A laudable 90% passing rate was delivered by ISU Echague’s nine examinees in the Certified Public Accountants Board Examination taken last October 5-6, 12-13. This figure exceeded the national passing rate of 40.84 %, making ISU the “Best Performing School” in Region 02 as posted on the PRC website.

ISU-San Mateo RDU conducts SPSS

In line with the university’s vision and mission, the Research and Development Unit of Isabela State University San Mateo Campus headed by Dr. Betchie E. Aguinaldo, R & D coordinator, together with Mr. Allan Dizon, a Mathematics Instructor, organized the first ever Capability Seminar-Workshop on Statistical Package for Social Sciences last September 21 & 28.

Thirty-three participants who filled the Computer Laboratory 3 of the said campus went through the rigid lectures and hands-on data manipulation. Dr. Clemente A. Aguinaldo and Mr. Roldan Cardona, both from the Philippine Normal University Isabela Campus and experts in SPSS served as the resource lecturers for the said seminar workshop.

ISU San Mariano HRM Students Acing NC II in Housekeeping

Guided by a strong instruction, 38 BSHRM IV students from ISU San Mariano have passed the National Certificate II (NC II) in Housekeeping, which was conducted by the Technical Education and Skills Development Authority (TESDA) on September 20-21 in Ilagan City, Isabela.

Eighteen (18) students for the first batch and another 20 for the second batch underwent written examinations, demonstrations and interviews. Passing the NC II in Housekeeping, according to these students, gives them an edge when applying for a job in the hospitality Industry.

Prof. Marlene P. Baloran, BSHRM Program Chairman, has stressed the importance of maintaining ISU San Mariano Campus’s record in this particular field which always produces 100 percent passers for NC II in Housekeeping. She also mentioned that all the 14 takers of the same test last year also performed excellently.

Meanwhile, a total of 109 completed researches have been presented during the 2013 Agency In-house Review at ISU Echague, a testament to the dynamic research culture this University has maintained throughout the years.

Out of this total, For educational research, 43 were educational research, 34 were social research, seven were under the Technological, Industrial and Engineering category, two development research and 23 were technical in nature.

5 SUCs Meet at ISU Echague for Complementation ISU Echague hosted the Strategic Planning

for Capacity-Building and Complementation/Amalgamation Workshop of SUCs in Region 02 on Sept. 25-27. Top management officials from five SUCS in the region, namely Nueva Vizcaya State University, Cagayan State University, Quirino State University, Batanes State College and Isabela State University joined consultants from CHED Region 02 and Manila at the Alba Hall, Administration Building to discuss projects on which they could all agree in and implement.

Below is the welcome message of the ISU President:

“Good morning and welcome to this historic conference among SUCs in our service area of Region 02. This is our home. If I may say, this conference is long overdue. It is really the call of the times – to lead/walk the roadmap for Philippine Higher Education Reforms more smoothly. Yes, we need to be together,

to combine the best among us to address our weak points. And this is so because we have common clients – the students, the rural communities in Cagayan Valley. Each SUC has been established to enable Filipinos in this part of the country to be put in the mainstream of national society and to produce proud and confident global citizens. This is our real challenge. While we are local we must be global, too. YES, WE CAN, by COOPERATION, a word coined during our DAP EXCELL training. Cooperation and Healthy Competition. The latter kicks our adrenalin, while the first, tempers and directs us to our common goals, those that we will agree on today onwards.

On behalf of the Isabela State University students, faculty and support personnel, we wish to say that we are glad to have you with us, today and the years to come. For the future of higher education in our region and for our clients, let us all make this giant leap towards academic amalgamation/ complementation.”

efforts to establish, implement and sustain quality management system (QMS) to promote excellence and quality instruction. Ultimately, this would benefit its target clientele- the students- as such certification pushes ISU management to spearhead more vigorous efforts to develop students into professionally and globally competent graduates. What is ISO?

