spend the people’s money.

Information Technology Department

The Information Technology (IT) Department manages all facets of data processing for the offices of the Tax Collector. This includes design, development and/or deployment of network systems, operating systems and business application systems. IT personnel maintain existing systems, aid in developing new applications and/or implement upgrades to existing applications, i.e. Phred, Business Tax PCI Cashiering, NemoQ, ImageQuest, OPEX, etc. They also aid in maintaining and supporting those systems and applications that are required by the state for DHSMV and Driver License.
IT also provides standards and support for hardware and software acquisitions, in-house networking and web (Internet/intranet) operations.
The IT department strives to use technology to make daily operations more efficient.

Field Operations

The Field Operations Department is the arm of the Orange County Tax Collector’s Office that reaches out to the taxpaying public by physically going into the field as educators, investigators, and finally as collectors. Our primary mission and goal is to help the taxpayers of Orange County meet their county tax obligations in a manner that is both courteous and respectful while at the same time being asefficient as possible to maximize the amount of tax revenue collected.
Field Operations Department currently focus on two major county taxes
•Delinquent tangible personal property taxes
•Delinquent local business tax receipts.
All of this is done through a program of information and education aimed at taxpayers with unmet county tax obligations. Responsible for bringing each of these accounts to an acceptable resolution.
•Certified as Code Enforcement Officers.
Primary Duties include:
•Monitor the county for going out of business sales (which require a permit from the Business Tax Department.
•Check mobile homes in the county for the appropriate registration decals.
•Deliver Tax deed notices from the Tax Department to homesteaded properties that are in danger of being auctioned.
