SECTION 1 - TECHNICAL TERMS AND ABBREVIATIONS

Access Line - An arrangement from a local exchange telephonecompany or other common carrier, using ei ther dedicated orswitched access, which connects a Customer s location to theCompany s location or swi tching center.

Authorization Code - A numerical code, one or more of whichmay be assigned to a Customer, to enable the Company to identifythe origin of the Customer so it may rate and bill the call.Automatic number identification (ANI) is used as theauthorization code wherever possible.

Commission - Used throughout this tariff to mean the IdahoPublic Utilities Commission.

Customer - The person, firm, corporation or other legalenti ty which orders the services of the Company or purchases aCompany Prepaid Calling Card and/or originates prepaid callsusing such cards, and is responsible for the payment of chargesand for compliance wi th the Company s tariff regulations.

Company or Go Solo - Used throughout this tariff to mean Solo Technologies, Inc., a Florida Corporation.

Dedicated Access - The Customer gains entry to the Companyservices by a direct path from the Customer s location to theCompany s point of presence.

Holiday - New Year s Day, Independence Day, Labor Day,Thanksgiving Day and Christmas Day. Holidays shall be billed the evening rate from 8 a. m. to 11 p.m. After 11 p. m., the lowernight rate shall go into effect.

Prepaid Account - An inventory of Telecom Uni ts purchased inadvance by the Customer, and associated wi th one and only oneAuthorization Code as contained in a specific Prepaid CallingCard.

Prepaid Callinq Card - A card issued by the Company,containing an Authorization Code which identifies a specificPrepaid Account of Telecom Uni ts, which enables calls to beprocessed, account acti vi ty to be logged, and balances to bemaintained, on a prepayment basis.

SECTION 2 - RULES AND REGULATIONS

Undertakina of the Company

This tariff contains the regulations and ratesapplicable to intrastate interexchangetelecommunications services provided by the Company fortelecommunications between points wi thin the state ofIdaho. Services are furnished subj ect to theavailabili ty of facili ties and subj ect to the terms andcondi tions of this tariff in compliance wi limi tations set forth in the Commission s rules. TheCompany s services are provided on a statewide basisand are not intended to be limi ted geographically. TheCompany offers service to all those who desire topurchase service from the Company consistent wi th allof the provisions of this tariff. Customers interestedin the Company s services shall file a serviceapplication wi th the Company which fully identifies theCustomer, the services requested and other informationrequested by the Company. The Company reserves theright to examine the credi t record and check thereferences of all applicants and Customers prior accepting the service order. The service applicationshall not in itself obligate the Company to provideservices. The Company may act as the Customer s agentfor ordering access connection facili ties provided byother carriers or enti ties when authorized by theCustomer, to allow connection of a Customer s locationto a service provided by the Company. The Customershall be responsible for all charges due for suchservice arrangement.

The services provided by the Company are notpart of a j oint undertaking wi th any otherentity providing telecommunications channels,facili ties, or services, but may involve theresale of the Message Toll Services (MTS) andWide Area Telecommunications Services (WATS)of underlying common carriers subj ect to thejurisdiction of this Commission.

The rates and regulations contained in thistariff apply only to the services furnishedby the Company and do not apply, unlessotherwise specified, to the lines,facili ties, or services provided by a localexchange telephone company or other commoncarriers for use in accessing the services ofthe Company.

The Company reserves the right to limi t thelength of communications, to discontinuefurnishing services, or limi t the use ofservice necessi tated by condi tions beyond itscontrol, including, without limitation: lackof satelli te or other transmission mediumcapaci ty; the revision, al teration orrepricing of the Underlying Carriertariffed offerings; or when the use ofservice becomes or is in violation of the lawor the provisions of this tariff.

Use of Services

The Company s services may be used for anylawful purpose consistent wi th thetransmission and swi tching parameters of thetelecommunications facili ties utilized in theprovision of services, subj ect to anylimi tations set forth in this Section 2.The use of the Company s services to makecalls which might reasonably be expected frighten, abuse, torment, or harass anotheror in such a way as to unreasonably interferewi th use by others is prohibi ted.

The use of the Company s services wi thoutpayment for service or attempting to avoidpayment for service by fraudulent means ordevices, schemes, false or invalid numbers,or false calling or credi t cards prohibi ted.The Company s services are available for use24 hours per day, seven days per week.