ISO is a worldwide federation of national standard bodies, with representatives from each of approximately 154 countries. It is formed on February 23, 1947 as a non-governmental organization, an ISO certification for quality management system. In its website,TÜV SÜB Philippines Management posts this description:It is a service provider for a comprehensive and integrated suite of product testing, inspection and certification services. Its Philippines operation was set up more than 11 years ago with the aim of helping companies achieve business excellence. As a pioneer in providing management systems certification services, TÜV SÜD PSB was the first certifying body in Asia to introduce ISO 9000 as a basis of quality system certification as well as ISO/TS 16949 automotive certification in the South East Asia region.Why the need for ISO certification?

This move emanates from a legal mandate issued by the government through Executive Order 605 institutionalizing the structure, mechanisms and standards to implement the government quality management program (amending AO No. 161, s 2006) directing all departments and agencies to adopt the ISO 9001 Quality Management Systems (QMS) as part of the implementation of the Government-

wide Quality Management Program (GQMP).Quality Management System (QMS) is a set of interrelated or interacting elements that allow the organization to establish its policy and objectives related to quality The said executive-directive was the result of the imperative need to identify specific actions to improve the country’s competitiveness ranking.

The University earlier sought technical assistance from the Development Academy of the Philippines (DAP) to acquire detailed specifications of a quality management system certifiable to ISO 9001:2008. As a result, ISU has created an Internal Quality Audit Committee and soon began recommending improvements. DAP’s initial review of ISU documents and processes at ISU Echague led to a gap assessment result of “Certifiable”, proving the University’ capability to clinch an ISO certification as it accedes to DAP’s recommendations. The University started with the Echague campus being the main campus and administrative site, and there are plans to cascade efforts to other campuses Thus far, the Committee’s Internal Quality Audit System has put in place most of these recommendations with high hopes of attaining the most coveted and vaunted ISO 9001 seal of excellence.

It must be noted that ISU Echague had exceeded the national passing rate the first time the College of Business Administration and Public Administration (CBAPA) fielded its first batch of graduates in October 2007 CPA Board Examination, where it posted a 54.55 % passing rate compared to the national rate of 34.03 %. The same feat had been achieved in the board examinations in May and October 2009, 2011 and 2012.

ISU’s Socio-Cultural Affairs holds Theater Workshop Donaly Pableo

The University’s Socio-Cultural Affairs, headed by Dr. Drolly P. Claravall, held a theater arts seminar-workshop last October 14-15 in Ilagan, Isabela. One-hundred twenty one students (121) and faculty members from four different University clusters participated in the two-day event which was separately facilitated by two groups of theater artists, The Philippine Stagers Foundation (PSF) and the Artist Laboratory Productions (ALP), respectively. Theater actress Mayrah Rose Claravall was instrumental in mediating the University with these prominent theater groups.

Dubbed as the “Bad Boy of Philippine Theater”, Atty. Vincent Tañada (PSF President and Artistic Director) lectured about the proper usage of voice and movement techniques. He has listened and assessed each participant’s voice, having recommended exercises to further improve their craft. Atty. Tañada, despite being a lawyer, pursued Theater Arts as a profession and has encouraged the participants to also consider it. His pursuit of Theater is not without a

prize, since he is an Aliw Awardee for Best Actor and Director. His team was also composed of professional theater actors and awardees.

ALP’s Japo Parcero (theater actress, photographer, film actress and Studio 23’s Gusto Ko Maging Beauty Queen winner) and Vincent Ricafrente (theater actor and director) focused on acting in their workshop, wherein the duo facilitated movement and mental exercises that helped the participants tap their acting skills.

This is in line with President Aleth M. Mamauag’s aim to cultivate the University’s craft in the theater and the arts to showcase Isabelino talent, simultaneously preserving and advancing Isabela’s culture. Together with the University’s Socio-Cultural Affairs and the provincial cultural arm, putting up theater organizations in each cluster and eventually, a collective ISU theater organization is supportive of such aim; the aforementioned theater seminar-workshop was a vital step in realizing thus.

