Challenges & Opportunities

DCSD Remote Learning Plan created in response to the public health threat of COVID-19.

● Goal was to keep students engaged and provide students meaningful opportunities for connection and community

● Provide each student with equitable access to remote learning

● Ensure students have continued access to mental health resources and providing best practices and resources to our educators.

Challenges & OpportunitiesDCSD is planning to begin the 2020-21 school year following our normal calendar.

● Follow the guidance of our health officials and state department to minimize the risks of COVID-19.

● Develop contingency plans to restart our neighborhood schools and recover any student learning loss should guidance from health department require a change in calendar.

● Identify solutions transitioning to and from online learning and a return to some form of in-person instruction.

● Students and educators feel comfortable and safe returning to their school environments.

DCSD Restart & Recovery Task Force● Includes representatives from principals, teachers, students and

parents along with district staff.

● 2000 applicants for the task force.

● All staff and community asked for their feedback on our spring remote learning experience and that information was also used to help develop this plan.

● DCSD Restart & Recovery Plan will focus on both staff and student physical safety, student mental health and academic success.

COVID-19 Extended School Closure Impact Survey

● The purpose of the COVID-19 Extended School Closure Impact Survey given at the end of the school year was to gather data that could be used to understand how K-12 parents, students, teachers and other staff members perceive:

○ Access to district and school resources before and during the COVID-19 related school closures.

○ Effects of in-person instructional time lost on academic readiness and student well-being.

○ Activities and resources to support distance learning.

○ District and school communications.

● Results also be used to inform district and school planning efforts for the 2020 -2021 school year.

● Survey results are available on our district website.

● Contingency Restart Scenario Survey was the initial assessment of DCSD families, whose children attend our schools, about their plans and comfort level regarding their child(ren) returning to school this fall implementing the Task Force draft recommendations. The survey included contingency plan scenarios which would only be utilized in the case that healthcare officials or the Governor do not permit school districts to return to a normal, in-person classroom schedule.

Health and SafetySocial DistancingThe guidelines within a school setting are different than those out in the community. With the more limited environment of a school classroom, more flexiblearrangements are required. Social distancing guidance supports a 3-foot radiusaround each student, resulting in a 6-foot total distance between any two students.

Small, closed classroom groups that serve a consistent group of students and teacher(s) offer the opportunity to more closely control the environment through monitoring of symptoms and adherence to ill-student policies. In general, 6 feet of separation is the social distance that should be kept at all times.

Per current executive orders and healthcare guidance, group gatherings within a school building are limited to a maximum of 10 individuals including staff and students.

Health & Safety Task Force Recommendations● Social Distancing

○ Maintain 6 feet between all individuals to ensure social distancing at all times when possible.

● Temperature and Health Checks

○ DCSD staff conduct daily student temperature checks prior to entering schools and buildings if students are not pre-screened at home, or if a student becomes symptomatic at school.

○ Provide guidance for parents on health screening and temperature checks to help identify any potential health issues at home thereby allowing students to stay home if sick and not travel to the schools and/or bus unnecessarily.

DCSD Instruction & RecoveryIn response to the public health threat of COVID-19, the Douglas County School District (DCSD) transitioned to a virtual setting and created the DCSD Remote Learning Plan, which outlines our commitment to ensuring that each and every one of our 68,000 students can remain engaged in learning via remote methods, while our school buildings were closed. The goal of DCSD’s Remote Learning Plan was to keep students engaged so they can learn and grow, while also affording them with meaningful opportunities for connection and community.

As we plan to open the school year in the fall, DCSD is committed to keeping our students, families, and staff safe and connected to the DCSD community during this challenging time and deliver a high-quality educational experience by providing each student with equitable access to in-person and virtual learning options. We will continue to prioritize our students’ continued access to mental health resources and providing research-based best practices and resources to our educators.

A robust, comprehensive DCSD eLearning option will also be offered at each of our schools as an alternative to in-person learning for families who prefer their student(s) continue learning virtually.

