THE P2.5 BILLION SAVINGS FORM PROCUREMENT OF SLMs DATE : This refers to the attached Memorandum No. OUA MEMO 00-0621-0118 from the Office of the Undersecretary for Administration and the Office of the Undersecretary for Curriculum and Instruction entitled “Request to Source DepEd TV Funding Requirements from P2.5 Billion Savings from Procurement of SLMs”. This Office certifies that the following fund source is available to implement the proposed projects to ensure learning continuity amidst the ongoing COVID-19 pandemic situation, reduce dependency on printed materials and sustain DepEd’s continuing rise in the use of educational technologies:

The OUA and OUCI have already concurred on the proposed projects as indicated in the attached OUA MEMO 00-0621-0118. The Bureau of Learning Resources (BLR) - Manila shall provide the work and financial plan, authority to conduct and other relative documents while the Information and Communications Technology Service (ICTS) shall provide the technical specifications as well as act as the end user with regards to the delivery and implementation of the proposed projects.

Whereas the proposed projects are allowed activities within the identified budget line items, this Office recommends the approval of the said memorandum and the funding source identified. Mathematics, Filipino, Araling Panlipunan, Edukasyon sa Pagpapakatao, Music, Arts, Physical Education and Health (Grades 4, 5, 6, 7, 8, 9 and 10)

This is to provide you a list of awarded and failed slices/line-items (attached as

Annex “A”) for the above-stated project, after the conduct of competitive bidding on May

3, 2021. The bidding has resulted to total savings in the amount of

Php2,594,769,307.74 while the unutilized Approved Budget for the Contract (ABC)

amount is Php101,246,801.85.

As provided under Section 35.2 of the IRR of R.A. 9184 in order to determine the

reason for the failed bidding, a mandatory review of the terms, conditions and

specifications in the bidding documents, including its cost estimates, needs to be

conducted. In this regard, please submit your recommendations as soon as possible for

immediate presentation to the Bids and Awards Committee (BAC) IV.

If your good Office decides to pursue the rebid of this Project, the BAC IV shall

advertise and post the Invitation to Bid in accordance with the procedures and as

prescribed under the Revised IRR of R.A. 9184.