Dr. Alex Brillantes is ISU’s BOR Chair Designate

Dr. Alex Brilliantes, a political scientist, professor and former dean of the University of the Philippines-National College of Public Administration and Governance (UP-NCPAG) is the new CHED Commissioner designate for ISU. He met with ISU President Dr. Aleth Mamauag and the campus heads last October 30 in his first Board Meeting with ISU team.

Dr. Brilliantes took his bachelor and masteral studies in Political Science in UP-Diliman, and masteral and doctorate studies in Political Science in the University of Hawaii.

Brillantes was formerly director of the Local Government Academy, an attached agency of the Department of the Interior and Local Government.

ISU invites international trainer on project proposal writing By Ermel Delima

With his extensive knowledge on gender equality, poverty alleviation, small medium enterprises and resource mobilization, Mr. A. F. “Bob” Odeh, the Lead Voluntary Advisor of the Canadian Executive Service Organization (CESO) gave lectures on resource mobilization and the appropriate approaches in filling- up templates of funding agencies in a two- week training on “Project Proposal Writing” last October 21- 25 and October 30- 31, 2013 at the Biazon Hostel, Isabela State University Echague, Isabela.

“Communicating a project proposal has two elements- the way you write and how you write it, ” Bob said, referring to the two key elements of the project proposal seeking for external funding or international funding.

He said that most of the funding agencies are expected to receive many proposals; hence it is very important to package the proposal in a manner where the funding agency could understand. It should answer two basic questions: “What is the project?” and “How do you utilize the budget?”, he further said.

Meanwhile, Dr. Edmund Gumpal, ISU Vice President for Academic and Related Affairs stressed on the importance of the first five sentences in the cover letter of the project proposal. “You have to

submit a letter of interest to the funding agency about your project highlighting only the important things that you would like to do- the key is to sustain and not to lose track of your objectives. It is very important to sustain the interest of the person reviewing your proposal,” he said.

Mr. Odeh mentioned the importance of having a proponent’s counterpart in the budget part of the proposal stressing that asking for the whole budget poses a possible risk to the funding agency. He said that It is important to indicate in the proposal the proponent’s willingness to give its counterpart as seed money to start the project and how the fund from the funding agency could help sustain or make the project successful.

Sample cover letters and sample proposals that were granted funding from various agencies such as the International Development Research Center (IDRC), Global Network for Good Governance (GNGG) and Economy and Environment Program for Southeast Asia (EEPSEA) were distributed during the workshop. These samples, along with the inputs by Mr. Odeh, provided insights to the participants in crafting sample proposals which they presented on the last days of the workshop.

ISU subjects 32 programs for different levels of accreditation

The University has subjected 32 programs for different levels of accreditation under the Accrediting Agency of the Chartered Colleges and Universities in the Philippines (AACCUP).

For Level IV, six programs have been evaluated; for Level III, one program; for Level II, nine programs; for Level II Re-accredited, two programs; for Level I, nine programs; four programs have undergone Preliminary Survey and one program for the 3rd Survey (Phase 2).

Six out of ISU Echague’s seven programs have been subjected for Level IV evaluation while one program awaits the Level III status. Level IV is the highest status in the AACCUP accreditation ladder for which the University is aiming all its programs to acquire.

ISU Cauayan has 16 programs put through evaluation, composing 50% of the total number of recently submitted programs. Three of its programs are undergoing the Preliminary Survey, and four programs are vying for Level II while nine programs are for Level I.

The six programs of ISU Roxas were submitted for Level II (three programs), Level II Re-accredited status (two programs) and Preliminary Survey (one program). ISU Cabagan also submitted two of its programs for Level II status, while one program underwent Phase 2 of the 3rd Survey.

All 32 programs are awaiting the results to be subsequently released by AACCUP.
