The New Year Family Get Together 2015 of TANSEA / Erode Branch was held at the “Poriyalar Illam, Erode” On 27.12.2014 (Saturday)

Er. M. Ayyamuthu welcomed the gathering Members and family members and congratulated Er. A. Kannan who got Chief Engineer post after a great struggle. Then he introduced the members of “M/S. Giriharan’s Covai Raagasri Archestra” who performed the archestra programme towards the New Year Function which was also sponsored by Er. Ayyamuthu.

Er. M. Ramasamy, president in his introductory speech, explained how the retired Engineers should spend their retired life happily by engaging themselves in some useful activities and keeping good health.

Er. R. Subramanian, Secretary explained the activities of our Association and informed the members that Er. A. Kannan has got Chief Engineer Post, vide G. O. No. 339 dated 10.12.2014 thro’ the Hon’ ble High Court order and congradulated Er. A. Kannan for the C. E. Promotion.

Then M/S. Giriharan’s Covai Raagasri Archestra conducted a very interesting archestra programme. Three children in the archestra group performed an excellent performance and also two boys gave a dance performance and the group gave excellent entertainment programme for about 2 hours.

After the entertainment programme Er. M. Ayyamuthu honoured the archestra group with momentos and distributed his own calendar to all the participants of the Meeting.

Proceedings of the General Meeting of TNPWD Senior Engineers Association held on 27-11-2014 at Chennai

The General meeting of TNPWD Senior Engineer Association, was held on 27-11-2014 Saturday at 10.35 AM in the Instiution of Engineers (India) Swami Vivekananda Salai, Chennai - 5. Er.K Ramalingam President presided over the meeting and conducted the proceedings.

A two minute silence was observed to condole the demise of Er. I. Murugan, Former Spl.CE, Er.S.J. Ambrose, Former CE, Er. R.Krishnasamy, Former CE, Er.S.Balaraman, Former SE, Er.P.Ganapathy, Former AEE (Electrical), Er. M. Devanathan, Former Spl CE. Er.A.Veerappan, Er.V.Balusamy, Er. D.Gajarajan & Er.N.Jeyakumar spoke on the merits of the above deceased engineers.

Er.A.Veerappan Secretary briefed about the subjects as follows.

1) New Year Get Together:

New Year Get together meeting has been proposed and arranged on 27-12-2014 and requested our Senior Engineers to sponsor the above functions. In this connection Er. S. Karunagaran Former CE has anonunced that he himself and Er.D.Anbalagan, Former CE have agreed to sponsor the New Year get together function and the Secretary thanked them for their fine gesture.

2) Family Tours Performed & Proposed:

The tour to Mantralayam - Ahobilam - Srisailam on 30.10.2014 to 03.11.2014 was very much successful and the participants of the Tour have enjoyed. Er.N.Kailasapathy, RE, TANSEA Guest House has briefly mentioned about the proposed Tour programme as follows:

i) 7 days Tour programme to Ahmedabad, Sasangir, Somanath, Dwarka and Rajghat of Gujarat State, The amount for the above Tour Programme is Rs.35,000/- head inclusive of two way Air Fare. [During April - May 2015]

ii) 9 Days Foreign Tour Program me to Malaysia, Thailand and Japan during May - June 2015 and the cost / member is Rs. 2.00 lakhs.

3) Seminars opposing Methane Extraction at Cauvery Delta were held by TANSEA on 8-11-2014 at Thiruvarur and 9-11-2014 at Thanjavur.

The secretary has informed that the seminars opposing the extraction of Methane in Cauvery Delta was organised by the Thanjavur branch TANSEA, Er.A.Veerappan explained the ill effects of extraction of Methane gas and the Govt should stop this scheme as this scheme will cause disaster in the Cauvery delta area. Er.R.Paranthaman, President / Thanjavur, Thiru Arivazhagan president Consumer forum, Thiru Varadarajan Traders assn, President Thiru. Balamurugan, Co-ordinators of Methane opposition project..., TN Electricity Organisation President Er.Gandhi, Kaveri V.Dhanapalan, Er.G.Thirunavukkarasu, Dr. Bharathiselvan and Thiru. P.Maniarasan, participated and deliberated lectures in the seminar. All the deliberations in the above conferences have appeared in the various news papers (daily) and weekly magazines. Senior Engineers appreciated Er.A. Veerappan for his keen interest shown in doing social justice.

4) Write petition for securing equal pension for those retired prior to 1.1.2006.

Thiru M. Venkatachalapathy Senior counsel Madras High Court filed WP and a copy of the WP will be sent to the individual senior engineers who remitted Rs.2000/- by courier.

