1.0 PURPOSE AND SCOPE
1.1 Purpose
This procedure provides instructions for operating the Chemical Feed System, which
provides concentrated and dilute solutions of acid and caustic.
This procedure applies to ETF, LERF, and TEDF personnel working at ETF.
1.2 Scope
This procedure involves providing instructions for system startup and shutdown,
continued operation for switching to Chemfeed operation permissive; making dilute acid
and dilute caustic adjustments, charging surge tank acid line and surge tank 50% sodium
hydroxide line, and circulating 50% caustic through surge tank injection pump.
2.0 INFORMATION

3.0 PRECAUTIONS AND LIMITATIONS
3.1 Personnel Safety
3.1.1 All work will be performed in accordance with DOE-0359, Hanford Site
Electrical Safety Program.
3.1.2 Operation of Circuit Breakers, Electrical disconnect Switches, and Similar
Switching Equipment shall be performed by a qualified person.
3.1.3 Component operation requires completion of an Electrical Risk Assessment
(ERA).
3.1.4 When the clean and inspects are current on the electrical equipment (breaker,
switchgear, disconnects, motor starters, etc.), the ERA for normal operating
condition is applicable, for those workers interacting with electrical
equipment.
3.1.4.1 Use safety glasses and leather gloves when manipulating
electrical components per the normal ERA.
3.1.5 When the clean and inspects are delinquent, the ERA for non-normal
operating condition is applicable, for those workers interacting with electrical
equipment.
3.2 Equipment Safety
3.2.1 With the system in AUTO operation, all of the following pumps run
constantly as follows:
92% Sulfuric Acid Tank Pump, P1 (65C-P-1)
50% Caustic (NaOH) Tank Pump, P2( 65C-P-2)
4% Acid Tank Pump, P3 (65C-P-3)
4% NaOH Tank Pump, P4 (65C-P-4)
With chemical feed permissive on, pumps and AOVs can be operated
in AUTO or MANUAL.
3.2.2 Valves 65C-083 and 65C-320 are not to be opened at the same time while
performing this procedure.

3.3 Radiation and Contamination Control
3.3.1 Work in radiological areas will be performed using a radiological work
permit following review by Radiological Control per ALARA Work Planning
Procedure, TFC-ESHQ-RP_RWP-C-03.
3.4 Environmental Compliance
3.4.1 In the event of a spill/leak/release, notify the SOM/FWS and respond per
ETF-ERP-85B-003, Emergency Spill or Release at ETF.

of operational volume.

5.0 PROCEDURE
Special Instructions
SOM determines component lineup requirements.
Sections 5.1 through 5.8 of this procedure may be performed in any logical order, including
concurrently, repeated, or out of sequence.
5.1 System Startup
5.1.1 ENSURE valve lineup per Data Sheet 1 – Initial Valve Lineup.
5.1.2 DON PPE per appropriate ERA listed in Section 3.1.
5.1.3 ENSURE breaker lineup per Data Sheet 2 – Initial Breaker Lineup.
5.1.4 ON graphic Chemfeed Setpoints, CONFIRM the following setpoints for the
tank pump temperature alarms and pump cutoffs:

5.1 System Startup (Cont.)
Special Instructions
The Chemical Feed System may be operated in two different modes:
Full automatic, where all four chemical systems must be in Automatic operation
as a prerequisite to MTT or STT OPERATION mode.
Chemfeed operation permissive, where the operational status of the four chemical
systems does not affect the MTT or STT OPERATION mode; each of the four
chemical systems may be in AUTOMATIC, MANUAL, or SHUTDOWN status.
If independent operation of the Chemical Feed System pumps is chosen, then it may be
advisable to place the AOVs feeding verification water to the 4% tanks in manual. This
will prevent addition of water to the 4% tanks for makeup while the bulk (50% NaOH or
92% acid) feed tank pump is not in operation. Selection of MANUAL or AUTO for the
AOVs is left to the discretion of the SOM and CRO.
The Chemfeed operation permissive is automatically reset by the following:
Normal chemical feed operation buttons (for fully AUTO operation)
Chemical feed shutdown buttons
Emergency stop plant systems button
Chemical berm level high alarm activation.
NOTE - P1 (65C-P-1) and P2 (65C-P-2) may run in MANUAL to provide tank contents
recirculation without the VOG in Operation.
5.1.5 IF independent operation of Chemical Feed System pumps is required with
MTT in SHUTDOWN, PERFORM the following:
5.1.5.1 ENSURE the following pumps are in MANUAL/OFF:
P1 (65C-P-1)
P2 (65C-P-2)
P3 (65C-P-3)
P4 (65C-P-4).
5.1.5.2 ON graphic Chemical, SELECT OPERATION for Chemfeed
operation permissive (VD535182).
5.1.5.3 ON graphic Chemfeed Temperature Setpoints, ENSURE high
temperature cutoff for all desired pumps is reset.
5.1.5.4 ON graphic Chemical, ENSURE LAH-20B016 reset is reset
(VD535186).

NOTE - Recirculation flow for P3 (65C-P-3) is adjusted to achieve a flow that meets
the minimum required flow for the pump and the maximum recommended
flow for the fiberglass recirculation line to the tank.
5.1.8 ADJUST 65C-015 to obtain 7.5 gpm to 8.5 gpm as indicated on
FIT-65C110.