The Company does not transmi t messages, butthe services may be used for that purpose.

The Company s services may be denied fornonpayment of charges or for other tariffviolations as set forth in Section 2.herein.

Customers shall not use the service providedunder this tariff for any unlawful purpose.

The Customer is responsible for notifying theCompany immediately of any unauthorized useof services.

Liabili ty of the CompanyThe Company shall not be liable for anyclaim, loss, expense or damage for anyinterruption, delay, error, omission, ordefect in any service, facili ty transmission provided under this tariff, ifcaused by the Underlying Carrier, an act ofGod, fire, war, civil disturbance, act ofgovernment, or due to any other causes beyondthe Company s control.The Company shall not be liable for, andshall be fully indemnified and held harmlessby the Customer against any claim, loss,expense, or damage for defamation, libel,slander, invasion, infringement of copyrightor patent, unauthorized use of any trademark,trade name or service mark, proprietary orcreative right, or any other injury to anyperson, property or enti ty arising out of thematerial, data or information transmitted.

No agent or employee of any other carrier orenti ty shall be deemed to be an agent oremployee 0 f the Company.

The Company s liability for damages,resul ting in whole or in part from or arisingin connection wi th the furnishing of serviceunder this tariff, including but not limitedto mistakes, omissions, interruptions,delays, errors, or other defects ormisrepresentations shall not exceed an amountequal to the charges provided for under thistariff for the long distance call for theperiod during which the call was affected.No other liabili ty in any event shall attachto the Company.

The Company shall not be liable for and shallbe indemnified and saved harmless by anyCustomer or by any other enti ty from any andall loss, claims, demands, sui ts, or otheraction or any liabili ty whatsoever, whethersuffered, made, insti tuted, or asserted byany Customer or any other enti ty for anypersonal injury to, or death of, any personor persons, and for any loss, damage,defacement or destruction of the premises ofany Customer or any other enti ty or any otherproperty whether owned or controlled by theCustomer or others.The Company shall not be liable for anyindirect, special, incidental, orconsequential damages under this tariffincluding, but not limited to, loss ofrevenue or profi ts, for any reasonwhatsoever, including the breakdown offacilities associated with the service, orfor any mistakes, omissions, delays, errors,or defects in transmission occurring duringthe course of furnishing service.

The remedies set forth herein are exclusiveand in lieu of all other warranties andremedies, whether express, implied, orstatutory, INCLUDING WITHOUT LIMITATIONIMPLIED WARRANTIES OF MERCHANTABILITY ANDFITNESS FOR A PARTICULAR PURPOSE.

The included tariff language does notconsti tute a determination by the Commissionthat a limi tation of liabili ty imposed by theCompany should be upheld in a court of law.Acceptance for filing by the Commissionrecognizes that it is a court'responsibility to adjudicate negligence andconsequential damage claims. It is also thecourt' s responsibili ty to determine thevalidi ty of the exculpatory clauses.

Responsibili ties of the Customer

The Customer is responsible for placing anynecessary orders and complying wi th tariffregulations. The Customer is alsoresponsible for the payment of charges forservices provided under this tariff.The Customer is responsible for chargesincurred for special construction and/ orspecial facili ties which the Customerrequests and which are ordered by the Companyon the Customer s behalf.

If required for the provision of theCompany s services, the Customer must provideany equipment space, supporting structure,condui t and electrical power wi thout chargeto the Company.

The Customer is responsible for arrangingaccess to its premises at times mutuallyagreeable to the Company and the Customerwhen required for Company personnel toinstall, repair, maintain, program, inspector remove equipment associated wi th theprovision of the Company s services.

The Customer shall cause the temperature andrelati ve humidi ty in the equipment spaceprovided by Customer for the installation ofthe Company s equipment to be maintainedwi thin the range normally provided for theoperation of microcomputers.

The Customer shall ensure that the equipmentand/ or system is properly interfaced wi th theCompany s facilities or services, that thesignals emitted into the Company s networkare of the proper mode, bandwidth, power andsignal level for the intended use of thesubscriber and in compliance wi th cri teriaset forth in this tariff, and that thesignals do not damage equipment, injurepersonnel, or degrade service to otherCustomers. If the Federal CommunicationsCommission or some other appropriatecertifying body certifies terminal equipmentas being technically acceptable for directelectrical connection wi th interstatecommunications service, the Company willpermi t such equipment to be connected wi its channels wi thout the use of protectiveinterface devices. If the Customer fails tomaintain the equipment and/ or the systemproperly, wi th resul ting imminent harm toCompany equipment, personnel or the quali tyof service to other Customers, the Companymay, upon wri tten notice, require the use ofprotecti ve equipment at the Customerexpense. If this fails to producesatisfactory quality and safety, the Companymay, upon written notice, terminate theCustomer s service.

