JO’BURG MUNICIPAL BILLING FIASCO CONTINUES
Apart from April being the month of exciting events in the south (think the Rand Show and Lusito Land) as well as my birthday, April is also Sexual Assault Awareness Month (SAAM) which is represented by a teal ribbon – a symbol of sexual violence prevention. Coinciding with SAAM is the Red My Lips Campaign, a global drive that’s aimed at raising visibility and awareness about the
realities and prevalence of sexual violence.
Now in its third year, the campaign’s goal is to also combat rape myths and victim-blaming. Founded in the US by Danielle Tansino who was raped by
a childhood friend of her then housemate, Red My Lips urges
supporters to wear red lipstick throughout the month of April in order
to illustrate solidarity and to support rape victim survivors. The ladies at tame TIMES decided to join the Red My Lips Campaign for the month. We would like to invite everyone to take part.

Dear Candace, I have been most disturbed by the erection of the tower on the corner of Laubscher and Donnington Streets, Glenvista Ext 4. It appeared to me to be a cellphone signal tower, and as far as I understand, the community has not been consulted on its placement. I enquired from a local councilman on the matter and he responded that the local council has no control over where the towers are placed, as this responsibility lies within provincial government. He enquired from the provincial government as to what the tower is for and got word back that it is an MTN/Vodacom tower which will be used to receive signals from CDC cameras in the area. I first considered that it was an acceptable idea, that the tower would be used to collect signals from cameras that would be used concerning security of the neighbourhood. I then questioned why it would be necessary to place a cellphone signal tower outside a residence (approximately 4m from the house) when we have large pieces of bare land surrounding the area? I had heard that cellphone signal towers have been implicated in a number of health issues which raises several red flags for our community in Glenvista. I decided to investigate this claim further. Several sites, including WHO, claim that there is no danger in signal towers if they are placed according to safety regulations. Further investigation into scientific research papers demonstrated an immense controversy in results, with some stating that they pose no health threat and others stating the towers induced several diseases and disorders in health. This mammoth division in scientific opinion proves a definite fact – not enough research has been done, particularly with regard to the long-term health effects of cell base towers. Should we, as the residents of Glenvista, be put at risk for health problems, without even being consulted? Should there not be irrefutable evidence that cell base towers pose no risk to our health before being placed on pavements outside our houses? Is the
tower placed according to safety regulations to ensure that we have minimal health risks? The callous disregard of our opinions as residents who may have our health affected by the placement of the tower gives the impression that the provincial government has little regard for our wellbeing. As food for thought, my brief research revealed several results that concerned me. The International Agency for Research on Cancer classify the RF field (emitted from cell base towers) as possibly carcinogenic (cancer causing) to humans. Several studies suggest that the towers should be placed at a minimum of 300-400m away from residences in order to avoid the risk of cancer and other health effects. A study done in 2007 measured serotonin and melatonin levels in residents within 300m from the tower. These hormones control your mood, sleep, brain signalling and immune response. 56% of the residents had a decrease in melatonin levels and 84% had a decrease in serotonin levels. In Germany, a study conducted over 10 years revealed those who lived within 400m of a cell base tower experienced three times more cancer than those living further away from the tower. Another study done in Germany demonstrated that residents exposed to the radiation from cell base towers had a higher prevalence of tumours, diabetes, arrhythmias, inflammatory conditions, joint pain, infections, headaches, insomnia, depression and memory problems. This tower is not 400m away from our residences. Its placement has not been approved by the residents it will affect. It is not proven to be safe. Should it be allowed to potentially risk our health and wellbeing? Can it not be moved a safer distance away from the residents so that any health risks are decreased? I hope that these questions may be considered. Let us not put our children or ourselves at risk, whether the risk be cancer or insomnia or depression. The placement of the tower is not fair or considerate to us as the residents affected and I appeal to those responsible to reconsider its placement.
