Structured Internship Programme • Encourages companies to plan meaningful internships for local students. • Endorsed programmes are eligible for double tax deductions. • Aims to offer 12,000 internship placements in ETP sectors to local undergraduates. • A total of 175 industry partners have been endorsed including Sunway TES-UM-ACCA for Financial
Services.
Upskilling • Accelerate the development of talent pool for high value added jobs and make them industry ready • Upskilling programmes trained over 1000 graduates for careers in the E&E, Oil and Gas, Telco and IT
sectors. • Programs include FasTrack, High Income Talent Research Engineers (HITRSE) and and Technology
Specialist In Specific Domain Expertise (TeSSDE).
MyLinE4E • Collaboration with MoHE on MyLine, an online self-directed learning portal that is administered by
UTM. • TalentCorp will aggregate content from leading employers that aims to up-skill young Malaysians for
the workforce • Received cooperation and commitment from 10 companies namely, Accenture, Axiata, CIMB, EY,
Intel, Maxis, Maybank, Motorola, Telekom and PWC.
STAR & TAPS • Launched in August 2011 to enable JPA scholars to build careers in priority sectors of the GTP & ETP. • In 2011, 157 (+60) JPA scholars from top overseas universities secured placement with over 100
leading employers in private sector; 84 top JPA scholars were placed in key Government agencies.

MyWorkLife • An online guide on living and working in Malaysia has reached around 750,000 unique hits, with 50%
of visitors from US, UK, Aus, SG, since its launch on 17 January 2012.
Returning Expert Programme • To encourage more Malaysian professionals abroad to return & contribute to Malaysia’s economic
transformation. • 680 REP applications approved in 2011 with 1200 targeted for 2012 (900+ as of July) • REP profiles include senior management positions in leading Malaysian companies & MNCs in O&G,
Finance, ICT, Healthcare and Business Services sectors.
Facilitating Returning Doctors • MoU signed with MOH on collaboration in various areas, including facilitating registration of
returning doctors and joint outreach with private sector to engage with doctors abroad.
Career Fair Incentives • 39 Malaysian companies have participated in overseas career fairs attracting about 2,300 unique CVs. • 2012-2015 target is to have 70 companies participating, and attracting 4,000 CVs.
Residence Pass-Talent • Introduced in April 2011, offers top foreign talents a longer tenure of 10 years to reside & work in
Malaysia and contribute to ETP • Also extended to spouses, enabling them to work in Malaysia • Over 670 RP-Ts have been issued to top expatriates in leading companies like Shell, CIMB, Technip,
IBM, Petronas Carigali, Intel, Shell, Siemens & Standard Chartered, with 80% of recipients as top management / technical experts.
• Over 500 i-Pass offered to RP-T in October 2011 to ease their mobility.
Employment Pass II (EPII) • Employment Pass policy liberalisation enables longer tenure of top foreign graduates in local HEIs to
work and contribute to critical skill gaps in Malaysia.

Equipping Fresh Graduates for High Skilled Employment
As the nation moves towards a high income
economy by 2020, the Economic
Transformation Programme (ETP) via its 12
National Key Economic Areas (NKEAs) will
require significant numbers of entry level
talents of fresh graduates which possesses
technical skills required by the industry.
Why was the Upskilling Programme
created?
Who is the Upskilling Programme for?
The Upskilling Programme was introduced
to increase availability of local talents and
provide opportunity for employment of high
skilled jobs among local fresh graduates
with the objectives of:
• Provide industry ready entry-level talent
for high skill jobs; and
• Creating a world-class workforce in
Malaysia, especially in the context of the
ETP.
This programme is open to all final year
students , fresh graduates that fulfills
minimum criteria for high skilled jobs and
within 6 months after their graduation.
• Developing skill sets that are required by

Talent Acceleration in Public Service (TAPS)
Optimising Scholarship Talent to help Drive Malaysia’s Transformation
TAPS aims to identify, source and nurture
talent for the Malaysian public service.
What is TAPS? Who is TAPS for?
It is a 2-year work-cum-development
training programme for selected high-
performing and high-achieving Public
Service Department (PSD/JPA) Scholars
who have recently graduated from top
universities worldwide. It is jointly organised
by the PSD together with the Razak School
of Government (RSOG) and TalentCorp.
TAPS is applicable to PSD scholars
selected by PSD and will be known as
TAPS Associate.
How does TAPS work?

Practical training in Host Organisations
with participation in the works and
projects of the Host Organisation;
Mentorship with senior leaders in the
Host Organisation;
The Associate will be given the chance
to assume high impact roles in special

A collaboration between the Public Service
Department (PSD/JPA) and TalentCorp, for
PSD Scholars to work with leading
organisations driving Malaysia’s Economic
Transformation Programme.
What is STAR?
Who is STAR for?
STAR is meant for Scholars who have not
been offered employment by the
Government (including recruiting authorities
other than Suruhanjaya Perkhidmatan
Awam) after graduation.
How does STAR work?
Programme Flow
STAR enables the Scholars to serve their
scholarship bond in the private sector.
STAR would also allow companies that are
participating in the ETP or a National Key
Economic Area (NKEA) to be part of the
STAR programme and have the opportunity
to tap into the pool of top scholars
sponsored by the Government.
What are the benefits of STAR?
For Scholars:
Developing their careers with the best
Malaysian employers;
Serve their scholarship bond with the
private sector.
For the private sector:
Tapping into a pool of previously
inaccessible high-achieving scholars
from world-class universities.
Step 1
Government hires selected Scholars. The
rest of the Scholars are released into the
STAR pool.
Step 2
TalentCorp grants Corporate Partners
(private sector companies who have
registered to be part of the STAR
programme) access to the Scholar pool.