The Customer must pay the Company forreplacement or repair of damage to theequipment or facili ties of the Company causedby negligence or willful act of the Customeror others, by improper use of the services,or by use of equipment provided by Customeror others.

The Customer must pay for the loss throughtheft of any Company equipment installed Customer s premises.

If the Company installs equipment atCustomer s premises, the Customer shall beresponsible for payment of any applicableinstallation charge.

The Customer must use the services offered inthis tariff in a manner consistent wi th theterms of this tariff and the policies andregulations of all state, federal and localauthori ties having jurisdiction over theserVlce.

Cancellation or Interruption of Services

Without incurring liability, upon five (5)working days ' (defined as any day on whichthe company s business office is open and theu. s. Mail is delivered) written notice to theCustomer, the Company may discontinueservices 24 hours after an attempt personal contact or may wi thhold theprovision of ordered or contracted services:

For nonpayment of any sum due theCompany for more than thirty (30)days after issuance of the bill forthe amount due,

For violation of any of theprovisions of this tariff,For violation of any law, rule,regulation, policy of any governingauthority having jurisdiction overthe Company s services, or

Wi thout incurring liabili ty, the Company mayinterrupt the provision of services at anytime in order to perform tests andinspections to assure compliance wi th tariffregulations and the proper installation andoperation of Customer and the Companyequipment and facili ties and may continuesuch interruption until any items ofnoncompliance or improper equipment operationso identified are rectified.Service may be discontinued by the Companywi thout notice to the Customer, by blockingtraffic to certain countries, ci ties or NXXexchanges, or by blocking calls using certainCustomer authorization codes, when theCompany deems it necessary to take suchaction to prevent unlawful use of itsservice. The Company will restore service assoon as it can be provided wi thou t unduerisk, and will, upon request by the Customeraffected, assign a new authorization code replace the one that has been deactivated.The Customer may terminate service uponthirty (30) days wri tten notice for theCompany s standard month to month contract.Customer will be liable for all usage on anyof the Company s service offerings until theCustomer actually leaves the service.Customers will continue to have Company usageuntil the Customer notifies its localexchange carrier and changes its longdistance carrier. Until the Customer notifies its local exchange carrier, it shallcontinue to generate and be responsible forlong distance usage.

All federal, state and local taxes, assessments,surcharges, or fees, including sales taxes, use taxes,gross receipts taxes, and municipal utili ties taxes,are billed as separate line items and are not includedin the rates quoted herein.

A one-time late fee of 5% or the amount otherwiseauthorized by law, whichever is lower, will be chargedon any past due balances.

SECTION 3 - DESCRIPTION OF SERVICE

Computation of Charqes

Formula:

The total charge for each completed call maybe a variable measured charge dependent onthe duration, distance and time of day of thecall. The total charge for each completedcall may also be dependent only on theduration of the call, i. e. a statewide flatrate per minute charge. The variablemeasured charge is specified as a rate perminute which is applied to each minute. Allcalls are measured in increments as set forthin the Rates Section of this tariff. Allcalls are rounded up to the next wholeincrement.

Usage charges for all mileage sensi ti veproducts are based on the airline distancebetween rate centers associated wi th theoriginating and terminating points of thecall. The airline mileage between ratecenters is determined by applying the formulabelow to the vertical and horizontalcoordinates associated wi th the rate centersinvolved. The Company uses the rate centersthat are produced by Bell CommunicationsResearch in the NPA-NXX V&H Coordinates Tapeand Bell' s NECA Tariff No.

Timing begins when the called station answered and two way communication possible, as determined by standard industrymethods generally in use for ascertaininganswer, including hardware answer supervisionin which the local telephone company sends asignal to the swi tch or the softwareutilizing audio tone detection. Recogni tionof answer supervision is the responsibili of the Underlying Carrier. Timing for eachcall ends when ei ther party hangs up. TheCompany will not bill for uncompleted calls.