NOTE - Recirculation flow for P4 (65C-P-4) is adjusted to achieve a flow that meets
the minimum required flow for the pump and the maximum recommended
flow for the fiberglass recirculation line to the tank.
5.1.9 ADJUST 65C-035 to obtain 7.5 gpm to 8.5 gpm as indicated on
FIT-65C210.

5.1.11 IF current indication (IT-65C156) [IT-65C256] is outside normal operating

5.1.12 IF current range remains outside normal operating range, NOTIFY SOM.
5.1.13 IF current indication IT-65C155 or IT-65C255 is outside normal operating
range per Step 5.1.10, NOTIFY SOM.
5.1.14 IF any pump discharge pressure indication (PIT-65C### per Step 5.1.10) is
out of normal operating range, NOTIFY SOM.
5.1.15 IF shutdown of one or more Chemical Feed System pumps is required,
SELECT “MANUAL/STOP” on desired pump.

5.2.1 IF independent operation of Chemical Feed System pumps is required with
MTT in READY or OPERATION, PERFORM the following:

5.3.3 CONFIRM 65C-TK-3 has sufficient volume available for concentration
adjustment.
5.3.4 IF space must be made available for concentration in 65C-TK-3,
TRANSFER an amount to either a SWRT or concentrate tank, as directed by
SOM.

Pump P1 (65C-P-1) shuts down when LIT-65C111 is at 96%.
Adding 92% acid to 65C-TK-3 will cause temperature in tank to increase.
Operating P3 (65C-P-3) for extended time will cause temperature in 65C-TK-3 to
increase.
Acid flow rate to 65C-TK-3 is set to about 0.7 gpm. Acid addition time duration is
calculated per following equation:
Gallons of acid needed = Acid addition duration in minutes acid flow rate in gpm.
Add 92% Acid
5.3.16 ON graphic Chemical, ENSURE LIT-65C111 is less than 96%.
5.3.17 ON graphic Chemical, ENSURE TT-65C122 is less than 125 F.
5.3.18 IF MTT or STT is in OPERATION, ON graphic Chemical, CONFIRM
Chemfeed operation permissive (VD535182) is placed in OPERATION.
5.3.19 DETERMINE time duration of acid addition.
5.3.20 PLACE V010 (AOV-65C010) and V052 (AOV-65C052) in
MAN/CLOSED.
5.3.21 ENSURE the following are in operation per Section 5.1:
P1 (65C-P-1)
P3 (65C-P-3).
5.3.22 OPEN V010 (AOV-65C010).
5.3.23 ON graphic Chemical, MONITOR FT-65C103 volume added.
5.3.24 IF flow rate is different from about 0.7 gpm, ADJUST 65C-006 to obtain
correct flow.
5.3.25 MONITOR TT-65C-122 for 4% acid tank temperature.

5.3.26 IF tank temperature increases to 130F, PERFORM the following:
5.3.26.1 CLOSE V010 (AOV-65C010).
5.3.26.2 SHUT DOWN P3 (65C-P-3).
5.3.26.3 ALLOW tank temperature to drop below 125°F.
5.3.26.4 RETURN to Step 5.3.13 to resume acid addition.
5.3.27 WHEN desired time duration of acid addition is obtained, CLOSE V010
(AOV-65C010).
5.3.28 ON graphic Chemical, ACTIVATE 4% acid totalizer reset (VD535234)
5.4 Dilute Caustic Adjustment
NOTE - SOM or DA will determine volume of water or caustic to be added.
5.4.1 ON graphic Chemical, DETERMINE actual NaOH concentration in tank
65C-TK-4 from C (AIT-65C201).
5.4.2 IF C (AIT-65C201) is not available or out of service, DETERMINE actual
NaOH concentration in tank 65C-TK-4 per ETF-05-002.
5.4.2.1 RECORD actual NaOH concentration in ETF Control Room
Logbook.
5.4.3 CONFIRM 65C-TK-4 has sufficient volume available for concentration
adjustment.
5.4.4 IF space must be made available for concentration in 65C-TK-4,
TRANSFER an amount to either a SWRT or concentrate tank, as directed by
SOM.
5.4.4.1 RECORD SOM direction in ETF Control Room Logbook.

5.4.17 ON graphic Chemical, MANUALLY OPEN V051 (AOV-65C051) to add
desired amount of verification water to tank 65C-TK-4 (as shown by
FT-65C104 on group 50 or graphic Chemical).
5.4.18 AFTER desired amount of verification water has been added to tank
65C-TK-4, CLOSE valve V051 (AOV-65C051).
Special Instructions
Pump P2 (65C-P-2) shuts down when LT-65C211 is at 98%.
Operating 65C-P-4 for extended time will cause temperature in 65C-TK-4 to increase.
Caustic flow rate to 65C-TK-4 is set to about 1.4 gpm. Caustic addition time duration is
calculated per following equation:
Gallons of caustic needed = Caustic addition duration in minutes
caustic flow rate in gpm.
Add 50% Caustic
5.4.19 ON graphic Chemical, ENSURE LT-65C211 is less than 98%.
5.4.20 IF MTT or STT is in operation, ON graphic Chemical, CONFIRM
Chemfeed operation permissive (VD535182) is placed in OPERATION.
5.4.21 DETERMINE time duration of caustic addition.
5.4.22 PLACE V030 (AOV-65C030) and V051 (AOV-65C051) in
MAN/CLOSED.
5.4.23 ENSURE the following is in operation per Section 5.1:
P2 (65C-P-2)
P4 (65C-P-4).
5.4.24 OPEN V030 (AOV-65C030).