In addition to the above Er.A.Veerappan mentioned about the atrocities of the Kerala Govt in preventing TNPWD Engineers from doing their duties in Mullai Periyar Dam and this is to be condemned. He has made appeal to the TN Govt to give every protection for our engineers for discharging their duties freely.

Er. S.Jayachandran in formed that Senior Engineers of PWD should be allowed to do valuation works to issue of stability certificate irrespective of service (age) w.r.t qualification as specified in GO Ms. No. 43 dt. 17-02-2011 of the Municipal Administrative dept.

Er.K.Natarajan VP/TANSEA spoke about the service matters and pension related issues.


Guest lecture on Gastro-entrology (surgical) was delivered by Dr.D.Kannan MS., Mch., FRCS (UK)., Professor & Head of Department of Gastro-entrology Rajivgandhi General Hospital, Chennai and Son of Er.N.Devygounder (a most disciplined, developed & honest retired Spl CE, PWD who is now in US.)

Before start of the lecture Dr.D.Kannan was introduced by Er.N.Dorairaj former CE, PWD. He knows Dr.D.Kannan from his student days, worked under renowned Dr.S.Rangabashyam and family friend also. Dr.D.Kannan family is a Dr. family as his father-in-law and wife are both Doctors.

Er.K.Ramalingam, President, TANSEA presented ponnadai to Dr.D.Kannan and wished him well. Er.K.Ramalingam & Er.N.Devy Gounder are friends for 50 years.

Dr.D.Kannan in his lecture informed that he studied medicine without interest. But later on he got interest and did his higher studies in Gastroentrology in surgical side and served the people. He has explained the diseases & curability by presenting power point programme. The diseases like fissure, fistulas, appendilities and tumour can be easily operated by laproslopic method and cured provided the early diagnosis of diseases are ascertained. It is preferable to take less foods as it will reduce the weight & diseases and should not sleep immediately after the food intakes and there should be minimum of one hour sitting after taking food. Dr.D.Kannan answered questions raised by the senior engineers and assured that he will help always if he is approached at any time. He has expressed his happiness in giving lecture and thanked the TANSEA for giving opportunity to give the lecture and thereby honoured him.

Er.K.Alaghiakrishnan former CE, PWD., gave special contribution of Rs.10,000/- and Er.A.Natarajan former CE, PWD gave special contribution of Rs.5,000/- and the Treasurer thanked them for their fine gesture.

Er.N.Selvaraj most effective & dedicated treasurer informed that the funds position of the TANSEA is not encouraging and requested the Senior Engineers to contribute liberally for the growth of TANSEA.

Er.S.M.Arasu, President, Anti corruption moment made an announcement that the book titled on Er.C.S.Kuppuraj - Ninaivu Malar has edited by Er.S.M.Arasu, the cost of the book is fixed as Rs.100. However it is now available for

The New Year Get together function was held on 27-12-2014 saturday at 10.40AM in the Institution of Engineers (India) Chennai - 5. Er.K. Ramalingam, President presided over the function. Er.A.Veerappan Secretary, TANSEA welcomed the gathering and briefed about our awareness programs on Mullai periyar Dam, implementation of the Supreme Court judgement in cauvery river water dispute. Struggle against the extraction of Coal Bed Methane gas in cauvery delta region. He made an appeal to the Govt of Tamilnadu to protect the interest of Tamilnadu farmers and especially giving necessary protection to the Engineers working in Periyar Dam in discharging their duties without any fear.

The Senior Engineers Diary 2015 was released by the Dr.S. Muthu Kumaran, Former Vice- Chancellor, Bharathidasan university and received by Er.A.Abdul Muthaleef Former CE,PWD Ground water. The Senior Engineer's Calendar was released by Er.R.Subramanian, Chairman CTC, Chennai – 8 and received by Er.K.Anbu, Vice-President, Association of Engineers, TNPWD.

Er.A.Veerappan also made a mention regarding, the service rendered by Er.A.Mohana Krishnan and Er.D.Hariram in Mullai Periyar Dam issue and the services now rendered by Er.R.Subramaniam, Present Chairman and Er.M.Selvaraj, CE and all of his supporting staff in this issue.

Er.R.Subramanian, Chairman CTC presented status report on water resources of Tamilnadu by power point presentation and the same was very useful for the engineers. Er.A.Veerappan introduced Er.S.S.Rajagopal Director SWaRMA, TNPWD and invited him to present the lecture on Database on Irrigation potential. Ponnadai was presented to Er.S.S.Rajagopal, Er.Priyadarshini AE and Thiru. Prabhu Geophysicst.