There appears to be no end to the billing fiasco at the City of Johannesburg’s billing department. Councillors’ are inundated with queries which are not resolved by the department. Although some of the queries are complicated and would require some investigation to resolve, most of the queries are straight forward and the staff at the department should have no problem in resolving the issues. It also appears that the staff attending to the queries do not have the experience or the skill to resolve queries, and in most instances, appear not to understand
the computerised billing system. Most of the queries logged are incorrect readings posted to the accounts or swapped figures that can easily be resolved. Residents logged queries are sometimes not even attended to - they are merely issued with a reference number and the next time they hear of the department is if a termination notice is posted against their entrances of their properties. On many occasions the queries get resolved and two months later the customer receives an even worse scenario than the original query. Customers inform us that although the meter readers regularly read their meters,
when they receive their account from the City they are charged on estimates and in many cases terribly inflated so they all of a sudden owe astronomical amounts.Other scenarios include residents who have opted for prepaid meters are still being charged on the conventional meters; residents who sold their properties paid the account in full and credit balances not been refunded or the accounts not been terminated after the sale of the properties and they continue to receive statements with outstanding balances. Some customer’s meter readings that taken down incorrectly by the readers for years are
all of a sudden being told that they read it incorrectly and back date the readings for up to five years, which reflects the incompetence of the staff doing the readings. The billing fiasco is not only creating terrible confusion and annoyance but unnecessary stress for property owners and customers that have to cope with very difficult economical times and many are forced to sign debt agreements with the council for amounts they do not even owe, binding them to a debt for years, adding extra financial stress.

Just off the R82 down an unmarked dirt road one will find a hidden historical treasure – a charming little farmstead that boasts exceptional cultural and heritage significance. Nestled at the foot of the Klipriviersberg Nature Reserve mountain on the bank of the Klip River lies the Eikenhof Khoisan Farm, a site that symbolises the antiquity of the Khoisan community – South Africa’s oldest people. Situated on portion 80 and consisting of 247 hectares of land, the Eikenhof Khoisan Farm boasts remnants of Johannesburg’s first settlement of Khoisan people. The site has been occupied by the Khoisan for over 100 years, with members of this ancient lineage still visiting the
farm to worship at the Ebenezer Congregational Church. Arriving at the farm off the beaten track, the caretakers along with typical farm animals including chickens, a friendly cat and a dog greet you. The farm currently comprises of four buildings: the Ebenezer Congregational Church; two dilapidated, unoccupied houses; and a new house where the caretakers reside. The Khoisan community harks back to around the 1850s when they moved into the area and settled there soon after in the mid- 1890s. During this time the area was known as Jackson’s Drift – a term that is still used today. Houses were established on the farm around the Ebenezer Congregational Church which acted as a school as well. The site also boasts Stone Age artefacts, early traces of gold mining exploration, the
battleground for control of Johannesburg in 1900, a graveyard and a wetland. “In
2006 a study of the farm was conducted by PD Birkholtz of Archaeology Africa. This 175-page research document stands as a testament to our history,” explains Johannes
Ralph Goliath, Deputy Chief of the Jackson’s Drift Khoisan Development Association which aims to revive the Khoisan identity and strengthen the Khoisan community in the South of Johannesburg. “By 1949, up to 600 families were living here. However, they were all moved out during the forced removals era
of the early 1960s and dispersed into townships and locations including Grasmere, Eldorado Park and Kliptown. Despite this, the community has remained strong still
to this day,” adds Goliath. According to Birkholtz’s report, “The heritage inventory has revealed the existence of at least 12 heritage sites located within the study area, of which the Ebenezer Congregational Church site is certainly most significant.” Goliath notes that based on the evidence in the report, the Khoisan and coloured population had always been there, prior to the white settlers. “The farm stands as a beacon of solidarity for the Khoisan community,” says Andrew Barker, Chairman of the Klipriviersberg Sustainability Association (KlipSA) which is working very closely with the Jackson’s Drift Khoisan Development Association. In association with the Klipriviersberg Nature Reserve Association, KlipSA, SOJO Business & Tourism (SOJO) and the Jackson’s Drift Khoisan Development Association, a Khoisan Story Telling Evening was held on Saturday 28 March 2015 at the Old Farm House
in the Klipriviersberg Nature Reserve. Residents of the South joined around a camp-fire to experience compelling stories told by the Khoisan people of the South of Jo’burg. Their history, heritage and culture were revealed through storytelling, traditional music and dance. “The evening was a huge success,” says Barker. “We will make the next evening an even bigger success,” he adds. Goliath highlights that the Khoisan community endeavours to lease the land where the farm is situated from the City of Johannesburg in order to revitalise the Khoisan community further. Principal Chief Adam Mathysen, project co-ordinator of the Jackson’s Drift Khoisan Development Association, has made an application to the Johannesburg Property Company to enable the displaced community to possibly formally re-occupy the land. The land claim application was submitted to the government in 1995. “For years, the community has tried to secure the land, however, the Council has been reluctant, for whatever reason, to release the land,” notes Barker. “Our biggest challenge at the moment is the pending land claim,” highlights Johannes Davids, Deputy Chief of the Jackson’s Drift Khoisan Development Association. “We are dealing with the land claim and the government as we speak,” he adds. As the brainchild of Mathysen, the Jackson’s Drift Khoisan Development Association wishes to acquire the land for the development of a Cultural Village – a project that will incorporate traditional Khoisan accommodation, conference facilities, a book store, restaurant, a museum and more. The Cultural Village project proposal’s goal is to consolidate the Khoisan in the area, stimulate social and economic opportunity as well as sustain and grow the community. The Cultural Village will form part of KlipSA and SOJO’s development idea of establishing the Klipriviersberg Agritropolis initiative. “Our main goal is to revitalise the culture and restore the languages here – we want to establish a school here at the farm in order to achieve this goal,” says Goliath. “Our community have stories to tell. We want Johannesburg South to know about us and what we stand for,” he adds.