DCSD Instruction & RecoveryAssessments & RecoveryThe US Department of Education on Friday, March 27, granted Colorado the authority to waive federal assessment and accountability requirements for the Spring 2020 due to the extraordinary circumstances created by the COVID-19 pandemic and resulting suspension of in-person instruction in Colorado schools. With the pausing of these assessments, end of the year summative data will not be available for schools to review.

Research on time reallocation suggests that no reallocation solution will make-up for the either Covid slideor summer slide. Reallocation should be considered a baseline strategy for maintaining student learningwhile safely returning to school. Only the addition of time and/or focused interventions will yield a positive impact.

As a result, the focus for this fall will be determining the knowledge and skills of students using bothinterim (benchmark) assessments, formative practice from the classroom and targeted instruction and/or intervention.

DCSD Instruction & RecoveryAssessments & RecoveryBenchmark AssessmentsSchools will be administering i-Ready to all (K-8) students for mathematics and reading. This assessment, which is based on Colorado Academic Standards, will help teachers identify students’ individual strengths and areas of need in mathematics and reading. The windows for the i-Ready benchmarks are as follows:

● Beginning of the Year benchmark: ○ August 17-28, 2020: 1st-3rd grade and cohort students○ September 10-25, 2020: Grade K

● Middle of the Year benchmark:○ December 1-17, 2020: Grades K-3

● End of the Year benchmark: ○ April 21-May 7, 2021: Grades K-3

Note - i-Ready is on Colorado State Board of Education’s (CDE) Approved Lists of Interim and Diagnostic Assessments for the READ Act, pursuant to C.R.S. 22-7-1209.

DCSD Instruction & RecoveryAssessments & RecoveryOther AssessmentsThe Colorado Department of Education has been negotiating additional administration options with the College Board, the organization that administers SAT and PSAT tests. As a result of these negotiations, CDE expects to offer the following SAT (either with or without optional Essay) test administrations for students enrolled in 12th grade:● School Day Primary Administration: Wednesday, September 23, 2020● School Day Make-up Administration: Wednesday, October 28, 2020● Vouchers* available for national administrations:

○ Saturday, August 29, 2020;○ Saturday, September 26, 2020; or○ Saturday, October 3, 2020. ○ A student testing with a voucher will be able to choose the test date that best fits his or her schedule.

In addition, CDE also expects to offer the following PSAT/NMSQT test administration to students enrolled in 11th grade:● Alternate** School Day Administration: Wednesday, October 28, 2020

CDE does not expect to offer a state sponsored exam for public school students enrolled in 10th grade this fall.

Our DCSD learning community is committed to meet the needs of our students during the upcoming 20-21 school year. With ongoing changes and potential challenges to our typical academic day as we know it, a comprehensive e-Learning plan makes it possible to meet student needs across the multiple scenarios that we might experience. This eLearning plan supports universal access, meaning that students’ learning needs would be met whether they are engaged through in-person learning, online learning, or a hybrid version.

We also anticipate that we will need to be agile in case of changing circumstances and potentially need to return to fully online learning at some point in the upcoming school year(s). Families may also choose virtual learning instead of in-person learning.

In-Person School “as close to normal as possible” in alignment with and consideration for the health and safety precautions.

eLearning A robust, eLearning option will also be offered at each of our schools as an alternative to in-person learning for families who prefer their student(s) continue learning remotely. Daily synchronous instruction will be provided using a common learning management system. Online learning placement would be a 1 year placement unless the governor announces an “all clear”.

Hybrid A hybrid approach supports the staggered schedule contingency plans developed by the task force in which cohorts would attend some in person days with some remote days. The focus will be on continuity of learning.This hybrid model is only offered in the instance that DCSD students are not able to return to school as normal. Synchronous and/or asynchronous instruction would be provided during remote instruction days.

DCSD eLearningDouglas County School District is in the development stage of curriculum frameworks that outline semester goals and learning outcomes for students both in-person and virtual that align to the Colorado Academic Standards.

For families that choose to continue with eLearning, the focus will be on continuity of learning. Schools will provide consistent schedules and expectations for families so that students’ academics are not interrupted.