Any obj ection to billed charges should be reportedpromptly to the Company. Where overbilling of a subscriber occurs,due ei ther to Company or subscriber error, no liabili exists which will require the Company to pay anyinterest, dividend or other compensation on the amountoverbilled.

The Customer can also make outboundcalls utilizing the Company s unifiedmessaging technology from any telephone.

Travel Cards

The Customer utilizes an 11 digit " toll-freeaccess number established by the Company access a terminal. Upon receiving a voiceprompt, the Customer uses push button dialingto enter an identification code assigned bythe Company, and the ten digi t number of thecalled party.

800 Service (Toll-Free)

This service is inbound calling only where an800, 888 or other toll-free prefix numberrings into a Customer s premise routed to aspecific telephone number or terminated overa dedicated facili ty.

Company Prepaid Call ing Cards

This service permi ts use of Prepaid CallingCards for placing long distance calls.Customers may purchase Company PrepaidCalling Cards at a variety of retail outletsor through other distribution channels.Company Prepaid Calling Cards are availableat a variety of face values. Company PrepaidCalling Card service is accessed using theCompany toll-free number printed on the card.The caller is prompted by an automated voiceresponse system to enter his/herAuthorization Code, and then to enter theterminating telephone number. The Companyprocessor tracks the call duration on a realtime basis to determine the number of TelecomUni ts consumed. The total consumed TelecomUni ts and applicable taxes for each call arededucted from the remaining Telecom Uni balance on the Customer s Company PrepaidCalling Card.

All calls must be charged against PrepaidCalling Card that has a sufficient TelecomUni t balance. A Customer s call will beinterrupted wi th an announcement when thebalance is about to be depleted.When the balance is depleted, the Customercan ei ther call the toll-free number on theback of the Company Prepaid Calling Card and

recharge " the balance on the card using anationally recognized credi t card, or theCustomer can throw the card away and purchasea new one. Calls in progress will beterminated by the Company if the balance onthe Company Prepaid Calling Card insufficient to continue the call.

A card will expire on the date indicated the card, or if no date is specified, months from the date of purchase, or the dateof last recharge, whichever is later. TheCompany will not refund unused balances.

A credi t allowance for the Company PrepaidCalling Card Service is applicable to callsthat are interrupted due to poortransmission, one-way transmission, orinvoluntary disconnection of a call. receive the proper credi t, the Customer mustnotify the Company at the designated toll-free customer service number printed on theCompany Prepaid Calling Card and furnish thecalled number, the trouble experienced (e. g.cut-off, noisy circuit, etc. ), and theapproximate time that the call was placed.

When a call charged to a Company PrepaidCalling Card is interrupted due to cut-off,one-way transmission, or poor transmissionconditions, the Customer will receive acredi t equivalent of one Telecom Uni

Credi t allowances for calls pursuant toCompany Prepaid Card Service do not apply forinterruptions not reported promptly to theCompany or interruptions that are due to thefailure of power, equipment or systems notprovided by the Company.

Credi t for failure of service shall beallowed only when such failure is caused byor occurs due to causes wi thin the control ofthe Company.

The Company will block all calls beginningwith the NPA " 900" and NXX " 976" calls,therefore such calls can not be completed.

Directory Assistance.

Access to long distance directory assistanceis obtained by dialing 1 + 555-1212 forlistings wi thin the originating area code and1 + (area code) + 555-1212 for otherlistings. When more than one number requested in a single call, a charge willapply for each number requested. A chargewill be applicable for each number requested,whether or not the number is listed orpubl i shed.

Specialized Pricing Arrangements.

Customi zed service packages and competi ti vepricing packages at negotiated rates may befurnished on a case-by- case basis in responseto requests by Customers to the Company forproposals or for competi ti ve bids. Serviceoffered under this tariff provision will beprovided to Customers pursuant to contract.Unless otherwise specified, the regulationsfor such arrangements are in addi tion to theapplicable regulations and prices in othersections of the tariff. Specialized rates orcharges will be made available to similarlysi tuated Customers on a non-discriminatorybasis. All such arrangements will be filedas required by Commission rules andregulations.Emergency Call Handling Procedures

Emergency " 911" call s are not routed tocompany, but are completed through the localnetwork at no charge.

Promotional Offerings

The Company may, from time to time, makepromotional offerings to enhance themarketing of its services. These offeringsmay be limited to certain dates, times andlocations. The Company will notify theCommission of such offerings as required byCommission rules and regulations.