The Democratic Alliance (DA) in the City of Johannesburg has proposed a motion to have a street, road, avenue or boulevard named after the father of the nation, Tata Nelson Rolihlahla Mandela, during a council sitting on 25 March 2015. DA Councillor Tyrell Meyers put the motion forward to council for consideration, with the African National Congress (ANC) proposing two amendments, which were accepted. The DA acknowledges that the late Nelson Mandela was awarded the honour of Freedom of the City and that there are currently no streets, roads or boulevards named after the late president and freeman of the City of Johannesburg. There is only a bridge named after Mandela as well as a shopping block in Sandton. It has been a policy in the City of Johannesburg that no road may be renamed after a living individual. Mandela passed away 15 months ago and it would be only be fitting for a road, street or boulevard to be named in honour of him. In a surprising move, the ANC has supported this motion, which is rare considering they always reject motions by the DA. The proposed amendments by the ANC call for the process of public participation to also be included, as well as investigating one of the three corridors to be renamed after the former statesmen, which the DA is content with. Johannesburg will join Cape Town, Bloemfontein and other cities in soon having a pathway named after the former president. The DA is happy that the motion has been passed without objection, and that the legacy of Mandela will continue to live on as we are reminded of his generosity and kindness on our streets.
PRICE HIKES MAY DRIVE COUNTRY INTO RECESSION
The R1.62 a litre increase in the price of 95 octane fuel together with the 14.25% increase in electricity tariffs for municipal users could drive South Africa into a full blown recession. Independent economist Dawie Roodt said this was the largest fuel increase in history and was going to hit consumers like a ton of bricks. “If Eskom loses any more generating capacity, economic growth could slow to less than half a percent or even become negative, plunging the country into recession,” said Roodt. “Bad governance and confusing policy is adding to South Africa’s economic woes significantly because foreign investors don’t know the extent to which their investments will be protected. If government keeps pushing forward with restrictions on land ownership rights for foreigners and increasing BEE targets, what little foreign direct investment is still coming into the country will disappear completely. We may even see existing investors packing their bags and leaving the country which could lead to massive job losses,” Roodt added. The Central Energy Fund said the fuel levy now amounted to R2.55/l and R2.40/l for petrol and diesel, respectively. The Road Accident Fund levy would be R1.54c/l from 01 April, it said. Debt expert Neil Roets, Chief Executive Officer of Debt Rescue, one of the largest debt management companies in South Africa, said the present combination of economic factors was going to severely impact on consumers, many of whom were already deeply indebted. “We know that municipalities are going to add three or four percent to Eskom’s 14.25% increase and that Eskom is trying to push through further increases this year to compensate for the losses they incurred through preventable inefficiencies. The overall debt that consumers have stacked up during the past several years effectively means that they owe 75% of their net earnings to creditors already,” Roets said.“Once they have serviced their mostly overdue debt, very little
money is left for essentials like
food, clothing, transport and school fees.” Roets
said the fuel price hike would mean that there would be
significant increases in the prices of all commodities but
especially food which would hit the poorest of the poor the hardest.” He added, “Almost all goods are transported by road and the wholesale diesel price increase of between R1.22/l and R1.24/l will have a significant impact on the prices of virtually everything consumers use on a daily basis. The fact remains that the overall economic
outlook remains grim as millions of consumers are unable to service their debt resulting in ever greater
numbers having to seek help from debt counsellors. Debt counselling remains the best way for consumers
to get out of debt in a manageable way paying off their debt in smaller instalments over a longer period of time,” Roets said. He said Debt Rescue had been experiencing unprecedented growth largely because of the flood of consumers who are on the verge of losing their possessions to debt collectors and resorted to debt review to help them repay their debt in a manageable way. According to the National Credit Regulator’s Consumer Credit Market Report, the total outstanding gross debtor’s book is sitting at R1.47-trillion. This represents money owed by consumers in the form of mortgages, vehicle finance, credit cards, store cards, personal loans, short term loans, pension and insurance-backed loans.