Scholars serve bond with Corporate
Partners.

Employ scholars and abide by programme obligations
Receive copy of JPA’s Letter of Instruction to scholars
Participate in TalentCorp events and reach out to scholars pre-graduation
Companies may begin selection and interview process, and may also offer at any time, but scholars cannot confirm acceptance until the waiting period is over.

require middle- to high-level expertise, and
the Government aims to tap this expertise
via returning Malaysian experts.
Why was the REP created?
Who is the REP for?
The Returning Expert Programme (REP)
was introduced to facilitate the return of
Malaysian professionals from overseas with
the objectives of:
• Overcoming the shortage of expertise in
the country; and
• Creating a world-class workforce in
Malaysia, especially in the context of the
ETP.
REP is open for individual applications or
applications made by companies on
behalf of their staff as part of the
compensation package in engaging
Malaysians abroad.
• 2 locally assembled/manufactured
Completely-Knocked-Down (CKDs)
vehicles tax-free;
• Foreign spouse/children are eligible for
Permanent Resident (PR) status within
six (6) months upon submission of
complete application to the
Immigration Department of Malaysia;
What are the benefits of the REP? Who is eligible for the REP?
Those eligible must fulfill the following
criteria:
Malaysian citizen;
Currently employed and residing
overseas at least up to three (3) years
prior to application;
Does not hold an outstanding
scholarship bond with the Malaysian
Government or its agencies;
Able to contribute to the NKEAs in the
ETP;
Has the following academic
qualifications:
• An optional Flat Tax Rate of 15% for
Employment Income for five (5) years;
• Tax exemption for all personal effects
brought into Malaysia;

How to apply for the REP?
Step 1
The interested applicant must apply online at
www.rep.talentcorp.com.my/ before returning
to Malaysia.
After form submission, the applicant must
email scanned documents as listed below to
[email protected]. Cut off date for
submission of complete application is
every 15th of the month.
Scanned documents required:
Detailed CV/résumé
Passport
Academic certificate(s)
Professional certificate(s) (if any)
Spouse’s passport (if any)
Children’s passport or birth certificate (if
any)
Marriage certificate (if any)
Confirmation of current employment/latest
salary slip
The applicant will receive two (2)
acknowledgement emails; one (1) for
confirmation of form submission and one (1)
for confirmation of complete document
submission.
Step 2
Application and documents processed and
summarised. Recommendations for each
application brought for discussion at
monthly REP Committee meeting, which
falls on every last Friday of the month.
The applicant will receive notification of
results and an info pack (upon successful
application) via email within seven (7)
working days.
The successful applicant will be required to
complete the acceptance form provided in
the info pack and report to TalentCorp
within 2 years from the date of approval.
Proof of employment in Malaysia must be
given along with the completed acceptance
form. A ‘Surat Akuan Tarikh Kembali’ will
then be provided to the successful applicant
to enable him/her to claim the REP
incentives.

MYWorkLife portal was created to reach out
to global talents that will promote Malaysia

MYWorkLife also offers information on living

Under the Career Fair Incentive, companies
traveling abroad to participate in endorsed
career fairs targeting Malaysian students
and/or professionals will be eligible to claim
double tax deductions on expenses
directly incurred in their participation.
What is the CFI? How to apply for the CFI?

for the CFI.
Organisers will notify TalentCorp of the
companies that have successfully
participated in endorsed career fairs.

Companies are eligible to claim double tax
deductions by participating in endorsed
career fairs.
How to claim for the CFI?
The double tax incentive under the CFI is
claimed during your company’s usual
corporation tax filing.
Under the CFI’s double tax deduction,
qualifying expenses would be doubled
(instead of the normal single deduction).

The double tax incentive includes (subject
to maximum caps being confirmed upon
the issuance of gazette by Ministry of
Finance):
• Travel expenses for a maximum of
three people– e.g. flights (for economy
class fair), on ground expenses,
accommodations (maximum RM 300
per person per day)
• Daily subsistence (maximum RM150
per day)
• Participation fee paid to the organizer
• Printing and marketing material directly
attributable to the career fair
• Any other direct expenses directly
attributable to the career fair.
Career Fairs organisers need to apply to

The RP-T is an initiative by the Malaysian
Government to attract and retain top foreign
talent in the country.
What is the RP-T?

The RP-T is offered to highly qualified
expatriates already working in Malaysia
seeking to continue living and working in
Malaysia on a long-term basis.
What are the benefits of the RP-T?
Holders of the RP-T are eligible for the

Being able to live and work in Peninsular
Malaysia for up to ten (10) years;

The following individuals are eligible for the
RP-T:
High-achieving individuals with the
capacity to drive business results that
contribute towards Malaysia’s Economic
Transformation Programme;
Have worked in Malaysia for 3 years;
Holds a valid Employment Pass at the
time of application;
Holds a PhD / Masters / Degree or
Diploma in any discipline from a
recognised university or a professional /
competency certificate from a recognised
professional institute;
Possess 5 years of total work
experience;
Earn a gross taxable income of
RM144,000 per annum; and
Have an Income Tax File Number in
Malaysia and paid income tax for 2
years.