Online learning is not meant to be simply a re-creation of in-person learning. Effective e-Learning requires careful planning and intentional focus on identifying the best tools to support each component and intended learning outcome. Schools will provide multiple opportunities for students to interact with his/her teacher and peers synchronously (live sessions) via Google Classroom or Canvas Learning Management System. Additionally further instruction will be provided through asynchronous learning (previously recorded and/or on-demand) such as videos, assignments, readings, etc.

mental health professionals and governing agencies during this pandemic requires a multitude of topics to consider. DCSD is committed to providing our students continued access to mental health resources and providing best practices and resources to our

educators to alleviate anxiety and stress.

Mental Health Student Supports

• Planned meeting at the beginning of year for all students to meet with their counselor, social worker, or psychologist

• All students have an intro meeting with counselor to discuss what counseling can be used for and what is private, ask questions, and have counseling become more familiar

• Students meeting more regularly with their school mental health provider (counselor, social worker, or psychologist) per their request or a request of an adult

• Sports and clubs: still find time to meet as this is community and connection for students

Parent Supports• Book studies/support groups

• Support and coaching for parents on how to support in person and online learning

• Skill building sessions that build on what students are being taught about Social Emotional Learning

• Building stronger relationships and connections with mental health providers

Mental Health

Staff Supports• Restorative classroom practices with a community building and trauma informed focus

• Team teaching: some staff stay home and some teach in person to alleviate anxiety about teachers doing double duty of in person and remote instruction

• Staff needs should be addressed prior to the school year starting

– Planned ongoing mental wellbeing training and support as school begins and continues

– Make multiple training sessions available so that staff can opt into one that is convenient for them

• Teachers mentoring each other based on grade and subjects taught in an effort to build teacher community within the school and across the district through mentoring sessions

Special EducationConsiderations in planning for the instruction of students with disabilities regardless of the restart scenario will be made in the following areas. The provision of special education and related services operates within the broader context of the general education curriculum and instruction, which continues to be a driver. There is a continuum of teaching and learning connected by the IEP as written or amended for students with disabilities as we prepare for the fall.

• Health and Safety - accommodations with PPE and other health guidelines related to the individual needs of students with disabilities.

• Scheduling - prioritizing in-person learning for students with disabilities and students who require additional support.

• Common Expectations - consistency of expectations across schools.• Student Engagement - collaborating with parents and scheduling staff to support student

engagement in new learning.• Communication - consistency of communication across schools between teachers, service

providers and parents.

Gifted EducationThe DCSD Gifted Education Team, school Gifted Education Facilitators, general education teachers, and support staff will continue to offer resources and support best practices to identify and meet the social-emotional needs of high potential/advanced/gifted learners, including Twice-Exceptional (2e) Learners.

• Each school will continue to implement equitable and accessible structures and systems to seek out and nurture student potential, including all aspects of the DCSD referral and evaluation/identification.

• Each school will create and communicate specific structures for goal setting, gifted programming/service delivery, progress monitoring, and patterns/methods of communication.

• Gifted Education Facilitators will collaborate with teachers, counselors, and other school staff (as appropriate) to provide gifted programming and monitor and update Advanced Learning Plans based on a hybrid or remote learning environment.

• Each school will consider structures such as clustering, co-teaching, departmentalizing, and interdisciplinary instruction to provide maximum support in response to student need

English Language DevelopmentThe DCSD ELD program will adhere to and comply with requirements and guidance from the US Department of Education, the Office for Civil Rights, the Department of Justice, the Colorado Department of Education, and the DCSD program plan. The English Learner identification and redesignation process will be implemented according to specific guidance as communicated by the above agencies.

Collaborative frameworks will be maintained regardless of instructional model with the following considerations (as expressed by the ELL task force and Conexìon/Connection, the ELD parent advocacy group)

• Elementary prioritized due to level of language and academic need and independence.

• Balance integration of students and intensive support of ELs.

• Clear expectations for communication and collaboration/co-teaching between general education and ESL teachers; maintain clustering students when possible.

• ELs have additional time in school setting due to language development needs.

• Transportation will be a significant need. *no public transportation in Castle Rock & Parker, many families have no or 1 car

• Secondary grading policy options (grades versus pass/fail).

• Additional support and parent communication in a language families can understand. Simplify logging into learning systems.

• Continue to expand technology support (devices and hotspots).