South African road users, especially those transporting toddlers, will have to adopt a more serious approach to road safety. This is due to the amendments made to the National Road Traffic Regulations. This new law requires that children that are being transported in a motor vehicle are buckled up with an appropriate child restraint. Safety and booster seats are therefore a must. This particularly applies to children who cannot fit on the current seat belts that are fitted in motor vehicles. Minibus taxis and other forms of public transport are not excluded from this new regulation. Transporting toddlers to and from school will become increasingly difficult for these public servants. If the new legislation is not adhered to, one will be punishable by law. According to the Medical Research Council,
road traffic accidents are the leading cause of injury and deaths among under five-year-olds in South Africa, and most of these are children are not buckled up. Although these regulations are welcomed by trauma doctors and road safety campaigners, motorists and public transporters are raising concerns about the costs of buying child seats. They feel that together with rising costs of petrol, coupled with the new legislation, it is becoming increasingly expensive to use South African roads. What is your view on the new legislation? Cape Town teen tries to join ISISA 15-year-old girl from Cape Town, who allegedly ran away from home to join the Islamic State, was caught moments before a British Airways flight was about to leave for Johannesburg, followed by a flight to Saudi Arabia, according to State Security Minister, David Mahlobo.Relatives of the girl contacted authorities after she disappeared from her parents’ home on Sunday morning. It was discovered that the teenager, whose mother is a medical doctor, was missing when she failed to answer her grandparents’ call for breakfast. She had left the house after locking her bedroom door and escaping through a window.According to Yusuf Abramjee from Crime Line, one of the family members approached them for help. He added that dockets suggesting that the group had recruited her, were found in her room.It was initially thought by the police that she was a runaway and the family were turned away by Landsowne police, who told them, in contravention of police procedure, that they had to wait 24 hours before reporting her as missing.When Abramjee was contacted by community leaders, he alerted the Western Cape police commissioner, who raised the alarm with the State Security Department. Airports and border posts were immediately notified and given a description of the girl.The Institute for Security Studies stated that such organisaions are becoming increasingly proficient in using social networks to recruit members. According to the institute’s Anton du Plessis, the schoolgirl could have been deliberately targeted. Du Plessis added that it demonstrates that ISIS is very strategic and clever in terms of how they target the youth.Brian Dube, spokesperson for the State Security Minister, told The Times that this is not the first case they are investigating. They have been picking up information about other possible recruitments in South Africa.Mahlobo told eNCA that the girl had been using technology and social platforms to interact with strangers. She had also been reading some material suggesting that she was interested in joining the terror group.He added that while the ministry is constantly searching through international cyberspace for any evidence of terror threats or recruitment, he is concerned that recruiters have direct access to children, according to EWN.The girl was returned safely to her parents after she was taken off the flight. It is still being investigated how she obtained the funds for the airfare. The entire family is being questioned by State Security to establish exactly how she was recruited and what her role was to be.(News 24 / EWN www.rdm.co.za)

JACKIE GIBSON A GREAT SUCCESSThe running of the 70th Jackie Gibson Marathon and 3rd Allan Ferguson Half Marathon took place on Sunday 22
March which turned out to be a great success. Hosted by the Johannesburg Harriers Athletic Club, the Jackie Gibson is run each year in memory of H.A Gibson, otherwise known as “Jackie”. For a time, post the Second World War, Jackie held the South African Marathon record and then the Transvaal record in a time of 02h30m. The weather proved to be ideal for both marathoner and half-marathoner alike as the day started out cool with a light drizzle half way through. The Johannesburg Harriers Athletic Club would like to thank all of its members and supporters who helped to make the day happen. The club looks forward to hosting another successful Jackie Gibson Marathon and Allan Ferguson Half Marathon next year.