Er.S.S Rajagopal before start of his presentation expressed his happiness and appreciated Er.A.Veerappan for his untiring service rendered to the TANESA and conveyed greetings to the gathering. He got the central govt fund of Rs.50Lakhs and prepared the data base on Irrigation potential and this data base will be very much useful to the public of Tamilnadu and they can get it down loaded at any time.

Er.A.Veerappan has mentioned that Er.R.V.S.Vijayakumar then CE,PWD Madurai region/WRO, Madurai took bold steps to tackle the kerala govt attrocities and like wise bold actions taken for protecting our engineers and to maintain the Periyar Dam.

Er.S.Karuppasamy also spoke in the function. Er. D.Arumugam Joint secretary TANSEA greeted the gathering and delivered vote of thanks and the function came to an end by 1.30pm. New Year Diary and calendar were distributed to all the senior engineers.

NOTE: We regret to inform that Er.D.Anbalagan Former CE, PWD, Chennai Region/WRO expired on 8-01-2015 due to slip in bathroom. Er.D.Anbalagan attended & sponsored the new year gettogether function held on 27-12-2014. We are really shocked to hear the sudden demise of Er.D.Anbalagan. TANSEA office bearers paid homage to Er.D. Anbalagan. We convey our deepest condolences to the family members, friends and his well wishers.

Letter of Boycott of Tamilnadu State Information Commision To The Chief Information Commissioner Tamilnadu Information Commission Chennai-600018 Sir, Sub: RTI ACT-2005 – improper implementation in tamilnadu- inordinate delay in disposal-

Unsavoury treatment of appellants –protest by NGOs-Boycot of the Commission- Intimated We are sorry to record that the Tamilnadu Information Commission has not been functioning in the true spirit of the RTI Act-2015 which requires that the information seeking public are helped to get the information from the Public Information officers who had refused to respond positively to the request. The simple procedure would be to put the request for information to test, its validity, eligibility, availability and the feasibility of providing the same to the appellant. This could be done at a clerical level and, as the case may turn out to be, the PIO advised to furnish the information forthwith under threat of penalty or if the information is not possible to be provided intimate the appellant appropriately. This could be done in a week’s time. As simple as that. But the Commission misusing the nonstipulation of any time limit in the Act, keeps the appeals pending for months together so that the purpose of the information seeker is NOT at all served. This is nothing but a mockery of the Act itself. Besides, the Information Commissioners assuming to be decked in the robe of judges, simply call for hearings and enact the farce of conducting court proceedings sometimes with counsels arguing. This is not at all in the Act. It is pertinent to note that the Central Information Commission procedure does not at all require the presence of the appellant and makes it optional. So, what is required of the Commission is only to enquire into the act of the Public Information Officer and dispose of the appeal. Even while conducting such unlawful hearings, the appellants are denied the courtesy of being made to sit while the accused namely the PIO is allowed to depose seated. This is per se atrocious and unjust. The public are the masters and their preeminence has to be respected. Perhaps this itself is case enough to be taken to the Human rights Commission for appropriate relief. The Commission is expected to be unbiased and if at all, the Act and the Law may ignore, if it is marginally biased in favour of the information seeking public. But unfortunately, the Commission is hesitant to apply the penalty provision, which has emboldened the officials to adopt a lethargic approach and ignore the requests for information with the sure knowledge that the Commission is their Godfather and they have nothing to fear of. This is vouchsafed by


the reported remarks of the Chief Information Commissioner that the Government officials were after all their men and so have to be treated protectively . To cap this all, the recent episode of police arrest of Thiru.Siva Elango, State president , Satta Panchayat Eyakkam, at the instance of the Commission on the allegation of concocted offences has proved to be the proverbial last straw inviting the displeasure and wrath of thousands of innocent RTI Activists. While the situation is not any better elsewhere in the country, it is indisputably much worse in Tamilnadu. We come to know that Senior bureaucrats of the state have also expressed their disapproval of the stand of the Commission. We are not only wary of the situation in Tamilnadu. Our real concern is that the RTI Act -2005 which was won after a long and protracted battle with the powers, by socially conscious citizens of the country should not be allowed to be so easily buried by irresponsible and unresponsive governance and incompetent and ignorant implementation. We can’t say we are served well by the Commission as intended by the well meaning Act, a valuable boon granted by the God and denied by the priests. Also, We strongly feel that the Act requires many positive modifications in order to ensure efficient and effective implementation of the Act. In the circumstances, in order to make public our grievances and in order to draw the attention of the authorities concerned we propose to and do forthwith boycott the Taminadu Information Commission.
